  • Today the number of high school drop-outs is increasing , and also it is serious social problems. But almost factor analyses on the drop-outs are projected by questionnaire. This paper find out by the real data form the concerned documents what factors of drop-outs are. In order to accomplish this study purpose, the methodology are used such as Fequency Analysis, Correlation Analysis, Crosstabulation Analysis. Through the this study this paper could siome suggestions as followings. The first , all education authority should analysis what factors of drop-outs and what drop-out situation is . The second, every teacher should counsel with all problem students sincerely regarding to their characters, future occupations, life course and etc. The third, the most and worst important factors of drop-out is runaway. Because it is very difficult for teacher to teach, lead and guide a runaway student, therefore thepreventino of runaway is efficient for reducing of drop-outs. The fouth, the students violating rules are retrained propoerly in view of guide for good path. The fifth, besides of the above factors. there are drop-out factors such as the health, disease, dafety accidents . All parents. teachers, and students should try their best to solve. • While the vessel become bigger and high speed, navigational passages become narrow due to an enlargement of all sorts of new ports, sea-crossing bridges and anchorages, leading to the high probability of marine accidents. Furthermore, a constant increase in the maritime transportation and the traffic volume on the sea led to a variety of sea traffic environments and it is a trend for the demand for the sea transportation environment to increase steadily. At this point of time, the Ministry of Land, Transport, and Maritime Affairs introduced the Korea Maritime Safety Laws evaluating the degree that The Safety Audit System for maritime transport, which evaluates the degree that all kinds of port facilities installed temporarily or installed into navigational passages, and the installations and repair constructions of S.O.C. facilities affect ships' traffic safety, was introduced through Korea Maritime Safety Laws and went into effect from November 28th, 2009. This study was performed to introduce an outline including the concept and purpose of the Maritime Safety Audit(MSA) system for maritime transport and the technological guidelines for scientific and standardized enforcement, thereby analyzing the system.

  • The purpose of this paper is to show a way for measuring the rankings of efficient seaports in Korea by using DEA(data envelopment analysis) and model suggested by Jahanshahloo et al(2006). Two inputs(birthing capacity, and cargo handling capacity) and three outputs(export cargo handling amount, import cargo handling amount, and number of ship calls), and one cross sectional data(2004) for 26 Korean seaports are considered for measuring the efficiencies. An empirical main result indicates that ranking order of efficient seaports are Okpo, Samcheok Ulsan, Daesan, Busan, Gohyun Ports. Samcheok Port is classified as the most strong efficient port among 16 general ports except 10 container ports. The Korean seaport authority can adopt the new measurement way introduced in this paper for measuring the exact ranking order of efficient seaports when it decides the development and investment to each efficient seaport.

  • In this study, a congestion assessment was conducted to verify seasonal differences in congestion for major coastal traffic routes and fairways in major ports with GICOMS Data for 7 days without issuing a special weather report. As a result, a maximum of 11 % and 82 % are shown, with an average of 3.5 % and a 30 % seasonal difference for hourly average congestion and peak time congestion. Therefore, seasonal differences for the target area should be taken into consideration to perform further congestion assessments, particularly for maritime traffic safety assessments, and keen attention should be given to setting up safety measures against congestion.

  • It is a critical problem of the Busan container cargo market that serious competition between the north port terminal and the new port terminal is weakening port of Busan's competitiveness. To avoid this serious competition, Busan Port Authority(BPA) has executed a cargo-rate approval system from last year. However if Busan's container terminal operators do not accept this system, the execution performance will be insufficient. Therefore, the purpose of this study is to test the effect of cargo-rate approval in the Busan container cargo market. To attain this research purpose, the current situation was analyzed and the existing papers were investigated. Therefore, cargo-stabilizing factors were extracted and the moderated effect between these factors and cargo-rate approval was tested. The results are as follows. First, three cargo stabilizing factors-(market structure, market behavior, and BPA)-appear to have a strong positive impact on the stabilizing effect; however, the factors that are handled by the operators can not influence the stabilizing effect. In particular, market behavior factors, such as cargo-rate dumping restriction, contributed to stabilizing cargo market. Second, The results appear to have a strong positive impact on the moderated effect as well as the cargo-rate approval. These research results show that the execution of cargo-rate approval is important in stabilizing the cargo market. Therefore, stabilizing the cargo market will contrubute to improving the image and bargaining power of the Port of Busan.

  • In December 2012, a pile driving boat sunk off the coast of Ulsan port in Korea. The cause of capsizing of these boats was considered a complex problem. Although Korean Ship Safety Technology Authority concluded that leaders (cranes) of the vessel were designed with sufficient safety factors, National Forensic Service concluded that the capsizing was caused by the failure of leaders. This study reviewed the related laws, strength calculations, and structural analysis methods used by the Korea Ship Safety Technology Authority. In addition, numerical simulations were carried out on hydrodynamic analysis and structural analysis to analyze the cause of vessel capsizing based on the rules of the Korean Register of Shipping. The results were similar to those found by National Forensic Service. In conclusion, the study suggested that inspection especially for a pile driving boat subjected to the Korean Register of Shipping rules should be carried out to prevent the similar accident.

  • This paper finds that business in the shipbuilding industry affects significantly the exchange rate and its variability. The effects of the amount of orders received and construction in the shipbuilding industry on the exchange rate and its variability are preemptive and long lasted. This implies that business cycles and the exchange rate hedge in the shipbuilding industry are important factors in understanding the exchange rate and its variability. Advancement in the technology of exchange rate hedge in future may reinforce the importance of business cycles in the shipbuilding industry. It is, therefore, required that the policy authority should monitor carefully the shipbuilding industry for the stability of foreign exchange market.

  • This paper aims to introduce budgetary accounting system for not-for-profit organizations related to maritime and fishery in Korea Especially, these not-for-profit organizations related to maritime and fishery should design and maintain the original accounting systems because they have some objectives and activities of organizations different to for-profit organizations. Currently, while the accounting for not-for-profit units is difficult to understand, this case study of budgetary accounting system for not-for-profit organizations related to maritime and fishery as KSSIT may be great help to them by reflecting all administrative activities of these units and offering objectively and fairly financial position and phase or operating results. This paper concentrate primarily upon this subject about double-entry accounting system to be introduced in order to improve budgetary systems of not-for-profit organizations. These units are governmental organizations as public corporations and bodies corporate and politic. Therefore, not-for-profit organizations related to maritime and fishery should be applied to regulations of the Governmental Accounting Standards Board. GASB has the authority to establish standards of financial reporting for all units of government. With conclusion, this paper reviewed a case of double-entry system for budgetary accounting, and examined a process of financial reporting in not-for-profit organizations. Through this paper, the comprehensive understanding of budgetary accounting system for not-for-profit organizations as KSSIT would be promoted.
