  • Mandatory use of resident registration number in Korean websites is likely to result in an violation of privacy. The Korea government introduced i-PIN (Internet Personal Identification Number) to solve this problem in Oct of 2006. But the implementation of i-PIN has failed to decrease violation of privacy. Therefore, we must open our eyes to problems of i-PIN and the importance of privacy protection. This study analyzes the policy failures of i-PIN and considers countermeasures for protecting privacy on the Internet, and explores policy alternatives to secure privacy on the Internet by analyzing the implementation process of I-PIN. In conclusion, this study stresses the urgent need for a well-thought-out policy in order to solve the problems of i-PIN on the Internet. It expects that the i-PIN will make a big stride for the realization of secure electronic government.

  • This paper studies a periodic review inventory model with an e-MarketPlace transaction in reconfigurable manufacturing system(RMS). A decision maker can expand/reduce production capacity/quantities and/or replenish/dispose inventories from/to e-MarketPlace urgently to satisfy the stochastic demands. If inventories are replenished or disposed through e-MarketPlace, this leadtime is shorter than the production leadtime, but unit purchasing or selling cost is more expensive than that of expanding capacity or reducing production quantities respectively. Henceforth, trade-off on these alternatives is considered. In addition to this, in order to consider the economy of scale, our model includes the fixed cost for purchasing from e-MarketPlace and capacity expansion. We use dynamic programming and K convexity methods to characterize the nature of the optimal policy. Finally, We present the optimal inventory control policy which is composed by the combinations of a base stock and (s,S) type policy.

Collision between Technology and Politics in Korea's Nuclear Policy (한국의 원자력정책을 둘러싼 기술과 정치의 충돌)

  • The view of technology is largely divided into 2 theories: (1) the theory of autonomous technology that claims technology's own development logic and momentum, (2) the theory of social determinism that regards technology as reflection of political choices. Autonomous technologists read our society in the language of technology and social determinists read our technology in the language of society. This paper tries to analyze that conflicts between government and environmental group in nuclear policy, especially radioactive waste disposition policy reflect collisions between autonomous technologists and social determinists representing technology and politics, respectively. On the surface, such collisions are occurred in rational, ethical and economical aspects. It maintains, however, in depth, they are about solution means to problems from which technologies derived. Also, it suggests that one of the alternatives to avoid inevitable collision may be interaction approach based on intertwining technology with society. More understanding of political natures and control possibilities for technology is needed because interaction approach is founded on this understanding. Finally, to help forming the Korea's nuclear utilization policy from now on, it gives 2 case studies compared France with Germany where expanding and contracting nuclear utilization policy, respectively.

  • The aim of this article is to introduce articles of the special issue on 'Revitalization Conditions on Crisis on Industrial Regions: Experience from Europe and the Republic of Korea, and to explore policy alternatives to crisis on industrial regions on the basis of policy diagnoses and prescriptions. In the existing research, diagnoses of such Korean regions are quantitatively focused upon industry, employment, plant, consumption, investment, real estate, and labour market, and are qualitatively based upon external environment and functional, structural and spatial characteristics. Prescriptions of such regions emphasize the establishment of a law and an institutional fix, financial supports, jobs' creation, industrial diversification, the intensification of urban foundation throughout the urban revitalizaion. In the policy development for these regions, it is required to link the industrial sector to social, educational, political and welfare sectors, and furthermore the collaboration of inter- and intra-ministry and the active participation of provincial and local governments are needed.

  • Big science such as nuclear fusion accelerators shares the characteristic of requiring long-term and massive budget input, human power, and related state-of-the-art technology. Because big science, by nature, thus requires large-scale budgets and facilities yet harbors the possibility of failure, most projects are led by the government. When the actual circumstances are examined, however, such projects are often implemented through the formation of cooperative relations with small and medium businesses (SMBs) possessing outstanding technological capacity. On the other hand, the reality is that the entry of corporations into the business ecosystem of big science is not easy and that even those that have once entered big science likewise fail to find sales outlets for technology that they have developed following the supply of single items, thus leading their technological capacity to lie idle. Consequently, based on an awareness of the problem, the present study seeks to propose strategies for activating the business ecosystem of nuclear fusion and accelerators and to present alternatives regarding which policy tasks must be pursued first by using the analytic hierarchy process (AHP) technique. The present study derived the four policy alternatives of approach, care, expansion, and infrastructures in accordance with the results of empirical analysis to activate the business ecosystem of nuclear fusion and accelerators and analyzed their priority in terms of urgency and effectiveness, the results of which were, in this order: care-approach-expansion-infrastructures. The significance of such research results lie in presenting the policy direction when the government determines which policy task must be pursued first and implements strategies for the activation of the business ecosystem of nuclear fusion and accelerators with limited financial resources in the future.

  • The trend and outlook of energy supply and demand have an crucial effect on not only energy sector but also korean economy due to the rapid change of energy environments with continuous high oil price such as dubai crude oil price of above $60 a barrel. Specifically, korea is the 9th largest energy consuming nation in the world and the 97 percentages of energy import totally depends on the import of energy resources in korea. Korean economy is influenced directly by the trend and outlook of world energy on account of that. Moreover, Should korea be the annex 1 country having responsibility for reducing its greenhouse gas emissions to 1990 levels by the year 2000, in 2013, The effectuation of united nations framework convention on climate change will affect korean economy severely. In this study, we analyze the supply and demand of primary energy resources such as petroleum, coal, and natural gas. we then suggest the optimal alternatives of energy technology development that play an important part, which will be a temporary bridge, in going forward with hydrogen economy in the aspects of energy policy.

Elicitation of drought alternatives based on Water Policy Council and the role of Shared Vision Model (협의체 기반 가뭄 대응 대안 도출과 비전공유모형의 역할)

  • The numbers of multi-year droughts due to climate change are increasing worldwide. Boryeong Dam, located in Chungcheongnam-do, South Korea, was also affected by a 4-year drought from 2014 to 2017. Since traditional unilateral decision making processes to alleviate drought damage have, until now, resulted in conflicts between many of the involved groups, the need for active participation from both stakeholders and policymakers is greater than before. This study introduced Shared Vision Planning, a collaborative decision making process that involves participation from various groups of stakeholders, by organizing Water Policy Council for Climate Change Adaptation in Chungcheongnam-do. A Shared Vision Planning Model was then developed with a system dynamics software by working together with relevant stakeholders to actively reflect their requests through three council meetings. Multiple simulations that included various future climate change scenarios were conducted, and future drought vulnerability analysis results of Boryeong Dam and districts, in terms of frequency, length, and magnitude, were arrived at. It was concluded that Boryeong Dam was more vulnerable to future droughts than the eight districts. While the total water deficit in the eight districts was not so significant, their water deficit in terms of spatial discordance was proved to be more problematic. In the future, possible alternatives to the model will be implemented so that stakeholders can use it to agree on a policy for possible conflict resolutions.

Searching for the Policy Alternatives for the Activation of the Local Culture Industry in Korea (지역문화산업의 활성화를 위한 정책 대안의 모색)

  • The purpose of this study is to find out the policy alternatives for the activation of the local culture industry in Korea. The research methodology is content analysis into law articles of local culture promotion act and framework act on the promotion of culture industries and some related acts, to review the relations between local culture promotion and the promotion of culture industries. The results of this study are the followings: Firstly, the policies for the promotion of culture industries should connect to the policies of local culture promotion. 1) Local culture industries are related with the facilities like living cultural centers and the activities of the arts organizations or clubs of residents. 2) The industrial condiitions should be considered in the process of designation of cutural city and cultural area. 3) The local cuture industry policies should be connected to raise the funds for local culture promotion. 4) The local culture industries should be connected to the cultivation of professional personnel for local cultural promotion. Secondly, for the activation of the local culture industries, the obstructive factors should be eliminated and the facilitating factors should be utilized. 1) The purpose of the culture industries should be defined as concrete and clear through the clearly prescribing the range of culrure industries. 2) The roles which have been dispersed to various agents should assigned as designated clealy and the cooperative system should be construced. 3) In designating cultural cities and cultural area, conceptual elements should be considered and the brand of the local culrure industries should be presented. 4) The background industries such as tourism industries should be utilized. 5) Governance systems should be constructed and utilized.

A Study on the Policy of the technical manpower of Small and medium SW companies in the Digital Convergence (디지털 융합시대 중소 SW기업 기술인력의 안정적 확보 정책 연구)

  • Due to COVID-19, non-face-to-face cultures such as remote classes, remote work, and tele-medicine are spreading. The major contributors to the settlement of such a non-face-to-face society are small and medium SW companies and SW manpower. However, recently as large platform companies and foreign big tech companies hire thousands of SW manpower, SW small and medium-sized companies are experiencing a serious manpower shortage. Therefore, the purpose of this study is to suggest policy alternatives for SMEs to stably secure SW manpower and support continuous business operation. To achieve this purpose, this study examines the current status of the SW industry and manpower, then summarizes related issues and suggests policy alternatives to solve these issues. Those policies include the reinforcement of incentives to support manpower retention such as the Naeil Chaeum deduction system, youth housing union composition, special military service system, recruitment of manpower through the contract semester system of employment conditions, reinforcement of customized education through supplementation of the SW manpower training voucher system, SW field skill standardization, establishment of a governance system for nurturing SW manpower, preparation of countermeasures against the outflow of manpower to large companies, and a win-win cooperation program for large and SME SW manpower.

  • Social media environment has had a significant effect on 'power shift' over the world. Such change was due to the choice of smart people. Accordingly, the Smart Citizens Party PR strategies of $S^6M^2AR^3T^4$ should be formulated in accordance with times. Now, politicians or parties can gain a Specific, Simplicity, Sharing and Strong Synergy effect through Social Network Service (SNS). In addition, in order to embody Mighty, Measurable, and Achievable policies, policy-makers should formulate policies based on a Realistic basis, which can gain people's Reliability in every field Relevant to people's way of a happy life by giving them Time of equal opportunity and making them share the same vision and Target with Target segmentation for all sorts of people, Together. In this sense, twelve kinds of alternative words in The Smart Citizens Party PH strategies are suggested. The study suggests desirable direction of development and alternatives in regard to the trends of The Smart Citizens Party PR strategies. Alternatives that are given in this research paper will receive the people's choice because they are a dynamic force to execute 'mighty and powerful Korea'.
