Perception of Korean Hospital CEOs on Organizational Accountability : Findings from In-Depth Interviews (한국 병원 최고 경영자의 책무성 인식 : 심층 면접 결과를 중심으로)

  • As misalignments among images, identity, and legitimacy of health professionals and institutions have been on the rise, CEOs of health care organizations have been required to enhance organizational accountability. Despite the accumulation of literature on the conceptual discussions of accountability, only a few studies empirically investigated key barriers to accountability and its facilitators. To identify perception on accountability with key barriers and facilitators of organizational accountability, a semi-structured interview with 11 CEOs of Korean hospitals was conducted. A short survey was taken to get quantitative data on CEO's perception on organizational accountability. To CEOs, accountability was very complex and unfamiliar concept, but understood as physician's code of ethics by nature and basic principle of hospital management. CEOs thought accountability could be improved through ethical leadership, financial stability and learning climate of hospitals. Distrust of the government, which failed to provide economic incentives for hospitals to increase accountability activities, was emphasized as a serious barrier to hospital accountability. There was consensus among hospital CEOs as to the importance of accountability in management. However, there were concerns that, without policy instruments to motivate hospitals toward increasing community benefits as well as collective efforts among health professionals to rebuild moral climate for being accountable, greater accountability would not be achieved in hospitals.

A Study on Variables Affecting Kindergarten Teachers' Adaptation to the Teaching Profession : Focused on Background Variables, Development Stage, and Perception of Accountability (유아교사의 교직적응에 영향을 미치는 제 변인에 대한 연구: 배경변인, 발달단계, 책무성 인식을 중심으로)

  • The purpose of this study was to find out the effect of background variables, development stage, and perception of accountability on kindergarten teachers' adaptation to the teaching profession. The researchers surveyed 224 teachers in public and private kindergarten. The results of the study are as follows: First, in terms of age, the older they were, the better teachers adjusted to the teaching profession. As for their teaching career, the more teaching experience they had, the better teachers adapted to the teaching profession, but there were no significant differences between 6-10 years and more than 11 years. As to the level of education, four-year college graduates or graduate school graduates adjusted better than two-year college graduates. Second, teachers in the Capability Development Stage and Growth-Enthusiasm Stage showed a higher degree of adaptation than those in the Entrance-Acceptance Stage. Finally, the higher perception of accountability they have, the better teachers could adapt to the teaching profession. Among the categories of accountability, the professional accountability affected most highly the teachers' adaptation to the teaching profession.

Effects of an Education Program on Prevention of Malpractice using Precedent Cases related to Patient Safety in Safety Perception, Safety Control, Autonomy and Accountability in Clinical Nurses (판례를 이용한 환자안전관련 간호과오 예방교육이 간호사의 안전지각, 안전통제감, 자율성 및 책임수용성에 미치는 효과)

  • Purpose: The purpose of this study was to identify the effects of an education program on safety perception, safety control, autonomy and accountability in clinical nurses. Precedent cases related to patient safety were used in the education program. Methods: A quasi-experimental design with pretest and posttest measures was used. Participants in the study, 72 nurses in the experimental group, 71 nurses in the control group, were enrolled for 3 months. The education program was composed of the 20 precedent cases related to patient safety from home and foreign countries. Results: The major findings of this study were as follows: Safety perception (p=.000), Safety control (p=.000), attitude toward autonomy (p=.000), and attitude toward accountability (p=.000) improved after the education program. Conclusion: The findings from this study indicate that an education program using precedent cases is an efficient method to improve behavior and change attitudes towards protecting patients' safety and preventing malpractice claims against nurses.

  • Nanotechnology is now widely believed to be one of the most influential techno-sciences of the future. Or at least it is believed that way in most of industrial countries including South Korea. Naturally, the governments of these industrial countries are currently investing a sizable portion of their human and material resources in order to go ahead in this prominent area of research. Consequently, nanotechnology in these countries has become one of the social sectors where reasonable accountability is normally called for. I claim that reasonable accountability of nanotechnology should take into account the risk-perception of citizens as regards nanotechnology as well as its risk itself. Risk-perception could be variable, changeable, and prone to be polarized; still we should pay more attention to public risk-perception because it is clearly effective in mobilizing public movements, objective in the intersubjective way, and legitimate in a democratic society.

A Study on Hospital Nurses' Perception of Patient Safety Culture and Safety Care Activity (병원간호사의 환자안전문화에 대한 인식과 안전간호활동에 관한 연구)

  • Purpose: The purpose of this study was to investigate perception of patient safety culture and safety care activity among hospital nurses and to identify factors associated with the safety care activity. Methods: A total of 399 nurses working at secondary or tertiary hospitals in B city were participated in. Data were collected using 'Questionnaire on Patient Safety' and 'Safety Care Activity Questionnaire'. Results: The mean score of patient safety culture was 3.41 out of possible 5. The mean score of safety care activity was 4.40 out of possible 5. There was a positive relation between the perception of patient safety culture and the safety care activity. Through stepwise regression analysis with 22.4% of accountability, it was found that the perception of the safety care activity was associated with communication process, a sub-domain of safety culture, marital status, experience of incidence reporting, and level of patient safety. Conclusion: The findings show the importance of communication among nurses to improve the safety care activity. To provide high quality of care for patients, it is necessary to educate nurses on fire safety, patient education, and medication safety and improve their communication skills.

Charter School Principals' Perception on Transformational Leadership Practices

  • The purpose of this study was to investigate charter school principals' perception on the transformational leadership practices in New York State. The data generating sample consisted of 44 charter school principals. Descriptive statistics and multiple regression were employed to analyze the data. The results were as follows: first, the transformational leadership practices of charter school principals were in the moderate to high categories, and the greatest gap was on Inspiring a shared vision leadership practice. Second, there were no statistically significant relationships between the leadership practices and the demographic variables of: gender, age, ethnicity, and level of education of principals. However, a positive relationship was found between both the Modeling the way and Encouraging the heart leadership practices and the educational level of charter school principals. Third, there was a significant relationship between the Inspiring a shared vision leadership practice of charter school principals and prior experience as a school principal.

The Instructional Influences of Cooperative Learning Strategies: Applying the STAD Model to High School Chemistry Course (협동학습 전략의 교수효과: 고등학교 화학 수업에 STAD 모델의 적용)

  • The instructional influences of cooperative learning strategies, which emphasize mutual interdependency of learners, group goal, and individual accountability, upon students' achievement, the attitude toward science instruction and the perception of learning environment were investigated. Before instruction, the prior knowledge test about atoms and molecules, the test of attitudes toward science instruction, and the perception questionnaire of learning environment were administered, and the grade in the previous mathematics course was obtained. These scores were used as covariates. Mid-term examination score was used as blocking variable. For instruction, three different strategies-traditional individual learning, small group learning, and cooperative learning-were used and teaching materials for the units of mole and stoichiometry were also prepared. After instruction, the researcher-made achievement test, the test of attitudes toward science instruction, and the perception questionnaire of learning environment were administered. The perception questionnaire of group activities was also administered to the two treatment groups. In the quantitative subtest, the scores of cooperative learning group and small group learning group were significantly higher than those of traditional individual learning group. However, the cooperative learning group's scores in the achievement test and the qualitative subtest were significantly higher than those of small group learning group and traditional individual learning group. The students in the cooperative learning group were found to have the most positive perception of learning environment but to have similar attitudes toward science instruction. No interaction between the treatment and the level of the previous achievement was found in any of the analyses. In the perception questionnaire of group activities, students in both small group learning group and cooperative learning group exhibited positive perception of group activities. However, students in the cooperative learning group tended to think that their activities were related with their group's success. Educational implications are discussed.

A Study of Practical Instructors' Recognition on the Field Practice Program in Library and Information Science (문헌정보학 전공 현장실습에 대한 실습지도자의 인식 연구)

  • This study was performed to find out how to improve the usefulness and effectiveness of the field practice program in Library and Information Science by diagnosing the practical instructor's perception of the overall field practice in the Library and Information Science. To achieve this goal, we conducted a research on the current situation and a measurement in perception of the field practice program through a survey of practical instructors at practical training institutions. We, then, analyzed the factors affecting the perception and examined the relationship between the effects. As a result of investigating the factors affecting the perception of field practice, 'operational accountability for the field practice program' was found to be a significant factor among other factors such as the general characteristics of the practical instructors, the characteristics of library related work and the field practice status of the practical training institutions. And factors of 'practice environment' and 'practice instruction method' have been identified to have a significant impact as a result of analyzing how the six factors constituting the perception of field practice effect on the overall perception of field practice of the practical instructors.

A Preliminary Study on the Expansion of Donations by Non-Profit Organizations after the COVID-19 Crisis: With Focusing on the Survey on the Citizens' Perception of Donations (COVID-19 이후 비영리조직의 기부금품 모집 확대 방안에 대한 기초연구: 일반시민의 기부 인식을 중심으로)

  • The purpose of this study is to provide basic data to present the direction of donation collection activities of non-profit organizations after the COVID-19 crisis by examining the perception of donations from the general public's perspective. The researchers conducted a convenience sampling of general citizens in South Korea, and the survey had been taken by sending e-mails for two weeks from November 11 to November 24, 2020. The total number of questionnaires that we send were 397, however 314 questionnaires were used for analysis, excluding 83 questionnaires that seemed insincerely marked. According to analysis result, non-profit organizations need to strengthen their digital capability in response to the changes in the fund-raising methods in the era of digital transformation. In addition, these factors such as transparency, accountability, and the interaction with donors for sustaining and improving their loyalty are turned out to be crucial. We hope that the results of this study will present the direction of the donation collection strategy of non-profit organizations and be used as basic data for further research.

A Study of Teachers' Perception on the School Autonomy Policy (학교자율화 추진계획에 대한 교원의 인식 분석)

  • The purpose of this study was to see teachers' perception on the School Autonomy Policy and to give some suggestions for better settlement of the policy. To achieve the above aim, we used survey method to 390 teachers and analyzed 363 responses with SPSS program. The research findings are as follows. Most of teachers supported the intent and aim of the School Autonomy Policy, however, the respondents showed conflicting responses on the contents, process, core subject according to their interests. In other words, respondents who have more teaching career including principals answered positively on the policy and it's process than lower career teachers. Lower career teachers expressed very negative recognition and little understanding for the policy itself. From the result of the survey, it could be suggested that the teachers' cooperation, especially lower career teachers' conciliation, is very important to settle down the School Autonomy Policy successively.
