The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.
Amidst dynamic business environment, creating competitive advantage, source of competitiveness, is a critical issue for international port operations. To overcome limitations of prior studies adopted cross-sectional approach, this study reviews a way to continually sustain and create competitive advantage, based on the case of Busan port in South Korea. Development plans, operations and management practices from2005 to 2014 were investigated and reviewed. Results revealed that enhancement of infrastructure, new engine to sustainable growth, green and safety, and partnership enhancement were a source of creating competitive advantage. The results help theoretical advances on competitiveness and its durability, and provide useful insights for creating competitive advantages and future improvement in international port operations.
There is a worldwide trend to automate the handling operations in port container terminals in an effort to improve productivity and reduce labor cost. This study iscusses how to apply an AGV(automated guided vehicle) system to the handling of containers in the yard of a port container ter-minal. The main issue of this paper is how to assign tasks of container delivery to AGVs during ship operations in an automated port container terminal. A dual-cycle operation is assumed in which the loading and the discharging operation can be performed alternately. Mixed integer linear program-ming formulations are suggested for the dispatching problem. The completion time of all the dis-charging and loading operations by a quayside crane is minimized, and the minimization of the total travel time of AGVs is also considered as a secondary objective. A heuristic method using useful properties of the dispatching problem is suggested to reduce the computational time. The perfor-mance of the heuristic algorithm is evaluated in light of solution quality and computation time.
Amid intense port competition in Northeast Asia, international ports require sustainable growth based on competitiveness that incorporates economic, social, and environmental perspectives. Despite the importance of sustainability issues in port competition, prior studies on port competitiveness have focused on ports' own handling capacities. Moreover, sustainability concerns have focused on environmental issues such as environmental impact minimization and environmental index development. The prior literature makes distinctions between studies of port competitiveness and works relating to port sustainability. Therefore, this paper aims to redefine sustainable port competitiveness based on the "triple bottom line," comprising sustainability, analysis of the relevant issues, and practices. The findings offer not only important steps in building knowledge about sustainable port competitiveness, but also provide practical implications for strategic agendas and guidance for future improvements in port operations.
Privatisation has emerged within the past few decades as one of the most significant challenges to public ports and their governments throughout the world. More than forty countries have committed to some form of port privatisation thus far and they will quite likely be joined by dozens more by the turn of the century. A decision to privatise ports can be driven by a variety of forces. The most obvious is to relieve a financially strapped government by turning to the private sector for an infusion of capital required to modernise and sustain port operations, or to bolster the national treasury. Inefficient and costly port operations can seriously impair the competitiveness of a nation’s export industries and artificially raise the cost and thus constrain the availability of imported goods. Privatisation in certain circumstances therefore holds the promise of stimulating economic growth particularly for those whose livelihood depends directly upon port activity and trade. The main objective of this paper is first of all, to introduce a variety of methods of port privatisation after reviewing the reason why port facilities should be privatised. This paper also aims to make some proposals with which a port privatisation process in Korea can be improved after summarising the present Terminal Operating Company(TOC) system propelled by Ministry of Maritime Affairs and Fisheries.
Sustainability is a broad concept involving economic, social and environmental issues in operational and managerial processes. To assist ports to implant sustainability practices into their operations, this paper conceptualizes the structure of sustainability practice in port operations, based on interviews undertaken at Busan port in early 2013. Results revealed that, as a strategic practice to improve their internal business processes, sustainability practices necessitate the simultaneous pursuit of container traffic growth, low environmental impacts and corporate responsible image making, operational efficiency, efficiency of the use of the port area and sustainable growth. Through thematic analysis, the relevant practices were clustered into four sub-dimensions incorporating environmental technologies, continual monitoring and upgrading, internal process improvement, and cooperation and communication. Further, reporting the relevant issues such as barriers and challenges in carrying out sustainability practices, the findings provide useful insights for strategic agenda to assist ports to incorporate sustainability practices in their operations.
The practical shiphandlers, such as ship's captain, pilot and mooring master, in charge of the SBM app-roaches and mooring operations of loaded VLCC should have a highly advanced shiphandling skills because of taking advantage of the wind and current from ahead without assistance of big tugboats. But now except some approaching skills in the vicinity of SBM buoy or waiting anchorage we do not have an optimal controlled approaching maneuvers in the entire course of port approaches. Consequently this study presents the optimal SBM approaches to the practical shiphandlers of VLCC and puts to use with effect in the practical operations. The conclusions of this simulation study are as follows : 1) The optimal SBM approaches in combination of Woo's Approach and a large change of heading were presented for the practical shiphandlers, 2) According to simulation of the pilotship the angle of a large change of heading for reducing headway is more than 70 degrees approximately. 3) Applied this optimal approaches to the SBM operations of simulated Port of Ulsan and confirmed the control of ship and the economy of port approaches time.
Port competition is generally classified into two type of inter-domestic ports and intermational ports and the latter is measured how to secure the function of intermediacy for foreign cargoes among competing parts. In the Northeast Asia top 20 world container ports such as Pusan, Kobe, Yokohama and Kaohsiung are struggling to induce transshipment containers generated in the North China region. This paper aims to analyze and evaluate the competitive factors of the said ports such as port site facilities expenses service level and flexibility of management and operations and suggest the feasible strategies that the Pusan Port to be viable transshipment center in the region. The evaluation is attempted twice. First attempt is evaluated by present conditions of each port and second attempt by upgraded conditions of evaluation value such as port service level and flexibility of port management and operations resulted from the implementation of the ON-DOCK service system. The results of evaluation are as follows; (1) Port competitiveness of first evaluation is ranked in Kobe=Kaohsiung >Pusan>Yokohama. (2) Second evaluation is resulted in Kobe> Pusan= Kaohsiung>Yokohama. According to this results the competitiveness edge of the Pusan Port is able to strengthen by implementation of the ON-DOCk system.

In this paper, practical problems for current feeder service between Busan port and west coast of Japan were extracted through in depth interviews with Japanese feeder vessel companies, shippers, and port authority based upon which major criteria (elements) for improvement of the feeder network are structured in hierarchic order and weighed relative importance through AHP method. From the questionnaire answered by Korean and Japanese port users and experts the weights of criteria were calculated and the shipping service was ranked the first by both parties with 0.235 and 0.217, respectively. The port service and support system ranked the second and the third, whereas the port marketing was shown to be the lowest of all. Considering the overall weights, the increase in a port loading and unloading speed of port service was followed by provision of dedicated deck for feeder vessel of port facilities for Korean respondents. Therefore, speed up of the port operations and providing docks for feeder vessel are to be firstly provided for more efficient feeder operations, which would be the basis for the construction of optimal transportation network.
