Economic Effects of FTA Logistics Hub Utilizing Direct Transportation Rules of Origin in RCEP (RCEP 직접운송원칙을 활용한 우리나라의 FTA 물류 허브 가능성과 경제적 효과)

  • This study analyzes the economic effect through the use of the RCEP direct transport rules, and suggests the necessacity of logistics efficiency and policy alternatives. The advantage of the hub network has been widely applied to the international logistics system, but there is a limit in the FTA logistics system in which goods must be directly transported between two contracting parties. Therefore, based on the new RCEP direct transport rules and the theoretical review on the possibility of an FTA logistics hub, FTA logistics efficiency improvement is estimated. This study quantitatively estimated the economic effect of direct transportation, unlike the previous studies, which were limited to the analysis of judicial precedents or surveys. GTAP model was used through five scenarios according to the impact of the RCEP tariff cut and the FTA logistics hub establishment in Singapore or Korea. As a result of the analysis, Korea's trade volume increased by 0.38% of exports and 1.63% of imports, and RCEP would increase exports by 0.27% and imports by 0.42%. In particular, the establishment of an FTA logistics hub (0.71%) was found to have a greater effect on the improvement of terms of trade than a tariff cut (0.12%), confirming the necessity of establishing an FTA logistics hub in RCEP. As a policy proposal, the institutional support of the customs authorities for the use of RCEP, the expansion of the free trade area where BWT traded cargo can be stored, and the establishment of a system for issuing back-to-back certificates of origin with approved exporters.

Current Status of Farming Succession to Young Farmers and Major Policy Tasks (청년농 영농승계 실태와 주요 정책과제)

  • This study analyzes the current status of farming succession among young farmers and reviews policy measures to revitalize farming succession. In order to analyze the current status of farming succession to young farmers, a survey was conducted on 186 graduates of Korea National University of Agriculture and Fisheries who are engaged in farming. According to the analysis results, the respondents' farming succession method had a high proportion of intra-family gift and inheritance (56.5%), and the reason for farming succession was mainly due to lack of farming ability due to aging of parents or grandparents (87.6%). Among the difficulties faced by young farmers in the process of farming succession, it was found that the degree of difficulty was high in securing farmland, lack of investment in facilities and operating funds, lack of legal information on gifts and inheritance, and communication problems with parents. A plan to revitalize farming succession for sustainable agriculture is presented as follows. First of all, we are seeking a way to stably hand over the agricultural base of older farmers to young farmers. Second, it is necessary to seek alternatives for the succession of agricultural assets. Third, policy support is needed to solve the difficulties of farming succession. For example, expanding retirement income support for transferred farmers or strengthening support to promote succession to young farmers. Fourth, it is necessary to build a foundation such as consulting and information provision to solve problems that arise in farming succession within the family. Fifth, there is a need to review an effective farming succession plan by converting the management body into a corporation and distributing decision-making rights.

Major Issues and Alternative Approaches in Army Lieutenant Officers Continuing Education: Focusing on in-depth interviews with experts and stakeholders (육군 초임장교 보수교육의 주요쟁점, 대안적 접근: 전문가, 이해관계자의 심층인터뷰를 중심으로)

  • It is only about one year for Lieutenant officers to adapt to the position after completing continuing education the experienced Lieutenant officer. In addition, while the application rate for short-term service officers is gradually decreasing, it is also affecting the acquisition of excellent resources. In this regard, most of the studies on the development of military school education so far suggest alternatives from a long-term perspective or a comprehensive perspective on education policy, so there is no discussion from a realistic and practical perspective. Accordingly, this study analyzed the actual conditions of the training for remuneration for Lieutenant officers, examined previous studies, drew major issues, established research problems, and analyzed opinions collected through in-depth interviews with civilian education experts and military education stakeholders. As a result of the analysis, policy tasks such as effective curriculum reorganization, upward adjustment of teacher-related grades, and expansion of leadership education were suggested. The results of this study are meaningful in that they provide implications for realistic and practical improvement plans for the qualitative improvement of continuing education for Lieutenant officers in the army.

Application of Analytical Hierarchy Process in Analyzing the Priorities of Strategy for Improving the Army Military Foodservice (계층분석과정(AHP)을 이용한 육군 군대급식 개선과제의 실행 우선순위 분석)

  • The current exploratory study presents the Analytical Hierarchy Process (AHP) as a potential decision-making method to obtain the relative weights of alternatives through pairwise comparison in the context of hierarchical structure. The aim of this study was to elicit prior strategy to improve army military foodservice. Content analysis and seven times of in-depth interview from 13 officers of the Ministry of National Defense were conducted to develop the hierarchical structure for AHP analysis. Questionnaires were distributed to 61 foodservice managers and 39 dietitian and military foodservice officers. The highest-ranked strategy for improving military foodservice was the 'renewal of the kitchen facilities' (0.2578), followed by 'enlargement of foodservice operating staffs' (0.2345), 'specialization of sanitation & foodservice management' (0.2222), 'Practical foodservice budget control' (0.1394), and 'menu variety & standardized recipe' (0.1281). 'Enlargement of foodservice facilities' (0.3995), 'increase the no. of kitchen police' (0.3463), 'sanitary & cooking training reinforcement of kitchen police' (0.4445), 'management of foodservice budget by total amount' (0.5043), and 'standardization of mass cooking' (0.3571) were the highest overweight item in each strategy. The study also compared the relative weights of alternatives of foodservice managers with that of dietitians and military foodservice officers. Those two groups revealed some difference in their priority of important strategy regarding army military foodservice. The results of this study would provide the data for making a policy or compilation of the budget regarding army military foodservice.

A Study on Cognition of Oriental Medical Hospital Employees on the Oriental Medical Institution Assessment (한방의료기관평가에 대한 한방의료기관 근무자의 인지도)

  • Objectives: To determine the factors affecting the assessment of Oriental medical institutions under the Oriental Medical Institution Assessment System and thereupon, provide for some basic data and alternative measures for assessment of Oriental medical institutions. Methods: The researcher sampled 320 people employed by 26 Oriental medical institutions designated as model Oriental medical institutions subject to assessment in 2008 and 2009 and thereupon, used a structured and open-ended survey table for them to collect the data. The size of the final sample was n=302. Results: The Oriental medical institution staff were highly aware of the Oriental medical institution assessment (OMIA), After adjusting the other factors by multiple regression, the factors affecting such recognition were different significantly depending on age (those in their 30's), types of job (nurses and treatment assistants) and locations of hospital (GyeongSang-do). The staff expected the OMIA could helpful for improving facilities and system of hospitals, thus promoting satisfaction of patients. To do so, they felt it necessary to develop an assessment scale reflecting the special conditions besetting the Oriental medical institutions as well as the indices for improvement of Oriental medical service quality. Conclusion: It is hoped that this study will be followed up by future studies which will comparatively analyze Oriental medical institution staff's perception of the assessment system before and after its operation and thereby, suggest some ideal policy alternatives for assessment of the Oriental medical institutions. Furthermore, future studies are requested to research into Oriental medical institution staff's needs and consumers' needs as well in consideration of the characteristics of the Oriental medical institutions and thereupon, suggest some alternatives for continued education, development of the assessment tools, methods and policies.

A Longitudinal Study on the Influential Factors for the Labor Market Entry of Disabled Women (여성장애인 노동시장 진입 영향요인에 관한 종단연구)

  • The purpose of this research is to grasp the influencing factors on the labor market entry of disabled women, and to suggest policy alternatives to support the labor market entry of them. This article utilized the survey data of the 3rd to the 7th Panel Survey of Employment for the Disabled in 2010-2014(by PSED), which is a longitudinal survey for the disabled in Korea. I analyzed the pattern changes of the labor market entry of them with the passage of years, and the influencing factors on that by the event history analysis. The major findings are as follows: First, according to the life table analysis involved in change of the labor market entry, 90% of them continued to remain the longest period of unemployment for four years and the labor market entry rate was only 10% of them. Second, the result of Cox regression analysis shows that public benefit recipient or not, the degree of disability and discrimination experience at the job market were factors to affect the labor market entry. With these results, this study suggested the practical alternatives to improve the labor market entry of disabled women.

A Study on Revising 1:1,000 Digital Topographic Maps for Seoul Metropolitan Area (서울시 1:1,000 수치지형도 갱신에 관한 연구)

  • This study focused on developing a comprehensive strategy to revise 1:1,000 digital topographic maps for Seoul metropolitan area in terms of both organizational and technical aspects. First of all, we analyze the elements of' the revision strategy in the organization domain and produce four alternatives. Of these alternatives, we suggest a best alternative which appears to be practically sound. Secondly, we review four possible map updating methodologies, paper map digitization, a partial topographic map revision method, a method utilizing scanned aerial photographs, and a method using digital orthophotos. Through a detailed technical analysis and cost analysis of each method, we suggest a reasonable map updating method. Finally, we provide a guideline for distributing 1:1,000 digital topographic maps based on the digital map distribution policy National Geography Institute.

  • The feasibility study is an evaluation and analysis of the potential of a proposed project. It is based on extensive investigation and research to support the process of decision making. A systematic approach to determining the optimum use of scarce resources, involving comparison of two or more alternatives in achieving a specific objective under the given assumptions and constraints. Economic analysis takes into account the opportunity costs of resources employed and attempts to measure in monetary terms the private and social costs and benefits of a project to the community or economy. Cost-benefit analysis (CBA), sometimes called benefit-cost analysis (BCA), is a systematic approach to estimating the strengths and weaknesses of alternatives that satisfy transactions, activities or functional requirements for a business. It is a technique that is used to determine options that provide the best approach for the adoption and practice in terms of benefits in labor, time and cost savings etc. The CBA is also defined as a systematic process for calculating and comparing benefits and costs of a project, decision or government policy and projects.

Estimating Attributes Value of Alternatives Applied for Rehabilitation of Hydrologic Cycle of the Anyangcheon Watershed (물순환 건전화 대안 적용을 위한 안양천의 속성별 가치추정)

  • In recent years, a growing concern exists in watershed and stream improvement projects. Under these circumstances, this paper estimates monetary value of the attributes of alternatives for rehabilitation of hydrologic cycle using choice experiments. Choice experiments shows vivid image and estimates a willingness to pay based on their preference for environmental goods. A preliminary survey shows that the attributes of the Anyangcheon watershed are flood-damage possibilities, Instreamflow, water quality, river characteristic and estimates the tax for the Anyangcheon watershed improvements. We surveyed 200 citizens were selected as samples of watershed beneficing in Seoul and Gyeonggi Province and used conditional logit model to analyze the implicit values of the attributive per household. The benefit of the attributes by province based on the implicit price obtained from estimated parameters were calculated. This study is expected to contribute to the decision-making process for policy-makers by providing useful methodological framework and quantitative information related to watershed improvement projects.

Analysis of the Effectiveness and Feasibility of Accident Analysis Policy for Construction Safety from the Perspective of System Safety (시스템안전 관점에서의 건설안전 사고분석 정책의 효과성 및 타당성 분석)

  • Purpose: The construction industry is a complex mechanism in which multiple processes are carried out at the same time, and the frequency and severity of accidents account for a higher proportion than other industries, and the accident fatality rate also accounts for more than 50% of all industries. In order to reduce such accidents, the government's disaster investigation method analyzes the limitations from the system safety point of view and proposes improvement plans. Method: The main contents of the government's serious accident investigation were identified, and the effectiveness/adequacy was analyzed from the system safety point of view. Result: Disaster investigation and analysis techniques tailored to violations and compliance were limited in providing fundamental solutions, and alternatives for accident prevention were possible for each component of the system when safety constraints, controls, and hierarchical interactions were combined. Conclusion: When combining the disaster investigation and analysis method from the current accident analysis method from the perspective of system safety, it is possible to identify the problems of interaction by class and communication process, so it is possible to suggest alternatives to prevent accidents from an integrated perspective.
