  • Purpose: This study aims to investigate the preferences of hot spring users regarding the utilization of Asan's hot springs after the COVID-19 pandemic. Methods: A survey was conducted on 340 hot spring users visiting hot spring resorts in the Onyang, Dogo, and Asan hot spring districts. The survey was conducted twice from November 5th to November 7th, 2021, and from May 25th to 26th, 2022. The survey included general questions, such as the frequency of hot spring usage, the purpose of visits, and the intention for future visits. Specific questions were related to Asan hot springs, focusing on the reasons for choosing Asan, its perceived advantages, and improvement suggestions. Results: The survey revealed that the average number of visits to hot springs was less than five in the past five years, and the main reason for visiting was to recover from fatigue. A percentage of respondents said they would use hot springs more often when the COVID-19 pandemic ends. When asked about their reasons for visiting Asan hot springs, responses varied by age. However, across all groups, the majority considered "good water" as an advantage of Asan hot springs, while improvements to "hot spring facilities" was the highest response among all age groups. Thus, despite the decline in the number of customers due to COVID-19, the overall perception of hot springs remains positive. This suggests a promising future for the hot spring industry, with the potential for a return to pre-pandemic usage levels. Conclusion: These results provide valuable foundational data for informing policy development aimed at revitalizing the hot spring industry in the post-COVID-19 era.

  • In order to efficiently manage groundwater resources, it is necessary to establish clear definition about the rights to use groundwater because it directly governs the interests of various stakeholders, from users to policy makers. In this paper, we examined the characteristics of Korea's rights to use groundwater through legal precedents, public recognition, laws, and institutional stipulaton. Inclarity about the scope and definition of the right, and the absence of legal basis ruling the exclusion and duration of groundwater use have entailed numerous cases of legal disputes between the parties with incompetible interests. In the perception survey, various responses were obtained from the surveyee regarding the scope of rights perceived by groundwater users, how to respond to groundwater shortages, and opinions about expanding public uses of groundwater. In Korea, the legal authority to use groundwater is governed by different laws while considering groundwater as both private and public property. In foreign countires, the right to use water is separated from property ownership, and it limits the volume and pumping rate of groundwater during a specified period. In order to better manage groundwater resources, it is necessary to come up with a public consensus on the right to use groundwater by considering the opinions of various stakeholders and accomodating them in adminstrative effort in directing groundwater management.

  • This study attempted to examine the research trends of single-person households with disabilities using a systematic literature review research method. To this end, 2,161 papers published by September 30, 2023 were searched in a total of four databases: KCI, RISS, KISS, and e-Articl, combining related search terms such as single-person households with disabilities, single-person households and disabled person living alone. In five stages, irrelevant literature to single-person households with disabilities was excluded, and the final 13 documents were selected and analyzed. As a result of the study, first, research topics were classified into research topics for single-person households, analysis of the actual conditions and related factors, issues and support measures related to single-person households, and three case studies related to single-person households. Second, women, age, income, interpersonal skills, health, unemployment, and family support are lower in single-person households with disabilities. Accordingly, based on the research results, suggestions for follow-up studies and practical and policy implications for social welfare were presented.

  • Purpose - The purpose of this study is to examine the gravity model commonly used for demand forecasting upon the implementation of new tourist facilities and analyze the main causation of forecasting errors to provide a suggestion on how to improve. Design/methodology/approach - This study first measured the errors in predicted values derived from past feasibility study reports by examining the cases of five national science museums. Next, to improve the predictive accuracy of the gravity model, the study identified the five most likely issues contributing to errors, applied modified values, and recalculated. The potential for improvement was then evaluated through a comparison of forecasting errors. Findings - First, among the five science museums with very similar characteristics, there was no clear indication of a decrease in the number of visitors to existing facilities due to the introduction of new facilities. Second, representing the attractiveness of tourist facilities using the facility size ratio can lead to significant prediction errors. Third, the impact of distance on demand can vary depending on the characteristics of the facility and the conditions of the area where the facility is located. Fourth, if the distance value is below 1, it is necessary to limit the range of that value to avoid having an excessively small value. Fifth, depending on the type of population data used, prediction results may vary, so it is necessary to use population data suitable for each latent market instead of simply using overall population data. Finally, if a clear trend is anticipated in a certain type of tourist behavior, incorporating this trend into the predicted values could help reduce prediction errors. Research implications or Originality - This study identified the key factors causing prediction errors by using national science museums as cases and proposed directions for improvement. Additionally, suggestions were made to apply the model more flexibly to enhance predictive accuracy. Since reducing prediction errors contributes to increased reliability of analytical results, the findings of this study are expected to contribute to policy decisions handled with more accurate information when running feasibility analyses.

  • Korea is an import and export-oriented economy that relies on shipping transportation, and sea ports play an important role in national economic growth. To secure and maintain the competitiveness of these ports, hardware and software investments are required, but policy support can also be expected to have an effect. This study identified the irrationality of the system by exploratory analysis of the port facility fee discount system for Ulsan Port, an energy hub port, and suggested improvement measures to resolve it.This study analyzed the volume of Ulsan Port and the reduction of port facility usage fees for about 10 years and identified irrational factors that despite a special port for liquid cargo, a considerable reduction for container cargo is concentrated, and even because it was a passing ship, 100% reduction for entrance and clearance fees were provided to them, which could cause serious moral hazard.. As a way to improve the port facility charge discount system at Ulsan Port, this study proposed strengthening support for eco-friendly activities to support containers, adjusting the reduction rate for passing ships, or improving the reduction and exemption application process.

  • The Act on Special Cases Concerning the Punishment, etc. of Child Abuse Crimes intends to encourage reporting and punishment of child abuse by using the concept of 'crime' in child abuse cases. Article 10 of the Act imposes duty to report child abuse on a number of different professions, including medical professionals. Currently, more than 80% of child abuse cases occur among family members and the detection rate of child abuse is as low as 0.5% in Korea. On the other hand, medical professionals can identify child abuse relatively clearly with specific medical opinions. Therefore, it is necessary that medical professions are informed of this duty and does not bear disincentive from reporting. This paper makes policy suggestions in this regard. First, it is necessary that medical students and medical professionals receive regular education about the obligation to report child abuse. Education should include details of the reporting duty, as well as the fact that there is legal obligation to report even if the child abuse is "suspicious", not certain. Second, it is imperative to establish and implement protective programs for medical professionals who report child abuse. The current law provides a rough framework for protection of people who report child abuse, but it is necessary to produce detailed guidelines that are applicable in the context of medical setting. Education for medical students and medical professionals should include the contents of these guidelines, so that they do not hesitate reporting because they fear the aftermath of reporting. Third, it is highly recommended that physicians use the national Baby/Infant Health Checkup Program as an opportunity to detect child abuse. In Korea, the Baby/Infant Health Checkup Program provides physicians to periodically monitor health condition of all babies and children until the age of 71 months. In order to utilize this program for early detection of child abuse, it is imperative that the bBaby/Infant Health Checkup Program is modified to involve child abuse experts and medical professionals who participate in the program are educated about child abuse.
