은퇴자의 생활설계를 위한 교육 프로그램의 개발 (The Development of a Life Planning Program for Retired Elderly People)

  • The purpose of this study is to develop a life planning program for retired elderly people. This program is not a preparation program for elderly people prior to their retirement but a readjustment and re-planning their life after retirement. This program help retired elderly people to solve the life problem and set up a affirmative ones future image. Also this program pay regard to social, home backgrounds of this generation. The program consists of four session curriculums session 1 is entitled to &Make my future by oneself&, session 2 is &Enjoy healthy life as much as one can&, session 3 is &Have a heart for family& and session 4 is &Set up a mature old age&. A fled study has been conducted with ten retired elderly people who want to participated in the program voluntarily. 4 sessions each of which consists of 2 hours were performed at Korean Association of Retired Persons. Field test for program evaluation is designed to three steps: pre-test, post-test and one month follow-up test to measure the effectiveness of the program. According to evaluation results, the program shows a significantly positive effect on the improvement of elderly people's understanding about elderly life. At the one month follow-up assessment, the effect of program is still remained strongly even though there is a Partial slight increase or reduction which is not statistically significant. Most of the program participants have expressed high level of satisfaction with the program. For further study, we need various contents which are suited to larger group with diverse socio0-demographic backgrounds. At the same time, the program has diverse instruction methods which are pertinent to levels of participants. Also, the program needs to continuous adjustment to the next generation with their social, home backgrounds.

도시 열섬 완화를 위한 가로형 집합주택 계획모델 연구 (A Design Model Development for Street-Oriented Block Housing Reducing Urban Heat Island Effects)

  • This study focused on the possibility of reducing the cooling load through the change of micro climate in the outdoor space during summer season. This study proposes an efficient planning model by comparing the effects of urban heat island mitigation through wind path planning, outdoor space vegetation, and exterior material change by using the basic model of the street-oriented block housing proposed in the previous research by the same author. As a result, the most effective wind path planning strategy in the street-oriented block housing was the change of the air flow through the mass height adjustment. When the tall building masses were staggered and arranged in a balanced manner, the overall wind environment could be improved. The greater the height difference between low and high masses, the better the air flow was shown. It was also important to arrange the building masses so that the inlet of the main wind was open and to allow the external space to connect to the adjacent block to create a continuous flow. The change of outdoor space vegetation and flooring, and the formation of wind paths through the opening of lower part also showed the effect of heat island reduction. In addition, the change of PMV in summer was the biggest influence of shadow by tall building mass. Attention should be paid to the fact that high-albedo exterior materials are adversely affected by multiple reflections in dense street-oriented block housing. The use of albedo of the exterior material showed that it is necessary to pay attention to apply in the high density block housing. This is attributed to the rise of the temperature due to the absorption of energy into the low-albedo flooring, where the high-albedo exterior causes multiple reflections.

  • Carbon finance is the investment in Greenhouse Gas (GHG) emission reduction projects in developing countries and countries with economies in transition within the framework of the Kyoto Protocol's Clean Development Mechanism (CDM) or Joint Implementation (JI) and with creation of financial instruments, i.e., carbon credits, which are tradable in carbon market. The additional revenue generated from carbon credits will increase the bankability of projects by reducing the risks of commercial lending or grant finance. Meantime, it has also demonstrated numerous opportunities for collaborating across sectors, and has served as a catalyst in bringing climate issues to bear in projects relating to rural electrification, renewable energy, energy efficiency, urban infrastructure, waste management, pollution abatement, forestry, and water resource management. Establishing additionality is essential for successful CDM project development. One of the key steps is the investment analysis. As guided by UNFCCC, financial indicators such as IRR, NPV, DSCR etc are most commonly used in both Option II & Option III. However, economic indicator such as Economic Internal Rate of Return(EIRR) are often overlooked in Option III even it might be more suitable for the project. This could be due to the difficulties in economic analysis. Although Asian Development Bank(ADB) has given guidelines in evaluating EIRR, there are still large amount of works have to be carried out in estimating the economic, financial, social and environmental benefits in the host country. This paper will present a case study of a CDM development of a 18 MW hydro power plant with carbon finance option in central Vietnam. The estimation of respective factors in EIRR, such as Willingness to Pay(WTP), shadow price etc, will be addressed with the adjustment to Vietnam local provincial factors. The significance of carbon finance to Vietnam renewable energy development will also be addressed.

특성화고 예비교사 대상의 사회정서학습(SEL) 프로그램 개발 및 적용 효과 분석 (The Effect of Social Emotion Learning on Teacher character of Specialized Pre-service teacher)

  • 최근 사회적으로 인성교육의 필요성이 강조되고 있고, 이에 교원양성 단계에서는 교직 적 인성 검사를 실시하여 인성적 역량을 갖춘 교원 양성에 힘쓰고 있다. 특히 일반고에 비해 부정적 자아개념이 강하고 일자리 조기진입 비중이 높은 특성화고학생의 특성을 감안한다면 특성화고 교사는 일반고 교사에 비해 학생의 인성교육 함량에 더욱 관심을 기울일 필요가 있다. 따라서 이 연구에서는 특성화고 예비교사 대상의 사회정서학습(SEL) 프로그램을 개발하고, 개발된 프로그램이 특성화고 예비교사의 교직인성에 미치는 효과를 분석하였다. 이 연구에서는 ADDIE 모형을 활용하여 사회정서학습 프로그램을 개발하였고 개발된 프로그램은 총 6차시로 구성되어 있다. 연구 대상은 대전광역시 C 대학의 특성화고 예비교사 57인이며, 실험집단 27명에게는 사회정서학습을 통제집단 30명에게는 일반 교과교육 수업을 실시하였다. 이때 수업 내용은 1~2차시의 경우 '자기인식'을, 2~3차시의 경우 '자기관리'를, 4차시의 경우 '관계조율'을, 5차시의 경우 '책임 있는 의사결정'을, 6차시의 경우 '대인관계'를 다루었으며 평균적으로 90분의 수업이 진행되었다. 이 연구에서는 의도적 표집 방법을 이용하였기 때문에 집단 간 사전 점수의 차이가 사후 점수의 차이에 영향을 미칠 수 있다. 따라서 사전 점수를 동일하도록 보정하는 공변량 분석(ANCOVA)을 활용하였고, 그 결과 실험 집단과 통제 집단의 교직인성 사후 점수는 유의미한 차이가 나타났다.

도메인네임의 보호(保護)에 관한 법리(法理) 및 사례연구(事例硏究) (The Law and Case Study on the Domain Name Protection)

  • As a domain name can be registered simply by filing an application for registration, disputes over the domain name between the holder of domain name and the holder of trademark increased. Since the holder of trademark who was late for registering domain name is willing to pay for the return of domain name, cybersquatters increased. Cybersqatters are not genuine users of the Internet. This article is to compare the construction of law by American Courts and by Korean Courts and to assert the creation of the law similar to the law of US as to anti-cybersqatting. American Courts applied the Trademark Act and the Anti-Dilution Act to resolve the disputes over domain name. To apply the Trademark Act, the Court required the plaintiffs to prove that the goods or the services expressed by the domain name should be identical or similar to the goods or the services represented by the trademark. However, there were many cases where the holder of domain name used it for the goods or the services irrelevant to those of the holder of trademark. Also, the Anti-Dilution Act could not successfully protect the holder of trademark from cybersquatters because it required that the trademark should be famous or distinctive. As a result, the US promulgated a new law which is designed to prohibit cybersquatters from being free of sanction by the existing laws. Korea Courts applied the Trademark Act and the Unfair Competition Prohibition Act to the cases disputing domain name. Likewise in the US, Korean Courts must cope with the issue of identity of the goods or the services, and the famousness or distinctiveness of trademark. The Courts hesitate to give a winning judgement to the holder of trademark simply because the domain name of alleged violator confused the trademark. Some scholars advocate the broadening of construction of the Unfair Competition Prohibition Act to illegalize cybersquatting but it is beyond the meaning of the law. Accordingly, it is a time to make a law similar to the Anti-Cybersquatting Act of the US. The law must be a fair and reasonable compromise to resolve the collision between system of registration of domain name and the system of registration of trademark. Some commentators advocate that the registration of domain name should be examined just as the one of trademark and to facilitate it, the Patent and Trademark Office should have jurisdiction of registration of domain name. But it abandons the distinction of domain name and trademark and results in obstructing e-commerce. By adopting the Anti-Cybersqatting Act, we can prohibit it. In other cases, we get a reasonable adjustment between the holder of domain name and the holder of trademark through the Trademark Act and the Unfair Competition Prohibition Act.

비만에 이환된 아동청소년에서 보이는 정신건강문제 (Mental Health Problems in Child and Adolescent Obesity)

  • Objectives: The purpose of this study was to investigate mental health problems in obese child and adolescent patients. We assess the frequency of mental health problems and their differences according to sex, school grade and severity of obesity. Methods: The sample consisted of 106 children and adolescents aged 8-16 years (61 boys with mean age $10.98{\pm}2.26$, 45 girls with mean age $9.74{\pm}1.96$, p=.004) who were diagnosed with obesity and recruited at the Department of Pediatrics of Jeju National University Hospital. The participants completed the Korean-Child Behavior Checklist (K-CBCL), Children's Depression Inventory (CDI), Korean version of the Eating Attitude Test-26 (KEAT-26), and somatotype drawings. Results: The percentage of participants having a T-score in clinical range on one or more CBCL subscale was 37.7%. The percentage of participants in the high risk group for depression (CDI score above 17) was 20.8% and that in the high risk group for eating disorder (EAT-26 score above 20) was 6%. The girls showed significantly lower CBCL T-scores in social competence ($48.39{\pm}15.66$ vs. $38.91{\pm}22.04$, p=.011), adjustment function ($49.51{\pm}17.35$ vs. $40.38{\pm}22.58$, p=.020) and school competence ($53.34{\pm}10.47$ vs. $48.22{\pm}15.11$, p=.042) than the boys, but the percentages of boys and girls in clinical range were not significantly different. The middle school students showed (significantly) higher CBCL T-scores in somatic symptoms ($60.86{\pm}9.44$ vs. $55.74{\pm}6.76$, p=.005), aggressive behavior ($58.81{\pm}6.74$ vs. $54.68{\pm}6.22$, p=.009), total problems ($59.86{\pm}9.91$ vs. $54.88{\pm}9.76$, p=.039) and externalizing problems ($57.90{\pm}10.57$ vs. $52.44{\pm}9.38$, p=.022) than the elementary school students. The severe obesity group showed significantly higher CBCL T-scores in attention problems ($59.18{\pm}9.45$ vs. $54.15{\pm}5.34$, p=.001), social problems ($59.25{\pm}8.59$ vs. $55.96{\pm}6.50$, p=.038), delinquent behavior ($58.07{\pm}6.97$ vs. $54.73{\pm}6.00$, p=.017) and total problems ($59.21{\pm}11.65$ vs. $54.67{\pm}9.03$, p=.037) than the mild to moderate obesity group. Conclusion: Significant proportions of obese children and adolescents suffer from mental health problems. Clinicians need to pay attention to the mental health risk, especially in obese adolescents and severely obese children and adolescents.

지속가능한 관광개발을 위한 근대문화유산의 복원사업 갈등연구 -인천 중구 대불호텔을 중심으로- (A Study on Conflicts in Restoration Projects of Modern Cultural Heritage for Sustainable Tourism Development -Focusing on Daebul Hotel, Jung-gu, Incheon-)

  • 본 연구의 목적은 첫째, 지속가능한 관광개발 및 근대문화유산의 복원과정 갈등에 관한 이론을 정립하고자 한다. 둘째, 문헌연구를 통해 연구모형을 설정하고, 개발주체인 지방정부(인천 중구청)와 지역주민을 대상으로 인식의 차이를 분석한다. 셋째, 분석결과를 바탕으로 근대호텔 복원사업 시 지속가능한 관광개발을 위한 갈등관리 전략을 제시하고자 한다. 분석결과를 바탕으로 갈등관리 전략을 제시하면 첫째, 근대문화유산 복원사업 전 지속가능한 관광개발에 대한 개발주체와 지역주민 간의 지향 목표가 동일한 지 확인하는 절차가 필요하다. 둘째, 근대문화유산 복원사업 시 지속가능한 관광개발 지표 중 우선순위 항목에 대한 의견조율이 필요하다. 셋째, 근대문화유산 복원사업에서는 지역주민의 인식 전환보다는 개발주체의 인식전환이 우선시 되어야 한다. 넷째, 근대문화유산 복원 사업에서 개발주체는 지역주민이 만족할 만한 대안을 찾기 위한 노력으로 지속적인 대화와 타협을 시도해야 한다. 다섯째 근대문화유산 복원사업 시에는 개발주체와 지역주민 간의 의견차이가 가장 큰 '의사조정' 부분에 특히 관심을 두고 집중하는 것이 효과적일 것이다.

키에르케고어의 욕망의 삼 단계 분석 : 청소년 자살의 심미적 토대 연구 (An Analysis of Three Stages of Desire in S. Kierkegaard : a Study on the Aesthetic Basis of Juvenile Suicide)

  • 청소년기는 과도적 시기로서 건강한 정체성 형성을 위해서 가정이나 사회의 지원이 필수적인 시기이다. 그러나 우리나라 청소년의 사망원인 1위는 9년째 자살이라고 한다. 청소년 자살에 영향을 미치는 요인에 대한 최근 연구는 가족요인, 성격 및 심리적 요인, 정신질환 요인, 자살촉발 요인, 학교 요인, 보호 요인 등을 제시하고 있다. 이와 같은 요인을 관통하는 것은 과도기 청소년들이 겪는 정체성의 혼란과 더불어 감정이나 충동조절의 취약성이다. 이러한 문제를 극복하기 위하여 필요한 것은 약물치료나 심리치료뿐만 아니라 청소년들이 자신의 정체성을 건강하게 형성해 갈 수 있는 가족이나 사회의 지원과 더불어 이와 같은 현상에 대한 철학적 접근이다. 본 연구는 청소년 자살의 실존적 원인들에 속하는 자아정체성의 혼란, 감정이나 충동조절능력의 취약에 대한 이유를 철학적으로 성찰해보고자 한다. 이를 위하여 키에르케고어의 '심미적 실존'을 주목하고자 한다. 일반적으로 많이 알려진 실존의 삼 단계, 즉 '심미적 실존', '윤리적 실존', '종교적 실존'의 관계에 대한 연구가 아니라 이들 중에서 지금까지 그다지 주목되지 않았던 심미적 실존을 중심으로 인간의 실존적 정체성을 주목해보고자 한다. 이를 위하여 20대 후반의 키에르케고어가 자신의 청춘을 기억하며 저술한 심미적 저술인 "이것이냐 / 저것이냐 제1부"를 분석하고자 한다. 특히 이 저서의 2장에서 제시되는 욕망(Begierde)의 3단계, 즉 '꿈꾸고 있는($tr{\ddot{a}}umend$)' 욕망, '찾고 있는(suchend)' 욕망, 그리고 '욕망하고 있는(begehrend)' 욕망을 면밀히 분석하고자 한다. 이로써 키에르케고어의 사상 속에서 욕망의 탄생 과정을 드러내는 동시에 이러한 욕망의 탄생 과정과 자아정체성의 혼란이나 감정, 충동조절의 취약성과의 연관성을 철학적으로 짚어보고자 한다.

국민건강보험 발전방향 (Future Direction of National Health Insurance)

  • It has been forty years since the implementation of National Health Insurance (NHI) in South Korea. Following the 1977 legislature mandating medical insurance for employees and dependents in firms with more than 500 employees, South Korea expanded its health insurance to urban residents in 1989. Resultantly, total expenses of the National Health Insurance Service (NHIS) have greatly increased from 4.5 billion won in 1977 to 50.89 trillion won in 2016. With multiple insurers merging into the NHI system in 2000, a single-payer healthcare system emerged, along with separation policy of prescribing and dispensing. Following such reform, an emerging financial crisis required injections from the National Health Promotion Fund. Forty years following the introduction of the NHI system, both praise and criticism have been drawn. In just 12 years, the NHI achieved the fastest health population coverage in the world. Current medical expenditure is not high relative to the rest of the Organization for Economic Cooperation and Development. The quality of acute care in Korea is one of the best in the world. There is no sign of delayed diagnosis and/or treatment for most diseases. However, the NHI has been under-insured, requiring high-levels of out-of-pocket money from patients and often causing catastrophic medical expenses. Furthermore, the current environmental circumstances of the NHI are threatening its sustainability. Low birth rate decline, as well as slow economic growth, will make sustainment of the current healthcare system difficult in the near future. An aging population will increase the amount of medical expenditure required, especially with the baby-boomer generation of those born between 1955 and 1965. Meanwhile, there is always the problem of unification for the Korean Peninsula, and what role the health insurance system will have to play when it occurs. In the presidential election, health insurance is a main issue; however, there is greater focus on expansion and expenditure than revenue. Many aspects of Korea's NHI system (1977) were modeled after the German (1883) and Japanese (1922) systems. Such systems were created during an era where infections disease control was most urgent and thus, in the current non-communicable disease (NCD) era, must be redesigned. The Korean system, which is already forty years old, must be redesigned completely. Although health insurance benefit expansion is necessary, financial measures, as well as moral hazard control measures, must also be considered. Ultimately, there are three aspects that we must consider when attempting redesign of the system. First, the health security system must be reformed. NHI and Medical Aid must be amalgamated into one system for increased effectiveness and efficiency of the system. Within the single insurer system of the NHI must be an internal market for maximum efficiency. The NHIS must be separated into regions so that regional organizers have greater responsibility over their actions. Although insurance must continue to be imposed nationally, risk-adjustment must be distributed regionally and assessed by different regional systems. Second, as a solution for the decreasing flow of insurance revenue, low premium level must be increased to an appropriate level. Likewise, the national reserve fund (No. 36, National Health Insurance Act) must be enlarged for re-unification preparation. Third, there must be revolutionary reform of benefit package. The current system built a focus on communicable diseases which is inappropriate in this NCD era. Medical benefits must not be one-time events but provide chronic disease management. Chronic care models, accountable care organization, patient-centered medical homes, and other systems that introduce various benefit packages for beneficiaries must be implemented. The reimbursement system of medical costs should be introduced to various systems for different types of care, as is the case with part C (Medicare Advantage Program) of America's Medicare system that substitutes part A and part B. Pay for performance must be expanded so that there is not only improvement in quality of care but also medical costs. Moreover, beneficiaries of the NHI system must be aware of the amount of their expenditure through a deductible payment system so that spending can be profiled and monitored. The Moon Jae-in Government has announced its plans to expand the NHI system; however, it is important that a discussion forum is created so that more accurate analysis of the NHI, its environments, and current status of health care system, can take place for reforming NHI.

中國通用航空立法若干問題研究 (Some Issues on China General Aviation Legislation)

  • General aviation and air transport are two wings of the civil aviation industry. Chinese air transport is developing rapidly, and has become the world second air transport system only second to US since 2005. However, Chinese civil aviation is far behind the world average level, and cannot meet requirements of economic construction and social development. The transition and structural adjustment of Chinese economy provide the general aviation with a unprecedented broad market. The prospect of general aviation is promising and anticipated. The development of general aviation industry needs the legislative supports, and the current legislative conditions of Chinese general aviation are undoubtedly far behind the realistic requirements. Accelerating the legislation in Chinese general aviation industry requires scientific legislation concept. First, Legislation must promote development of general aviation industry. The general aviation will serves as a Chinese emerging industry that boosts domestic demand, promotes employment and expedite domestic economic development. We should, based on both the concept of promoting the industrial development of general aviation and national industrial planning, enact and rectify relative laws and regulations. And we should also straighten out the relationship between aviation security and industrial development and promote the revolution of low-altitude airspace management in an all-round way, in order to improve the utilization rate of airspace resources, classify and establish airspace, simplify examination and approval procedure and intensify operation management. In addition, what we should do is to expedite the infrastructure layout construction, guide the differentiated but coordinated development of general aviation industries in various areas, establish a united supervision mechanism of general aviation, redistrict the responsibilities of Chinese Air Control Agency and set up legislation, law enforcement and judicial systems with clarified institutions, clear positioning and classified responsibilities, so as to usher in a new era of the legislative management of Chinese general aviation industry. Second, shift the focus from regulations to both regulations and services. Considering the particularity of the general aviation, we should use American practices for reference and take into account both regulation and service functions when enacting general aviation laws. For example, we should reduce administrative licensing and market supervision, and adopt "criteria" and "approval" management systems for non-commercial and commercial aviation. Furthermore, pay attention to social benefits. Complete social rescuing mechanism through legislation. It should be clarified in legislation that general aviation operators should take the responsibilities of, and ensure to realize social benefits of environmental protection and ecological balance .Finally, rise in line with international standards. Modify Chinese regulations which is inconsistent with international ones to remove barriers to international cooperation. Specify basic legislative principles. One is the principle of coordination. Realize coordination between the civil aviation and general aviation, between military aviation and civil aviation, and among departments. Two is the principle of pertinence. The general aviation has its own rules and specialties, needing to be standardized using specialized laws and regulations. Three is the principle of efficiency. To realize time and space values of general aviation, we should complete rules in aerospace openness, general aviation airport construction, general aviation operations, and regulation enforcement. Four is the principle of security. Balance the maximum use of resources of Chinese airspace and the according potential threats to Chinese national interests and social security, and establish a complete insurance system which functions as security defense and indemnificatory measure. Establish a unified legal system. Currently, the system of Chinese general aviation laws consists of national legislation, administrative laws and regulations and civil aviation regulations (CAR). Some problems exist in three components of the system, including too general content, unclear guarantee measures, incomplete implementation details, and lacking corresponding pertinence and flexibility required by general aviation regulations, stringency of operation management and standards, and uniformity of standards. A law and regulation system, centered on laws and consisting of administrative laws regulations, industrial regulations, implementation details, industrial policies and local laws and regulations, should be established. It is suggested to modify the Civil Aviation Law to make general aviation laws complete, enact the Regulations of General Aviation Development, and accelerate the establishment, modification and abolition of Chinese general aviation laws to intensify the coordination and uniformity of regulations.
