평가는 생산된 기록의 보유기간을 결정하는 과정을 일컬으며, 특히 업무 목적 이외의 2차적 가치를 가진 기록을 영구보존기록으로 선별하는 것을 의미하는 것으로 이해된다. 그러나 광의의 개념에서 보자면 평가 행위는 영구보존 선별뿐 만 아니라 기록이 지닌 가치가 무엇인지를 분석하는 것이라 할 수 있다. 이는 기록관리 전 과정에 걸쳐 기록의 가치에 대한 분석이 수행됨을 의미한다고 볼 수 있다. 한편 기록관리의 특징은 하나의 프로세스로 끝을 맺는 것이 아니라 동일 기능에 대한 기록이 반복적으로 생산되고 관리되므로서 기록관리 프로세스가 반복된다는 점이다. 이러한 기록관리 구조에서 다시 기록관리 프로세스가 시작될 때에는 기록의 가치와 더불어 이전의 생산보다 높은 기록의 가치를 가진 기록을 생산하도록 해야 할 것이다. 이용자들에게 제공되는 기록의 품질이 개선되고 이용서비스의 질을 높일 수 있는 기록관리구조가 되어야 할 것이다. 궁극적으로 기록관리구조는 기록관리 전 프로세스를 마칠 때마다 매번 나은 모습을 갖추는 선순환구조의 모습을 추구해야 할 것이다. 본 연구에서는 우리나라 기록관리제도에서 기록의 가치 분석이 어떻게 반영되어 있는지를 살펴보았으며, 이를 위해 <공공기관의기록물관리에관한법률>을 분석하였다 그 결과를 기록의 가치에 대한 분석구조를 심화한 기록관리체계를 운용함으로써 궁극적으로 기록관리 자체가 선순환적인 구조를 갖출 것을 제언하였다.

Last year, a disastrous accident happened on the sea. Car ferry Se-wol which was on its way from In-cheon to Je-ju sank in the middle of the western sea. 304 passengers were drowned at the sea in the accident. There were no passengers who were waiting on board ship rescued in the accident. This study is to review the pattern of decision making in the middle of saving a life, right after Se-wol was about to sink. The starting point of this study is decision making on the rescue by rescue corps with no expert knowledge at the initial stage. When it comes to saving victims, there was no expert on rescue on the sea. Failure in rescue at Se-wol disaster lets us find a vicious circle of positive feedback loop. Experts with no experience act like well-qualified persons. Unqualified persons(leaders) have no expertise. Those who pretend to be expert occupy the important post in the hierarchy. It means we could not accumulate expertise of know-how in rescue division. That's why a vicious circle of positive feedback is formed in areas of disasters. It is necessary to train experts in Government Organizations to weaken the vicious circle of positive feedback.

While the global food system prevails in America, the community food system is also spreading rapidly. The former, which is based on industrial agriculture, has negative impacts on family farms, food safety, and community development. In contrast, the latter has positive effects on farmers, consumers, communities, and the environment. Community food systems have been able to grow successfully through the participation of farmers and consumers, support of the federal and state governments, and the initiatives of NGOs. Food Circle, upon which this study focuses, is one of the community food systems based on the regional level. It is the outcome of the green movement in Kansas City, Missouri. The goal of Food Circle in Missouri is to retain and support rural family farms by connecting them with regional consumers. Its main activity is to collect data, including a directory of farmers and their regional products, and distribute this data to regional consumers. It is informally organized and entirely self funded. Although community food systems have several problems, their development is to continue in America. The food system in Korea has become a global one in recent decades, and agricultural problems and food safety issues are being generated as a result. The development of community food systems would be helpful in resolving these problems. In order to activate community food systems in Korea as seen in America's case, it would be necessary to have the imperative participation of both farmers and consumers, the support of the central and provincial governments, and the initiatives of NGOs.

This paper examines a mechanism of the Electronic Territory Expansion and the Information-oriented Society. Especially, a strategy for the territory development based on intelligence is suggested. The strategy is divided into a strategy for the domestic electronic territory and a plan for the global electronic territory. To examine the strategy and the plan, this paper is using the causal map analysis based on the System Thinking Approach. The causal map of the mechanism is characterized by a positive feedback loop. The paper has concluded that it is important to make the positive loops as a virtuous circle. It means that when a society dominates the advantageous position firstly in the field of intelligent and electronic territory, the competitiveness can grow in arithmetical progression.

This paper explores a structural mechanism underlying governmental reformulation. Studying cases of governmental reorganizations occurred during past 60 years, this paper constructs a causal map containing a principle of small government, an integrative organization of the government, and a committee organization. A positive feedback loop linking these factors produces an increase in the number of the committee organization in the government. Also, this paper points out that there might be a hidden self fullfilling prophecy that reinforces the principle of small government. Open experiment toward a big government is proposed to overcome the vicious circle of small government curse.

The transcranial Doppler(TCD) is a technique for measuring blood flow velocity of intracranial and extarcranial arteries. This examination based on Doppler effect which was first formulated in 1842 by the Austrian physicist Christian Doppler. In 1982, Rune Aaslid first maked 2MHz pulsed probe and recording intracranial vessels with transcranially. There are six criteria utilized in gaining positive identification of the intracranial vessels. The six criteria are as follows l)acoustical windows 2)depth of sample volume 3)direction of flow 4)spatial relationship of ACA and MCA bifurcation 5)mean velocity and 6)response common carotid artery compression and/or oscillation test. The affected factors for TCD examination are angle of insonation, posture of subject, age, gender, hematocrit, metabolic factors, and cardiac output. Clinical application of TCD are detection of stenosis, occlusion, emboli, thrombsis in intracranial and extracranial arteries and evaluation of cerebral arterovenous malformation, collateral capacity in the circle of Willis, ischemia cerebrovascular disease, stroke patient and vertebrobasilar system.

The paper is concerned about the discovery of new physics of the old oriental philosophy of the yin-Yang '||'&'||' five elements. the physical properties of Five Elements are defined, similarly as in thermodynamics, as five different characteristic state in a cyclic system of nature or a human body. Wood is defined as "warm and soft", Fire as "hot and dispersive", Earth as "agglomerating and sticky", Metal as "tensile and crystallizing", and Water as "cool and slippery" state, respectively. Based on the physics of Five Elements and Qi channel theory, five different constitution classification s are made according to the shape of human face, such as long, inverse triangle, circle, square, and triangle geometry, respectively.Since the constitution implies the relative size or strength of 5 major organs, this theory can be applies successfully to the prediction of the susceptibility to specific diseases as well as the analyses of personal character such as emotion and sensibility. The specific character is analyzed with four different aspects; that is, the first and second are caused by the positive and negative side of the strongest organ, the third character by determined the weakest organ, and finally the fourth by the abnormal psychology due to serious illness.bnormal psychology due to serious illness.

Recently there are sharp increase in number of studies related with facilitation of Inward-FDI or Multinational Enterprises invested in Korea region. The most of studies are mainly purposing to survey - 1)how Korea Government makes counter plan and assistance policy to make foreign capital and Inward-FDI more attractively and aggressively, 2)what is the new framework or system for Inward-FDI policy, 3)what is economic effect of Inward-FDI, 4)what are determinants or conclusive factors of FDI in Korea. Under this situation, the goal of this report is to find out the new way for Multinational Enterprises to reinvest continuously thru getting their better investment performances on several factors including Marketing Competence, Management Ability, Localization Management Skill, Business Management Strategy, and R&D Competitiveness which would be much more important determinants influencing re-investment of Multinational Enterprises in Kora. This report based on the empirical result and comprehensive analysis will eventually help policy makers to implement the appropriate strategy and support Multinational Enterprises to proceed positive circle's re-investment activity in the end.

Exodermic deck systems are new composite steel grid deck systems which have been used in various projects during the past decade. One of the eminent features of this system is considerable reduction in the structure weight compared to the ordinary reinforced concrete decks and also reduction in construction time by using precast Exodermic decks. In this study, dynamic properties of the Exodermic deck bridges with alternative perfobond shear connectors are investigated experimentally. In order to evaluate the dynamic properties of the decks, peak picking and Nyquist circle fit methods are employed. Frequencies obtained experimentally are in good agreement with the results of the finite-element solution, and the experimental results show that the first mode is the most effective mode among the obtained modes. The first four modes are the rigid translational motion modes, and the next two modes seem to be rigid rotational motion modes around a horizontal axis. From the 7th mode onwards, modes are flexible. The range of damping ratios is about 0.5%. Furthermore, the static behavior of the Exodermic decks under a static load applied at the center of the decks was investigated. Failure of the decks under positive bending was punching-shear. The bending strength of the decks under negative bending was about 50 percent of their strength under positive bending. In addition, the weight of an Exodermic deck is about 40% of that of an equivalent reinforced concrete slab.

The Hanja used in Korean are traditional Chinese characters, but what Chinese people use now is simplified characters. So, there are differences in pronunciation and meaning between the characters used by Korean and Chinese. More than 70% of the Korean language vocabulary derived from or were influenced by hanja. For the inheritance and development of traditional culture,and for the communication among countries of the Chinese characters cultural circle in Northeast Asia, should we build up an authentic Chinese education system. But the government hasn't pay much attention to this work, and the government's policy can't implement the efficient education. Consequently, in these days, there are more and more Korean people who are functionally illiterate in Chinese. Recently, proficiency tests of Chinese characters are expected to promote the development of Chinese education. But, most Koreans' motives for Chinese study are usually to pass the college entrance exam or to compete for jobs. However, after passing the test, the motive for studying gradually fade away. It is the basic problem faced by Korean Chinese character education. Since the 1950s, various character education methods have been studied in China, the research results were appliedin their textbooks and other materials. Therefore, a well-organized and efficient learning-by-step education system was built up. At present, China's literacy education in the textbooks utilizes a range of methods including revisional centralized and distributed. Unfortunately, there is still one shortcoming worthy of concerns: how to solve the problems due to the simplification of traditional Chinese characters? Is it possible to revive traditional Chinese characters? Before adopting the results of research on China's literacy education and applying them to our character education, we should consider our specific situation carefully. Adopting the research results with cautious review and objective criticism should have a positive impact on Korean Chinese character education.
