A STUDY FOR THE CURRICULUM DEVELOPMENT OF SOCIAL WORK IN KOREA (한국 사회사업교과과정 개발을 위한 연구)

  • During last five years several workshops and seminars among social work educators, in and out country, has taken place. In those gatherings there has been, criticism on American model on which curriculum of social work in Korea has mainly based, and many proposals which most developing countries should consider and adopt for developing their own curriculums. The proposals could be summarized as follows; 1. Specification of developmental functions of social work should be made so that the curriculum could involve. It also must come from own societal needs and own national development task. 2. Social work should participate and make contribution to plan and solve the main social problems in own countries. 3. Clarification of educational objective in undergraduate level should be made and one of them must be related to the first professional degree. 4. There should be the courses which provide the content of macro level participation. How much of the proposals are reflected in the current curriculum of Korea? What are the problems Korean social work education has been faced in connection with reflecting the proposals? What kinds of task we should or could perform in order to adopt the proposals? These are the questions which deserved to be studied. The followings are the answers to the questions; 1. The new courses such as social welfare policy and planning, Social Development, Population Dynamics and Family Planning, Social problems, Special Issues in Social Welfare, etc, are placed in the curriculum. 2. Though the new courses are added the courses of case work, group work, and community organization are strongly remained it means that integrative method is not quite adopted and that conflicts are taking place between new and old fashion. 3. Fieldwork placement policy has been changes from concurrent to block and from social work method oriented to social problem oriented. 4. There are lack of integration among the all courses, of consistency between pre and post courses and connection among the related courses. 5. Establishment of image of social worker with B, A. degree should be urgently taken place. It can't be done by social work field alone but by cooperation with all the forces related to the social work practice. 6. B. A. graduate should have a common base of knowledge and competence. It could be come from the clear and specified objectives of undergraduate level education. And agreement among the member schools on the objectives can call on the fundamental similarities in each curriculums. Different programs from one school to another can be tolerated as long as there are fundamental similarities among the schools. Basic concepts and framework of social work should be kept clearly. It is a slow and long process to make social work recognized as a profession in the developing countries. Korea can't be and exception. Failure of having social work be indegenous can't be the reason to refuse an change the basic concepts of social work. One of he most important task which social work education in Korea must achieve in the near future is to establish the minimum requirement courses in the curriculum. Social work field, on the other hand, must find the positions for the social works in the various settings and institute. Clear role and image of social worker can be obtained by doing that.

  • Recently, owing to the increasing demand on the simplification of arrival and departure procedures, IMO's (International Maritime Organization) Facilitation Committee (FAL) is carrying out the standardization project of arrival and departure formalities and clearance form. Also, many port authorities of developed countries are making active researches for the smooth flow and efficiency of the information inbound and outbound ships by way of simplifying their formalities or through electronic means. However, this standardization project cannot be done by one country but by mutual cooperation among related nations. And to carry out this task, the first thing to be done is to standardize the formalities and document form, and to integrate information. To this end, this study has reviewed the model cases of advanced ports of developed countries with regard to their simplification and standardization efforts. And also we have analyzed the formalities and clearance form of the three countries Korea, China, and Japan. And then for the solution of common problems of three countries, this paper has suggested an ebXML-based Global Port B2B framework. Through this framework, we can reuse and automate the necessary information on the arrival and departure of ships, consequently realizing simplification, and laying a foundation for the introduction of e-commerce to the port industry.

  • Software product lines (SPL) are recently an emerging software reuse paradigm, which helps organizations develop their products from reusable core assets rather than from scratch. For developing these assets, understanding commonality and variability (C&V) is essential. A feature-oriented approach has been used extensively for C&V analysis in the SPL. However, this contains no proposal to systematically identify features and provide the rationale for the features. Further, the approach does not directly show how the results of C&V analysis will satisfy an organization's high-level business goals and provide the rationale for the C&V. Therefore, this paper presents a domain analysis method for the SPL based on goals, scenarios, and features in order to overcome some of the deficiencies and limitations of the feature-oriented approach. In particular, the paper proposes a domain requirements model (DRM) and a domain requirements modeling method based on the DRM. This method has been applied to the home integration system (HIS) domain to demonstrate its feasibility with a supporting tool, namely IDEAS. Our approach makes it possible to systematically identify the features and provide the rationale for both the features and the C&V.

A Framework for Quality Improvement in Weapon System using Post-Logistics Support Data (후속군수지원 데이터 분석을 활용한 무기체계 품질향상 방법론)

  • Although advanced weapon system weapons with high-performance and various functions have been developed, weapon defects can be fatal in the weapons industry. Therefore, the army requires quality improvement to reduce the number of defects which occur during both the development and operation of the weapon system. Recently, many manufacturers, including weapons manufacturers, have conducted analyses using defect related big-data in order to improve the quality. However, there have been few data analyses, because it is difficult to obtain the data required for the analysis of the development phase. Therefore, this study summarizes the pattern of the weapon system, military organization, and defect types using the actual data of the Post-Logistics Support (PLS) phase. The PLS data, which is referred to as the data collected after force integration, includes information on requests for maintenance. Through this information, this study selects key variables and analyzes the selected variables. The analysis results show the critical factors to be considered during the development phase. Finally, this study proposes a framework for advanced PLS systems using the PLS data. The proposed framework enables the development time of weapon systems to be further shortened and their quality to be improved.

King Jeongjo's Jangyongyoung and its Value in Terms of Security (정조대(正朝代) 장용영(壯勇營)의 경호학적 가치)

  • Jangyongyoung was a royal guard in the King Jeongjo Period. The guard was established after the inauguration of King Jeongjo to protect the king and strengthen the royal authority. In terms of security study, it has high value in that it gives insights to the development of security system and its achievements and new role of supporting king's cultural events. Jangyongyoung was a formal guard established to achieve king's political reform. After the King Injo restoration, there sprouted many security guards, including Howicheong, Eoyounggun, and Gemgun. Those were all makeshift systems. But Jangyongyoung grew as a standing and futurist system as it went through some different names, Sukwiso, Jangyongwi, and finally Jangyongyoung. It served to protect the legitimacy of King's succession, to strengthen royal authority, and to bring stability to people's lives. Jangyongyoung had an efficient organization and operation. It also had the characteristics of modern security, integration, professionalism and size. In Jangyongyoung, military training and security were not separate. They protected king from dangers and guarded king's bed, and they trained themselves to deal with unforeseen occurrences. By doing so, they could support king's many activities, including visit to royal tombs, touring of Hwaseong Fortress, and watching military training. Jangyongyoung not only served as a military guard but also it had a cultural function. They made it possible that king and people met in the king's procession. Jangyongyoung supported Jeongjo's political reform, and as a royal guard it enhanced the authority of royal family and exemplified a new security guard by supporting king's cultural events where king, servants and people could become one.

A State-of-the-Practice Review on the Management of the Domestic Geotechnical and Geological Information Data (국내 지질 및 지반조사 자료 관리 현황에 대한 실용적 고찰)

  • Recently, there have been various researches on the cost reduction and savings during the construction activities with the development of automation and computerized information system. Considering the cost savings during the construction, the development of the geological and geotechnical information system with high practical use becomes very important since the geologic and geotechnical data are required for the design of the various structures. Currently, the geological and geotechnical data are collected and distributed as a geological/geotechnical map or engineering geology map and map with other specific purpose through geoinfo system at Korea Institute of Geoscience and Mineral Resources, Korea Mineral Resources GIS at Korea Mineral Resources Corporation, Geotechnical Information Portal System at Korea Institute of Construction Technology, Geotechnical Information System at the City of Seoul and the Ocean Data Integration Material System at Korea Hydrographic and Oceanographic Administration. Furthermore, the information on the groundwater is monitored and collected via Integrated Ground Water Information Service at Korea Water Resources Corporation and Rural Groundwater net at Korea Rural Community Corporation. Therefore, in this study, the contents of the geological and geotechnical data collected from the above mentioned government organization are compared and the DB and distribution system with higher utilization are suggested based on the comparisons with those from other countries such as United States of America, Japan and Germany.

Analysis of dependence structure between international freight rate index and U.S. and China trade uncertainty (국제 해운 운임지수와 미국과 중국의 무역 불확실성 사이의 의존성 구조 분석)

  • Trade is an important economic activity. In particular, since the establishment of the World Trade Organization (WTO), the scope of trade has been expanding due to events such as the entry of China into the WTO in 2001, the establishment of a multilateral trading system, mitigation and integration of trade barriers, and the establishment of the free trade agreement (FTA). Despite the expansion of the trade market, however, extreme events such as the 2008 global financial crisis, the 2016 Brexit, and the 2018 US-China trade war have had a direct negative impact on the trade market. Therefore, the present this study analyzed the dependence structure between the international shipping freight rate index, a variable representing trade activities, and the trade uncertainty between the US and China. The following is a summary of the analysis results. First, the US-Chinese trade policy uncertainty and international shipping freight rate index presented a Frank copula and rotated Clayton copula 270° distribution, respectively, showing the same distribution structure for each country. Second, the Kendall's tau correlation revealed a negative dependence between the international shipping freight rate index and US-Chinese trade policy uncertainty. The degree of dependence was greater in the combination of uncertainty in China's trade policy and international shipping freight rates. In other words, the dependence of global demand and trade policy uncertainty confirmed that China was stronger than the US. Finally, the tail dependence results revealed that the US-Chinese trade policy uncertainty and international shipping freight rates were independent of each other. This means that extreme events related to the trade policy uncertainty or international shipping rate index were not affected by each other.

A Study on the Design of Data Model for Route Information based on S-100 (S-100 기반의 항로정보 데이터 모델 설계에 관한 연구)

  • According to the Maritime Safety Act, there are all 34 routes including 5 traffic safety zones, 3 traffic separation schemes, 26 routes designated by regional maritime affairs departments in the Republic of Korea. In the SOLAS convention, the route information should be is effectively used for the safe navigation. However, the route information is complicatedly composed of the location of the route, the navigation rule by each route, the restriction of the navigation, and the anchorages. Moreover, the present method of providing information using the navigational chart and other publications is not effective for users to grasp the navigational information. Therefore, it was conducted to study the design of the S-100 based routing information data model developed by the International Hydrographic Organization to find ways to more effectively provide route information. To do this, the analysis of route requirement, selection of items, encoding test and users' review were carried out. Through expert user review, it was evaluated that the study on the design of the route information data model can be utilized as a good basic data for the route information integration service. Future research on the development of route information data models is expected to provide integrated route information services.

A Study on the Type Classification and Selection Methods of Archival Objects (행정박물의 유형분류 및 선별방안에 관한 연구)

  • Archival objects produced in relation to the activities of public institutions hold the inexpressible symbolism, historical value, and esthetical value as well in that the values of display and reuse of archives materials in the future are high as figures. The revised law of Archives Act in 2007 has provided a foundation for managing the archival objects in every public organization, by also including archival objects into the category of archives produced and registered in relation to their works. Although it could be seen as a reforming will to aim at the differential approach from the past to recognize the archival objects as records and make the managing will documented, it is still in an unprepared state to define the concepts on archival objects and to have methods to systematically manage and preserve them. Thus this paper has researched on the type classification of archival objects and their evaluation, as way of developing the methods for the management system for archival objects. On the premise that it should be preceded by clear definitions of concepts and distinctive understanding of their types first in order to build up the management system for archival objects, definition and type classification of the archival object have been attempted, based on the actual research materials and the current relevant laws. In addition, this study has analyzed the characteristics of selecting archival objects in order to search for which one they should obtain and manage among archival objects produced and reused in relation to the works of public institutions. On the basis of this, the plans for the national selection system and provision of selecting criteria for the subjects of permanent preservation have been suggested in this study.

Sustainable Development and Korea's Intangible Cultural Heritage Policy (지속가능개발과 한국무형문화유산정책)

  • In September 2015, the United Nations (UN) has adopted the 2030 Agenda for Sustainable Development as a goal of the international community to push forward from the year 2016 to 2030. Accordingly, the United Nations Educational, Scientific and Cultural Organization(UNESCO) has established a new chapter on sustainable development and intangible heritage the through revision of the Operational Directives for the Implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage. Although Sustainable development is a fundamental principle of the Convention for the Safeguarding of the Intangible Cultural Heritage, it is believed that the Convention has not provided guidelines of safeguarding intangible cultural heritage for sustainable development. The Operational Directives provide States Parties with guidelines on the integration of sustainable development and safeguarding of the intangible cultural heritage. Intangible Cultural Property Institution of South Korea was designed to preserve the traditional culture in the economic development process of the industrialization since the 1960s. The institution played a role of cultural support on the development of the modern concepts. Now South Korea should implement intangible cultural heritage policy combined with sustainable development while succeeding the efforts from the former development. This study examines the meaning of sustainable development and how it should be implemented in the intangible cultural heritage policy in South Korea. And this study suggests that the South Korea's intangible cultural heritage policy should foster sustainable development particularly along with social development and human development.
