Problems of Regulatory and Legal Support of Polygraph Application in Ukraine

  • The article is devoted to the study of the problems of polygraphic research to obtain forensically significant information. An analysis of the legal basis for the use of the polygraph in Ukraine. Problematic issues concerning the appropriateness of using a polygraph in the investigation and detection of crimes have been studied. The domestic legal norms that regulate this issue, as well as foreign experience are analyzed. The article reveals the essence of the polygraph, the legal basis and requirements for its use. Attention is drawn to the main difficulties of using a polygraph and ways to solve them.

  • Recruitment and selection are separate but mutually reinforcing processes. The goal of recruitment is to attract the largest number of applicants possible to apply to the agency, and selection is the process of weeding out unqualified candidates and identifying qualified candidates. In this context, the recruitment and selection system of police officials is an important issue because it affects their future performance as police officers on the job, especially their policing skills, perception of society, occupational ethics. This study suggested the characteristics of U. S. recruitment and selection system of police officials. In the U. S, each police agency sets up its own recruitment and selection standards and procedures. However, recruitment and selection process follows a certain sequence : receiving application, psychological examination, background check, polygraph test, drug screening, interview, physical agility, and medical test. Special characteristic of American police system regarding recruitment and selection is that many law enforcement agencies use a polygraph test to ensure the integrity of the candidates. Another interesting screening process is a drug test because many Americans abuse illegal drugs. A candidate officer must submit urine or a hair sample for screening test. Police human resources specialists should continually identify the most innovative tests and approaches recruit and select police officers. Recruitment and selection strategies should increasingly attract and retain those officers who have the attributes to work in a community-oriented policing environment.

  • 본 논문에서는 기존의 고비용-고정형 거짓말탐지기의 단점을 극복하기 위하여 거짓말 시 발생되는 인체의 생리적 변화를 측정하기 위한 GSR (Galvanic Skin Response) 센서와 스트레스수치 알고리즘을 활용하여 스마트폰 기반 어플리케이션을 개발 및 그 활용방안을 제안한다. 사용자에게 부착하여 사용자의 생체 피부를 통해 외적자극 또는 심적 흥분/동요 상태에 의한 활동전위 발생 정도를 측정하고 이를 스트레스 지수로 변환할 수 있는 방법을 제시한다. 또한, 사용성 및 저비용성을 보장하기 위하여, 제안하는 거짓말 탐기기능을 스마트폰 어플리케이션화 하였다.

Effect of Water Extract of Maydis Stigma on Blood Pressure (옥수수 수염의 물 추출물이 혈압에 미치는 영향)

  • Zea mays Linne, which belongs to Graminae family, has been ordinarily used as edibles and fodder. Its stigma, Maydis Stigma, has been discarded without any special application with the exception of being used as diuretic in the sphere of Chinese medicine. Moreover, the pharmacological research toward Maydis Stigma as a medicinal herb has not been regretfully undertaken at all. The authors hereby paid attention to this point of view and made experiment to find out whether the water extract of Maydis Stigma might possess some pharmacological effect on the blood pressure of the rats or not. $LD_{50}$ to the mice was determined and the experiment was performed making the use of several agents related to the blood pressure such as atropine, Avil, dichloroisoproterenol and hexamethonium. The blood pressure of the rats and rabbits was recorded with the equipment of polygraph (Grass model 7 DAB) and its accessory, Statham pressure transducer. The results of the experiment are as follows. 1. $LD_{50}$ to the mice weighing 20g is determined 1,125 mg/kg. 2. The blood pressure manifests the gradual decrease by the rate of $-15.50{\pm}3.32,\;-22.14{\pm}8.73$ and $-46.25{\pm}5.17\;mmHg$ in proportion to ZW 25, 50 and 150mg/kg administered to the rats. 3. The blood pressure also manifests the same gradual decrease in proportion to ZW administered to the rabbits. 4. It is of significant difference to manifest the increase of $+5.14{\pm}4.65\;mmHg$ in the rats pretreated with atropine as compared with $-22.14{\pm}8.73\;mmHg$ of control group when administered each ZW 50mg/kg. 5. The administration of ZW 50 mg/kg to the rats pretreated with Avil, dichloroisoproterenol and hexamethonium does not manifest the significant difference in comparison with the control group.

Evaluation of Left Ventricular Assist Device through In Vivo Experiments (생체실험을 통한 좌심실보조기의 평가)

  • In this article, we present and analyze the results of the three consecutive in vivo experiments of the LVAD to evaluate the function of the LVAD and the adverse effects on living animals. We applied the LVAD consecutively to three mongrel dogs and the circulation of the blood was assisted under the anesthesia. We used in general both the asynchronous mode and the synchronous mode to drive the LVAD. During the experiments we monitored the dogs with a polygraph to evaluate the function of the LVAD and the additional effects on the natural hearts. We also examined several clinical pathologic tests in order to see the effects of the LVAD to the red blood cells and the other internal organs. The dogs survived for two to there days. The LVAD assisted the circulatory system at the maximum assist flow rate of 3.0 1/min. Although the red blood cells of the dogs had mechanical damages by the LVAD to result in the hemolysis, the degree of the hemolysis was not so high and the damages caused by the hemolysis on the dogs were not serious. The myocardium of the first dog was gradually worsened and eventually failed. The damage of the myocardium was due to the asynchronous driving mode of the LVAD. The other organs did not have serious damages due to the application of the LVAD. The main purpose of this paper is to evaluate the results of the in vivo experiments of the LVAD and to find better ways to the application of the LVAD to human beings.
