The ROK TRANSCOM is trying to establish a concrete wartime sealift operation plan. But there are many problems to be solved for setting up the plan. The most serious problem is to procure war materiel to be shipped in U.S.A and next one is to determine the number of sealift assets and to allocate them. The process of sealift operation can be described as follows. Before the order of vessel mobilization, all vessels appointed for activation would be scattered in worldwide in the state of Beaded or unloaded. After the order of vessel mobilization, vessels would go to SPGE(seaport of embarkation) to load war materiel. Some loaded ships should offload the commercial cargo to the near port as soon as they are activated, before they would go to SPOE. All vessels would load procured materiel in SPOE and then go to SPOD(seaport of debarkation). They would offload war materiel in SPOD and then go back to SPOE to load war materiel again. We will simulate this process using ARENA(1), evaluate the sealift capability of ROK and find omit problems of the sealift plan. This model ultimately evaluates the sealift capability and provides planners with critical information far establishing and correcting the plan. This study can also provide military planners with a flexible and accessible decision support tool to provide advance planning under a variety of conditions on the sealift capability. The military planner is expected to make use of this model as a standard for establishing effective and concrete sealift operation in the near future. We can conclude how procurement capability significantly affects the result of sealift operation through this model. We could decide the appropriate levee of sealift asset such as the number of vessels and the number of available berth. So we could allocate effectively the resources for completing the sealift operation within the TGT(Target) time.

본 연구는 작은도서관의 운영 실태조사를 통해 작은도서관 운영의 흐름을 진단하고 운영의 활성화 방안을 제시하는데 목적이 있다. 연구결과, 공립작은도서관과 사립작은도서관 중 아파트 도서관 증가 추세 반영, 작은도서관의 내실화 방안, 도서관 운영 전문성 향상을 위한 인력 배치, 공 사립도서관의 운영현황 차이를 고려한 활성화 대책, 공공도서관과 작은도서관의 협력체계 구축, 통계데이터의 정확성을 증대시키려는 노력이 필요한 것으로 나타났다. 작은도서관 활성화 방안으로 양적인 조성보다는 질적인 운영지원으로 방향의 전환, 공립작은도서관의 운영의 안정화 노력, 사립작은도서관 전문성 향상 및 협력체계 구축, 작은도서관 법적기준의 강화, 작은도서관 캠페인을 통한 기업 참여유도를 제시하였다.

For the railroad use activation of the region trunk line route consequently and to excavate the demand hindrance element and a demand lure element the inside and the outside defines and to observe the fluctuation of use importing in existing train operation systematic fluctuation, with the user tries analyzes the instance of the overseas railroad enterprise about the process which reflects the opinion of the area and improvement under preparing boil.

Objectives : The purpose of this study was to investigate the oral health center operation and to activate the program development of public oral health center. Methods : Delphi analyses were utilized by the recruited expert panel from August to September in 2012. Results : The difficulty in operation of the oral health centers is the human resources management. In order to solve the human resources operation, utilization of the local human resources is the best choice of the solution. The next choice was the designation of the oral health expert in Ministry of Health and Welfare. So the expert can activate the public oral health care system for the disabled and the underprivileged classes in the long term. Conclusions : In order to activate the oral health centers, Ministry of Health and Welfare should promote the public health center function connected with the cooperation of the Association of dental hygienists.

Recently, it is recognized as a high-cost and inefficient logistics system that increases traffic congestion and environmental problems due to an increase in traffic volume due to the activation of the online market. In order to solve inefficient problems such as unavoidable traffic congestion and environmental problems caused by the increase in traffic volume, it is necessary to develop a freight transport system technology using the existing urban railway infrastructure and freight-only urban railway. The urban subway logistics system is a logistics system that requires a combination of various technologies to solve the nationwide demand for urban logistics and road traffic problems. This paper recognized the existing traffic congestion and environmental pollution of road traffic as problems, and supplemented the contact point requirements presented above by identifying the sub-systems constituting the target system and supplementary points for each part-level contact point. In this study, as a complex system operated for one purpose by grafting various technologies, a plan is required to secure the reliability and safety of operation from various viewpoints. The results of this study can contribute to the initial configuration and basic data to solve the interface bottleneck of the urban subway logistics system to be promoted in the future.

본 연구는 새롭게 건립되는 울산의 대표도서관인 울산도서관의 운영종합계획을 수립하기 위한 기초연구로서, 이용자 및 도서관 직원대상 설문을 수행함으로써 향후 도서관에서 제공해야 할 서비스 방향을 도출하고자 하였다. 연구 결과, 첫째, 이용자들의 협력형서비스에 대한 요구가 상당히 높음을 알 수 있으며, 하나의 회원증으로 전국 공공도서관의 자료 및 서비스를 높게 선호하는 것으로 나타났다. 둘째, 울산 공공도서관의 이용 활성화를 위한 홍보방안에 있어서, 직원의 경우 신문이나 잡지, 라디오 등 미디어 매체 활용을 가장 높게 선호하고 있는 반면, 이용자는 이러한 매체 활용에 대해 가장 낮은 선호도를 보였고 오히려 견학프로그램을 더 선호하는 것으로 나타났다. 셋째, 독서활동을 위한 다양한 교육 및 프로그램 제공공간으로서의 도서관의 역할뿐 아니라 예술 문화 등 다양한 문화 활동 체험공간으로서의 도서관 역할 부분에서는 이용자와 직원 사이에 어느 정도 의견일치를 보이고 있는 것을 알 수 있다.

"공공기록물관리에 관한 법률"에 따르면 모든 공공기관은 최소 1명 이상의 기록물관리 전문요원을 배치하여야 하지만 현재 교육지원청 및 군 관련 기관들은 다른 기관에 비해 배치 실적이 저조한 실정이다. 그 중 일부 교육지원청에서는 그러한 문제점을 타계하기 위해 '기록관리 학습동아리(CoP)'를 운영하고 있었다. 이에 대한 운영 실태를 파악하기 위해 정보공개를 통한 전국 교육지원청을 전수 조사, 동아리의 현황을 분석하였으며 동아리의 존재/부존재 기관을 나누어 설문조사를 진행하였다. 분석 결과, 기록관리 학습동아리가 실질적인 기록관리업무 수행과 개인의 능력 향상에 도움이 되고 있음을 확인할 수 있었다. 반면 기록물관리 전문요원이 배치될 때까지 동아리가 한시적으로 기록관리업무를 일부 수행한다 할지라도 근본적으로는 기록물관리 전문요원을 충원하여 체계적인 기록관리가 이루어질 수 있도록 조치해야 한다는 의견이 수렴되었다. 또한 기록관리 학습동아리 운영상의 장애요인을 도출하고 이를 해결하기 위한 활성화방안을 제안하였다.

Localization is one of the typical phenomena of this age in Korea. Localization of Port is on the beginning in this Country as the introduction of Port Authority in the Port of Busan and Incheon. As the condition of world trade has been changed, the level of Competition among Ports is severer than before, especially in the East Asia Area. Since many experts of Port say that centralized control system of Port has many Problems, some other Port Control system has been studied and suggested for long time. One of the Countermeasures of these Port Problems is Port Authority System which aims the balance of central and local development. Port Authority System does not want to achieve only Public Duty or Utility but also Commerciality which is fundamentally very important for the survival of Port. In this Paper, the necessities of Port Authority Introduction in Korea was explained. And Port Authority System will be introduced 2004 year in Busan Port firstly and Incheon Port, secondly. The Main Contents of Port Authority System was suggested , in this Paper and some Problems which shall be considered for better operation of Port Authority System was investigated. I suggested some countermeasures, endeavoring the competitive advantage of Port and higher Port Performance, in terms of 3 Dimensions. One is in the side of basic Policy Directions, the other is the activation schemes of functional department which composed of many activities of Port Authority System and the third is in the side of operation body. As this paper, however, has some limitations and Port Authority System is just beginning stage, future research shall be continued in real and concrete level.

최근 공공기록물법의 개정을 통해 지방기록물관리기관에서도 민간기록물을 수집할 수 있는 근거가 마련되었다. 이에 몇몇 지방자치단체에서는 선제적으로 민간기록물을 수집하고자 하는 다양한 방법을 시도하는 바, 대표적 방법론으로 시민참여형 기록물 수집공모전을 시행하고 있다. 이에 본 연구에서는 기록물 수집공모전이 실제 민간기록물의 수집에 얼마나 기여하는지에 대한 검토와 공모전 운영현황 등을 검토하고자 한다. 이를 위해 비교적 꾸준한 수집공모전을 진행하고 있는 전주시의 시민기록관을 사례로 선정하고 실제로 수집된 기록물의 목록을 분석하였다. 분석결과를 토대로 기록관 및 공모전 운영 측면과 공모전 활성화 측면에서의 시사점과 개선방안을 제안하였다.

본 연구의 목적은 초등학생 대상의 지역기반 아동돌봄공동체 운영·이용 활동의 저해 및 활성화 요인을 파악하여 지역기반의 아동돌봄공동체를 활성화할 수 있는 방안을 탐색하고자 했다. 이를 위해 전북지역 아동돌봄공동체 운영자와 돌봄공동체 이용자 대상 심층면접조사를 실시하였고 질적연구방법을 통해 세부주제, 하위범위와 상위범위를 도출하였다. 연구결과, 지역기반의 아동돌봄공동체 운영·이용 활동의 저해요인 상위범주로는 돌봄공동체의 기본적인 기반 환경 취약과 돌봄공동체의 동력 부족이 도출되었다. 반면, 지역기반 아동돌봄공동체 활동의 활성화 요인 상위범주로는 돌봄공동체 기반 환경 안정화와 돌봄공동체 내부 역량 강화로 나타났다. 본 연구는 최근 코로나19의 장기화에 따른 아동돌봄 공백의 대안책으로 대두되고 있는 지역기반의 아동돌봄공동체의 안전 정착 및 활성화를 위한 기초자료로써 의의가 있다.
