Consumers' preference about the attributes of Post PC: reaults of a contingent ranking study (Post PC의 속성별 소비자 선호 분석 : 조건부 순위결정법을 이용하여)

  • With an explosive growth of internet and a change of consumer's demand, Post PC is emerging as a substitute for the existing desktop computer and laptop computer. Post PC is a new computer which is portable with wireless networking, cheaper than the existing PCs and specialized in the specific function that consumers want. Furthermore, the shape and the ability of Post PC are dependent on its specific function. The rudimentary Post PCs such as PDA, web-pad and smart-phone are already usable. And in the future, owing to the progress of technologies, the heterogeneity of relate companies and the low entry barrier, various Post PCs will be developed. In this paper, we analyze consumers' willingness-to-pay for Post PC with the attributes such as the portability, the speed of CPU, the data input method (using key board, or notepad etc), the size of monitor and price. To estimating consumers' willingness-to-pay for the attributes of Post PC, we apply a contingent ranking method, which makes the respondents rank hypothetical Post the portability, the speed of CPU, the data input method (using key board, or notepad etc),the size of monitor and price. To estimating consumers' willingness-to-pay for the attributes of Post PC, we apply a contingent ranking method, which makes the respondents rank hypothetical Post PC alternatives featuring various combinations of attributes, to a survey data collected in Korea. Using the estimated willingness-to-pay, we predict the shape and the ability of future's Post PC and draw policy implications for the national and company level R&D strategies.

  • Unlike the past, brick-and-mortar is no longer on the priority list for the shopping activity. Instead, it is replaced by various non-store shopping alternatives, such as Internet, TV, catalog, mobile, etc. As consumers engage digitally, they made fewer trips to stores. Especially, as mobile shopping made the price comparison possible while shopping in the store, new shopping trend of 'showrooming' came to the fore as the serious issue. In order to cope with the this crisis, many brick-and-mortar retailers utilize omni-channel strategy for their countermeasure. This research paper is to suggest the omni-channel strategy that is applicable for the brick-and-mortar retailers. The results are as follows. First, in order to set up the connected-channel shopping environment, consumers have to be exposed to the environment that can deliver the continuous brand experience under the same price policy, brand and store management, etc, as integrating the various purchasing channels into one. Especially, in-store environment needs to change for the place where consumer experience is stressed for the most as using virtual reality devices with augmented reality technology. Also, the online digital kiosk, and tablet that consumer can order the products through the online channel while shopping in-store Second, the barrier-free in-store environment should be offered in order to increase the consumer convenience. This change will allow consumer communicate with the store environment more effectively. Lastly, brick-and-mortar should extend the physical territory as utilizing the offline's advantage and disadvantage through setting up the digital interactive wall or pop-up store for increasing the opportunity of customer interaction with the store. Moreover, visiting service for the elderly, housewife with the baby, or disabled person will be one of the effective substitute.

  • The archive management system for the National Assembly is divided into two ways and propelled by each of them : one is providing the service for the recording purpose by the legislation data processing office and the other is the archiving service by the National Assembly Archives. In this context, a clear analysis is much required for the organization and operation of the archive management system. Also, with the legislation research bureau scheduled to be organized newly, the data processing policy for the National Assembly is being largely modified as the operation plan for the joint computerization center of the National Assembly came out. In relation to the data processing of the National Assembly, the Assembly has requested the research outsourcing to the Korean Research Institute of Electronic Government and had the four possible operation plan of the computerization center as a result. On the basis of four alternatives proposed by the Korean Research Institute of Electronic Government, the Assembly has sought out the desirable way for the archive system of the Assembly. The status of the National Assembly Archives is taken into consideration in finding out the solution for improving the data management system of the National Assembly.

Analysis of 2011 Korean Public Libraries' Management Evaluation (전국 공공도서관의 운영평가 분석에 관한 연구 - 2011년도 운영평가 결과를 중심으로 -)

  • The purpose of this study is to derive implications of the management evaluation results for the Korean 699 public libraries during the year of 2010. The 'collection management' area(65.8%) and 'strategic management plan' area(60.8%) showed high performance rates compared to the average rates of the entire areas(56.6%). On the other hand, the 'cooperation with other libraries' area(41.8%) and 'cooperation with other communities' area(48.5%) showed relatively low performance rates compared to the average rates of the other areas. This study shows that in order to enhance public library services in the future in Korea, cooperation with other libraries and communities are indispensable. This study also recommends that the annual "Korean Public Libraries' Management Evaluation" project be focused on connecting to the national library policy and try to present alternatives based on the results of the annual project.

  • This study attempts to apply a conjoint analysis, especially using choice experiment, to quantify the economic benefits of health effects(mortality by lung cancer, asthma, acute bronchitis, chronic bronchitis) on air quality improvement in Seoul and Metropolitan area. The yearly willingness to pay for the highest improvement level which is available is estimated as 38,856 won per household. The aggregated value of Seoul and Metropolitan area is measured as 252.8 billion won annually. The quantitative result provided in this study can be usefully employed in policy-making process related to air pollution. Especially, it provides a methodological framework to estimate the benefits for various alternatives in health effects.

  • This study aims to make an analysis of the innovation milieu in connection with the agricultural products and distribution system, and suggest policy alternatives for agricultural development and rural community. The decisions on the agricultural management are highly depend on the individual farm household' conditions(labor force or profits) rather than the crop units(JAKMOKBAN) or others. The partnerships of the innovation agents and trust between the individual farm households are considerably weak. From this paper, we suggest as follows to improve the regional agricultural industry and rural community development. The individual farm households need to convert market-oriented production system. And it is more important to enhance the innovation milieu than to enlarge physical infrastructure for agricultural development and rural community.

  • The research question of this work comes from that there have been disputes for the governance and roles of the Rural Development Agency (RDA), despite of rather excellence performances of Agricultural R&D program supported by RDA. For this reason, I meta-evaluated the internal evaluation system of Agricultural R&D program in RDA, in terms of the four meta-evaluation components such as evaluation paradigm, evaluation resources, evaluation execution and evaluation utilization. The result shows that the most serious problem is rather lower level of evaluation. Object, one of the evaluation paradigms in the R&D evaluation system of the RDA. So, this work suggested the policy alternatives which may lead the R&D evaluation system of the RDA to be developed for the performance-oriented R&D management system.

  • In this research, Check the problems through analysis of traffic accidents while the elderly walking. Propose a way to reduce elderly traffic accidents. Therefore, analyzing the characteristics(by time and place etc) in order to reduce the traffic accident in the elderly pedestrian. Proposed the following Policy alternatives. First, Build a pedestrian safety island on the center of the road. Secondly, Should install the pedestrian crossing signal facilities which show the spare time and the guard rail to prevent crosswalk. Third, Should expend the installation area of pedestrian-operating traffic signal. Fourth, the night lighting facilities shall be installed nearby Crosswalk. Finally, Should appoint the elderly care area. Measures presented in this study, I hope they can be the basic data for the elderly in traffic safety policies for the elderly in accordance with the advent of aging society.

  • NGIS and other related public projects have contributed to the generalized use of the digital maps. The accuracy and cost-effectiveness of such digital maps can be enhanced from the integrated use with airphotos and satellite imagery. This study mainly focuses on the investigation of a efficient way of integrating the digital map and image data along with searching for a proper standard format for the easier distribution of image data. This includes a thorough investigation of the available oversea image data-DoQ, DEM, DRG-and exisiting data transfer format such as widely used Geo TIFF and BIIF, supported by ISO. Also, major advantages and problems from integrating both data have been discussed to seek alternatives. The major conclusion from the study includes the need for more supports to activate the use of image data by policy-makers and the establishment of standards towards BIIF considering the accuracy, exchangeability, and trends.

A Study on the Method of Measuring Accessibility to Urban Open Spaces (도시 오픈스페이스의 접근성 측정에 관한 연구)

  • The purpose of this study is to investigate and present a method for measuring public accessibility to urban open spaces. A basic assumption is that, for urban open space policies, accessibility is more important than per capita area. In this study, for the purpose of simplicity, a residential area is assumed to have access to open space if it is within a certain distance from an urban open space. Official city planning map is overlayed with a 200m grid and each cell of dwelling area is checked whether it is within a certain distance from a cell categorized as urban open space. A computer program for widely commercialized personal computer is developed for data processing so that local governments without access to more sophisticated systems can carry out similar studies for their own jurisdictions. Five cities, big, small, old and new, are selected to test the proposed method. Dwelling areas of Ansan new Town have highest accessibility to open spaces(93.4% of dwelling cells have open space cell within 500m). Seoul (91.2%), Suwon(78.2%), Pusan(73.8%), and Inchon(61.4%) have less accessibility. If we assume the Ansan City residents are evenly distributed over the dwelling area, 93.4% of the population has open spaces within walking distance of 500m. However, if we consider physical barriers such as arterial roads, railroads, and streams that reduce the accessibility, less than 93.4% of Ansan city residents enjoy good access to open spaces. Though a further detailed analysis is needed to picture the microscopic accessibility, this method can serve as a useful tool for urban open space policy and open space alternatives evaluations.
