  • Because of global warming, the new environment energy policy was already announced. The role of Green-railways is increasing in the field of railway. The government announced a policy direction of science & technology basic plan. The field of railway transportation proposed various railway transportation policy and plans. In this paper, I presented technical trend analysis for railway policy and railway operation field. Technical trend analysis at home and overseas are classified into railway industry technology, railway transportation system technology, railway operation efficiency technology, railway logistics technology.

Selecting Ordering Policy and Items Classification Based on Canonical Correlation and Cluster Analysis

  • It is difficult to find an appropriate ordering policy for a many types of items. One of the reasons for this difficulty is that each item has a different demand trend. We will classify items by shipment trend and then decide the ordering policy for each item category. In this study, we indicate that categorizing items from their statistical characteristics leads to an ordering policy suitable for that category. We analyze the ordering policy and shipment trend and propose a new method for selecting the ordering policy which is based on finding the strongest relation between the classification of the items and the ordering policy. In our numerical experiment, from actual shipment data of about 5,000 items over the past year, we calculated many statistics that represent the trend of each item. Next, we applied the canonical correlation analysis between the evaluations of ordering policies and the various statistics. Furthermore, we applied the cluster analysis on the statistics concerning the performance of ordering policies. Finally, we separate items into several categories and show that the appropriate ordering policies are different for each category.

S&T Policy Trend Using Language Network Analysis: Focusing on Science and Technology Basic Plan

  • This study analyzes a language network of Science and Technology Basic Plan, which is the basis for science and technology policy in Korea, for the next Science and Technology Basic Plan. Language network analysis was adopted for a quantitative approach measuring the trend of policies. Several techniques such as keyword analysis, language network map analysis, quantitative characteristics analysis and keyword-related major-word analysis have been performed. Results show that there are common policies emphasized by all Science and Technology Basic Plans in the past, and there are also specific policies emphasized in each period of the Science and Technology Basic Plan. These specific policies come from a 'change of times' when the Science and Technology Basic Plans were established, as well as the philosophy of the national government.

현지 기술 조사활동을 통한 중국의 미병 정책 및 의료서비스 최신 동향 보고 (Current Trend of Mibyeong Health Policy and Service in China through Investigation Activity of Mibyeong Technology -Report of China Technology Research Group-)

  • Objectives : This study aims to report current trend of Mibyeong health policy and service in China from interview of China Technology Research Group. Methods : China Technology Research Group visited Guanganmen hospital, Yanhuang Dongfang Company, Xinjingzhen health center, and Shanghai Shuguang hospital. With an interpreter, We had interviews about Mibyeong health service and policy trend, medical instrument, and research issue. Results :Mibyeong health service was performed based on KY3H system and collaboration with traditional Chinese medicine hospital. Mibyeong health service consists of diagnosis with nine constitutional type, health guide and preventive treatment. Community health center also provide Mibyeong health service, with cooperative treatment of traditional Chinese medicine and western medicine. China's Mibyeong health policy is established by Top-down decision, even though there is not enough evidence for providing health service to consumer. Through constitutional diagnosis, examinations, and treatment, huge data have been stacked; however, assessment and research based on these data are not processed well. Cooperative treatment of traditional Chinese medicine and western medicine is widely provided to patients, and their works are relatively well classified. Conclusions : China plays leading role in Mibyeong service and it seems to be developed more than Korea's. Further study is necessary to establish Mibyeong policy and health service in Korea.

팔당호 수질관리 정책의 효과 분석 (Estimation of the Effect of Water Quality Management Policy in Paldang Lake)

  • 이 논문에서는 팔당호에 행해진 수질관리 정책의 효과를 분석하기 위하여 계절 맨-켄달 경향분석법(Seasonal Mann-Kendall Trend Analysis)을 사용한 새로운 접근법으로 팔당호로 유입되는 주요 지류중 하나인 경안천의 수질을 정책 전과 후로 나누어 비교 분석하였다. 1992년부터 2005년까지 월별로 측정된 BOD, COD, 총인 및 총질소의 자료들을 이용하여 1998년 한강특별대책 시행 전과 후의 켄달 기울기(Kendall slope)를 비교하였고, 그 결과 한강특별대책이 경안천 하류의 수질 개선에는 효과가 있었으나 상류의 수질 개선에는 큰 효과를 거두지 못하였음을 밝혀냈다. 이러한 결과는 이전에 행해진 경안천 수질 관련 연구들의 결과와 잘 일치하는 것으로 보아, 이 연구에서 사용된 수질의 장기 경향 분석을 통한 정책의 효과를 판단하는 접근법은 앞으로 유용하게 사용되어 질 수 있으리라 판단된다.

  • 이 연구는 생산가능인구가 감소하면서 나타나게 될 사회변화와 이로 인해서 야기될 수 있는 인력 유용성 차원에서 나타날 수 있는 문제를 제시했다. 다음으로 그 동안 고등교육정책의 문제와 진단을 하고 마지막으로 생산 가능인구의 감소에 따른 고등교육정책의 방향을 제시했다. 고등교육의 정책 방향은 대학 정원 관리, 대학교육 경쟁력 제고, 산학연계 활성화를 제시했다.

언어네트워크분석을 통한 국내 문화정책 연구동향 분석(2008-2017) (An Analysis of Cultural Policy-related Studies' Trend in Korea using Semantic Network Analysis(2008-2017))

  • 본 연구는 콘텐츠산업정책을 포괄하는 문화정책에 대한 학술적 연구의 동향을 알고자 언어네트워크분석을 통해 국내의 가장 대표적인 문화정책 분야 전문학술지인 '문화정책논총'에 수록된 186편의 논문 주제어 832개를 대상으로 분석을 시도하였다. 시간적 범위는 한국연구재단 한국학술지인용색인 홈페이지(www.kci.go.kr)에 수록되어 있는 2008년 10월부터 2017년 1월까지로 하였다. 언어네트워크 분석은 주제어 빈도수, 밀도분석과 중심성을 지표로 분석하였으며, 이를 바탕으로 Netdraw 프로그램에 의한 시각화를 시도하였다. 언어네트워크분석 결과 가장 많은 빈도수를 기록한 주제어는 '문화'였고, '문화정책/행정', '문화산업/문화콘텐츠', '정책'이 최다의 빈도수를 기록한 그룹에 포함되었다. 빈도수가 높은 '문화정책/행정'과 '문화산업/문화콘텐츠'는 대부분의 중심성에서 우위를 차지했으나, 매개중심성은 낮아 다른 주제어들과의 중매 역할에는 한계를 드러냈다.

2020년 한국 보건의료의 상대적 위치와 추이: 경제협력개발기구 국가와 비교 (Position Value for Relative Comparison of Healthcare Status of Korea in 2020)

  • This study examined the trend of healthcare status and compared the status of South Korea and other member of the Organization for Economic Cooperation and Development (OECD) using the OECD health statistics 2022. We used the OECD health statistics from 2022 and a position value for relative comparison (PARC) index to compare the five elements of the healthcare system. The study also used a Mann-Kendall test to analyze the trend of the PARC values from 2000 to the present year. The findings of the study indicate that many South Korea's PARC values were higher than the OECD median. But practicing physician in supply part and medical cost were lower than OECD median but the trend significantly increased. Medical accessibility part and quality of care part except primary care, and mental health had a high relative position but the trend did not increased significantly. After outbreak of coronavirus disease 2019, there were changes in medical accessibility. Health screening and vaccinations showed an overall decline in 2020 compared to 2019. These results suggest that policymakers need to take necessary steps for a sustainable healthcare system in the country.

나노 인포매틱스 기반 구축을 위한 구글 트렌드와 데이터 마이닝 기법을 활용한 나노 기술 트렌드 분석 (Nano Technology Trend Analysis Using Google Trend and Data Mining Method for Nano-Informatics)

  • Our research is aimed at predicting recent trend and leading technology for the future and providing optimal Nano technology trend information by analyzing Nano technology trend. Under recent global market situation, Users' needs and the technology to meet these needs are changing in real time. At this point, Nano technology also needs measures to reduce cost and enhance efficiency in order not to fall behind the times. Therefore, research like trend analysis which uses search data to satisfy both aspects is required. This research consists of four steps. We collect data and select keywords in step 1, detect trends based on frequency and create visualization in step 2, and perform analysis using data mining in step 3. This research can be used to look for changes of trend from three perspectives. This research conducted analysis on changes of trend in terms of major classification, Nano technology of 30's, and key words which consist of relevant Nano technology. Second, it is possible to provide real-time information. Trend analysis using search data can provide information depending on the continuously changing market situation due to the real-time information which search data includes. Third, through comparative analysis it is possible to establish a useful corporate policy and strategy by apprehending the trend of the United States which has relatively advanced Nano technology. Therefore, trend analysis using search data like this research can suggest proper direction of policy which respond to market change in a real time, can be used as reference material, and can help reduce cost.

2017년 한국 보건의료의 상대적 위치와 추이: 경제협력개발기구 국가와 비교 (Position Value for Relative Comparison of Healthcare Status of Korea in 2017)

  • The purpose of this study was to compare the health status of South Korea with those of Organization for Economic Cooperation and Development (OECD) countries and examine the trends. Position vAlue for Relative Comparison (PARC) was used as a gauge for comparison, and five sectors of the health care system were measured: demand, supply, accessibility, quality, and cost. The Mann-Kendall test was used as a statistical analysis method to examine trend of PARC values obtained from 2000 to recent years. According to the results, the demand, supply, accessibility, and quality sectors were higher than the OECD average, while the cost was lower than the average. However, there is a recent trend of sharp increases in health care costs. Some indicators: health employment, quality of primary care and mental health care were lower than the OECD average, and health determinants showed a worsening trend. Therefore, policy-makers need to take this into account and make efforts for sustainable health care.
