e-C/O under FTA (FTA 체결에 따른 전자원산지증명서 활성화 방안)

  • The most fundamental reason why FTA Agreement must be concluded is based on the preferential tariff treatment among country parties. In order to get applied by the preferential tariff treatment under an FTA, the parties need to meet the rules of origin and the criteria stipulated under the FTA simultaneously. In addition, Certificate of Origin(C/O) document is required to claim for the preferential treatment under the FTA Agreement. In South Korea, the electronic Certificate of Origin can be issued by the UNI-PASS and FTA-PASS of the Korea Customs Service. The Web Certification System of the Korea Chamber of Commerce & Industry also is established. But the majority cases of requesting the preferential Certificate of Origin are generally performed by the business partners. The settlement and activation of electronic Certificate of Origin are urgently needed to maximize the effects of FTA, First, this paper examines the application situation of electronic Certificate of Origin throughly. Second, the current circumstances related to electronic Certificate Origin are analyzed in the practical and systematic perspectives. Finally, the improvements for activating electronic Certificate of Origin is suggested.

  • Recently there have been increasing consumers' interests in the geographical origin of foods, due to the FTA (Free Trade Agreement) in the global market. Especially, in Korea, in relation to BSE (bovine spongiform encephalopathy), it is considered to be urgent to develop analytical techniques for distinguishing the geographical origin of beef. Korea is facing conclusion of FTA with many countries, and there is a deep national concern about the distinction of the geographical origin of food. Diverse analytical techniques have been used in many of recent researches to obtain data for distinguishing the geographical origin of foods produced in various countries. In this paper, we reviewed national and international researches about tracing of geographical origin and food authentication using stable isotopes. Improvement of the isotopic techniques and their numerous application have been provided useful information of their geographical origin in food products. Furthermore, we expect that this study could be detecting of many frauds and illegal transaction of food products. We look forward to active progressing research of detecting food origin using isotope analysis and numerous application about imported food products.

Coevolution between Human's Anticancer Activities and Functional Foods from Crop Origin Center in the World

  • Cancer is the leading cause of death around the world. Anticancer activities from many functional food sources have been reported in years, but correlation between cancer prevalence and types of food with anticancer activities from crop origin center in the world as well as food source with human migration are unclear. Hunger from food shortage is the cause of early human evolution from Africa to Asia and later into Eurasia. The richest functional foods are found in crop origin centers, housing about 70% in the world populations. Crop origin centers have lower cancer incidence and mortality in the world, especially Central Asia, Middle East, Southwest China, India and Ethiopia. Asia and Africa with the richest anticancer crops is not only the most important evolution base of humans and origin center of anticancer functional crop, but also is the lowest mortality and incidence of cancers in the world. Cancer prevention of early human migrations was associated with functional foods from crop origin centers, especially Asia with four centers and one subcenter of crop origin, accounting for 58% of the world population. These results reveal that coevolution between human's anticancer activities associated with functional foods for crop origin centers, especially in Asia and Africa.

  • As FTA is spreading, it is becoming more and more necessary to improve the accuracy and reliability of the country of origin information at the domestic trading stage in preparation for the actual surveys expected to surge in the near future. However, there are many problems in collecting and managing information related to origin. It is pointed out that the shortage of export-oriented profits and the incentive for issuance of FTA-related profits, as well as the lack of information on the distribution and management of origin information of domestic manufacturing companies are also pointed out as important causes. In this paper, we propose a method to improve the efficiency of management and circulation of smooth FTA origin (comprehensive) certificate of Korean companies and to improve reliability through manipulation prevention by building prototype of origin information management system based on private block chain Hyperledger. The block chain, called Distributed Ledger or Trusted Internet, provides a technical infrastructure that enables various related companies to distribute origin information with high reliability and immediate distribution in the supply chain, but research on its application is still in the beginning stage.

  • This study reviews the origin verification system of China via literature research and analyzes cases of Korean exports origin disapproved of Chinese customs clearance, to provide origin verification strategy recommendations for Korean companies exporting to China under Korea-China FTA. We reviewed the provisions of Chinese rules of origin and analyzed origin disapproved cases gathered from various presentations. The main results of the study have the following implications; First, the customs authority needs to establish a consultation channel with the customs authority of China, and origin certification issuing agencies should provide exporters with consulting services in the certificate issuing stage to reduce verification risk. Second, exporters need to pay attention to the formal requirements of the proof of origin, utilize the advance rulings program of differences in classification of items between Korea and China, and monitor regulatory change in China.

Modeling and Compensatory Control of Thermal Error for the Machine Orgin of Machine Tools (공작기계 원점 열변형오차의 모델링 및 보상제어)

  • In order to control thermal deformation of the machine origin of machine tools a empirical model and a compensation system have been developed, Prior to empirical modeling the volumetric error considering shape errors and joint errors of slides is formulated through the homogeneous transformation matrix (HTM) and kinematic chain. Simulation results of the HTM method show that the thermal error of the machine origin is more critical than position-dependent errors. In order to make a stable and effective software error compensation system the GMDH (Group Method of Data Handling) models are constructed to estimate the thermal deformation of the machine origin by measuring deformation data and temperature data. A test bar and gap sensors are used to measure the deformation data. In order to compensate the estimated error the work origin shift method is developed by implementing a digital I/O interface board between a CNC controller and an IBM PC. The method shifts the work origin as much as the amounts which are calculated by the pre-established thermal error model. The experiment results for a vertical machining center show that the thermal deformation of the machine origin is reduced within $\pm$5$mu extrm{m}$.

How to Strategize ROO Schemes for Korea-Indonesia CEPA

  • Nine FTA like Korea-Chile FTA, Korea-Singapore FTA, Korea-EFTA FTA, Korea-ASEAN FTA, Korea-India CEPA, Korea-EU FTA, Korea-U.S.A. FTA, Korea-Peru FTA and Korea-Turkey have been concluded and implemented in 46 countries as of May, 2013. In addition to these nine FTA, Korea has been negotiating FTA or CEPA(Comprehensive Economic Partnership Agreement) with China and Vietnam and Indonesia. Now Korean government is about to conclude FTA agreement with Indonesia which is one of crucial trading partners in Asian countries so the objective of this paper is to suggest how to design ROO schemes properly in such upcoming FTA agreement since more activation of trade and more utilization of FTA can be depend on the details of ROO schemes. As a result, this paper suggests well-design of ROO schemes as follows ; First, self-issuance origin proof system can be considered because authority-issuance origin proof system may reduce the utilization ratio of FTA. Second, combination of indirect and direct verification system in terms of origin verification system will be more preferable because this will be more fitting to Asian countries as considering trading environments and characteristics of Asian market. Third, criteria to determine origin can be based on wholly obtained plus substantial transformation system which contains CTC plus VC along with some percentage of de minimis. In addition to this, the number of products stipulated in PSR should be minimized and applied similar manner to avoid complexity of deciding origin.

Family of Origin Influences on Anxiety, Open Communication, and Relationship Satisfaction -A Test of Bowenian theory of Anxiety as a Mediator in the Intergenerational Transmission

  • The purpose of this study was to investigate the role of anxiety in mediating the influence of family of origin characteristics on subsequent relationship processes. Using Bowenian theory as a foundation, this study examined the causal relationships among gender, religion, family of origin-fusion, intimacy, intimidation, personal-trait-anxiety, couple open communication and relationship satisfaction. Results of the path analysis indicated that: (a) gender, religion, family of origin-fusion, and family of origin-intimidation were directly related to personal-trait-anxiety, (b) personal-trait-anxiety was directly related to couple open communication and not related to relationship satisfaction, (c) couple open communication was directly related to relationship satisfaction, and (d) family of origin factors were not directly related to couple open communication and relationship satisfaction; rather, as it was expected, indirect associations, through the mediation of anxiety, were found. The results generally support Bowen's intergenerational process theory, which asserts that anxiety is the mediator of the process. Limitations of the current study and suggestions for further research were discussed.

An Exploratory Research on Country-of-Origin and Its Impact on the UAE Consumers Buying Decisions

  • The purpose of the paper is to explore the country-of-origin (COO) influence on the buying decisions of the United Arab Emirates (UAE) consumers. The collected data from 370 consumers were summarized and coded by using Software R Studio and Microsoft Excel. The independent variables were analyzed and tested for their significant impact on the dependent variable, final buying decision of the product/service based on its country of origin. The selected hypotheses tested by administering the Kruskal-Wallis (K-W) hypothesis testing technique. The researchers identified that UAE consumers buying decisions influenced mainly by the country of origin of the products and services. The demographic variables like age, education, country of origin influential factors, country of choice was not displaying any significant impact on the buying decisions of consumers. The survey is limited to cover the general consumers of the country who are randomly selected from Dubai and Sharjah emirates. The study is beneficial to all the types of marketers, including domestic and international companies, who have plans to know the exact influence on consumers' buying decisions. The present research paper is original and provides empirical evidence on the country of origin's impact on the buying decisions of different products/services in the UAE.

Country-of-Origin Effects on Imported Clothing Brands (수입의복제품 구매시의 원산지효과에 관한 연구)

  • This study investigated country-of-origin effects by comparatively analyzing consumer attitude toward country-of-origin of imported apparel according to apparel product attributes. Fishbein attitude model was used. The effects of consumer characteristics such as attitude of consumers toward general imported apparel and demorgraphic variables on consumer attitude toward country-of-origin were also identified. Italy, U.S.A, Japan, Hong Kong, Korea were used as country of origin. Data were obtained from male and female subjects(total 570) aged mostly 20's. Statistical analysis showed: 1) Apparel product attributes were classified into 3 factors, expressive, instrumental and brand, which are the order of importance for purchasing. 2) Consumer indicated more favorable attitude toward 'made in 'Italy' nd made in 'Korea' in each attribute factor. 'Made in Korea' roducts were evaluated highest in expressive attribute factor but less favored than 'made in Italy' n brand attribute factor. 'Made in U.S.A and made in Japan' were evaluated favorable in instrumental factor, whereas 'made in Hong Kong' had the least favorable attitude in every attribute factor. 3) The uniqueness and good quality of imported apparel appeared to be the most strong variable in predicting consumer attitude toward each country-of-origin. 4) The attitude toward country of origin was different according to sex and age.
