The Effects of Social Bonding on Self-Competence of Juvenile Inmates: Focused on Mediating Effect of Self-Esteem (소년원보호소년의 사회적 유대가 자기유능감에 미치는 영향: 자아존중감의 매개효과를 중심으로)

  • The purpose of this study was to examine the effects of social bonding on self-competence in the juvenile delinquency on the mediating effect of self-esteem. The data of 908 juvenile inmates in a Study on Measures to Develop Entrepreneurship Education Model and to Encourage Start-up for Youth(2015) by the National Youth Policy Institute were analysed. The results of the study are: (1) social bonding was found a key factor affecting the self-competence, (2) their social bonding affects self-esteem, (3) self-esteem affects self-competence, (4) self-esteem was proved to have a mediating effect between the effects of social bonding and self-competence. The implications and limitations are reviewed, as are the suggestions for future research.

A Study on Japan's Policies on Vacant Houses - Based on Saga city and Arita cho in Saga prefecture - (일본의 빈집대책 정책방향 조사 연구 - 사가현(佐賀縣) 사가시(佐賀市) 및 아리타초(有田町)를 중심으로 -)

  • The purpose of this study is to examine the policy direction and execution plans of the Japanese central and local governments for the use of vacant houses after the enactment of the "Special Act on Vacant Houses." It also seeks to provide suggestions for establishing vacant house policies in Korea by identifying the characteristics of the Japanese policies, and to suggest policy alternatives that can contribute to environmental improvement and regional revitalization through the use of vacant houses. For this purpose, we examined Japan's "Special Act on Vacant Houses," the process of establishing vacant house policies in the Japanese central and local governments, and the contents and direction of these policies. Below are the results of this study. First, the Japanese government revised mid to long-term policies related to housing after the enactment of the "Special Act on Vacant Houses", thereby providing ground for local governments to establish vacant house policies. Second, the government actively supported the operation and funding of related associations so that the private sector rather than the public sector could address vacant house problems. Third, the government subsidized administrative expenses such as cost of finding vacant house owners to prevent neglect of vacant houses, and showed its will to address vacant house problems by revising taxes such as property taxes and transfer income taxes. Fourth, the government has enacted distinct ordinances for each local government and made it possible to perform customized policies such as allowing residents and local stakeholders to participate in the establishment of vacant house policies. Fifth, the government made it possible to manage vacant houses efficiently by allowing the vacant house bank to provide all information related to the use of vacant houses. It is necessary for Korea's central and local governments to refer to these precedent cases and create efforts to reduce trial and error when establishing vacant house policies.

Comparative Study of the System for Decentralized Rainwater Management in Korea and Germany (한국과 독일의 분산식 빗물관리를 위한 제도 비교 연구)

  • This study begins by examining the reason for the lack of urban planning that takes the water cycle into consideration. While there are institutions that support environmentally friendly development or smooth water circulation, these designs are not reflected in planning nor in the real world. After reviewing foreign case studies, policy suggestions and possible policy implications for Korea are derived. In Korea, there is not a sufficient level of relevant laws or institutions systematically established to make it possible to deal with rainwater in a decentralized way. Instead, facility standards or guidelines are considered separately for the control of water and for preventing natural disasters. And even though an environmentally friendly approach is stipulated in relevant laws in terms of spatial planning, there are no planning systems or implementation tools to actualize this kind of approach. The factors that make decentralized rainwater management possible in urban planning are analyzed based on the case study of Germany. Germany requires developers to plan in order to achieve ecological urban development. In addition, as a detailed implementation tool to promote conservation of the water cycle, the law provides for various kinds of measures such as restrictions on the proportion of impervious surface area according to the use of the land, required compensation measures for environmental degradation following development, introduction of a fee for rainwater runoff and the establishment of ecological landscape planning. The actual reason these measures can be implemented however is the provision of planning guidelines and design criteria for rainwater utilization, absorption and containment, and the construction of a database for various environmental information.

A Study on job satisfaction and strategies to improve the system of Public Health Doctors in Charge of Community Health programmes (보건사업전담 공중보건의사 직무만족도 및 제도 개선방안)

  • This study was carried out to investigate the activities and job satisfaction of public health doctors in charge of community health programmes. Subjects were 138 public health doctors charged with community health project, registered in the roll of public health doctors, made out by Central Supporting Team for the District Health Work in 2002. Data was obtained from Ninety-six public health doctors. The response rate was 70%. The survey was conducted from March to April in 2003 bye-mail. The items of the questionnaire consisted of general characteristics of participants, understanding of their activities, support system, job satisfaction, and suggestions to improve the system. Collected data was analyzed using PC-SPSS 10.1. Descriptive analysis, t-test, and ANOVA test were used. The results are as follows: Most of the respondents showed a low participation rate in community health services, but they agreed to the importance of their activities and the necessity to modify and improve the system. 70% of the respondents were dissatisfied with their jobs. The participation in health planning and programmes of health center, and the degree of acceptance of their opinion from health center workers were significantly related to their job satisfaction. The participation rate of the public health doctors having specialty, in community health services is higher than that of the others. In terms of the supports for system operation, the reflection of one's intention in job arrangement process, education and public relation of this system, and the administrative and financial supports made significant differences in the job satisfaction and the accomplishment of their duty. The respondents hoped that the administrative and financial supports for public health doctors in charge of community health programmes should be reinforced to motivate them. They also wanted that they could keep from being overloaded with clinical services. They favored to conduct home visit, community diagnosis, health planning, and health promotion programs as their appropriate activities. From these results, we suggest some strategies to motivate and empower the public health doctors in charge of community health programmes.

A Study of High School Teachers' Perceptions on the Admissions Officer Interview System for College Admission: Focusing on the interview screening (대학입학사정관제에 대한 고등학교 교사의 인식에 대한 연구: 면접전형을 중심으로)

  • This study is to investigate the perceptions of high school teachers on the evaluation criteria of the college admission officer interview system and to suggest approaches to improve the interview system. The survey results of teachers' perceptions are the following. First, for 'potential' criteria, teachers consider challenging spirit and students' initiatives are important evaluation criteria. For 'personality' criteria, they contemplate that responsibility, community spirit and flexibility to resolve conflicts are important values. Further, views of life and creativity also need to be seriously considered in the screening process. Second, their satisfaction with the college admission officer system was relatively high (9.34 points). Last, in order to improve the interview screening system, teachers assert that the process to secure fairness is required. Based on the results, suggestions were made for ensuring expertise of college admission officer and improving the alternative policy of the admission officer interview system.

A Study on the Classification of Institutional Long-term Care Based Upon Characteristics of Institutionalized Elderlies (노인복지시설 수용자 특성별 장기 요양서비스 유형설정에 관한 연구)

  • The objective of running a long-term care institution is to provide services helpful for maintaining, supporting, and improving elderlies' optimum level of physical, mental, and psychosocial functioning. For the purpose of analyzing the current situations of institutional long term care facilities in Korea, 27 facilities were selected proportionately from each of the cities and provinces, out of the total 152 facilities. About 20% of those who were institutionalized during 25 August through 2 Qctober 1993, the 391 elderlies were chosen on a systematic random basis. The instrument of this study was developed by modifying the tools of CARE, MAI and PCTC. A multivariate approach of discriminant analysis and clustering technique were employed for this study. The Stiudy reveals that there is no clear differentiation of goals and functions among the longterm care institutions in Korea. Staffing patte군 of long-term care facilities shows a shortage of nurses, physical therapists, and dieticians. The linkage between acute care facilities and long-term care is weak, and administration of long-term care faciltiy is carried out by non-professionals. They are responsible for assessing health status before entering the facility, and evaluating elderlies' care. Therefore, it is not surprising to find that most of the facilities have accommodated agede regardless of their real needs and health status. Based upon findings of the analysis, this study has classified long-term care facilities into four types : Type I is to help elderlies maintain independence in daily living activities. Type II facilities have the objective of maintaining and improving the current level of elderlies' function. Type III is to maintain maximum independence of elderlies in activities of daily living. And Type IV is identified for the group of facilities designed to restore or improve functional abilities of elderlies. In conclusion, the following suggestions are made : the need for long-term care should be assessed by multidimensional measurement. Institutional long-term care facilities should be classified and developed in response to type of type of care and service need. Both acute and long-term care facilities should be linked together in order to support the evaluation of service operation and program development.

A Survey on Child Rearing Conditions and Parent Education for Parents before and after Childbirth (자녀출산 전후의 부모들을 위한 양육여건 및 부모교육 실태 조사 - 대전광역시를 중심으로-)

  • The purpose of this study was to obtain a fundamental data for developing a policy concerning women and child rearing and a parent education program for young parents who are around their childbirth, a period crucially important both for the parents in terms of the role adjustment, career management, and family finance, and for the infants in terms of its physical and psychological well-being. The subjects were 509 mothers before and after childbirth currently living in the Metropolitan City of Daejeon. Data were obtained through questionnaires and interviews in two major areas of pregnancy-delivery-childcare and parent education. Data were analyzed using SAS, mostly through frequency analysis, percentiles, t-tests, and F-tests. Results of descriptive analyses were organized along the following areas and issues: Pregnancy(family planning, regular check-ups, difficulties, prenatal education, costs, etc.); delivery(type of delivery, delivery related experience, costs, clinic/medical institute of choice, worries/problems, help/supports, etc.); postpartum care(place, kinds of help and helper, costs, postpartum care facilities, etc.); childcare circumstances(place, carer, time schedules, childcare centers or facilities feeding and weaning, etc.); husband's attitudes and involvement in the overall process; working mothers(maternity leave, temporary retirement for child rearing, etc.); and, parent education(family planning, pregnancy, delivery, postpartum care, child rearing, areas or issues needing parent education, facilitative and hindering factors to ideal parenting, etc.). Differences between groups of pregnant mothers and postpartum mothers, working- and non-working mothers, groups of different income levels, mothers and fathers of different educational levels, mothers of first pregnancy(or childbirth) and experienced mothers were also analyzed. Several conclusions with suggestions were drawn in relation to the need for strong implementation as well as developing of policies on women and childcare and for developing a new parent education program for parents before and after childbirth.

A Study on Policy Model of Promotion Project for Local Industry for Endogenous Rural Development (내생적 지역발전을 위한 향토산업육성사업의 정책모형에 관한 연구)

  • This study postulates a partial mediation model(study model I) and a whole mediation model(study model II) to examine the effect on endogenous rural development of local innovation capability strengthening in the local industry promotion project, the establishment of promotion system, and the revitalization of local economy. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that in the partial mediation model, the local innovation capability strengthening had a significantly positive effect on the establishment of promotion system, the establishment of promotion system had a significant effect on the revitalization of local economy, and the revitalization of local economy had a significant effect on the endogenous rural development, while the establishment of promotion system and local innovation capability strengthening didn't have effect on the endogenous rural development. In the whole mediation model, the local innovation capability strengthening had a significant effect on the revitalization of local economy, the establishment of promotion system on the revitalization of local economy, and the revitalization of local economy on the endogenous rural development. According to the verifications of study model I and II, the endogenous rural development is achieved after the revitalization of local economy through the establishment of promotion system and the local innovation capability strengthening. From these results, this study presents suggestions, limits of study and directions in the future study.

  • This research is focused on how the venture-startup policies of South Korea has changed for the last ten years and then scope on its outcomes, limits and suggestions. Several policies for venture-startup has begun when "Small Business Startup Support Law" was developed in 1986. Government's support policies for venture and startup and development of venture had made a turning point in 1997 "Act on Special Measures for the Promotion of Venture Business" and venture companies has achieved remarkable growth with Information Technologies(IT). However, with the global IT bubble and the enrichment of venture companies, a number of venture companies experienced considerable difficulties due to multiple thresholds. There were a lot of efforts to revitalize venture-startup ecosystem such as fostering innovative SMEs and one-person creative enterprise support policy. From 2002 to 2004, Korean Government focused on preventing moral hazards of Korean Venture Business. From 2005 to 2006, It focused on fostering the role of venture capitals, and From 2007 to 2012, Single start-up business has been fostered by government policies. Generally speaking, it can be said that venture-startup policy was emphasized on building the hardware infrastructure of venture-startup and supporting with the funds.

  • This research aimed to propose policy alternatives on acquisition and retention of SME's R&D personnel through the analysis of the status and problems of SME's R&D personnel. As research methods, literature review, survey analysis, domestic and foreign R&D personnel support system and practices benchmarking, human capital corporate panel (HCCP) and integrated survey DB material analysis, and case investigation by interview were used. The occupational status and problems of SME R&D personnel concerned on the corporate size, HRM practices on satisfaction and HRD problems, talent personnel management and training system status, the core talent management system and R&D personnel management system, and its complaints were organized. As conclusion, we have proposed alternatives on acquisition and retention of R&D personnel focused on the talent management. Suggestions were such as supports on R&D personnel management system and its dissemination, systematic career development programs, and excellency promotion on SME's and R&D talent personnel.
