A Study on the Realities and Analysis of Crime Related to Security Guard (경호경비 관련 주요범죄에 대한 실태분석)

  • This study started with the need to have a basic understanding of the crimes related to security guard in Korea. For this purpose, it attempted to analyze the crimes related to security guard occurring in Korea for the years, the cause for those crimes to occur, and the basic cause for those crimes such as criminals' educational level, age, occupation and so forth investigate how those crimes occurred. And ultimately it was intended to provide referential materials for perfect security guard from the stage of its planning to the stage of implementation and termination by analyzing how the machinery of law treated those criminals. This study aimed to help security guards to perform their role by investigating the cause and disposition of crimes related to security guard occurring for the years in order to cope with the emergency situation frequently occurring in the job of security guard. To attain the goal of study, this study attempted to do the following tasks: First, to analyze existing crimes and investigate the crimes related to security guard in order to investigate how the criminal act occurred in relation to the crime related to security guard, numerous kinds of crimes. Second, to investigate in what case the criminal act occurred by analyzing the criminal environment, the yearly, monthly and weekly frequency of those crimes and the like in relation to this criminal act. Third, to grope the alternative to cope effectively with all sorts of dangerous situations on the spot of security guard by analyzing the crimes related to security guard and investigating the effective scheme for coping with it.

  • The threat of crime became a global issue nowadays. Terrorism, organized crime, crime by nation can be mentioned as typical examples. The crimes in modern society can't be identified to happen when, where and how being different from those traditional crimes(murder, robbery, sexual abuse, arson). This was the result of changed security environment that needs to address wide range of crimes as being indicated sporadic characteristics of modern threat of crime such as terrorism threat targeting unidentified masses as well as the emergence of systemic phenomenon of organized crimes and crime committed by nation. In this regard, the case of 9.11 occurred in 2001 can be deemed as an example that made a dramatic turn around to the security environment. After the terrorism, it provided an opportunity to rethink not only USA but also to the institutions all over the world that deals with crime about gathering, management, utilization of crime intelligence. As a result of which there appeared a change in police activities more effectively in gathering & managing crime information and ILP is the very activity that emerged from the USA/UK countries. This aims police activities to minimize the threat of crime being the system reflecting a framework to manage more directly to control crime by gathering and processing information. In view of the global change of security environment as a common phenomenon, the need to direct to ILP has increased in Korea in line with such security environmental change. Accordingly, this study focused on the method of introduction of ILP and presentation of matters for discussion by reviewing ILP activities of the USA/UK countries.

Organized, intellectual and lower-aged qualitatively together with its qualitative increase to the extent that it may exceed adult crimes, and it is the circumstances that it emerges as an important social problem. Juvenile Delinqurncy is developing into one of the most pressing and critical issues. But, there is no explicit maesure in any country. Above all, Juvenile Delinqurnce is resultd from various factor.   • It is a newly defined concept of digital sex crimes as the sex crime pattern in Korea is integrated with digital technology. After examining the current status and response of digital sex crimes in Korea, legal and institutional gaps are identified.It is also aimed at drawing up appropriate responses to domestic situations compared to cases in major foreign countries. This study adopted the mode of literature research.It used related data from government agencies, various statistics and survey data, seminar data organized by the National Assembly office, women's organizations, and research reports. The ultimate goal is to derive the problem situation by analyzing the current system.The results of this study are to discuss digital sex crimes that are being expanded and reproduced by the development of digital media. It also points out that the legal vacuum caused by the law's failure to keep up with the law needs to be continued.Our conclusion is that we should actively accept best practices from abroad. In addition, it is necessary to create a community value in which all members of society become "monitors" in the recognition that they may be perpetrators or victims.

Usefulness of Data Mining in Criminal Investigation (데이터 마이닝의 범죄수사 적용 가능성)

  • Data mining is an information extraction activity to discover hidden facts contained in databases. Using a combination of machine learning, statistical analysis, modeling techniques and database technology, data mining finds patterns and subtle relationships in data and infers rules that allow the prediction of future results. Typical applications include market segmentation, customer profiling, fraud detection, evaluation of retail promotions, and credit risk analysis. Law enforcement agencies deal with mass data to investigate the crime and its amount is increasing due to the development of processing the data by using computer. Now new challenge to discover knowledge in that data is confronted to us. It can be applied in criminal investigation to find offenders by analysis of complex and relational data structures and free texts using their criminal records or statement texts. This study was aimed to evaluate possibile application of data mining and its limitation in practical criminal investigation. Clustering of the criminal cases will be possible in habitual crimes such as fraud and burglary when using data mining to identify the crime pattern. Neural network modelling, one of tools in data mining, can be applied to differentiating suspect's photograph or handwriting with that of convict or criminal profiling. A case study of in practical insurance fraud showed that data mining was useful in organized crimes such as gang, terrorism and money laundering. But the products of data mining in criminal investigation should be cautious for evaluating because data mining just offer a clue instead of conclusion. The legal regulation is needed to control the abuse of law enforcement agencies and to protect personal privacy or human rights.

  • As to the increase of crime against children, the importance of safety in school area is more emphasized ever. Safety in school area can be achieved by the well-organized combination of physical, managemental and spatial planning factors. The purpose of this paper is to investigate the spatial planning direction to prevent crimes for the schools and their surroundings on the viewpoint of CPTED(crime prevention through environmental design). Field survey using checklist drawn up with 5 major CPTED principles was conducted for 7 schools(primary, middle and high schools) located at Noen New-town, Daejeon Korea. Problems derived from field survey were categorized to 5 CPTED principles and countermeasures were suggested together with computer graphic simulation. CPTED design principles and guidelines for spatial planning can make school area safer because these can assure natural surveillance, territoriality, natural access control, etc.

  • In Korea, the penetration rate of Internet, telephone and smart devices is reaching the highest level in the world. Cyber financial crimes that exploit such infrastructures continue to evolve. Since the first Voice Phishing crime in May 2006, ten years later, there has been a constant occurrence of Voice Phishing crime. Voice Phishing is a crime in which a victim is phoned for false information to figure out the victim's account number and password. This method of Voice Phishing evolves day by day, and it is difficult to investigate. Most of Voice Phishing is a form of international organized crime that is based in Southeast Asia such as China, and it is not easy to eradicate by international cooperation investigation. The purpose of this study is to investigate the actual situation and case analysis of Voice Phishing crime, and to propose the countermeasures against police Voice Phishing counterplan.

  • Due to the advance of computer and communication technology, intrusions or crimes using a computer have been increased rapidly while tremendous information has been provided to users conveniently Specially, for the security of a database which stores important information such as the private information of a customer or the secret information of a company, several basic suity methods of a database management system itself or conventional misuse detection methods have been used. However, a problem caused by abusing the authority of an internal user such as the drain of secret information is more serious than the breakdown of a system by an external intruder. Therefore, in order to maintain the sorority of a database effectively, an anomaly defection technique is necessary. This paper proposes a method that generates the normal behavior profile of a user from the database log of the user based on an association mining method. For this purpose, the Information of a database log is structured by a semantically organized pattern tree. Consequently, an online transaction of a user is compared with the profile of the user, so that any anomaly can be effectively detected.

Social Roles of Child Sexual Crime Faction Films: Text Mining Analysis of Audiences' Emotional Reactions (아동·청소년 대상 성범죄 팩션영화의 사회적 역할 탐색: 텍스트 마이닝 기법을 활용한 수용자 감정반응 분석)

  • Child sexual crimes have increased, but there has been no effective plan to combat this. Films reporting problems, amplify the attentions and propose countermeasures, which leads to changes. The current study examined the audiences' reactions to child sexual crime faction films using text-mining. The analysis of Naver's 2,727 blogs showed realistic words while 3,000 review comments' analysis demonstrated emotional responses. The positive and negative emotional category and degree were also different. In , the higher degree of negative emotions, such as 'angry' and 'unpleasant' appeared frequently. In , only negative emotional worlds were used. On the other hand, 'sad' was the highest ranked word, and the negative level was weak. In , 'good' a positive emotional word solely emerged. The audiences perceived the accidents objectively before release while they expressed their emotions and feelings after watching the movies. caused explosive anger and organized the participating citizens for changes. This movie provided an opportunity to enforce a legislative bill intensifying heavy punishments. The present study is significant in scrutinizing the audiences' diverse emotional reactions and discusses the future direction of society prosecution movies. Based on the text analysis of the audiences' linguistic expressions, a future study will be needed to hierarchically classify the diverse emotional expressions.

Development and Effectiveness Analysis of Workshop Program for Child Safety Map Making (아동안전지도 제작을 위한 워크숍 프로그램 개발 및 효과분석)

  • Recently, child safety map making education has attracted attention as a way to reduce crimes against children. In Korea, the Ministry of Gender Equality and Family organized a child safety map making education program in 2011. The program's manual was revised in 2013 and the Ministry implemented it as a project to promote the rights of women and children. Child safety map making education aims to raise a child's understanding of their neighborhood, to have voluntary control and normal consciousness as a local inhabitant, to be aware of wrong behavior and crime, and to be part of creating a safe urban environment. However, when compared to educational programs in other major developed countries, the child safety map making education program in Korea currently does not improve a child's awareness of their surroundings. In this workshop study, we proposed and ran a new program to improve children's awareness of their environment based on the active participation of children in the existing safety map educational program. The workshop was held for 4 weeks for 48 students from 5th and 6th grade at Osan Daeho Elementary School. We analyzed this new program's effects with the following results. First, an analysis of the effects of the program on children's recognition of safe and dangerous spaces revealed that their understanding of these spaces increased by 30.4% after the workshop. The safety-related factor in the mind map key concept increased from 0.94 to 4.94, indicating that the children's perception of neighborhood risk and safety factors improved. Second, the analysis of the effects of the program on the children's coping ability in dangerous situations showed that their understanding of how to deal with dangerous situations increased by 11.3%. The children's understanding of facilities they could ask for help, such as police boxes and child safety guard houses, improved by 17.9%. Third, analysis of the effects of child safety map making education on children's understanding of their neighborhood, their perception of responsibility in the neighborhood, and their neighborhood attachment showed that these levels of children's understanding of the neighborhood improved by 6.0% after the workshop.
