The action plan of community-based governance for the realization happy life zone in Jeju (제주행복생활권 민관협치 구현 방안 연구)

  • The purpose of this study is to analyze governance in the business processes of Jeju's proposed 'Happy Living Area.' This study found Jeju's 'Happy Living Area' plans for governance were realized and conflicts may frequently occur in future business processes. Furthermore, roles and support systems were measured for the development council of 'Happy Living Area.' This paper reports findings from a case study on community planning for a public art project. This study recommends public-private governance in terms of process factors as well as role considerations. With respect to process factors, administrative agencies and citizen participation are examined. Second, the Living Area Council should play a mediating role between central and local governments as well as residents. Third, Happy Living Zones' Advisory Centre should undertake an advisory role. Fourth, consultation between public and private sectors is needed to establish evaluation criteria for reviewing proposals from subordinate administrative agencies. Fifth, local government systems should be managed by autonomous municipalities. Concerning role considerations, a new 'Personality for Governance' position should be established for performing different roles in the project implementation stage.

An Exploratory Study for Analyzing the Needs of the Customers Who Use Academic Information Service (학술정보 서비스 이용고객의 니즈 분석을 위한 탐색적 연구)

  • This study performs an exploratory investigation of the needs of the customers who use academic information service from a research institute, K, that provides information services for domestic academic institutions of natural science and technology. K institute is planning customized services in order to improve customer satisfaction on the academic information service And therefore, the institute begins the research on customer needs analysis and customer segmentation. The research is regarded as well-timed, because CRM implementation in public organizations has been activated recently. Data mining and data warehousing techniques were used for pilot analyses. For the purpose of customer segmentation, a mixed segmentation model, which adds product life cycle concept to the 'balanced customer segmentation' model, which in turn considers the value of customers from the organizational viewpoint and the value of organizations from the customer's viewpoint, simultaneously, was applied. The result of investigation indicated that, in the case of K, 'balanced customer segmentation' and 'contents reach approach' which uses data warehouse/OLAP, rather than those customer segmentation techniques that are often used within the industry, are the more potent ways of approach. This exploratory case study is expected to provide a useful guideline for 'deriving an organizationally unique CRM model' that recently is one of the hot topics in the CRM area.

  • Purpose: By categorizing opinions by subject in the safety certification ecosystem, we want to identify weaknesses in system operation and suggest improvement plans so that the safety certification system can have quick resilience against future variability. Method: Through literature research and data analysis, similar domestic and foreign safety certifications and related cases, as well as the current status of international standards and national standards, etc. were confirmed, and a fact-finding survey was conducted for each stakeholder in the safety certification ecosystem, and problem types and improvement measures were established. Result: We conduct a fact-finding survey of the overall system, such as quality satisfaction with safety certification target products, obstacles in the development, manufacturing and use process, and safety certification-related improvements, targeting workplaces that manufacture, import or use safety certification target machines By discovering and categorizing problems and weaknesses in system operation, detailed implementation tasks were derived to establish improvement directions and improve operability. Conclusion: For the advancement and internationalization of the safety certification system, it is necessary to efficiently carry out the detailed promotion tasks derived from this study. In addition, in order to strengthen the resilience to the variability of the safety certification ecosystem, the operating system of a virtuous cycle structure by improving the mutual relationship between each subject construction is considered important.

Comparison of Linac-based VMAT Stereotatic Radiosurgery and Conventional Stereotatic Radiosurgery for Multiple Brain Lesions (Linac 기반 VMAT 정위적 수술 뇌 병변 연구와 기존의 정위적 방사선 수술 비교)

  • Portal Dosimetry was verified using EPID to secure the clinical application and reliability of the existing research dose evaluation. The dose distribution of Geant4 was compared with the measured value by 360° rotational irradiation with a 2.5 cm cone for stereotactic brain surgery. To confirm the dose distribution of patients with brain metastasis, the dose distribution investigated by inserting a Gafchromic EBT film into the parietal phantom and the dose distribution obtained from the parietal phantom using VMAT are compared and applied to actual patients. As a result of the analysis, it was confirmed that the accuracy of the beam center and the center of the couch coincide accurately with an error within 1mm as a result of QA through a pin ball. In addition, it was confirmed that the EBT3 film has excellent linearity in the range of 0 to 10 Gy according to various dose irradiation. In the same setting as the two cervical phantoms, we confirm that the implementation and simulation results calculations of dose calculations based on Geant4 using photon beams match the experimental data within the treatment planning volume (PTV). Therefore, volume modulated arc treatment (VMAT) 360° rotational irradiation was performed, and the result of iso-dose distribution analysis by rotational irradiation confirmed that it is appropriate to include a virtual tumor.

  • The main purpose of this study is to provide an objective evaluation standard for the assessment of marine spatial characteristics via Ulsan floating offshore wind power project using HEA.. Various levels of damage occur in the waters (5,017.6) near the floating offshore wind power terminals in Ulsan, including commercial damage, ecological destruction and reduction in quality of life due to seascape damage. Alternative restoration projects for calculating the economic value of damage were selected including artificial reef projects and estimates based on HEA. For basic households with a 4.5% social discount rate and a 100% maturity index over four years, the damage was approximately 457 hundred million won. The HEA in this study resolves the possible irrationality in the evaluation of marine spatial characteristics, since the value is calculated based on objective and clear DATA. Therefore, the study results are intended to facilitate conflict resolution between stakeholders in the future during the implementation of the marine spatial plan.

The Effect of Government Officials' Cultural Bias to their Social Acceptance including a Case Study of Implementing New Air Traffic Flow Management System (공무원의 문화적 편향이 사회적 수용성에 미치는 영향 연구: 새로운 항공교통시스템 도입 사례를 중심으로)

  • In this study aviation authority officials were classified into four cultural groups according to culture theory, and then questioned to determine the effects of cultural bias on their social acceptance of a new air traffic flow management system. Based on previous studies, cultural biases were categorized as egalitarianistic, individualistic, fatalistic, and hierarchical, and social acceptances were considered to be influenced by four variables, that is, perceptions of usefulness, work attitude, intention to use, and behavior (job absorption). Empirical analysis showed that hierarchy had a significant positive effect on social acceptance, and egalitarianism was found to have a significant positive effect on social acceptance with 95% credibility. We propose the organizational culture of Korean government be changed to accept the diverse opinions of government officials during the implementation phase of the new system recommended by ICAO.

A Study of Teaching-Learning Practices in Education Center for the Talented in Invention (발명 영재 교육기관의 교수-학습 실태 분석)

  • This study tried to look into what are happening in the 'class for the talented in invention' using COS-R developed by VanTassel-Baska. Teaching and learning activities within the classroom were observed and analyzed in terms of teacher's observation and teacher's observation, respectively. Based on results of this study, conclusions are as follows. First, it was founded that there are some commonalities between teacher observations and student observations. Based on teacher observations, differentiated teaching activities considering individual characteristics are rarely observed, and for students, it was true. Therefore, supplying a special training program for teachers are needed in order to make teachers and students engage in changing their teaching and learning behaviors. Second, on the side of teachers, they usually emphasize the importance of curriculum planning and implementation, problem solving, creative thinking et al. However, they barely stress the characteristics of research methods, critical thinking, and considering individual characteristics and the level of intellectual ability. Third, on the side of students, they frequently respond to solving problems and critical thinking at the same degree. On the other hand, systemic efforts of considering individual differences and adapting to them have been less regarded in both teaching and learning. In sum, for the successful 'Invention gifted classroom', establishing an educational environment to consider individually guided instruction and taking a balance among various factors embedded in teaching and learning situation should be required.

Analysis of Education Needs for Instructional Competency of Lifelong Education Instructor (평생교육 교수자의 교수 역량에 대한 교육 요구 분석)

  • The purpose of this study is to analyze the level of current difference of education needs for instructional competency of lifelong education instructor and the level of importance of lifelong education for drawing priority. Through the literature review, this is divided the lifelong education instructor's competencies such as planning, implementation, management and support and analyzed the current level and importance with 35 items through t-test analysis. The priority for education needs is applied to Borich and the Locus for Focus model simultaneously. According to result for study, the largest item of competency for lifelong education instructor is verified with the current level and importance for building of social networking and managing competency. The top priority item of education needs for instructional competency of lifelong education instructor is located in the first quadrant of model and the Locus for Focus model, according to priority in needs for Borich and was showed in program competency. The second items in priority were derived by learning resources, information gathering, competency for focus development, equitable evaluation for student, competency for building team work. Therefore, these competencies are considered as factors for priority of lifelong instructor and will be developed in personal and organizational development.

The Management Plan for the Ecological Waterfront Space of Muan Changpo Lake (무안 창포호의 자연생태친수공간 조성을 위한 관리방안 기초 연구)

  • Changpo Lake was created as a part of a land reclamation for refugee self-helping projects. It shows characteristics of a fresh water lake, and still retains the early appearance of reclamation that surrounding regions have not been developed into farm lands. Shallow wetland has formed around the lake, which provides great conditions for diverse lives, and surrounding earthiness is favorable for growth of vegetation and restoration of the ecosystem. However, as facilities of the Muan International Airport nearby Changpo Lake are expanding and barns are being constructed, artificialness is gradually increasing. Particularly, since pollution sources such as sport facilities, farm lands and barns are scattered around Changpo Lake, pollutants are flowing in constantly. Accordingly, the results for setting up management areas according to the spatial characteristics and creating natural ecological spaces near Changpo Lake, Taebongcheon stream and Hakgyecheon stream are as follows. First, the creation of a natural eco-friendly waterfront space should be promoted by securing the health of the aquatic ecosystem and restoring species and the ecosystem. In addition, a consultative body needs to be formed to lead local residents to participating in river investigation and monitoring, maintenance, and management through role sharing. Second, the basic direction of the spatial management plan is to keep the unique charm of Changpo Lake, maintain harmony with nature, create diverse waterfront areas, and secure the continuity of Changpo Lake and inflow streams. Moreover, the area should be divided into three zones such as a conservation zone, a restoration zone and a waterfront zone, and for each zone, the preservation of vegetation, the creation of ecological wetlands and restoration of the ecotone and ecological nature need to be promoted. Third, facilities and activity programs for each space of Changpo Lake should be operated for efficient management of protected areas. In order to suit the status of each space, biological habitats, water purification spaces, experiential and learning spaces, and convenience and rest spaces should be organized and designated as research, monitoring, education, and tourism areas. Accordingly, points of interest should be set up within the corresponding area. In this study, there are many parts that need to be supplemented for immediate implementation since the detailed plans and project costs for the promotion of programs by area are not calculated. Therefore, it is necessary to make detailed project plans and consider related projects such as water quality, restoration of habitats, nature learning and observation, and experience of ecological environments based on the categories such as research, monitoring, education and tourism in the future.

A Study on the Collection Policy of Presidential Libraries and Museums in the United States (미국 대통령기록관의 수집정책에 관한 연구)

  • A Collection Policy provides a direction to an archive, but also provides a foundation for developing practical measures of planning and collecting process. In terms of a Collection Policy, it enables detail collection as regulations or codes cannot be as defined as the level of collection, thus, it allows systematic and strategic approaches in collecting former presidents' records. In the case of United States, where the same presidential system exists as South Korea, although the individual Presidential Libraries and Museums have different periods of collections, the Collection Policy was implement a half century ago that is used as a foundation data for record collection. However, the Presidential Archives in South Korea do not have a Collection Policy implemented that the collection is based on 'collection regulations' and 'collection plans.' In the comparison of the Collection Policy at the Presidential Libraries and Museums in the United States and the "collection regulation" and "collection plan" at the Presidential Archives in South Korea, it shows that while the Presidential Libraries and Museums' Collection Policy applies the characteristics of individual presidents that the collection comprises the records from more than the appointed period that it includes various personal records of relating figures, events, regions, and even personal interest; the records are written in detail to the detailed scale and procedure. On the other hand, the Presidential Archives in South Korea, the records collected based on 'collection regulations' and 'collection plans' do not sufficiently apply the individual features of the former presidents that the collections remain as general and unclear. This is due to the absence of a Collection Policy that systemizes and sustains professionalism and consistency of collection plans and procedures. Hence, this study is conducted to propose collection policy implementation measures by analyzing the Collection Policy of the Presidential Libraries and Museums in the United States and identifying implications for applying individual president characteristics.
