Analysis of Current Status and Improvement Plans of the User Service in Open Data Portal - Focusing on Citizen Participation Data Portal - (공공데이터포털 이용자 서비스 현황 분석 및 개선방안 - 시민참여형 데이터포털을 중심으로 -)

  • Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.

A Study of the Relationships among Types of Web Portal Usage, Credibility of News on Web Portals, and Credibility of News Media Outlets (포털 사이트 뉴스 이용행태, 포털 사이트 뉴스 신뢰도, 언론사 뉴스 신뢰도 간 관계에 대한 연구)

  • Based on the secondary data of the 2018 news media audience conducted by the Korean Press Foundation, this study examines how the credibility of news on web portals and from news media outlets affects the types of web portal usage. The web portal usage was categorized into the two types: paying attention to news edited by the web portals and paying attention to news media outlets. These were named "portal site centered" and "news media outlet centered," respectively. This study found that the credibility of news from the web portals showed positive relationships with both portal site centered and news media outlet centered. The credibility of news from news media outlets had statistically significant relationships with the two types of web portal usage, but it differed depending on the audiences' preferences toward news media outlets. In other words, the credibility of news from news media outlets that are usually preferred or frequently used showed a positive relationship with the portal site centered, but has a negative relationship with the news media outlet centered. On the other hand, the credibility of news from news media outlets that are not preferred or not frequently used had a negative relationship with the portal site centered, but had a positive relationship with the news media outlet centered.

A Study of Cancer Incidence Rate due to Photoneutron Dose during Radiation Therapy for Prostate Cancer Patients (전립샘암 환자의 방사선 치료 시 광중성자 선량으로 인한 암 발생률의 연구)

  • The purpose of this study was to study the probability of cancer occurrence due to photoneutron dose exposure of the colon and thyroid gland, which are normal organs, in 3D CRT, IMRT 5 portals, and IMRT 9 portals, which are radiotherapy methods for prostate cancer. The total prescribed dose for prostate cancer was 6600 cGy, 220 cGy per dose, and 30 divided irradiations were applied for the total number of times. After setting up the Rando phantom on the treatment table (couch) of the medical linear accelerator used in the experiment, an optically stimulated luminescence albedo neutron dosimeter was placed on the corresponding area of the large intestine and thyroid gland of the phantom for measurement. During 3D CRT of prostate cancer, the probability of secondary cancer due to photoneutron dose to the colon and thyroid gland, which are normal organs, was 1.8 per 10,000 people. And IMRT 5 portals were 8.7 per 10,000 people, which was about 5 times larger than 3D CRT. IMRT 9 portals derived the result that there is a probability that 1.2 people per 1,000 people will develop cancer. Based on this study, the risk of secondary radiation exposure due to the dose of photoneutrons generated during radiation therapy is studied, and it is thought that it will be used as useful data for radiation protection in relation to the stochastic effect of radiation in the future.

Evaluation of Photoneutron Dose for Prostate Cancer Radiation Therapy by Using Optically Stimulated Luminescence Dosimeter (OSLD) (전립선암 방사선치료 시 광자극발광선량계를 이용한 광중성자선량 평가)

  • This study is to provide basic information regarding photoneutron doses in terms of radiation treatment techniques and the number of portals in intensity-modulated radiation therapy (IMRT) by measuring the photoneutron doses. Subjects of experiment were 10 patients who were diagnosed with prostate cancer and have received radiation treatment for 5 months from September 2013 to January 2014 in the department of radiation oncology in S hospital located in Seoul. Thus, radiation treatment plans were created for 3-Dimensional Conformal Radiotherapy (3D-CRT), Volumetric-Modulated Arc Radiotherapy (VMAT), IMRT 5, 7, and 9 portals. The average difference of photoneutron dose was compared through descriptive statistics and variance analysis, and analyzed influence factors through correlation analysis and regression analysis. In summarized results, 3D-CRT showed the lowest average photoneutron dose, while IMRT caused the highest dose with statistically significance (p <.01). The photoneutron dose by number of portals of IMRT was $4.37{\pm}1.08mSv$ in average and statistically showed very significant difference among the number of portals (p <.01). Number of portals and photoneutron dose are shown that the correlation coefficient is 0.570, highly statistically significant positive correlation (p <.01). As a result of the linear regression analysis of number of portals and photoneutron dose, it showed that photoneutron dose significantly increased by 0.373 times in average as the number of portals increased by 1 stage. In conclusion, this study can be expected to be used as a quantitative basic data to select an appropriate IMRT plans regarding photoneutron dose in radiation treatment for prostate cancer.

  • While the amount of information exchanged through internet has dramatically increased recently, certain inefficiencies still exist with regard to the storage, distribution, and retrieval of information. As a means of improving efficiency in accessing information, many search portals provide directory services to present organized guidance to information, based on the classification schemes. This study examines the classification activities practiced by the major search portals in Korea and makes some suggestions to improve the quality of directory services.

  • A posterior 3-portal arthroscopic approach with the patient in the prone position provides a novel and optimal approach for isolated subtalar arthrodesis. This approach facilitates access to the posterior talocalcaneal facet and facilitates safe access with regard to the posteromedial neuromuscular bundle. The technique involves prone positioning, establishment of two posterolateral portals and one posteromedial portal, arthroscopic posterior talocalcaneal facet debridement, percutaneous morcellized bone grafting and internal screw fixation. Preliminary results have shown high patient satisfaction, an excellent fusion rate and less postoperative morbidity than open subtalar arthrodesis.

  • The market size of Internet portals has been continuously expanded and also competition has been fierce. For the business success of Internet portals, it is necessary to repeatedly perform a renewal project which improves their services, reflecting more improved or changed strategies. Accordingly, this paper proposes an analysis methodology for performing the renewal project more systematically and effectively. The methodology consists of four phases : establishing improved strategies, analyzing customers, deriving service alternatives, and determining services. The methodology places an emphasis on reflecting effectively customers' standpoints (i.e. customers' needs) and service providers' standpoints (i.e. business strategy) upon service improvement. Furthermore, the methodology includes a specific technique for analyzing the feasibility of services. To demonstrate the practical usefulness of the methodology, a real-life case is illustrated.
