학교급식 식재료 구매관리 및 품질관리 실태조사 (Food Purchasing and Quality Management Practices in School Food Service)

  • The purposes of the study were to examine food purchasing management practices and to assess dietitians' awareness on food quality standards, use of food purchasing guidelines(food quality guidelines, supplier selection criteria), and organizational collaboration related to purchasing at school food service. A total of 400 dietitians working at elementary schools in Kyunggi Province were surveyed and 247 responses were returned. Excluding responses with significant missing data, 240 responses(60%) were used for data analysis. Compared to the previous reports, competitive bidding and shorter contract periods were preferred for purchasing food supplies. A dietitian, school staff, and food service staff participated in receiving and inspection together at 58.4% of the schools. An average score of the dietitians' awareness on the food quality standards was 3.28 based on a 5-point scale(1:strongly disagree, 5:strongly agree). Their awareness scores for the quality standards related to the genetically modified organism foods, organic foods, and pesticide residues were the lowest. The awareness scores increased significantly with their age(p<.001). In general, the food purchasing guidelines were used well at the schools ; the usage levels of the food quality guidelines and supplier selection criteria were significantly different by length of operation(p<.05) and dietitians' age(p<.05), respectively. The dietitians' perception score of the organizational collaboration related to purchasing was rated 3.46 and differed significantly by dietitians' educational background(p<.05). For improving food procurement management, standardized food quality and purchasing criteria need to be developed. As the demands on high quality food supplies increase for school food service, the dietitians should improve their knowledges on the food quality standards and implement effective and creative purchasing methods.

지자체 직영형 친환경 학교급식지원센터의 운영실태에 관한 사례연구 -홍성군 학교급식지원센터를 중심으로- (A Case Study on Operating Situations of Environment-friendly School Food Service Center managed directly by Local Government)

  • The Hongseong-Gun school food service center (Hongseong SFSC) that is managed directly by local government is supplying local environmentally friendly foods from 2014. This study aimed to analyze a case on Hongseong SFSC and to propose improving directions. Hongseong SFSC showed higher supply ratio (67.4%) of local environmentally friendly foods compared to the other centers. The operation effects of this center are reliably price of farmer's products, increased consumption of local agri-products, school food confidence, and so on. But there are many problems on this operation. Improvement directions of SFSC for local food system are as follows: Firstly, the supply range of foodstuffs is needed to establish quality standards to increase foodstuffs quality. Secondly, guidelines for creating a fair commission fee structure should be established. Thirdly, the contract issues between the center and schools need to be resolved by governance system. Fourthly, local environmentally friendly agricultural cultivation and cropping systems are required to establish reliably supply of farmer's products.

  • This study aims to analyze the regional variations in which appear during the formation process of educational community in rural villages from the perspective of regional innovation theory. The study results revealed that the activities to form an educational community of the Songak village significantly influenced the variations across the social, economic and environmental aspects beyond an innovation of public education within the region based on interrelation between schools and villages. In other words, the activities including interactions and group learnings have been actively promoted among the various relevant stakeholders, thereby resulting in a variety of positive variations such as expanded regional welfare base, activated voluntary residents community gatherings based on the unity and cooperation, broadened socioeconomic opportunities, satisfaction on educational and cultural desires, and construction of healthy ecological environment in the region. Therefore, it is thought that regional development policy suitable for each region needs to be established by embracing the fact that activities to form a village educational community entail significant implication and value as the comprehensive regional innovation activities across the entire domains in each region.

충남 영양(교)사의 학교급식지원센터 운영 필요성에 대한 인식 분석 (Analysis of Nutrition Teachers' Awareness of Necessity for an Operating School Meal Support Center in Chungnam)

  • Objectives: We investigated the operation needs of school meal support centers (SMSC) in Chungnam-do based on analysis of nutrition teachers' perception of them. Methods: The Chungnam government established the first SMSC in 2012. Thirteen SMSCs are currently being operated in Chungnam-do. To analyze the results quantitatively, we investigated nutrition teachers opinions regarding the necessity for SMSCs as a dependent variable and derived the independent variables based on the causal relationships with dependent variables using the ordered logit model. Those independent variables included region, school type, number of students, attitude regarding free meal policy, satisfaction with school meal policy, and preference for local food. Results: Briefly, teachers in the region in which the SMSC was located more strongly supported the SMSC. In addition, teachers in public schools with a smaller number of students believed that having a SMSC is more beneficial, and that other variables also affected the necessity for SMSCs. Moreover, nutrition teachers preferred local foods rather than organic foods because of the unstable supply of organic foods. Conclusions: Based on the results of this study, it was recommended that the local government implement the policy consistently. Moreover, it was recommended that the government operate the SMSC more efficiently, enhance the roles of the SMSC as the local organization responsible for student nutritional planing and expand the coverage of agricultural products.

충남지역 친환경 급식의 날 운영에 따른 초·중학생의 친환경 농산물에 대한 인식 및 급식만족도 (Perception of Eco-friendly Agricultural Products and Food Service Satisfaction of Elementary and Middle School Students According to Eco-friendly Food Service Day in Chungnam)

  • 본 연구에서는 학교급식에서 친환경 급식의 날을 운영하는 초등학교와 중학교, 운영하지 않는 초등학교와 중학교 학생의 친환경 농산물에 대한 인식과 학교급식 만족도를 조사하여 친환경 급식의 날 운영 특성과 문제점을 파악하고 학교급식의 질과 만족도 향상에 기여할 수 있는 기초자료를 제시하고자 실시하였다. 친환경 급식의 날을 운영하는 초 중학생의 친환경 농산물에 대한 인식에서 운영교 학생은 친환경 농산물이란 유기농산물이라고 답한 비율이 높은 반면, 비운영교 학생은 무농약 농산물이라고 답한 비율이 높았다. 친환경 농산물을 선택하는 방법은 초 중학생 모두 품질인증 표시를 보고 구분한다는 응답이 가장 높았다. 가정에서 친환경 농산물을 사용하는 빈도는 초등학생의 경우 친환경 급식의 날 운영교에서 매일 사용한다는 응답이 42.1%로 비운영교의 25.0%보다 유의하게 높았다(p<0.01). 학생의 친환경 급식의 날 운영에 따른 급식만족도는 친환경 급식의 날을 운영하는 초등학교와 중학교가 운영하지 않는 학교에 비해 유의적으로 높게 나타났다(p<0.05). 이상의 연구결과를 종합할 때 친환경 급식의 날을 정기적으로 운영하는 초등학교와 중학교의 학생들의 학교급식 만족도가 비운영교의 학생에 비하여 높았다. 앞으로 학교급식에서 학생들의 기호를 고려한 메뉴 개발 및 조리법의 다양화 등으로 우수하고 안전한 친환경 농산물의 사용을 보다 폭넓게 확대하는 방안에 대한 노력이 이루어져야 할 것이다.

천연잔디시공 학교운동장 토양중 벤조피렌 및 중금속 오염물질의 함량 - 전라북도 초등학교를 중심으로 - (Content of Benzo(a)pvrene and Heavy Metals and Physico-chemical Properties of Turfgrass Playground Soil in Elementary School of Jeollabuk-do)

  • A study was carried out on the physico-chemical properties of soil and content of heavy metals and benzo(a)pyrene that might have been introduced through by-product fertilizers or air pollution to growing turfgrass at natural turfgrass playgrounds in elementary schools located at the western coast and eastern mountain areas in Jeollabuk-do, Korea. The soil of turfgrass playgrounds is composed of loamy sand, and the CEC and organic matters were very low. Compared to agricultural land in Korea, the concentrations of nitrogen, phosphorus and potassium were very low, requiring control in terms of nutrients. The contents of total and fraction heavy metals in soil were found to be background level. The reason may lie in the fact that unpolluted sand soil or sand was used to construct the foundation for the natural grass playground in the first place. However, any change in oxidation-reduction conditions or acceleration of decomposition of organic compounds may release some heavy metals from the soil and be transformed into forms that may be easily absorbed by plants or grass. It is believed that sustained monitoring and environment impact assessments should be carried out. The contents of benzo(a)pyrene in soil showed an average 0.60ng/g with a range between 0.06 to 1.47ng/g. The detected contents were found as background level.

학교급식 식재료별 시장가격 조사 실태 분석 (Analysis of Surveys to Determine the Real Prices of Ingredients used in School Foodservice)

  • 본 연구는 현재 영양교사·영양사들의 식재료 가격 조사방법에 대한 실태 및 향후 요구도를 파악하기 위해 진행되었다. 모집단인 전국 11,818개교에서 비례층화 표본방법으로 약 10%의 학교를 추출하였다. 총 1,158개교에 설문지를 배부하였고, 그 중 회수된 439부(회수율 37.9%)는 SPSS(ver 25.0) 통계 프로그램을 이용하여 분석을 진행하였다. 현재 시장가격 조사 방법에 대한 만족도가 낮은 식재료는 공산품(3.26점), 지역산 식재료(3.33점), 수산물(3.34점), 과일류(3.37점), 채소 및 서류(3.38점)로 나타났고, 이 중 공산품을 제외하고는 지역산 식재료를 포함하여 농산물로 대부분 구성되어있다. 식재료 시장가격 조사 시 공산품 7.94시간, 채소 및 서류 6.94시간, 친환경 식재료 6.25시간, 지역산 식재료 6.24시간, 과일류 6.16시간, 수산물 5.75시간 순으로 시간이 소요되며, 이는 식재료 시장가격 조사에 만족도가 낮은 식재료 종류와 중복되는 것을 확인할 수 있다. 또한 현재 학교에서 직접 가격 조사를 시행하는 빈도가 높은 식재료의 경우 공산품 227개교(52.9%), 과일류 168개교(38.5%), 특용작물 165개교(37.8%), 수산물 164개교(38.1%), 채소 및 서류 160개교(36.8%), 난류 144개교(33.3%), 절임가공품 150개교(37.9%)로 나타났다. 더불어 초등학교와 중·고등학교로 구분하여 현재 실시하고 있는 식재료 시장가격 조사 방법을 살펴본 결과, 초등학교는 식량작물, 채소 및 서류, 친환경 식재료, 지역산 식재료의 경우 학교급식지원센터에서 구성한 TFT에서 조사한 자료 사용에 대해 응답한 비율이 가장 높게 나타났으나 중·고등학교의 경우 인근 학교와 공동조사하거나 학교에서 직접 조사하여 활용하는 비율이 높은 것으로 나타났다. 향후 원하는 식재료 시장가격 조사 방법을 살펴본 결과, 초등학교의 경우 식량작물, 채소 및 서류, 특용작물, 과일류, 난류, 수산물, 친환경 식재료, 지역산 식재료의 경우 학교급식지원센터에서 구성한 TFT에서 조사한 자료 사용에 대한 요구도가 높은 것으로 나타났으며 축산물, 공산품, 절임가공품은 교육청에서 외부전문기관에 의뢰하여 제공하는 조사자료 사용에 대한 요구도가 높았다. 중·고등학교의 경우 모든 식재료 품목에서 교육(지원)청에서 구성한 TFT에서 조사한 자료 사용에 대한 요구도가 높은 것으로 나타났다. 그러므로 학교에서는 직접 식재료 시장가격을 조사하기보다는 공신력 있는 외부 기관이나 같은 교육(지원)청 내의 영양교사·영양사와의 협력을 통해 식재료 시장가격 조사에 투입되는 시간이나 비용을 효율적으로 사용하기를 원하는 것으로 판단된다. 이러한 결과를 바탕으로 시·도 교육청이나 교육지원청에서 구성하여 일괄 조사하거나 공인된 자료를 바탕으로 식재료 시장가격을 조사 및 분석, 외부 전문기관에 의뢰 등의 방법 개선이 필요하며, 각 지역의 학교급식지원센터와 같이 일괄적으로 식재료를 공급하는 곳에서 외부와 가격 비교가 어려운 식재료 품목만이라도 시장가격 공개 혹은 공유가 필요할 것으로 판단된다. 즉, 실제 학교급식에 납품되는 규격, 식재료 납품 단가 등에 대한 비교자료가 존재하지 않는 친환경 및 지역산 식재료의 경우 가격에 대한 평가가 불가능한 상황임을 고려하여, 우선적으로 시·도교육청에서 조사한 결과 혹은 학교급식지역센터에서 제공하는 가격정보를 바탕으로 통합적으로 운영할 수 있는 홈페이지를 운영하는 것이 필요할 것으로 판단된다. 더불어 향후에는 홈페이지를 통해 학교급식에서 사용하는 식재료의 품목 수를 증가시키는 것이 필요하며, 더불어 정보의 질 유지를 위하여 공신력 있는 기관에서 주관하여 운영하거나 위탁하여 운영하는 것이 가장 이상적일 것이라 판단된다. 따라서 본 연구 결과는 학교급식 식재료 시장조사수집에 대한 현주소를 보여줄 수 있는 의미 있는 결과물이 될 것이며, 향후 학교급식 식재료 가격 수집 및 공개방법에 대한 정책마련의 기초자료가 될 것으로 사료된다.

작목전환의 단계별 성공요인 분석 -HERO 모델 적용- (Analysis of Sucess Factors on Crop Switching Management: Applying the HERO Model)

  • Conditions of farm crop switching are affected by several important external factors such as agricultural products import opening, policy support, and climate change. Farming environment is always changing; barriers to imports are becoming lower and lower because of FTA and others, and climate change affects a boundary line of cultivation. Those situations give farmers motivation to change crops in order to cope with them. In addition, crop switching has been done in response to the local government measures about purchase of local agricultural products according to the local food and the expansion of organic agricultural products in school meal. Even though the favorable environment toward crop switching has been created, there are not many researches or outcomes regarding crop switching. Only few studies focus on the list of decision-making in crop switching, and locally suitable crop selection is not treated. In order to utilize crop switching as a farm management strategy, the proper frame should be studied and practical researches on application possibility also need. Therefore, study on crop switching is in a timely, proactive manner because farms catch the chance of expansion of school meal by changing crops. This paper applies HERO model used for venture foundation process to crop switching process. Success factors of HERO model are comprised of Habitate, Entrepreneurship, Resource, and Opportunity, and these phased application factors are applied to crop switching process. By doing so, each phase success factor of crop switching can be uncovered. Three farm organizations supplying organic agricultural products to schools are studied in Gyeonggi province. As a result, the stabilization stage cannot be achieved because of the habitate conditions and social conditions with low risk bearing of crop switching and current school meal systems are the main problems to block the diversification of risks. In order to succeed in crop switching, constructing the habitate in local districts or in systems of school meal is more effective than supporting each farm.

  • College is a component of local community, which is not separated from the community, seeks the local development through the extension of opportunity for the local students to enter higher schools, improvement of local culture and environment, extension of production education, research on local community, supply of side job manpower and lecture attendance system and affects the local community with the increase of young population. It is found that after the College is founded in the research area, the whole image of physical and psychological evolution of College according to the change factors like the change of use of neighboring regions and business items is relatively active, has the connection to the region and shows the strong continuous image. Accordingly, College must seek the mutually organic relationship which local community and be a foundation for the local development by leading to the formation of neighboring region around campus.

신개축 교사내 실내공기중 휘발성유기화합물과 폼알데히드의 농도 특성 (A Study for the Indoor Air Concentration of VOCs and HCHO in Newly Built and Remodeled Classrooms)

  • Objectives: The indoor air quality of newly-built (NC) and remodeled (RC) school classrooms was assessed. The primary aim was to show correlations between volatile organic compounds (VOCs) and formaldehyde (HCHO) pollutant levels. Methods: This study investigated the indoor air concentrations of VOCs and HCHO at 26 sites of newly built and 68 sites of remodeled classrooms located in South Gyeongsang Province between 2010 and 2012. VOCs in the indoor air were determined by adsorbent tube (Tenax TA) and automatic thermal desorption coupled with GC-MS analysis. Target analytes were five VOCs: benzene, toluene, ethylbenzene, xylene, and styrene. HCHO was collected with a 2,4-DNPH cartridge and analyzed by HPLC. Conclusions: This study estimated that indoor VOCs and HCHO concentrations in the classrooms were mainly affected by interior building materials and classroom equipment. For proper indoor air quality in schools, classroom air should be improved through reduction of hazardous materials by adequate ventilation, selecting environmental friendly materials, etc.
