On a Maturity Model for the Institutionalization of Integrated SE&PM Process at Organization Level (시스템공학 및 프로젝트관리 통합프로세스의 조직 내재화를 위한 성숙도 모델에 관한 연구)

  • To develop large-scale complex systems, many organizations have attempted to improve the processes specified in systems engineering (SE) and project management (PM) by adopting CMMI (Capability Maturity Model Integration). On the other hand, most domestic organizations that already acquired CMMI level 3 have focused on SE&PM practices while providing less investment in building up the environment for institutionalizing those processes. In such organizations, the process maturity without advancing to institutionalization can be neither enhanced nor maintained. To resolve the problem, the following remedies can be suggested. A standard process should first be defined to meet the business mission of the organization and to carry out the process successfully, the people should be properly trained and the appropriate tools be provided. In this study, a maturity model to accomplish institutionalization was examined based on the aforementioned P-P-T (Process-People-Tool) concept. The model proposed would be useful in developing strategies and plans for process institutionalization when the organizations are in the preparation stages for a CMMI certificate or have already acquired one.

  • The Korea Coast Guard(KCG) is the only comprehensive maritime administrative agency in Korea that performs various tasks taking place in the ocean, including rescue operations, disaster management, policing, Drug and smuggling crackdown, responding to Response to invasion of maritime territory, environmental conservation, and maritime security. It is vital to inform the public of the role and mission of KCG as the only comprehensive maritime administrative agency in Korea. However, most citizens, excluding residents of the coastal and island areas, have little knowledge of the security administration services of the KCG due to lack of exposure. This study reviewed the KCG's public relations(PR) organization and current status using KCG promotional materials, diagnosed the actual conditions of KCG's PR, and suggested ways to improve public relations activities through a questionnaire survey of public relations personnel. Through literature research and questionnaire survey, the KCG's public relations status was estimated and the measures to enhance publicity was derived as follows: strengthening the PR organization by reinforcing the personnel in charge of PR, improving customized promotion by clarifying the promotion strategy according to the promotion target, enhancing job training for PR personnel, and increasing the interest and support of commanders and internal members in charge of PR work.

  • Despite their social mission, social enterprises work in the changing global economic environment and therefore face to comply with performance objectives. This situation means that human resources management strategy has a crucial role to play. Especially, the challenge in maintaining competitive efficiency depends on achieving a lower level of employee turnover. This study aims to investigate the role of job insecurity, job satisfaction, relationship with customers regarding the intention of retention among social enterprise workers. Data were collected in South Korea from 271 women employees in 36 social enterprises and the binomial logistic regression was used to assess the model hypothesized. As the result, social enterprise employees showed a considerably positive attitude toward the intent to stay their workplace. However, job insecurity appeared to have the strongest negative effect on the intention of retention, whereas job satisfaction and relationship with customers had the positive effects, above and beyond demographic variables and organization variables. The result suggested the human resource management can play a significant role in retaining social enterprise employees by reducing job instability and improving job satisfaction and customers management.

  • R/V EARDO, commissioned in 1992, has successfully carried out ocean research campaigns in Korean jurisdictional and adjacent waters, including continental margins and coastal zones within the Korean Exclusive Economic Zone (EEZ), for 29 years. However, it will soon be reaching the end of its useful service life. A replacement for R/V EARDO is urgently needed to ensure the safety of vessel itself and its crews, and efficient ship operation and maintenance, as well as to meet modern scientific mission requirements (SMRs). Basic specifications for a replacement ship have been devised and reviewed over the past nine months. A test of the proposed hull form was also performed. The total tonnage of the proposed vessel is approximately 740 tons, and the overall length and width are 62.0 and 11.6 m, respectively. The new ship will thus be 73% larger than the current R/V EARDO; in particular, the research workspace will be 4.4 times larger. The major design priorities are the propulsion system, efficiency of radiated noise and vibration control, and the dynamic positioning system. An environmentally friendly emission system, meeting International Maritime Organization (IMO) Tier III regulations, will be installed in the third exhaust pipe. Various wet and dry lab spaces as well as 32 different scientific instruments have also been considered in the ship design.

  • On April 14, 2008, National Human Rights Commission of Korea's recommendation led to severe argument that hiring qualification of religious school. it shall not be an unlawful employment practice for a school, college, university, or other educational institution or institution of learning to hire and employ employees of a particular religion if such organizations is, in whole or in substantial part, owned, supported, controlled, or managed by a particular religion or by a particular religious corporation, association, or society, or if the curriculum of such organizations is directed toward the propagation of a particular religion. An employer is a "religious organization" entitled to the exemption. So If the employer is a school, its history and mission, the religion of the faculty and students, and the religious focus of the curriculum must be examined. Consequently it is possible for religious educational institution to reject specific religionist.

항공안전규제를 위한 제도개선 방안에 관한 연구

  • This study is to review the problem concerned with aviation safety in Korea and suggest the solution to secure the aviation safety, in respect of regulation. At first, the definition and characteristics of aviation safety are studied, and then the endeavor for the aviation safety of ICAO and FAA are reviewed. All the fields of aviation safety area are included in the scope of this study; airworthiness in aircraft production and maintenance, flight operation, airport operation and air traffic control. The level of safety can be estimated by the frequency of accidents and seriousness. The causes of air accidents can be summarized as five factors; human factor, traffic environment. aircraft, weather, and unexpected incident. The activities to protect accidents are also can be summarized as five areas; man, machine, medium, mission and management. ICAO established the standards and recommends for the aviation safety, and adopted strategic action plan for 21st century. Federal Aviation Administration of USA also contributes for the aviation safety of world wide. Nowadays, ICAO and FAA tries to coordinate each other to set up efficient and effective ways for the aviation safety. ICAO developed safety oversight manual and FAA developed model regulations, individually. However, there has been trials to merge the results of each institute's studies. The direction of this endeavor is to meet the new environment related to globalization of air transport industry. It is necessary for our government to improve the aviation safety regulation system to address the new wave of aviation safety system pursued by international organization. A systematic and comprehensive measure should be devised by cooperation of all the related field and area.

A Comparison of Model Training Programs on Teaching Engineering (공학교육 워크숍의 설계)

  • In recent years more and more universities are recognizing the need to provide training in teaching skills to their teaching staff. The demand for teaching excellence at the level of higher education arises because the national competitiveness in the Information Age depends acutely on the abilities of college graduates. This paper descibes and compares the programs on teaching for faculty and graduate students (faculty-to-be) at four engineering schools - University of Michigan, Purdue University, Cornell University, and Michigan Technological University. These four schools represent a wide spectrum in terms of the type of institution(private or public, teaching- or research-oriented) and the size of engineering program. The content of the programs are found to be similar, although some variations are found in organization, audience, and emphasis. The major conclusion is that the universities must consider the particulars of the mission of their university and the nature of their student body in desiging a training program for it to be successful.

  • One of 21st century's main paradigms is a 'Culture', and people started to express their 'cultural desires and demands' regarding public environments. Accordingly central and local governments are paying attention to these demands from their citizens and trying to establish the policies to meet these needs. This research is done to suggest the strategy programming model to support the executions of culture-centered public designs which are based on the local resources and identities. The entire research contains three sub-topics. First topic is setting the prototype phases of strategy programming. Second topic is analyzing the associated indices for each prototype phase. Third topic is suggesting Matrix Model in which the prototype phases and their associated indices are linked. Among three topics, this paper deals with the first one - the prototype phases of strategy programming. It studies this subject in relation with Place Marketing which emphasizes the local resources and identities. The prototype phases are comprised of 3 steps for Place Strategy and 4 steps for Marketing Strategy. Place Strategy should be considered prior to Marketing Strategy because in culture-centered public design, locality has priority over other concerns. The phases for Place Strategy includes 'Resource_analyzing of local resources', 'Mission_setting a purpose', and 'Targeting_segmenting target groups'. The phases for Marketing Strategy involves 'Organization_instituting the main body and/or partnership', 'Image Positioning_setting an unique local image', 'Point_realizing the product', and 'Channel_deciding the sales promotion tools'.

Analysis of Factors Affecting Suicide Prevention Gatekeeper Activity Participation of Community Grassroots Organizational Leaders in Gangwon Province (지역사회 풀뿌리조직의 자살예방 게이트키퍼 활동 참여에 영향을 주는 요인 분석 -강원도 이장·통장 자살예방 게이트키퍼를 중심으로-)

  • This study examined the factors influencing the suicide prevention gatekeeper participation of 299 grassroots organizational leaders in Gangwon province. For this purpose, participation of activities of suicide prevention gatekeeper was classified into performance intention and intervention level. Performed hierarchical multiple regression analysis by setting participation motives which showed a significant correlation with participation of suicide prevention gatekeeper as independent variables. As a result of the analysis, participation motives affecting performance intention were a sense of mission as a leader, benefits or rewards for activities, the meaning and purpose of suicide prevention, government policy. And participation motives affecting intervention level were invitation of public officials, the meaning and purpose of suicide prevention. Based on the results of this study, suggested implications for the participation of suicide prevention activities in community grassroots organizations and suggestions for future activation.
