The concrete information technology (IT) has affected ways for supporting agricultural products. However, studies relating IT to agriculture in a broader sense have not been prevalent. The objective of this study is to improve agencies' effectiveness and performance in the use and application of IT through understanding the organizational fit and misfit. This research applied a multi-contingency view to Korean IT supporting agricultural promotion agencies and it evaluated the competitiveness of these agencies with reference to the correspondence of factors (Goal, Strategy, Environment, Knowledge Exchange, Task Design, and Information System) affecting their performance with organizational goals. The results reveal that organizations with good performance show better organizational fit with their organizational goal. This study contributes to the ways of efficient IT management in agricultural organizations in Korea.

The goal of Medical multimedia server is to develop computer hardware and software which would enable electronic access, storage, transmission, and display of patient data and images. Since the current network only provides so called "best-effort" services, it is impossible to satisfy QoS guarantee that is required for real time application services for emergency room, operating room etc. Accordingly, world-wide research is being made for a variety of services to provide QoS. he goal of DiffServ is to offer scalable differentiated service in Internet which are made possible by traffic classification and conditioning only performed at an edge(or a boundary) node. In case DiffServ was deployed in the Medical multimedia network, it is difficult to estimate how the QoS mechanism would affect totally the network performance. Therefore, we need to verify by simulation the design of algorithm which provide a variety of differentiated services. In QoS for Medical multimedia network, a simulator is designed and implemented using OPNET to investigate the performance of DiffServ QoS support mechanism. The developed DiffServ simulator may generate packets according to random, and bursty traffic models in order to incorporate diverse traffic conditions in the Medical multimedia network environment. Based on our simulation results, we confirmed that service differentiation is possible by using the EF(Expedited Forwarding) class in DiffServ networks.

In a $CO_2$ inverter welding machine, stable arcs can be generated and a welding performance that is a goal of welding can be improved when stable electric power with a low voltage and a high current is supplied to a electrode that is the secondary part (output load terminal) and the base metal. For such a stable power supply, therefore, the AC arc welding machine, the thyristor welder, and the inverter welder have been developed in order according to development of the power electronics techniques. Up to now, the thyristor welding machine is still broadly used but the application volume is gradually reduced by development of the inverter welder. Because the welding performance of the inverter welder is very good and the weight and size of the welder is remarkably light and small. The final goal of this research is to develop the voltage loss compensator that is a drawback of the inverter welder and improve the welding performance using the developed compensator.

The efficiency and quality of the social reference sites are being challenged because a large quantity of the questions have not been answered or satisfied for quite a long time. Main goal of this study is to investigate important factors that affect the performance of question triage to relevant answerers in the context of social reference. To achieve the goal, expert finding techniques were used to construct an automated question triage approach to resolve this problem. Furthermore, important factors affecting triage decisions in digital reference were first examined, and extended them to the social reference setting by investigating important factors affecting the performance of automated question triage in the social reference setting. The study was conducted using question-answer pairs collected from Ask Metafilter. For the evaluation, logistic regression analyses were conducted to examine which factors would significantly affect the performance of predicting relevant answerers to questions. The results of the current study have important implications for research and practice in automated question triage for social reference. Furthermore, the results will offer insights into designing user-participatory digital reference systems.

ESCO industry should guarantee the energy saving performance with M&V such as developed countries. The application of the ESCO M&V is a necessary condition on energy saving performance. This study recommends a goal, direction, and order of application and suggests selection of M&V between option A, option B, option C, option D by energy conservation technology in Korea, with reference to the examples from IPMVP and applied in US and Japan. In the future, it is needed to study on the guideline for plan report and result report of M&V based on a goal, direction, and selection of M&V option.

Extracting primitives from imagery plays an important task in visual information processing since the primitives provide useful information about characteristics of the objects and patterns. The human visual system utilizes features without difficulty for image interpretation, scene analysis and object recognition. However, to extract and to analyze feature are difficult processing. The ultimate goal of digital image processing is to extract information and reconstruct objects automatically. The objective of this study is to develop robust method to achieve the goal of the image processing. In this study, an adaptive strategy was developed by implementing Gabor filters in order to extract feature information and to segment images. The Gabor filters are conceived as hypothetical structures of the retinal receptive fields in human vision system. Therefore, to develop a method which resembles the performance of human visual perception is possible using the Gabor filters. A method to compute appropriate parameters of the Gabor filters without human visual inspection is proposed. The entire framework is based on the theory of human visual perception. Digital images were used to evaluate the performance of the proposed strategy. The results show that the proposed adaptive approach improves performance of the Gabor filters for feature extraction and segmentation.

With the increased interest in renewable energy, various hydrogen production technologies have been developed. Hydrogen production can be classified into green, blue, gray, and pink hydrogen depending on the production method; each method has different technical performance, costs, and CO₂ emission characteristics. Hence, selecting the technology priorities that meet the company strategy is essential to develop technologically and economically feasible projects and achieve the national carbon neutrality targets. In addition, in early development technologies, analyzing the technology investment priorities based on the company's strategy and establishing investment decisions such as budget and human resources allocation is important. This study proposes a method of selecting priorities for various hydrogen production technologies as a specific implementation plan to achieve the national carbon neutrality goal. In particular, we analyze key performance indicators for technology, economic feasibility, and environmental performance by various candidate technologies and suggest ways to score them. As a result of the analysis using the aforementioned method, the priority of steam methane reforming (SMR) technology combined with carbon capture & storage (CCS) was established to be high in terms of achieving the national carbon neutrality goal.

SDO(Software Development Outsourcing) projects have been consistently increasing and expanding but also have many failures. In order to improve SDO performance, the factors affecting SDO performance are investigated in this study. SDO has relational risk as well as performance risk in nature, and the factors affecting the SDO performance caused by these mixed risks are drawn from the prior studies. With field survey targeted client IS personnel who experienced SDO, 214 survey questionnaires are collected and analyzed. Research results show that vendor power, client requirements certainty, goal clarity and goal alignment affect the SDO performance. However, vendor knowledge and client knowledge do not have much effect on SDO performance. The results of this study can be effectively utilized to decrease the failures of SDO and increase the possibility of success.

The relevant ministries, including the Ministry of Environment in Korea, provided Post-2020 Long-term Mitigation Target and Implementation Plan. The plan consisted of four Business As Usual (BAU) reduction levels by 14.7%, 19.2%, 25.7%, and 31.3% until 2030. The Korean government finalized the mitigation target of 37%. But all the initial alternatives were below the goal, 30% from BAU, that has been promised to the international community as well as set out in the Framework Act on Low Carbon Green Growth. In order to achieve a specific goal, performance management should pursue "Justify doing the right things." Otherwise, performance management would not work properly. According to Kingdon's Policy Stream Framework, abnormal alternatives are difficult to be presented as scenarios because alternative building should focus on the role of the need to adhere to the basic principles and professionals. Such a result is possible only when the policy actors does not balance themselves. Performance management statistics has been analyzed by 6 years CCPI data since 2011, taking into account the impact after enactment. This study also has been complemented by a variety of sources, including the media, documents, and artifacts during the period. As a result, raising awareness about climate change was analyzed as one of the solutions because the climate change issue affects the normal performance management throughout the life of the people to stay linked to the environment.

This study analyzed the effect of the operation system of human resource management. First, the primary operating direction of the goal, talent selection system, and personnel management personnel management affected almost all the performance variables. More than one primary goal of personnel management in the loyalty inspired workers more than the fixed labor costs, and external recruitment of short-term hiring favored internal training scheme for long-term employment, employee training, and development in the long term more than short-term performance improvement the more weight to quality and innovation in the productivity of labor, product and services, employee-driven innovation, reduce turnover, had a positive impact on labor relations. On the other hand, the primary goal of personnel management and personnel selection methods had a positive impact on financial performance. Personnel management operating direction did not significantly affect the financial results. Second, the main type of employee utilization affected the quality of products and services, and labor relations. Trying to take advantage of temporary workers more than regular workers had a positive impact on the quality of products and services, and labor relations. Third, the operating unit of Personnel Management had an impact on the degree of innovation of products and services. Both personal achievements and the performance of the operating units had a positive impact on the degree of innovation of products and services, more than teamwork and personnel management. This study provided practical implications for verifying the effect of detailed characteristics of human resource management on financial/non-financial business performance.
