The Question of 'State and Art' with regard to Soviet Socialist Realism (소련 사회주의 리얼리즘에 관하여: '국민과 예술'의 문제)

  • The artworks of Socialist Realism of the former Soviet Union, with the beginning of the 21st century, are gaining a new attention from art collectors. One reason for this might consist in the fact that relevant art pieces exemplify the ways in which they visualize ideas on the basis of their high-profile art tradition and also in which they integrate their utopian ideals with mysticism. These aspects of the Soviet art goes far beyond the wide-spread assumption that their art, as a means of propaganda, principally represents a political allegiance to the system. With Stalin coming into power in the 1930s, the artistic trend of Socialist Realism obtained a nationwide sympathy and support from people, giving birth to a new art which essentially corresponded to the demands of the political power. An official art current of the USSR over the period from the 1930s to 1950s, Socialist Realism was in tandem with the Communist commitment to the party and popularity, symbolizing a loyalty to the cause. It was thus characterized by plainness and lucidity so that ordinary people could gain easy access to art. Its salient feature, over an entire range of art, was an optimistic pursuit of a utopian dream. Therefore, it tallied with the popular sentiment for a Communist paradise, giving form to their beliefs in human agency working at the materialist world and also to such abstract concepts as force, fitness, and beauty by adding even mythical ideals. Its main subject matter includes harvest feasts of collective farms, imaginary socialist cities, grand marches of heroic laborers and in this way it served as a propaganda for a sacred utopia of socialist totalitarianism. On the other end of the spectrum, however, rose the second camp of art, which put an emphasis on bona-fide artistic activities of plastic art and on an artist's personal expression and freedom, as opposed to the surface optimism of Socialist Realism. Central to the Russian Avant Garde art, which prized the above-mentioned values, were Malevich's Geometric Abstraction and A. Rodchenko's Constructivism. Furthermore, in the transitional era of the late 20th century and the 21st century it was recognized that film art or electronic media art, rather than traditional genre of paintings, would function as a more efficient way of propaganda. These new genres were made possible by ridiculing the stereotypes of the Russian lifestyle and also by ignoring ethical or professional dimensions of artworks. That is, they reinvented themselves into a sort of field art, seemingly degrading the quality of artworks and transforming them into artifacts or simulacres in the very sense of post-modernism. The advent of the new era brought about the formation and occupation of pop culture of the younger generations, calling into question the idea of art as the class-determined. It also increased the attention to field art, which extensively found way to modern art centers, galleries, and exhibition projects. It can be stated that this was a natural outcome of human nature.

A Comparison of Acoustic Parameters between Vocal Fold Bowing and Vocal Fold Polyp (궁형성대와 성대폴립 간의 음성 비교)

  • Background and Objectives : Vocal fold bowing is an organic voice disorder that is associated with an abnormal structure of the vocal folds whereas vocal fold polyp is a functional voice disorder caused by an abnormal use of the vocal folds. Both types of vocal folds share a common property in that they make one's voice breathy or strained. The purpose of this study is to compare voice from two types of vocal folds and to offer information of clinical importance. Materials and Method: Vocal fold bowing and vocal fold polyp groups consisted of 7 male subjects, respectively. All subjects recorded /a/ in the state of measuring MPT (maximum phonation time), repeating 3 times, by a voice recorder (48 kHz sampling rate; 24 bit quantization). They answered the questions of K-VHI. Time domain parameters (such as perturbation parameters including HNR, Jitter, etc.) were calculated for the whole duration of /a/ and those of the frequency domain were measured in initial 40 ms and stable 40 ms of /a/, respectively. Mann-Whitney V-test was used for the time domain parameters and K-VHI survey, and Wilcoxon signed rank test was applied to the frequency domain parameters (H1, H2, H1-H2). Results: For K-VHI survey and the time domain analysis, there was no significant difference between bowing and polyp group. For frequency domain analysis, H1 and H2 showed a significantly different result between two groups. Vocal fold bowing group has longer duration and lower intensity than that of vocal fold polyp group in the 'aspirated interval', which could be observable prior to ordinary vowel oscillation. Conclusion: Both groups seem to show breathy voice. This could be referred on the basis of the value of H1-H2. The K-VHI survey says that subjects with vocal fold bowing feel more uncomfortable than subjects with vocal fold polyp.

Interpretation of Shijo poems which featured handicapped animals and "The night a green frog ached its stomach to death" (불구동물 등장 시조와 "청(靑)개고리 복질(腹疾)하여 주근 날 밤$\sim$"의 해석)

  • This article aims to interpret the meaning of the sentence "The night a green frog ached its stomach to death $\sim$", based upon the characteristics of certain Shijo poems which featured handicapped animals. Many Shijo poems feature animals, but they rarely feature them in a handicapped state. In those cases, readers usually try to identify the intentions of the author with the unjust and wrongful situations of the time the poem was written, but yet another interpretation could be presented, considering the premises necessary for understanding Saseol Shijo poems. Only among Saseol Shijo poems handicapped animals can be found in a Shijo text, and they are referred to and sung not in the stage of 'serious outbursts' being fired but during the stage of 'hollow jokes' being made. Any handicapped condition that an unhandicapped one could imitate could be imitated for humor, so the actions of a frog, a toad or an ant which forgot their own inabilities can be considered very comic and farcical in the eyes of the readers embracing the contents of the poem. In "The night a green frog ached its stomach to death$\sim$-"(#2834), the death of the green frog is no ordinary death. This particular frog could be referring to the baby frog which appeared in #3160, or the entire sentence could be referring to the fact that a particular figure which had already disrupted the atmosphere of the world inside the poem is no longer present in that world. Considering all these conditions inside the poem's own world, Shijo poems which featured handicapped animals were not meant to be delivering any kind of educational or critical messages, but they were rather either maintaining or heightening the mood inside the poem's own world.

  • As the supply of aggregate needed in the construction site becomes difficult due to preservation of environment and exhaust of aggregate resource, a research for replacement aggregate in shortage is being actively progressed and a copper slag is also a kind of replacing aggregate. To use copper slag as fine aggregate of concrete, many studies are already conducted in each of the advanced countries and in the state of applying these at the site. In the year of 2000 a Korea industrial standard of Copper slag aggregate for concrete was established in our country so that this can be applied in the construction site. This study is to find out whether copper slag is equipped with the physical and chemical requirements for the use in concrete aggregate, and to analyze the dynamic properties of copper slag concrete that replaces 25, 50, 75, 100% of fine aggregate. Copper slag study not only satisfies the using condition of fine aggregate, but also reveals high level of physical property compared to ordinary concrete up to 50% of sand replacement rate. In the future after confirming the durability of concrete using copper slag, it is judged to be advantageous for the preservation of environment to use this as a replacement material for natural aggregate.

An Experimental Study on the Chloride Attack Resistibility of Alkali-Activated Ternary Blended Cement Concrete (알칼리 활성화 3성분계 혼합시멘트의 염해 저항성에 관한 실험적 연구)

  • The use of ternary blended cement consisting of Portland cement, granulated blast-furnace slag (GGBFS) and fly ash has been on the rise to improve marine concrete structure's resistance to chloride attack. Therefore, this study attempted to investigate changes in chloride attack resistibility of concrete through NT Build 492-based chloride migration experiments and test of concrete's ability to resist chloride ion penetration under ASTM C 1202(KS F 2271) when 1.5-2.0% of alkali-sulfate activator (modified alkali sulfate type) was added to the ternary blended cement mixtures (40% ordinary Portland cement + 40% GGBFS + 20% fly ash). Then, the results found the followings: Even though the slump for the plain concrete slightly declined depending on the use of the alkali-sulfate activator, compressive strength from day 2 to day 7 improved by 17-42%. In addition, the coefficient from non-steady-state migration experiments for the plain concrete measured at day 28 decreased by 36-56% depending on the use of alkali-sulfate. Furthermore, total charge passed according to the test for electrical indication of concrete's ability to resist chloride ion penetration decreased by 33-62% at day 7 and by 31-48% at day 28. As confirmed in previous studies, reactivity in the GGBFS and fly ash improved because of alkali activation. As a result, concrete strength increased due to reduced total porosity.

A study on the duties of an issuing bank and a negotiating bank and proper law issues with the documentary credit (신용장거래에서 개설은행과 매입은행의 주의의무와 준거법 -대법원 2011. 1. 27. 선고 2009다10249 판결의 평석을 중심으로-)

  • Even though there are some discrepancies in detail with the legal characteristic of the issuing bank's notice to the beneficiary of opening of the letter of credit, article 25 of "the Korean Private International Act(hereunder, 'KPIA')" can be applied to the legal relation between the issuing bank and the beneficiary or the negotiating bank. According to article 26 of the KPIA, if there is no agreement between the issuing bank and its opponent party as to the governing law issues, a state's law which has the closest relationship with the subject case may be applied. In the latter case, given the facts that the issuing bank plays important roles in every phasis of the sale of goods by the letter of credit, a law of place where the issuing bank's business premises is situated(the $lex$ $situs$) can be the applicable law. Meanwhile, "the Korean Supreme Court(hereunder 'KSC')" held that the beneficiary or the negotiating bank can claim any damages arising due to the refusal or deferred payment of the issuing bank, and the law which governs the above mentioned situation is the same law that is applicable to the legal relation between the issuing bank and the beneficiary or the negotiating bank. The main reason of the KSC's ruling is that the nature of the legitimate interest rate which is stated in article 3 of "the Act on Special Cases concerning Expedition etc. of Legal Proceeding(hereunder 'ASCELP')" is substantial matters, not procedural. Taking into account, however, that the main object of ASCELP lies in expedition of legal proceeding, prompt realization of people's rights and duties, and prevention of delayed legal proceeding, it is recommendable that ASCELP, instead of the law applicable to the legal relation between the issuing bank and the beneficiary or the negotiating bank, should be applied to the cases in which the malicious debtor's only and main purpose is delaying the legal proceedings. On the other hand, even if the issuing bank's duty of examination of the documents which were tendered by the beneficiary or the negotiating bank is restricted to the formality and strict conformity of the documents and not the substantiality of the documents, the issuing bank still has to examine the documents with due diligence that is required to the banks whose main business is sales of documents, not the real goods. In this regard, under the circumstances where the document lacked the regularity and/or the formality on its face because of the forgery of the document and where it was expected that an ordinary banker might have easily found any faults with the document, the issuing bank must compensate any parties for damages when it pays money without due diligence as a banker who engaged in the sales of documents.

Development of Numerical Method for Large Deformation of Soil Using Particle Method (입자법을 이용한 토사의 대변형 해석법 개발)

  • In this study, a particle method without using grid was applied for analysing large deformation problems in soil flows instead of using ordinary finite element or finite difference methods. In the particle method, a continuum equation was discretized by various particle interaction models corresponding to differential operators such as gradient, divergence, and Laplacian. Soil behavior changes from solid to liquid state with increasing water content or external load. The Mohr-Coulomb failure criterion was incorporated into the particle method to analyze such three-dimensional soil behavior. The yielding and hardening behavior of soil before failure was analyzed by treating soil as a viscous liquid. First of all, a sand column test without confining pressure and strength was carried out and then a self-standing clay column test with cohesion was carried out. Large deformation from such column tests due to soil yielding or failure was used for verifying the developed particle method. The developed particle method was able to simulate the three-dimensional plastic deformation of soils due to yielding before failure and calculate the variation of normal and shear stresses both in sand and clay columns.

  • Memristor is a new kind of memory device whose resistance varies depending upon applied charge and whose previous resistance state is preserved even when its power is off. Ordinary memristor has a nonlinear programming characteristics about time when a constant voltage is applied. For the easiness of programming, it is desirable that resistance is programmed linearly about time. We had proposed previously a memristor bridge configuration with which weight can be programmed nicely in positive, negative or zero. In memristor bridge circuit, two memristors are connected in series with different polarity. Memristors are complementary each other and it follows that the memristance variation is linear with respect to time. In this paper, the linearization effect of weight programming of memristor bridge synapse is investigated and verified about both $TiO_2$ memristor from HP and a nonlinear memristor with a window function. Memristor bridge circuit would be helpful to conduct synaptic weight programming.

Scientific Analysis of Firing Characteristics for Walls and Rooftiles Excavated from Jeseoksa Dump-site, Iksan (익산 제석사지 폐기유적 벽체 및 기와의 피열특성)

  • In this study, the physicochemical properties of 21 wall fragments and rooftile pieces excavated from Jeseoksa Dump-site were analyzed, and the possibility of heat exposure, such as the fire reported in the literature, was investigated by estimating the firing temperature. From the results, it was estimated that the rooftiles were composed of refined materials, and the walls were composed of materials having different particle sizes depending on the layer. Unlike ordinary rooftiles and walls, they exhibited an uneven surface with traces of bloating phenomenon in the cross section. It was estimated from the blackening of some portions that firing was not performed in a controlled state in a constant firing environment. In addition, the estimated firing temperature showed that the non-overfired rooftiles had endured a firing temperature of 900℃ or less, but the over-fired samples were subjected to a temperature of 1,000℃ or higher and were fired at a temperature higher than the manufacturing temperature at that time. Additionally, the rooftiles probably became defective during firing or molding at the time of production, but the non-overfired rooftiles exhibited an intact shape and showed the possibility of heat exposure due to fire. Therefore, the analytical results of this study confirm that the defective architectural components damaged by the fire, as reported in the literature, were discarded in the Jeseoksa dump-site.

Extending the Scope of License Restrictions for Medical Personnel and Limiting Fundamental Rights - Focusing on the Revision of the Medical Law - (의료인의 면허제한 범위 확대와 기본권 제한 -의료법 개정안을 중심으로-)

  • Reasons for disqualification to restrict a medical person's license should be considered in functional and moral terms. In this sense, the grounds for disqualification of medical personnel should be expanded to include all crimes that have been declared to be "imprisonment without labor or greater punishment" by a court. Because a sentence of "imprisonment without labor or greater punishment" means that it is highly reprehensible and undermines the trust of the state as well as the trust in medical personnel. Therefore, the expansion of the scope of license restrictions for medical personnel cannot be regarded as a violation of "the Less Restrictive Alternative" rule. However, it is necessary to reflect the specificity of medical services in the license restrictions of medical personnel. This is because not all diseases can be treated with current medical services. In addition, unpredictable situations can occur at any time during medical practice. Consequently, the negligence that occurs during medical practice should be carefully examined from a functional perspective of the medical personnel. And it should be treated differently from ordinary crimes. To this end, an independent license review organization should be established to establish expertise in license management.
