A Study on the GIS Methodologies to Appraise the Parcel Prices and to Estimate the Compensation Expenditures according to Road Expansions. (GIS를 활용한 개별 공시지가 산정 및 도로개설에 따른 토지보상비 산정 방법론)

  • The purpose of this study is to find out the methodologies, using GIS techniques, to appraise the parcel prices and to estimate the compensation expenditures according to road expansions. This study consists of 2 parts. The first pare is to find out the ways for appraisal of patrol prices in certain area by the publicly announced land prices. The second part is to estimate the differences of compensation expenditures according to road expansion methods. The conclusions are as follows. First, to appraise the target parcel prices, a comparison to the publicly announced land prices should be used. For this, 19 items of land characteristics of existing land information should be analyzed and compared using GIS techniques. Second, the compensation expenditure could be easily estimated using GIS techniques too. In this process, if necessary, we have to apply the minimum parcel size in Building Codes.

An Improved Method in Grid-based Land Suitability Assessment (격자형 토지적성평가방법의 개선방안 연구)

  • This paper draws new guidelines on the current method in Land Suitability Assessment (LSA), enforced to identify potential of parcels .elated to agricultural productivity, preservable value, and economic viability. In order to make recommendations of current LSA methodology, this study analyzes the issues related to the parcel-based LSA and addresses its inappropriateness f3r incorporating characteristics of each parcel. Through case studies and sensitivity analyses using GIS, the results show that (1) the $10\times10m$ grid-based LSA is much better assessment method than parcel-based one, because it gives detailed informations on attributes of each parcel; (2) more than one-distance factor should be taken into account to calculate the appropriate potential measure; and (3) the characteristics of public facilities or urbanized areas including size, density, and land use should be incorporated into the attraction variable of ny Potential model. Finally future research areas are outlined.

  • In this paper, we propose a sequence of method which extrats ROIs(Region of Interests) rapidly from the parcel image of large size. In the proposed method, original image is spilt into the small masks, and the meaningful masks, the ROIs, are extracted by two criterions sequentially The first criterion is difference of pixel value between Inner points, and the second is deviation of it. After processing, some informational ROIs-the areas of bar code, characters, label and the outline of object-are acquired. Using diagonal axis of each ROI and the feature of various 2D bar code, the area of 2D bar code can be extracted from the ROIs. From an experiment using above methods, various ROIs are extracted less than 200msec from large-size parcel image, and 2D bar code region is selected by the accuracy of 100%.

A Comparative Study on Spatial Characteristics of Parcel by Type of Building Construction (건축행위 유형별 필지의 공간적 특성 비교연구)

  • The purpose of this study is to identify the spatial characteristics of the parcels in which building construction occurred. In recent, urban development patterns in Korea have been shifting from the past. Small-scale development at parcel level is becoming more important in accordance with individual location needs in the low-growth era unlike public lead large-scale urban development in the rapid growth period. Therefore, it is necessary to study the spatial characteristics of the parcels where small-scale development takes place for future urban development management. This study used the chi square independence test, t-test and ANOVA (analysis of variance) to identify the spatial characteristics. The results of the study show that there is a spatial characteristics difference not only between building construction and non-building construction parcels, but also by type of building construction. The parcel where the building construction occurred have a higher proportion in detached house, major commercial districts, district unit planning areas, and commercial areas. In addition, it is caused by parcels, which are large scale and economically valuable, and are influenced by traffic factors such as urban centers and subway accessibility. As a result of each type of building construction, the parcels where the building use change occurred have spatial characteristic difference compared to other building construction, while the spatial characteristics are similar between the new construction/extension and new construction/extension with change of use. Based on this results, it will be possible to identify areas with high demand for small-scale development in the future and to utilize them for planning management of urban development. Furthermore, it will be possible to manage development demand by type of building construction, and to prepare differentiated plans considering the appropriateness of development plan, availability of infrastructure, and harmony with surrounding environment.

  • The size of the delivery market in Korea is growing year by year. In recent years, the growth rate has skyrocketed due to the aftermath of the coronavirus. Looking at the domestic delivery market's volume trend in 2020, about 3.4 billion boxes increased by 21% compared to about 2.8 billion boxes last year. In addition, sales amounted to 7.5 trillion won, an increase of about 19% compared to 6.3 trillion won a year earlier. As the delivery market grows, the proportion of courier damage relief is also occurring at a considerable rate. About 33% of 1,000 people have experienced delivery accidents, and about 41% of the week have experienced damage or damage. In this paper, a deep learning model capable of detecting a parcel was created to detect a damaged parcel. A system that can check the performance of this model and detect and classify parcels during the delivery process using a real-time detection camera was studied.

  • The development to the high quality of life society requirers not only economic development but also high level of capacity in disaster management which can address the disaster promptly and ready for man made disaster such as fires, traffic accidents, stopping the function of infrastructure in energy and telecommunication sectors. In this research a disaster management system which utilize cadastral data and cadastral sturcure has been p roposed a s a m ean o f enhancement of disaster management capacity. It is expected that to make use of all cadastral information in every disaster management steps, disaster risk information will be calculated and provided by parcel unite and the cadastral organization will participate to disaster management utilizing cadastral organization's nation wide structural network and skilled manpower by adopting parcel-based disaster management system.

Locational Preference of Last Mile Delivery Centres: A Case Study of Thailand Parcel Delivery Industry

  • Purpose - The purpose of this paper is to improve last mile delivery capability and ensure customers' satisfaction by approaching an analytic hierarchy process(AHP) and identifying criteria framework to determine locations of last mile delivery centre(LMDC). Research design, data, and methodology - Traffic congestion and emission policy in cities are barriers of last mile delivery in dense areas. The urban consolidation centre(UCC) cannot increase last mile delivery efficiency in dense cities because of their space and traffic limitation. In this paper, we develop a case to improve last mile delivery efficiency and to ensure customers' satisfaction by concentrating on LMDC. In addition, AHP has been applied to identify criteria framework and determine LMDC locations. The weighted priorities are derived from parcel delivery industry experts and have been calculated using Expert Choice software. Results - The framework criteria have assisted decision makers to place LMDC in a dense area to enhance customer's satisfaction with last mile delivery service. Conclusions - AHP has provided ranking framework criteria of LMDC potential for parcel delivery industry. The LMDC helps by improving last mile delivery efficiency to final destination amids conditions of CO2 emissions, traffic congestion, and pollution problems. It especially concerns delivery service activities when delivering parcels to customers rather than UCC.

Designing a Distribution Network for Faster Delivery of Online Retailing : A Case Study in Bangkok, Thailand

  • Purpose - The purpose of this paper is to partition a last-mile delivery network into zones and to determine locations of last mile delivery centers (LMDCs) in Bangkok, Thailand. Research design, data, and methodology - As online shopping has become popular, parcel companies need to improve their delivery services as fast as possible. A network partition has been applied to evaluate suitable service areas by using METIS algorithm to solve this scenario and a facility location problem is used to address LMDC in a partitioned area. Research design, data, and methodology - Clustering and mixed integer programming algorithms are applied to partition the network and to locate facilities in the network. Results - Network partition improves last mile delivery service. METIS algorithm divided the area into 25 partitions by minimizing the inter-network links. To serve short-haul deliveries, this paper located 96 LMDCs in compact partitioning to satisfy customer demands. Conclusions -The computational results from the case study showed that the proposed two-phase algorithm with network partitioning and facility location can efficiently design a last-mile delivery network. It improves parcel delivery services when sending parcels to customers and reduces the overall delivery time. It is expected that the proposed two-phase approach can help parcel delivery companies minimize investment while providing faster delivery services.

A Comparative Study on Distortion Correction Algorithms for Digital Cadastral Maps (전산화 지적도의 왜곡 최소화 알고리즘 비교연구)

  • In order to calculate the position of parcel boundary points, the area of the Parcel, and the length of the parcel boundary lines using a digitalized cadastral map or maps, the distortion of the map has to be corrected. The correction methods, such as the method of 2D affine transformation using 4 comer points of the edge lines, the method of tessellation into 9 subregions, the method of using the original surveying sheets, and the method of straightening the 4 edge lines, have been developed. In this Paper, the four methods were programed and applied to some sample cadastral maps and the correction accuracies were obtained and analysed. No method could prefectly correct the distortions because the distortions were irregular throughout the maps. However, it is found that tile method of straightening the 4 edge lines is the one which can minimize the distortions when the method is applied after applying the 2D projective transformation on the maps using the 4 comer points of the edges.

  • In this paper, we propose a robot control data generation system applying context aware mechanism in order to control the robot manipulator which automatically sorts parcels. The context aware mechanism generates intelligent information to control a robot using context data such as the parcel shape, weight, location and barcodes. The proposed system collects context data of the parcel and generates robot control data to pick up and drop parcels. Then a robot manipulator, which receives control data of picking-up and dropping, processes the automated sorting of parcels according to delivery persons and delivery routes. It will contribute not only to save much time and cost but also to reduce the industrial accidents.
