  • Current Korean innovation system is facing a new turning point while the growth-oriented and S&T provide-oriented development strategy. Accordingly, there are needs for not only system transition in various area, such as sustainable energy, agriculture, and rural area but also STI policy paradigm shift to create a new innovative pathway. Living lab is being discussed in European country as a new innovative model based on user participation and as a niche experiments for sustainable system transition. This study attempts to analyze the living lab cases which are for the purpose of energy transition, agriculture rural areas system transition, and STI policy paradigm shift. Based on this analysis, the implications were derived in Korea. European Suslab project, C@R project, and Taiwan living lab, promoted diverse transitional experiments successfully by collecting users' background and experiences from pre-planning stage and by maintaining the user-driven innovative actions within the whole development process. This result provides various suggestions to current Korean situation that central government and local governments are considering the introduction of living lab. • This paper aims at drawing policy schemes to establish marine clusters so as to enhance Korea's global port competitiveness and applying them to its national management for the advancement of national economy through policy suggestions. The research method is an integrated approach(IA) that comprises SWOT Method with strategic approaches, HFP Model enhanced by KJ Method and descriptive deductions. Strategic schemes established for the SPLC are followed by the group of geographical proximity, integration of ICT, expansion of the interchange of ICT & opportunities of ET, integration of ICT services with marine technologies, supply of integrated services in the SPLC and implementation of organizational policies. In order to make a specific implementation of strategic establishment schemes of the SPLC, we need to select a promotion entity. It is advised to establish the joint organization of the public sector and the private sector, which is considered most desirable. In practice, it is to be followed by promoting support schemes of the organizational policy on the level of national management. In order to reinforce this study, further compensative and proactive researches on the offshore sector with marine clusters are required in terms of the development of the high value added 'blue' ocean.

  • Recently, climate change risk assessment has been discussed as a medium process for making climate change adaptation policies in the research field of climate change adaptation. Climate change risk assessment has been understood to have an intermediary role among impact assessment, vulnerable assessment and policy, and is used in the process of devising adaptation policies in the United Kingdom (UK). This paper quantitatively assessed the risks of climate change in Korea, applied the methods used in the UK, underwent the classification process and suggested implications of Korean adaptation policies. A survey of experts, based on Delphi's method and the classification criterion developed by Klinke and Renn(2002), was also carried out. A list of climate risks was created from the climate change impact and vulnerability assessment report of Korea, first national adaptation policy of Korea, and general climate risks of the UK. From the results, 42 risks out of total 125 risks were selected based on their importance. The assessed risks with factors, such as high impact and urgency, are related to repeated and large scale damage from storms and floods caused by abnormal or extreme weather events. Ecological changes and social infrastructure risks were engaged as required as a policy response for medium to longer term. As for making the classification, types of climate risks were suggested to manage the basic capacity in relation to social trust, triggering mechanism and responsibility. Following suggestions are put forward as the base of autonomous adaptation: increasing the capacity of civil society, mutual trust and civil participation in adaptation policy process.

The changes of housing policy since 1960s, business and financial structure of housing agencies in each nation are investigated and compared. As a result, some policy directions can be proposed as follows : review of current mass housing program, relaxing qualifications for public rental housing, promotion of urban renewal projects, reinforcing cooperation with private sector and local governments, more government's support to LH's financing and loss from businesses for public interests and re-evaluation of LH's debt. The contribution of this study is that suggestions to improve housing policy and to alleviate financial problem of LH are based on the actual conditions of public housing agencies in Asian countries where the housing policy implementation system is similar to Korea, not on the theoretical basis.

  • Daejeon is a large city in Korea and very high-speedly developing city. Recently urban area is expanding and large forest patch is fragmenting into small habitats because of urban sprawl. The fragmentation of large forest patch decreases the size of habitats and increases the loss of biodiversity in urban area. This study is to analysis the connectivity of green space of Daejeon metropolitan city, and suggest the optimum location of greening site and corridor in order to increase the connectivity of green space of Daejeon metropolitan city. The findings of this study are as follows; (1) The result of this study showed that ${\alpha}$ and ${\gamma}$ index are -0.24 and 0.20. A ${\alpha}$ index is very low and a ${\gamma}$ index is relatively low. (2) The dispersion was very high, for urban forest patches were isolated through fragmentation. Therefore, it needed ecological corridors in order to connect the patches. (3) A urban streams were very important in connectivity of urban green space. Urban riparian corridor must be preserved and restored. (4) A urban green space policy and planning must be prepared to increase the connectivity and assessment of alternatives must be accomplished from perspective of connectivity. The results of this study show the practical implications in perspective of green space planning and policy in Daejeon metropolitan city. The suggestions by findings of this study are to connect green space between large forest patch in urban fringe and island green space in inner city. Also, It is required that urban stream is restored to natural feature for use of corridor by wildlife.

  • Recycling of spent autocatalyst that includes the platinum group metals (PGMs), namely palladium, platinum and rhodium, is a very profitable endeavor. In order to ensure an efficient promotion of an appropriate policy-making and the technical development of the recycling process of spent autocatalyst in Korea, the generated amount, trading conditions, and recycling technology for spent autocatalyst were surveyed. The generated amount of spent autocatalyst was estimated by analyzing the domestic statistical data of registration & disuse of automobiles and the records of autocatalyst installation to new cars. The review of the recycling technology was carried out by surveying the recycling processes of 'Heesung PMTech Ltd.', which is the largest company in the recycling industry for spent autocatalyst in Korea. In addition to the above, some policy suggestions for the improvement of recycling industries for spent autocatalyst were offered.

The convenient sampling method is used in dividing the crowds into four groups; the four main surveyed areas in BRVT are: Vung Tau, Long Hai-Phuoc Hai, Xuyen Moc and Con Dao. A combination of qualitative and quantitative methodologies were utilized.A focus group of 10 domestic tourists wasset up to review and explore the variousfactors as well as the conceptual model. An in-depth interview with 12 participants was developed to fine-tune measurement items. The questionnaire applied a 5-point Likert scale. Checking the reliability by Cronbach's Alpha, exploratory factor analyzing and linear multiple regression were used with the SPSS program. The results show that there are eight main destination image factors affecting domestic tourists revisit intention to BRVT using linear regression and arranged by decreasing importance: Infrastructure, Variety Seeking, Accessibility, Local food, Atmosphere, Environment, Price Value, Leisure and Entertainment. From that, the research offers some suggestions and policy recommendations for the tourism business and provincial policy-makers to identify the main issues and develop better customer services to increase domestic tourists'revisit intention.
