  • The simultaneous operation of multiple UAV's makes it possible for us to raise the mission accomplishment and cost efficiency. For this we need an easily scalable control algorithm, and swarm intelligence having the characteristics such as flexibility, robustness, decentralized control and self-organization comes into the spotlight as a practical substitute. In this paper the features of swarm intelligence are described, and various research results are introduced which show that the application of swarm intelligence to the control of multiple UAV's enables the missions of surveillance, path planning, target tracking and attack to be accomplished efficiently by simulations and tests.

Responsibility for the prevention and detection of fraud and error in the public sector is the responsibility of managers. Managers of internal control and consistently applying appropriate accounting systems, this responsibility will play (Lin et al., 2011). Since the public sector organizations differ from each other, thus establishing internal controls cant be the same for all organizations and agencies of the public sector.   • Although the EGSE (Electrical Ground Support Equipment) and MCS (Mission Control System) have many similar or even identical functions, the EGSE used for assembly, integration and validation phase and the MCS for the mission operations phase are normally developed separately and used by different groups of engineers. However, the common ground system for EGSE and MCS has developed and many space missions such as PROBA (PRoject for On-Board Autonomy), ROSETTA, MARS EXPRESS, CRYOSAT (Cryosphere Satellite), GOCE (Gravity field and steady state Ocean Circulation Explorer), and GALILEO have used or will use it to minimize risk, reduce cost and improve overall product quality. It is based on ECSS (European Cooperation for Space Standards) E70 which is the international standard for ground systems and operations published by ECSS E70 Working Group. The ECSS E70 contains the basic rules, principles and requirements applied to the engineering of the ground systems and the execution of mission operations. This paper introduces standardization policy, organization and standard documentation in ECSS. The overview of ECSS E70 such as status, purpose and contents is also described in this paper.

A Study on Applying the BSC for University Libraries (대학도서관의 BSC 적용에 관한 연구)

  • The University libraries need to develop the balanced scorecard concerning general management in order to measure the total performance of the organization that measure not only quantity measurement based on resources and quality measurement based on information services but also effectiveness of resource utilization, efficiency ability providing the services and potential capability of the members adopting the diverse changes flexibility as organic organization under the rapidly changing circumstances nowadays. This study developed the BSC model into the four perspectives such as customer, resource, internal process, learning and growing modifying BSC model developed by Kaplan and Norton to fit university libraries as nonprofit organization and developed the strategic map and performance measurement indicators on the strategy of each perspective. Ultimately, this study tried to provide an integrated strategic management indicators providing comprehensive picture of university libraries from strategic plan to performance applying the BSC linking strategic plan.

  • The BSC which was proposed by Kaplan and Norton, is being used as a general performance measurement tool in various firms and industries. BSC approach links strategic objectives with specific operation indices and it can efficiently evaluate the attainment of the goals of the firm. This study is a BSC based case of the government R&D institute which is staffed with knowledge experts in the research areas. In order to bring a major change to a public research organization and shape a strategy focused organization, it is essential to understand the proper methodology of the whole construction process of BSC from the mission of the institute through the establishment of vision and strategic direction, KPI building, and a strategy map set, to the implementation of the BSC monitoring system. By investigating the application process, in this research we intend to provides useful implications in the BSC construction process of public research agencies.

FORMOSAT-2'S EFFECTIVENESS TO TAIWAN'S PUBLIC EDUCATION

  • Public education is undoubtedly a very important aspect for a country to develop space program. People have the rights to understand how the tax they paid is being used. This paper addresses the effectiveness of FORMOSAT-2 on public education in Taiwan. As the first remote sensing satellite of the National Space Organization (NSPO) of Taiwan, FORMOSAT-2 is a small satellite of 746 kg mass for two remote sensing missions: Earth and upward lightning observations. The mission orbit is sun-synchronous of 888 km altitude for exactly 14 revolutions per day. For earth observation, the payload is an advanced high resolution remote sensing instrument (RSI) with ground sampling distance (GSD) 2 m in panchromatic (PAN) band and 8 m in four multi-spectral (MS) bands. For upward lightning observation, the payload is an imager of sprites and upper atmospheric lightning (ISUAL). After more than two years of Earth observation started in June 2004, the effectiveness of FORMOSAT-2 images on public education in Taiwan is very promised. Five domestic universities and one private company in Taiwan have signed contracts respectively with NSPO to take the roles of satellite image investigator and distributor. A private company has signed contract with NSPO to generate and provide URMAP (= your map) in its website for general public applications by using FORMOSAT-2 images. The Newtonkids Book Company used FORMOSAT-2 images to publish a kind of calendar for children education purpose. Besides, a science team in National Cheng Kung University (NCKU) is doing the research work on the 3820 (up to 30 June 2006) transient luminous events (TLEs) observed by FORMOSAT-2.

Development of BSC Model of Center for Teaching and Learning (교수학습지원센터의 BSC 모형 개발)

  • In this study, BSC model of center for teaching and learning was developed using balanced scorecard suitable for non-profit organization. Firstly, relevant literature surveys and evaluation indicators of various CTL and institution with similar characteristics were examined. Next, a draft BSC model was designed through interviews of specialists. Lastly, the BSC model was proposed by verifying the content validity of the evaluation model by conducting two Delphi surveys. The BSC model of CTL has 4 perspectives: resource, customer, internal process, learning and growth, 9 critical success factors: 2 factors in resource, customer and learning and growth perspectives, 3 factors in internal process perspective, and 23 key performance Indicators: 4 indicators in resource and learning and growth, 7 indicators in customer perspective, 8 indicators in internal process perspective. The implications of this study through the results were as follows: firstly, the proposed BSC model showed an evaluation model suitable for a non-profit organization. Second, the BSC model was linked to the organization's mission and vision. Third, it could contribute to the long-term development of CTL. Lastly, if it could be applied to management, and evaluated, it is expected to play a role of providing basic data for the budget support and spread of the university.

Curriculum Deliberation in the Home Economics Historial Literature of United States (미국의 가정과 교육과정 논의와 관련된 역사적 문헌 고찰)

  • This study examined the curriculum deliberation in the home economics historical literature of United State. Out of 13 literature, 9 were carried by academic federation or association and 4 were carried by individual authors. Starting from Catharine Beacher's Treatise on Domestic Economy to NASAFACS's National Standards for Family and Consumer Standards, the background of each document was introduced, curriculum contents organization was examined, and its implication was discussed. The results showed that home economics curriculum has been suggested being organised around key concepts in typical home economics areas throughout the history until the practical problem-focused curriculum organization based on critical science suggested by Majorie M. Brown in 1978. Regardless of the patterns of organization of curriculum contents, home economics pursue the common mission and aims of home economics. Another finding was that curriculum deliberation on the integration of curriculum contents was sought throughout the history.

If is also thought of as strategic asset for effective business operations, yet there is no proved statement on the interoperability and system integration which causes serious problem in terms of requirement engineering among current systems. The National Defense Enterprise Architecture Framework is a strategic information asset base, which define the military operation activities for the mission, the information necessary for military operations, the technologies necessary for implementing new technology in response to changing operational needs. It is an integrated model or representation. Information Systems will be evolved by the National Defense Enterprise Architecture framework. The purpose of this framework is to present overall picture of national defense information system domain so that information systems are interoperated, integrated and information sharing is increased among affiliated organization of Defense Military.
