A Study on Sustainable Design Characteristics of the UK Social Housing (영국 소셜하우징의 지속가능한 디자인 특성에 대한 연구)

  • Currently, the way of providing housing in Korea has been regarded as public rental housing through large-scale development by the government. However, there is an increasing need for qualitative growth not only in quantitative growth but also in policies, systems, and sustainable design. The purpose of this study is to explore the applicable methods for domestic social housing through the policy and design guideline study of UK social housing which has achieved qualitative growth through diversification of development subject. First, the concept of social housing in the UK and sustainable housing design elements will be examined. Second, the characteristics and policy direction, project background, management and sustainability of five social housing projects over the last 10 years in the UK will be analyzed. In conclusion, in order to achieve the sustainable design of social housing, the construction of the social housing in terms of policy and environment must include safe and eco-friendly design adaptability that can secure local identity and respond flexibly to social change. In addition, the social housing in the UK, which forms a sustainable complex through cooperation between the public and the private sector based on its place and history, can be a guideline for establishing policies and design guidelines in terms of urban regeneration.

The Policy Effects on Traditional Retail Markets Supported by the Korean Government (정부의 전통시장 지원 정책 효과에 대한 실증연구)

  • Purpose - A traditional retail market is a place that offers economic opportunity to employees and employers alike it also is a place where the community can meet. The Korean government has invested three trillion won to improve physical and non-physical aspects in traditional retail markets since 2004. However, little research on this has been conducted. We explore this research gap that could lead to theory extension. We analyze consumption behavior with respect to traditional retail markets through an empirical analysis, thus overcoming limits in previous research. We empirically analyze policy effects of traditional retail market projects supported by the Korean government. Research design, data, and methodology - We propose a traditional retail market improvement plan via the relation between cause and effect resulting from the analysis. More specifically, logit analysis was carried out with 1,754 consumers in 16 cities nationwide. In order to analyze consumer consumption behaviors nationwide, the probability was analyzed using a logit model. This research analyzes the link between support and non-support by the Korean government using binary values. The dependent variable is whether Korean government support is implemented; the binomial logistic regression is used as the statistical estimation technique. The object variables are:1 (support) or 0 (nonsupport), and the prediction value is between 1 and 0. As a result of the factor analysis of questions related to attributes of service quality, four factors were extracted: convenience, product, facilities, and service. Results - The results indicate that convenience, product, and facilities have a significant influence on consumer satisfaction in accordance with the government's traditional retail market support. Additionally, the results reveal that convenience, product, facilities, and service all have a significant influence on consumer satisfaction in a traditional retail market's service quality and consumer satisfaction. Finally, the analysis indicates that the highly satisfied traditional retail market customer has a significant influence on revisit intention. Moreover, the results reveal that the highly satisfied traditional retail market customer has a significant influence on recommendation intention. Conclusions - This research focused on consumers nationwide to measure policy effects of traditional retail markets compared to previous research that focused on one traditional retail market or a specific area. We verified the relationship of service quality and customer satisfaction and consumer behavior based on service quality theory. The results indicate that consumer satisfaction of traditional retail markets supported by service quality factors has a significant impact. In a concrete form, the results indicate that these effects are from facility modernization projects and marketing support projects of the Korean government. The results also imply that these facility and management support effects from the Korean government have been consistent. We realize that the Korean government has to selectively support traditional retail markets in major cities and small and medium-sized cities. To that end, the Korean government needs to select a concentration strategy for the revitalization of traditional retail markets.

A Study on Policy Macking Process in the Separation of Prescribing and Dispensing (우리나라 의약분업 정책과정의 특성에 관한 연구)

  • This study aimed at the analysis, from the perspective of rationality, of policy making process in the separation of prescribing and dispensing. This study is to identify the characteristics and problems of the policy process to introduce the new durg-prescription system, and make policy recommendations. In terms of separation of prescribing and dispensing, the development of policy making process can be divided into two periods; periods before and after the inauguration of the govemment of people. In the period before the govermment of poeple, one of the major characteristics of policy decision on the new system was the poweful influence of interset groups. At that time, the ministry lacked the problem-solving ability and commitment on the policy. Consequently, during the former period, the policy making process had been driven by interest groups. Therefore, the original purpose of the policy to secure the pulic health was lost. During the latter period, there was also the strong influence of interst groups, complexity of interest, the ministry's inability of problem solving. However, in this period, it is notable that this has drawn nation-wide attention, severl civic grouos have participated in the policy making process, and that the number and voice of these groups have remarkably increased. With regards to rationality, incrementalish model is highly sutable to explain the policy making process in the former period. But in the latter period when the new drugperscripition system became a national issue and civic groups began to participte in this matter more actively, rational model is more explanatory that incrementalism to understand the process. During the latter period, the original goal of this policy was not distored by a few interest groups thanks to the rapid development of civil movement and therebly a big influence of civic groups on the policy making. For that reson, a jigh level of rationality is found in the policy-making process of the latter period. Some suggestions to achieve the rationality in the policy making process based on the results of this study are as follows; Frist, the public's participation should be enered in the policy making process. Second, the govermment should make contiuns efforts to enhance its ability of long-term planning and policy implementation, and increase rationality of policy making process. Third, balance among interset groups should take place in the process of policy making. Forth, sound, constructive, and logical activity of interest groups is necessary to express and promote their interests.

  • In late 1980s, many suburban cities in Tokyo metropolitan area have tried to construct office parks, such as Makuhari New Town, Minato Mirai 21 to promote knowledge based economy. As the most important player of this mesa project, the local government mobilized local resources from various private sectors. The local government adopted place marketing strategy to attract companies and consumers with thick pocket. The composition of this strategy embraces publicity, uniqueness, centrality of function and information and comfortability for formation of the office park. Headquarters and producer service offices were relocated in the suburban office parks for the first time in the history of modem Tokyo since 1920s. Although it is the ongoing project that encounters some financial difficulties, the office park Project will be a sound foundation for future growth of knowledge-based economy.

Imaginative Construction of a Global City as a Strategy for the Growth of Knowledge-based Economies: A Critical Evaluation of the Place-marketing in Singapore (세계도시 이미지 형성과 지식기반경제 육성 전략: 싱가포르의 장소마케팅에 대한 비판적 고찰)

  • This paper aims to examine the ways in which the Singaporean government has promoted the "global city" imaging strategy as a means for marketing Singapore. Since the 1990s, Singapore has pursued a place-marketing strategy that aims at imaging itself as a "creative", "culturally vibrant" and "cosmopolitan" global city by utilizing various cultural, tourist and spatial policy measures. It argues that the Singaporean government has promoted this particular imaging strategy under a broader economic resoucturing program, aiming at transforming the Singapore's economy into a "knowledge-driven" one, under which the attraction of international knowledge workers is seen as crucial for the competitiveness and innovation. This paper also discusses the limitations of this strategy, focusing on growing tensions between the global and the local in the Singaporean society and the ways in which the authoritarian and top-down nature of governance have restricted the genuine development of the "culturally vibrant" environment in Singapore.

A Review on the Change of Health Policy Based on Ethical Issues (윤리적 쟁점을 중심으로 한 보건의료정책 변화의 고찰)

  • Health policy is a historical product in the process of development, including the political and economic factors of the state as well as the social and cultural elements of the country. Bioethics began to debate the ethical questions that arise in the overall process of life's birth and death, and gradually evolved by presenting ethical directions for various social phenomena. Especially, according to the moral awakening of 'scientific medicine' which caused in some human problems in the rapidized scientific society from the late 19th century to the early 20th century, as a result of distress including the concept of various social relations, it is possible to say that it has reached the bioethics. Although health policy and bioethics are different in terms of starting and concept, they can be found in common with social, cultural, and political diversity in the times. In 2004, 'Bioethics Law' was enacted through the issue of research ethics in the life sciences. Therefore, in order to examine ethical aspects of current health policy direction and major issues, it can be divided into before and after enactment of 'Bioethics Law' in 2004. The authors would like to examine how the evolution of the ethical viewpoint on the health policy has changed in line with the enactment of the 'Bioethics Law' and how it is trying to solve it from an ethical point of view. Through the various events that took place in the 1990s and the 2000s, various discussions on bioethics were conducted in Korea. Prior to the enactment of the 'Bioethics Law,' ethical judgments of professions, distribution of healthcare resources, if the discussion focused on the ethical judgment of abortion, and the various events that appeared in the early 2000s became the beginning to inform that the ethical debate about the life, death, and dignity of human beings began in earnest in Korea with the enactment of the 'Bioethics Law.' Since then, 'Hospice and Palliative care Law' which was enacted in 2017, is based on the fact that the health policy of our country focuses on the treatment of the past diseases, health promotion, and delivery of health care services. It was an opportunity to let them know that even the quality problems were included. Therefore, considering the various circumstances, the ethical issue facing Korea's health care system in the future is the change of the demographic structure due to aging and what is to be considered as the beginning and the process of life in the overall process of life. It is the worry about how to die and when it sees as death. This has far exceeded the paradigm of traditional health care policies such as disease prevention and management and health promotion, and calls for innovative policy response at the national level that reflects the new paradigm, which in many cases creates a predictable ethical environment. And health policy should be shifted in the direction of future ethical review considering sustainability in the development process of future health care rather than coercive management.

  • Advantageous features of flash memory are stimulating its exploitation in mobile and ubiquitous related devices. The hardware characteristics of flash memory however place restrictions upon this current trend. In this paper, a cleaning policy for flash memory is proposed in order to decrease the necessary penally for recycling of memory minimizing the degradation of performance at the same time. The proposed cleaning algorithm is based on partitioning of candidate memory regions, to be reclaimed as free, into a number of groups. In addition, in order to improve the balanced utilization of the entire flash memory space in terms of 'wearing-out', a free segment selection algorithm is discussed. The impact of the proposed algorithms is evaluated through a number of experiments. Moreover, the composition of the optimal configuration featuring the proposed methods is tested through experiments.

The Trend and International Comparison of Overseas School Health Indicators (학교보건지표의 해외 동향과 국제 비교)

  • Purpose: The purpose of this study was to identify the trend of overseas school health indicators and to investigate indicators comparable internationally. Methods: Using the key words, school, health, indicators and policy through formal literature and web sites, the resources were used after the completeness of resources such as the presence of author, year published and place, and reproducibility was evaluated. Results: In overseas, the interest of school health indicators has increased gradually since 1960. Quality indicators as well as quantitative indicators are important as the good school health indicators. The overseas school health indicators have been very comprehensive, not only including students, but also including the expanded population such as school personnel, parents, family and community, process and outcomes, policies, social and cultural environment. The trend of school health research is from traditional issue-based to indicatorbased which makes comprehensive interpretation including development of school health service and life satisfaction. Among internationally comparable indicators, Health Behaviour in School-aged Children (HBSC) and Global School-based Student Health Survey (GSHS) were chiefly for students' health and behavior level, and the School Health Service Survey (SHS) was for school health service personnel and policy. Conclusion: Characteristics of overseas school health indicators were expanded population, and comprehensive and internationally comparable indicators. Therefore, Korea school health indicators need to be comprehensive using expanded population and qualitative indicators, and consider standardized indicators comparable internationally.

France's Cluster Policy: the Competitiveness Pole (프랑스의 산업클러스터 정책 -경쟁거점($P{\hat{o}}le$ de $Comp{\acute{e}}titivit{\acute{e}}$)을 중심으로)

  • The study deals with the France's recent cluster policy represented by the Competitiveness Pole. As a national level cluster supporting policy driven by the central government, the Competitiveness Pole, called 'French cluster model', :is competitiveness-oriented, and principally based on three main factors: partnerships, R&D projects and international visibility. The Competitiveness Pole is also the fruit or a long time effort to establish a decentralized governance system, and it has a lot for Korea to benchmark its relevant policies. After reviewing the Local Production System that was put in place before the Competitiveness Pole, the study treats main aspects or Competitiveness Pole policy. It analyze, then, the significance or the policy in the trend or the overall territorial policy or the country. Lastly, the study provides some implications for Korean policies such as industrial clusters, the Enterprise City and Innovation City.

Development Strategy of SaaS Service based on User Behavior Analysis (이용자 행태분석 기반의 SaaS 서비스 발전 전략)

  • The appearance and evolution of cloud service is potentially one of the major advances in information and communication technology. However, it is necessary to identify and understand the various issues of cloud service, both from the perspectives of the providers and the consumers of it. While a lot of studies such as cloud business model, profit model and technology itself are currently taking place in cloud service considering provider's aspects, there are a few researches dealing with cloud service user's aspects. This paper presents the user behavior analysis focused on SaaS users and discusses the development strategy of SaaS service based on the results of user behavior analysis. In order to analyze the user behavior, we surveyed SaaS users divided into two groups such as present and future user groups. Eventually, we proposed the SaaS prospects, development strategy and policy issues based on user behavior analysis.
