  • The purpose of this study is to propose a method to construct the information space of library with the resilient space and community base to cope with social changes in response to various contents of library functions. As an institution that provides the places and contents necessary for education and research, it aims to expand and change from the collection center to the user center, from the specific user center to the library that shares resources with the community, And to find ways to contribute to the revitalization of education. A library plan for communities that can increase the value of local libraries and expand user-centered space utilization is as follows; First, in terms of communities in space and programs, the program will be supplemented through the activation of cultural, entertainment, and collaborative programs and the creation of communities. Second, in terms of smart support for operational and environmental issues, the establishment of information technology and smart management operating system to expand the research productivity by efficiently utilizing mutually available data with the local community.

Opportunities for Agricultural Water Management Interventions in the Krishna Western Delta - A case from Andhra Pradesh, India

  • Agricultural water management has gained enormous attention in the developing world to alleviate poverty, reduce hunger and conserve ecosystems in small-scale production systems of resource-poor farmers. The story of food security in the $21^{st}$ century in India is likely t o be closely linked to the story of water security. Today, the water resource is under severe threat. The past experiences in India in general and in Andhra Pradesh in particular, indicated inappropriate management of irrigation has led to severe problems like excessive water depletion, reduction in water quality, water logging, salinization, marked reduction in the annual discharge of some of the rivers, lowering of ground water tables due to pumping at unsustainable rates, intrusion of salt water in some coastal areas etc. Considering the importance of irrigation water resource efficiency, Krishna Western Delta (KWD) of Andhra Pradesh was purposively selected for this in depth study, as the farming community in this area are severely affected due to severe soil salinity and water logging problems and hence, adoption of different water saving crop production technologies deserve special mention. It is quite disappointing that, canals, tube wells and filter points and other wells could not contribute much to the irrigated area in KWD. Due to less contribution from these sources, the net area irrigated also showed declining growth at a rate of -6.15 per cent. Regarding paddy production, both SRI and semi-dry cultivation technologies involves less irrigation cost (Rs. 2475.21/ha and Rs. 3248.15/ha respectively) when compared to transplanted technology (Rs. 4321.58/ha). The share of irrigation cost in Total Operational Cost (TOC) was highest for transplanted technology of paddy (11.06%) followed by semi-dry technology (10.85%) and SRI technology (6.21%). The increased yield and declined cost of cultivation of paddy in SRI and semi-dry production technologies respectively were mainly responsible for the low cost of production of paddy in SRI (Rs. 495.22/qtl) and semi-dry (Rs. 532.81/qtl) technologies over transplanted technology (Rs. 574.93/qtl). This clearly indicates that, by less water usage, paddy returns can be boosted by adopting SRI and semi-dry production technologies. Both the system-level and field-level interventions should be addressed to solve the issues/problems of water management. The enabling environment, institutional roles and functions and management instruments are posing favourable picture for executing the water management interventions in the State of Andhra Pradesh in general and in KWD in particular. This facilitates the farming community to harvest good crop per unit of water resource used in the production programme. To achieve better results, the Farmers' Organizations, Water Users Associations, Department of Irrigation etc., will have to aim at improving productivity per unit of water drop used and this must be supported through system-wide enhancement of water delivery systems and decision support tools to assist farmers in optimizing the allocation of limited water among crops, selection of crops based on farming situations, and adoption of appropriate alternative crops in drought years.

Performance Evaluation of Quasi-Public Bus System: Publicness and Efficiency - Case: Busan - (시내버스 준공영제 성과분석: 공공성 및 효율성 - 부산시 사례 -)

  • Securing publicness and efficiencies are the two core goals for implementing quasi-public bus system. However, researches for evaluating the quasi-public bus system with respect to the two goals have been very limited. This study represents an attempt to evaluate the system performance in these two aspects. To achieve this, a framework for performance evaluation is developed. Utilizing the framework, the 5-year performances of the quasi-public bus system in Busan are evaluated. Acess, agency and public interests are employed as criteria for publicness evaluation. Financial aspects of operators, labor, vehicle utilization, productivity and operational costs are selected as indicators for efficiency evaluation. The results show that the publicness of bus services has been vastly improved, while the efficiency has been also improved in most areas except in cost and vehicle utilization aspects. The results of this study will be of use for planners and policy-makers developing strategies for system improvement. It is hoped that this study can be further refined by adding and adjusting indicators which this study may neglect or ignore.

Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities (균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students.   • IT Systems based on Global Single Instance (GSI) can manage a corporation's internal information, resources and assets effectively and raise business efficiency through consolidation of their business process and productivity. But, It has also dangerous factor that IT system fault failure can cause a state of paralysis of a business itself, followed by huge loss of money. Many of studies have been conducted about fault-tolerance based on using redundant component. The concept of fault tolerance is rather simple but, designing and adopting fault-tolerance system is not easy due to uncertainty of a type and frequency of faults. So, Operational fault management that working after developed IT system is important more and more along with technical fault management. This study proposes the fault management process that including a pre-estimation method using TRM (Technical Reference Model) check point and event rule engine. And also proposes a effect of fault-free process through built fault management system to representative company of Hi-tech industry. After adopting fault-free process, a number of failure decreased by 46%, a failure time decreased by 56% and the Opportunity loss costs decreased by 77%.

  • The value of Big-Data which is a main factor of the fourth Industrial Revolution enhances industrial productivity in private sector and provides administrative services for nations and corporates in public sector. ICT-developed countries are coming up with Big-Data application in public sector rapidly. Especially, when it comes to social crisis management, they are equipped with pre-forcasting system. Korean Government also emphasizes Big-Data application in public sector for the social crisis management. But the reality where the overall infrastructure vulnerability reveals requires preparation and operation of measurement for social problems. Accordingly, we need to analyze Big-Data application problem and benchmark the precedented cases, thereby, direct policy diversity. Hence, this paper proposes the roles and rules of E-government analyzing problems from Big-Data application. The following policy proposes open Information and legal&institutional improvement, Big-Data service considerations threatening privacy issues in Big-Data ecosystem, necessity of operational and analytical technology for Big-Data and related technology in technical implication of Big-Data.

  • The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents. As a result of calculating from six ITT transportation candidates, the priority was determined in order of monorail, Autocon, and so on as ITT transportation suitable for the Busan new port..

  • Recently security is being an important issue in almost every field of industry. This situation has affected port logistics industry deeply. Ports are now leaving operational methods that only focus on productivity, and shifting to new ones which focus on safety and customer services on the basis of it. Thus a lot of companies and institutions have offered various solutions as this issue becomes more and more intense. Among them, most typical solutions involve installing special devices to ordinary containers to improve its security, such as CSD (Container Security Device) of GE (General Electric) and eSeal of Savi Networks. On the other hand, these devices focus only on international standards or technical implementation, and this causes inconvenience to actual users like cargo owners, sea carriers, or stevedoring companies. This is considered to be due to lack of sufficient consideration on user demands. This research uses QFD (Quality Function Deployment) method for deducting system requirements in order to solve the problems of previous security devices and to develop a security system that can not only reflect the demands of the users but also considers real-world conditions. According to the QFD results, a total of 21 system CTO's were deducted under 5 categories.

  • A distillation tower is one of the important facilities which separates and refines a crude oil stream according to certain boiling points. Its operation efficiency can affect the productivity of a refinery substantially. The objective of this study is to elucidate some operational information on the internal conditions of a distillation tower from a measurement of density profile by using a sealed gamma-ray source and a radiation detector. Gamma radiation counts were measured by a BGO detector positioned diametrically outside the tower-wall, opposite to the gamma source(Co-60) as the detector and the source were lowered concurrently. From the results, structural abnormality of the trays was not found inside the tower. Considering the flow distribution patterns, however, a vapor phase was dominantly formed at the upper part of the tower and a liquid phase at the lower part. From the gamma scanning of the distillation tower, it is anticipated that the gamma absorption technique can be used as an important tool for confirming the structural soundness of trays and investigating flow distribution in refinery facilities.

  • Agricultural extension service in Ethiopia was started in early 1950s with mandate of transferring local research outputs and technologies to farmers, and importing technologies and improved practices from abroad. Extension service provided in this early time was limited to areas surrounding the experiment stations. Since then, Ethiopian Agricultural extension service has passed through at least five stages: the land grant extension system, the Comprehensive Package Programs, the Minimum Package Projects, the Peasant Agricultural Development Program, and the Participatory Demonstration and Training Extension System (PADETS). The comprehensive package extension program was initially implemented in selected pilot areas and eventually to be scaled up to cover about 90% of the farming community within 15-20 years time. The program used demonstration plots managed by development agents and used to train farmers organized through various field days. However, since all of these programs were operational in only small areas, the vast majority of the country was out of their reach. Through Participatory Demonstration and Training Extension System, the extension service in Ethiopia has come under the spotlight and government debates and external reviews are putting additional scrutiny on the system. Despite this long history, the system is still in its infancy in terms of coverage, communication and institutional pluralism. Currently in Ethiopia the Agricultural extension is provided primarily by the public sector, operating in a decentralized manner through which extension is implemented at the district level. Therefore, the main focus of this paper is to scrutinize the past, the present and the future Agricultural extension system in Ethiopia.
