Recently, with the growing number of services using personal information, government offices' tasks have become more dependent to personal information. Various policies and systems have been made and managed for the safe use of personal information in the circumstances that inevitably require the use of personal information, but the personal information privacy incidents and their scale are on a constant increase. Thus, Korea has been implementing personal information protection management system since 2008 to examine whether public organizations observe the personal information protection act and to how well they manage the personal information, and to improve what is insufficient in the process. However, despite high scores of the outcomes of the system, questions about the effectiveness of the outcomes and about the actual manage level are being raised. Thus, this study seeks to analyze public organizations' activities to protect personal information and the effectiveness of their foundation efforts for them by using the DEA model, and to propose a new model to enhance the effectiveness of the outcomes of personal information protection management system by reflecting them into the outcomes of system, using the derived effectiveness.

Privacy paradox is a paradoxical behavior that provides personal information even though you are concerned about privacy. Social media users are also often concerned about their personal information exposure. It is even reluctant to describe personal information in profile. However, some users describe their personal information in detail on their profile, provide it freely when others request it, or post their own personal information. The survey was conducted using Google Docs centered on Facebook users. Structural equation model analysis was used for hypothesis testing. As an independent variable, we use personal information infringement experiences. As a mediator, we use privacy indifference, privacy concern, and the relationship with the act of providing personal information. Social media users have become increasingly aware of the fact that they can not distinguish between the real world and online world by strengthening their image and enhancing their image in the process of strengthening ties, sharing lots of information and enjoying themselves through various relationships. Therefore, despite the high degree of privacy indifference and high degree of privacy concern, the phenomenon of privacy paradox is also present in social media.

In the long-term ecological research community, personal information is an important factor for the collaboration of data management and data usage in international long-term ecological research as well as on the national level. If lots of personal information was disclosed, collaborative researchers are useful to carry out research cooperation, whereas, information providers tend to be burdened to disclose it. LTER system should be considered to provide both maximum personal information required by a community and minimum personal information to be provided to unrelated people due to the scale of personal information and a number of the constraints on disclosure in the aspect of information distribution of the laws associated with personal information protection. In this article, we analyze international ecological metadata standard, EML, and trends in personal information management throughout international long-term ecological research platforms and propose a system model capable of managing personal information based on related domestic laws for the international data exchange through design and implementation.

According to the enforcement of Personal Information Protection Act as of September 2011, the laws and regulations for the protection of personal information that were applied only to the certain sectors such as information & communication network, financial institutions, public sector etc. for the time being has been expanded to apply to all public and private sectors to process personal information. In particular, because the public institutions are obliged to be mandatorily conducted of the Privacy Impact Assessment, it will be enforced in earnest for each agency's informationization business that handles personal information. In this paper, I examine the most derived vulnerability and set up the improvement measure to supplement it with the examples of 10 of all the institutions conducting the Privacy Impact Assessment in the year 2011. With the rising reliance on market estimation through customer analysis in customer-centered marketing, there is a rapid increase in the amount of personal data owned by corporations. There has been a corresponding rise in the customers' interest in personal information protection, and the problem of personal information leakage has risen as a serious issue. The purpose of this research is to develop a diagnosis model for personal information protection that is suited to our country's corporate environment, and on this basis, to present diagnostic instruments that can be applied to domestic corporations. This diagnosis model is a structural equation model that schematizes the degree of synthetic effect that administration factors and estimation items have on the protection of personal information owned by corporations. We develop the model- consisting of the administration factors for personal information protection and the measurement items of each factor- using the development method of standardized structural equation model. We then present a tool through which the administration factors and estimation items verified through this model can be used in the diagnosis for personal information protection in corporations. This diagnostic tool can be utilized as a useful instrument to prevent in advance the leakage of personal information in corporations.
Personal information processing works, including resident registration number is common to be consigned by IT specialized company due to high level expertise and tremendous cost. The accident related to personal information is increasing and most of accidents are caused by the consignee's leaking information. According to the Inspection of personal information protection and the management level diagnosis of personal information protection, public Institutions need to build the consignee's accident prevention and personal information management system as soon as possible. In this paper, the efficient enhancement ways for the personal information protection is studied. We analyze the law of business consignment and select basic management items related with personal information protection, and propose a analysis scheme for management level of personal information protection and a enhancement scheme for management system of personal information protection. This paper suggests consignee's management system of personal information protection for the enhancement way and the three Strengthening ways in law. To compose the a enhancement scheme for management system of personal information protection, we conduct questionnaire survey to 30 consignees(IT maintenance, notice printing, call center, welfare center) related to typical tasks of public organizations, present reference for this scheme, and execute verification of this scheme by focus group interview of consignor and consignee.
The purposes of this study are to identify factors that affect personal information protection activities from the perspective of personal information managers and explore ways of promoting such activities. The main factors examined by threat and response assessments were selected based on the protection motivation theory, and the effects of each factor were analyzed using a multinomial logit model. The analysis results show that small-scale personal information managers need to be provided with both educational support to enhance their awareness and technical support, such as protection inspection tools, to help them carry out their own personal information protection activities. Personal information managers larger than a certain size also require tax support, including tax cuts, to support their budgets for and investments in personal information protection activities. In addition, they need professional education that emphasizes practice.

In order to provide the efficient personalized services, the organizations and the companies collect and manage the personal information. However, there have been increasing privacy concerns since the personal information might be misused and spread over in public by the database administrators or the information users. Even in the systems in which organizations or companies control access to personal information according to their access policy in order to protect personal information, it is not easy to fully reflect the information subjects' intention on the access control to their own Personal information. This paper proposes a policy-based access control mechanism for the personal information which prevents unauthorized information users from illegally accessing the personal information and enables the information subjects to control access over their own information. In the proposed mechanism, the individuals' personal information which is encrypted with different keys is stored into the directory repository. For the access control, information subjects set up their own access control policy for their personal information and the policies are used to provide legal information users with the access keys.
Personal information security has been as risk ever since the development of information technology increased its internet use. As personal information security is compromised there will be a rise in personal privacy conflicts and this will become an important social issue. The following research is a presentation of the warning map for risk monitoring on personal information security. First, the personal information security process is identified then defined. Second, in order to achieve the personal information security's objective, a survey was taken and the data was collected. Third, factor in the Fishbone Diagram's analysis and figure out the key indicators that include metric and threshold. Last, develop the warning map which has the matrix table composed of the process and the risk. It displays the warning based on the threshold and the value of key indicators related to risks.
