  • The purpose of this qualitative study are to understand housing environmental conditions of the beneficiaries of housing welfare program. A case study was adopted to collect and analyze data from 6 persons who are low-income dwellers in 'Dagagu' housing purchase and public rental program and permanent rental apartment. Data were collected by in-depth interview. The lowest income bracket would be the beneficiaries of housing welfare program, consider the type of the target households are selected directly by visiting there home life, housing and welfare-related aspects of interviewing evaluate the significance of the housing satisfaction and residential conditions.

공공임대주택 유형별 주거만족도 영향요인 비교연구 (A Comparative Study on Factors Influencing Residential Satisfaction by Types of Public Rental Housing)

  • 본 연구의 목적은 통합공공임대주택 본격 공급 시기에 맞추어 유형통합 대상인 영구임대, 국민임대, 행복주택 유형별 거주자의 주거만족도와 영향요인에 대한 분석을 실시하여 공공임대주택 단지계획 시 입주자의 주거만족도 제고를 위해 우선 고려해야 하는 요소를 도출하고 정책적 시사점을 찾고자 하는 것이다. 연구의 범위는 공공임대주택 유형별 거주자의 주거만족도 차이를 분석하고 주거만족도 영향요인을 규명하고 비교하는 것이다. 분석대상 자료는 2021년도 국토교통부 '주거실태조사' 마이크로 데이터이며 분석방법으로는 일원배치 분산분석과 이항 로지스틱 회귀분석을 활용하였다. 실증분석 결과 영구임대주택 거주자와 국민임대주택 거주자의 주거만족도 수준에 차이가 있었으며 국민임대 거주자의 주거만족도가 더 높았다. 임대유형별 주거만족도 영향요인으로 전반적 주택상태만족도의 경우 영구임대와 국민임대 거주자는 주택상태, 주택소음, 시설접근성 요인, 행복주택 거주자의 경우 주택소음과 주거환경요인으로 나타나 상이하였다. 전반적 주거환경만족도의 영향요인은 영구임대 거주자의 경우 주택상태, 시설접근성 및 주거환경 요인이었으며 국민임대 거주자는 주택소음, 시설접근성, 주거환경 요인, 행복주택 거주자는 주택상태, 주택소음, 시설접근성 요인으로 나타나 상이하였다. 세 가지 유형 모두 공통적으로 주택소음 요인을 주택상태만족도의 영향요인으로, 시설접근성 요인을 주거환경만족도의 영향요인으로 인식하고 있어 단지계획 시 우선 반영해야 하는 요인으로 밝혀졌다. 후속 연구를 통해 영향요인의 변화 추세에 대한 시계열 분석이 필요하다.

공공임대주택의 유형에 따른 거주자 평가와 주거서비스 조사 (Resident Evaluation on Housing and Demand on Residential Service according to Type of Public Rental Housing)

  • There is a growing demand for public rental housing since housing price increased rapidly and socially vulnerable people need more stable housing. The purpose of this study is to investigate housing evaluation (satisfaction), moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident, and to suggest the development direction for comprehensive housing services including the community level. Data used for analysis in this study are from 2016 Seoul panel survey of public rental housing residents. A total of 3009 questionnaire from public rental households were collected in 2016 Seoul panel survey. In order to investigate housing requirements, we analyzed household characteristics, housing satisfaction, moving plans, welfare services, residential activities and community facilities, social environment. In this study, the difference of residential satisfaction, moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident is analyzed to identify their housing demands. As a result, there were differences in residential satisfaction, moving plan, and residential service depending on type of public rental housing and characteristics of residents. Residents in public rental housing modified from the multi-family housing after purchase showed lower residential satisfaction, and higher intention for moving plan compared to residents living in other type of public rental housing. In the residential service, residents in permanent lease type have higher experience of housing service as well as demand on housing service. Especially single household, elderly household, female household, or household with handicapped person indicated higher demand for housing services.

  • Permanent rental housing complex is subjected to both an increase in the crime rate due to its residential population structure and social, economic isolation for insecurd income of the residents. It should be considered that the densely populated area with low-income group of the city causing many problems related with the community. This study focused on the Man-soo 7 housing estate in Incheon with the area's average scale and ratio is made as an effort to include the residents who live in the permanent rental housing area among the members of the healthy community. The result of the research suggests the method of housing improvement to establish the successful support institution for self-sufficiency of the low income inhabitants analazying the demand of the residents through a survey categorized into resident support system, public workplace and inhabitant participation.

The Consciousness and Current use of Residents for Community Spaces of Rental Housing by Post-Occupancy Evaluation

  • This study aims to POE(Post-Occupancy Evaluation) analyze the characteristics of residents and their demands on community facilities by types of supplying housing, which can be the basis for making the housing regulations. The following five types of housing are considered in this study ; 1) National Rental Housing(L), 2) Public Rental Housing(L), 3) Permanent Rental Housing(S), 4) Public Rental Housing(S), 5) Private Rental Housing. We surveyed 527 residents from 20 housing complexes in those four housing types. First, each housing type has different household characteristics. Second, the criteria for housing selection are different. Third, local community activities and satisfaction are different in each housing type. Lastly, residents are generally satisfied with service facilities, but their satisfaction level and the facilities they need are different depending on housing type, accordingly. The housing community space plan be should be improved to the amount of areas of community facilities.

  • This study investigates and analyzes (1) the status of neighborhood commercial facilities, (2) the location of neighborhood commercial facilities and (3) the users' viewpoint of them for the purpose of establishing the revitalizing factors of neighborhood commercial facilities within permanent rental housing complexes. This study attempts to determine the factors that revitalize neighborhood commercial facilities through quantitative factor analysis based on the analysis of the basic status and purpose of neighborhood commercial facilities using the basic status of permanent rental housing complexes and the quantitative data on neighborhood commercial facilities within these complexes. A survey investigating the residents' perception of neighborhood commercial facilities was conducted to analyze the qualitative aspects neighborhood commercial facilities within permanent rental housing complexes. The factors affecting the revitalization of neighborhood commercial facilities were analyzed by quantifying the actual problems perceived by the users and the elements of their use patterns. From these analysis results, it was found that the factors are not independent from one another, but organically affect one another. It is expected that more meaningful data will be obtained if future studies conduct correlation analysis and weighted value analysis on each factor based on the findings of the present study.

충북지역 공공임대주택의 주거만족도 분석 -물리적·사회적 요인을 중심으로- (A Study on the Residential Satisfaction of Public Rental Housing in Chungbuk -Focusing on Physical and Social Factors-)

  • 본 연구는 물리적 요인뿐만 아니라 사회적 요인을 고려한 충북지역 공공임대주택 입주자의 주거만족도 분석을 통해 공공임대주택의 주거만족도를 유형별로 비교해보고, 주택유형별 만족도의 특성을 파악함으로써 지역적 특성을 반영한 공공임대주택 정책방향에 대한 기초정보를 제공하는 것을 목적으로 한다. 이를 위해 공공임대주택의 이론적 고찰 및 공공임대주택 공급과 관리 현황을 파악한 후, 물리적 사회적 요인을 중심으로 공공임대주택 주거실태 만족도조사를 유형별로 실시하였다. 물리적 요인에 대한 주거만족도 조사결과, 주택 및 아파트단지의 내부 및 외부와 주변 환경에 대한 만족도가 상이하게 나타났다. 한편, 사회적 요인에 대한 주거만족도 조사 결과, 이웃관계에 대한 주거만족도와 단지에 대한 이미지는 주택유형별로 유의미한 차이가 존재하는 반면, 지역공동체 활동참여에 대한 만족도는 주택유형별로 차이가 없는 것으로 나타났다.

  • 1989년 영구임대주택으로 시작된 공공임대주택 정책은 매 정부마다 새로운 공급유형을 도입하며 입주대상과 재고량을 확대하고 있다. 하지만 공공임대주택 사업주체는 공공임대주택의 적자누적으로 공급확대에 어려움을 겪고 있다. 본 연구에서는 장기공공 임대주택 재건축사업을 기존 장기공공임대주택사업의 누적적자 보전방안으로 제시하였다. 재건축사업으로 공급되는 분양주택 수익으로 누적적자를 보전할 수 있는 재건축사업의 용적률을 최소용적률로 정의하고, 장기공공임대주택 재건축사업의 특성을 고려한 수리적 접근으로 장기공공임대주택 재건축사업 최소용적률 수리모델을 제시하였다. 최소용적률 수리모델의 결정요인은 기존 장기공공임대주택 누적적자, 재건축사업 분양주택 토지면적, 단위면적당 분양가격, 단위면적당 사업비로 구성된다. 최소용적률 수리모델은 노후 장기공공임대주택 재건축사업의 건축규모에 대한 경제적 측면의 의사결정 지원과 도심지 내 주택공급 확대와 관련된 의사결정을 지원하는 이정표가 될 것으로 사료된다.

한국과 미국 공공 임대아파트 거주자의 이동과 단지 내 활동 - 서울 SH공사 아파트와 미네소타 주 PHA 아파트의 비교를 중심으로 - (The Comparison of Residents' Movement and Activities of Public Rental Apartments in Korea and the United States - Focused on the Comparison of SH Apartments and PHA Apartments -)

  • The purpose of this research is to compare residents' movement and activities in SH apartment in Yangcheon-Gu, Seoul (SH apartment) and PHA apartment in St. Paul, Minnesota (PHA apartment) in order to improve the quality of rental housing environment. This study had surveyed 418 residents of SH apartments in Korea and used the secondary data gathered from 1,462 residents of PHA apartments in the United States. The results of this study are as follows: The criteria of Korean residents in SH apartments when choosing their residences are lower rent payment and shorter waiting time. They seemed to have no other options than public rental housing. On the contrary, American residents in PHA apartment had more option to choose from. Therefore, Korea needs to offer more variety types of residents that can be lead to better satisfaction of low income classes. Most of the SH apartments residents has lived for long-term, in the average of more than 6 years, and wanted to live continually at their current dwelling. PHA residents showed similar tendency. However, long term residency may lead to permanent occupation of the public rental apartment by the same family. Hence, a system which can provide equal residency opportunities to all low-income classes need to be developed. Residents of SH apartment were satisfied with the personal activities but were not satisfied with group activities among residents or regarding resident meetings. However, residents of PHA apartments were more satisfied with their management because there is more in-housing-complex activity programs. Therefore, more activity program for a resident should be developed after analysing programs of different apartments and current conditions in Korea. There were some noticeable divergences among residents, based on their age, term of residence and physical, emotional and mental problem, when evaluating in-housing-complex's programs. Thus, these factors are also need to be considered when planning and examining evaluation about the management of rental apartments.

  • The direction of Urban regeneration is changing toward holistic regeneration with residents' participation all over the world. While world leading projects in holistic regeneration such as "Ballymun of Ireland" and "Buffalo of U.S.A" appeared, recently in Korea, "Rainbow project" is getting paid attention as a similar example due to its Socio-Physical approach. The purpose of this study is to find the Effect of Socio-Physical Regeneration on Social Network characteristics of Elderly Residents in a public rental apartment. The subjects of the study are elderly residents who have resided since much before the environmental intervention. The research methods is in-depth interview. Specific features of social network included awareness of the physically improved surrounding environment, awareness of and participation in welfare programs, social interactions, identity, and vandalism behavior. As results, most of elderly residents recognized environmental improvement and felt very positive enough to enhance their attachment and pride in their residences. Physical environment changes had a considerable impact on the social network characteristics and also had a strong influence on their relations with community. Considering that permanent public rental housing has been a socially isolated place, it is significant to notice that residents' perception of being excluded and behaviors are changed gradually being influenced by environmental improvement.
