한국 월출산 국립공원 지역민들이 이용하는 약용식물에 대한 민족식물학적 연구 (Ethnobotanical Study of Medicinal Plants used by Indigenous People in Wolchulsan National Park, Korea)

  • Objectives : The purpose of this study was to document the use of medicinal plants in traditional practices and to analyze and evaluate medicinal traditional knowledge of indigenous people in Wolchulsan National Park. Methods : Data were collected through interviews, informal meetings, open and group discussions, and observations guided by semi-structured questionnaires. Data were analyzed via quantitative analysis of use value (UV), informant consensus factor (ICF) and fidelity level (FL), and network analysis. Results : A total of 580 methods of usage recorded in this study were classified into 55 families, 95 genera, and 104 species. Plants with the highest recorded UVs were Glycine max (L.) Merr., Leonurus japonicus Houtt., and Artemisia princeps Pamp.. The informant consensus factor about using medicinal plants ranged from 0.55 to 0.92, which showed a high level of agreement among the informants on respiratory system disorders and pains. There were 22 species of plants with a fidelity level of 100 %, after eliminating the plants that were mentioned only once from the analysis. Finally, using network analysis, Glycine max (L.) Merr. and Artemisia princeps Pamp. were defined as species with meaningful medicinal use, while lumbago and leg pain were defined as significant ailments in the study area. Conclusions : This study highlights the diversity and importance of medicinal traditional knowledge for communities of Wolchulsan National Park, Korea. The results of this study will provide basic data for phytochemical and pharmaceutical studies, such as new medicines and therapies.

자연학습원 옥외 환경교육 프로그램 설계를 위한 연구 -중학생을 위한 프로그램 다양화를 중심으로- (Outdoor/Environmental Education Program Design in the Nature Study Center - The Program Diversification for the Middle School Students -)

  • The purpose of this study is to search for the ways to diversify Outdoor/Environmental Education Program in the Nature Study Center(NSC), especially for the middle school students. For this study, various research methods such as literature review, questionnaire survey (448 students, 11 middle school teachers, 19 NSC staffs), interview and participant observation are used the process of this study consists of two steps. The first step is to define research questions through pilot survey and the second is to investigate the research questions, in the form of hypotheses through main survey. Nine hypotheses are formulated. Six are related with program elements (educational goals, student characteristics, staff resources, teaching methods, instructional resources, contents). three are related with program implementation process(preplan, implementation, post-evaluation). The hypotheses are tested and alternatives for program improvement are proposed. 1. Educational goals : Educational goals of NSC should be focused on Outdoor /Environmental Education and each NSC should specialize on its own theme. The objectives of every sub-program should be unified toward educational goals. 2. Student characteristics: The Outdoor/Environmental Education Program should reflect student characteristics: sex, urban/rural origins, normal/handicapped, number of visit and so on. 3. Staff resources : Provide qualified staff with professional knowledge and positive attitudes, reeducate staffs periodically, reduce management staff and increase teaching staffs. Provide permanent and well paid position, encourage and give opportunities and the middle school teachers to participate in program. 4. teaching method: Increase outdoor classes two way communication between teaching staffs and students adopt more open ended teaching method so that students can exercise coworks in small groups. 5. Instructional resources: Diversify NSC sites(mountains, coastal areas, urban areas and so on), teaching media (audio/visual equipments, graphic design of signs). Consider design for handicapped and integrate indoor and outdoor educational facilities. Plan nature trails with separate themes, allign nature trail so that it passes through diverse environments. 6. Content : Reflect characteristic site potential specialize on day or night program, on seasonal program, and on site specific social issues(such as interpreting of environmental damages around the NSCs). 7. Preplan: Get Information and know about visiting students in advance. Discuss with middle school teachers and adjust program weeks before visits if many or all of the students had already visited a NSC. arrange a visit to other NSC. Provide an introductory class for the teachers and students before they visit a NSC. 8. Implementation: During NSC visit and classes apply various and appropriate techniques to collect in formation for later evaluation. Improve NSC provided evaluation sheet so as to reflect student characteristic. Compare with formal education and investigate on effects of NSC program. 9. Post-evaluation: Formalize a post-evaluation process and organization. During the winter vacation, develop new programs based on the post-evaluationacation, for the next year. Also, have comparative evaluation meetings of staff from various NSCs during the winter vacation while there is no visitors and classes.

'발명과 문제해결'의 집필 방향과 교재 내용에 대한 타당도 분석 (Validity Analysis on Writing Directions and Content Development of Texts for 'Invention and Problem Solving')

  • 이 연구의 목적은 발명 특허 특성화 고등학교의 심화단계에서 사용될 '발명과 문제해결' 교재를 개발하기 위하여 교재의 내용과 집필 방향을 도출하고 이에 대한 타당성을 검증하는 것이다. 교재 내용과 집필 방향 개발을 위하여 문헌 연구와 전문가협의회를 거쳤으며 개발된 교재 내용과 집필 방향에 대한 타당도 검증을 위하여 조사 연구를 실시하였다. 타당도 검증을 위한 조사연구는 특허청 국제지식재산연수원의 발명 지도자 연수 과정에 참여한 교사 75명을 대상으로 실시하였다. 집필 방향과 교재의 각 영역, 주제, 모듈에 대한 타당도 조사를 위하여 선택형 문항과 기타 의견을 진술할 수 있는 개방형 문항으로 구성한 설문지를 개발하였으며 교재 내용에 대한 이해를 돕기 위하여 집필계획서를 설문지에 포함하였다. 타당도 조사 분석 결과를 바탕으로 도출한 결론은 다음과 같다. 첫째, '발명과 문제해결'의 각 주제와 모듈은 발명 특허 특성화고등학교 심화단계 공통교재로서 타당하게 개발되었다. 둘째, '발명과 문제해결'의 집필방향은 탐구능력과 창의적 사고력 증진을 강조하고 있으며 비판적 사고력 증진과 논리적 사고력, 그리고 문제해결능력 신장에 도움이 될 수 있도록 타당하게 개발되었다.

한국 농정(農政)의 철학적 분석과 새로운 패러다임(paradigm)의 설계 (A Philosophical Analysis and Design of a New Paradigm of the Rural Policies in Korea)

  • In the situation of rapid industrialization based on the lopsided development of economy since 1960, Korean rural society has faced a crisis of disruption. As a result, the civilian government has tried a few actions to change the circumstance. However, it is said that the coral polices were not satisfactory. Those who were concerned with the rural problems of these days argue that it is necessary to adopt new policies and further to change the policymakers` philosophies concerning the matter. The arguments are certainly based on the beliefs that the sound policies come from the sound philosophies. This study aims to analyze the existing rural polices and their policymakers` philosophies and to design of a new paradigm. For the purpose, this study was set there specific objectives: First, to overview the moor points of Quantitative Utilitarianism of Jeremy Bentham and the Social Justice Theory of John Rawls, the contrasting frameworks of the moral philosophies; Second, to trace the major or trade of the rural policies since 1960s in Korea; Third, to analyze the policymakers` philosophies reflected on the rural policies; Fourth, to design a new paradigm of the rural policies. This study mainly adopted descriptive method based on the various source of government and non-government statistics, white papers and other researches. The major findings of this study may be summarized as follows: 1. The historical epochs of the rural policies in Korea was divided into the periods: (1) An organizational and institutional establishment for self-reliance of main crops and the New Village Movement $(1969{\sim}70)$; (2) An initiation of `open-door` policies to the foreign farm products $(1970{\sim}80)$; (3) Completion of the UR meetings and the recommendations of the Rural and Fishery Development Commission (1980-present). 2. It was found that the philosophical foundations of coral policies were directly reflected from the utilitarianism of the national development. Under the philosophy it was the modem sector of economy that was to spearhead the national development, and the rural sector was situated to the peripheral position and hardly in the spot-light. Therefore, it may be said that the present situation of the rural society was largely rooted in the model of economic development. 3. As a new direction of the coral policies, many studies were focussing on the NTC (non-trade concerns) functions of agriculture for the present and future society. The researchers argue that the cost of protecting and supporting agriculture and rural society may be higher than that of the burden which the nation should be bear in the case of failure of agriculture. Although it tray be true, however, it should be noted that the argument is another type of utilitarianism which prevailed in the past. As a philosophy of rural policies, utilitarianism is straight forward and persuasive, however, it has also limitations in terms of relativism in broad sense or social justice in specific manna. 4. This study suggests to set the philosophical foundations of rural policies on the basis of Rawl`s Theory of Justice mentioned earlier. It emphasizes the inviolability of social justice which was neglected for the national benefits timing the period of development dictatorship in 1960s and 1970s. The principles of social justice for coral people were identified as twofold; (1) The principle of the t equal liberty; (2) (a) Difference principle, (b) The principle of fair equality of opportunity.

창업융합전공 트랙개설에 관한 연구 -K대학 사례를 중심으로- (A Study on the Establishment of a Track for Entrepreneurship Convergence -Focusing on the Case of K University-)

  • 전 세계적으로 창업 및 기업가정신 함양교육의 중요성이 강조되는 가운데 국내 대학에서 관련 교과목을 개설하는 수가 증가하고 있다. 하지만 교육 설계방법 제시 등에 부족함이 있어 본 연구에서는 국내외 창업교육 현황을 분석하고, 그 중 K대학에 적합한 창업교육 활성화 사례를 발굴하여 다양한 교육기관에서 적용 가능한 이슈를 발굴하기 위한 목적으로 본 연구를 진행하게 되었다. 이를 위해 본 연구에서는 창업교육 선행연구 및 문헌을 고찰하였고, 국내외 대학을 중심으로 창업교육 현황 및 사례를 분석하였다. 또한 환경 분석, 교수자, 현장전문가, 교육수요자들을 대상으로 서면 및 대면 인터뷰, 자문회의를 실시하여 창업교육에서의 주요 이슈를 발굴하였다. 그 결과, 기업가정신 및 창업교육에서는 실제 창업을 위한 실행 방법론, 기업가적 인재 양성, 그리고 사회적 문제를 해결하고 가치를 창출하는 등의 교육내용이 제시되어야 함을 발견하였다. 이를 토대로 본 연구에서는 창업교육(전공)에서 벤처창업, 기업가정신융합, 소셜 벤처 활성화와 같은 3대 트랙을 도출하였고, 트랙별 전공역량 및 학습 목표 등을 제시하였다.

한국 노인의 일상 지원을 위한 제3의 장소의 특성 및 구성요소 (Characteristics and components of the third place for daily support of the elderly in Korea)

  • Purpose: Problems related to the elderly's daily life, such as social isolation and absence of a place to go, are already widely recognized, but there are few domestic studies or support policies for this, and the elderly leisure welfare facilities provided by the state do not fully support the elderly's daily life. There are studies related to the elderly's neighborhood environment and facilities, which can be seen as the third place for the elderly in Korea, but these are mostly quantitative studies. In order to talk about the third place for daily support for the elderly in Korea, a detailed study of the use cases of the third place in Korea is needed. This study analyzes the third place of the elderly in Korea and discovers the characteristics and components. Based on the detailed analysis of the third place of the elderly, the characteristics of the third place of the elderly in Korea and the elements constituting it are found to be able to represent the specific necessary environment of the third place of the elderly. Methods: The research targets include 'A Mill' (located in Jungnang-gu, Seoul), and 'Roadside in front of Villa B'(located in Dongdaemun-gu, Seoul), 'C-dong roadside park'(located in Dobong-gu, Seoul) within the range of repeated observations and meetings among the places used as a third place for the elderly was selected. The site survey consisted of in-depth interviews, observational surveys, and participatory observations. In-depth interviews were held for a total of 5 months, from October to December 2019 and from April to May 2020. Results: As a result, a total of 11 characteristics (adjacent to the residence, an open place, an independent space, a comfortable place to stay, a pleasant space, safety is guaranteed, a place that has been operated for a long time, a place that can be used autonomously, a place where social exchange occurs, No financial burden, fun activities) was discovered. Implications: This study is significant in that unlike the existing studies focusing on the use behavior of established institutions or facilities, the elderly identified the necessary environment through their own created places.

인도 팹랩의 발전 모델 연구: 팹랩 빅얀 아쉬람을 중심으로 (Development Model of Fab Lab in India: Focused on Fab Lab Vigyan Ashram)

  • 팹랩(Fab Lab)의 설립목적은 전세계 지역 커뮤니티의 지속 가능한 발전을 도모하는 것이다. 이를 위해 팹 재단(Fab Foundation)은 2054년까지 도시의 자급자족률을 50% 이상을 유지하는 자원 순환형 사회를 준비하고 있다. 팹랩은 선진국에서 창업이나 전문가를 위한 제작 공간뿐만 아니라, 학습과 창조를 위한 개방형 혁신 공간으로 자리매김하고 있다. 또한, 신흥국에서는 개인 혹은 커뮤니티의 요구를 반영하는 적정한 신기술을 제작하고, 공유하는 디지털 제작터의 역할을 수행하고 있다. 인도 전역에 70개의 팹랩이 있으며, 이는 러시아의 48개를 앞서는 신흥국 최대 규모이다. 인도의 팹랩은 6개월마다 주기적인 모임을 통해 협업 프로젝트를 진행하고, 많은 스타트업을 양산해내고 있다. 본 연구의 주제인 팹랩 빅얀 아쉬람은 인도 농촌의 대안학교에 디지털 랩의 개념을 이전하는 장소로 정의하고 있다. 본 연구에서 구루쿨라(Gurukula) 제도의 현대판인 빅얀 아쉬람이라는 농업공동체 대안학교가 팹랩이라는 디지털 패브리케이션과 성공적으로 결합하여, 제4차 산업혁명의 새로운 시민주도의 메이킹 커뮤니티로 거듭난 사례를 살펴보았다. 이를 바탕으로 현지 실정에 맞는 인도 팹랩의 발전 모델을 탐색해 보았다.

금영작(金永爵)과 한중 척독교류의 새 자료 『중조학사서한록(中朝學士書翰錄)』 (Kim Youngjak(金永爵) and the new material, 『A Collector of Correspondence from Chinese Intellectuals (中朝學士書翰錄)』)

  • 본고는 금영작(金永爵)이 중국 문인들로부터 받은 편지를 모아놓은 척독집 "중조학사서한록(中朝學士書翰錄)"을 새로 발굴하고 소개한 글로, 정공수(程恭壽), 옹학함(翁學涵), 장병염(張丙炎), 소언한(少言翰)과 자렴함(子廉銜), 이문원(李文源) 등이 김영작에게 보낸 편지 10통, 조정황(趙廷璜)이 김영작의 아들 김홍집(金弘集)에게 보낸 편지 1통 및 시(詩) 5수가 수록되어 있다. 김영작은 많은 중국 문인들과 직접 또는 간접적인 교유를 진행하였다. 그는 연행을 갔다 온 친구 홍양후(洪良厚)의 소개로 중국 문인 이백형(李伯衡), 수방울(帥方蔚)과 편지를 주고받으며 30여 년간 간접적인 교유를 진행하였다. 1858년에는 동지사(冬至使)의 부사(副使)로 직접 북경에 가서 현지 중국 문사 섭명례(葉名澧), 장병염(張丙炎), 오곤전(吳昆田), 정공수(程恭壽), 조광(趙光) 등과 만나서 교유하고 귀국 후에도 지속적으로 척독교류를 진행하였다. 김영작은 학계에 별로 알려지지 않은 인물이나 한중 문화교류에서 빼놓을 수 없는 중요한 인물이다. 김영작이 생면부지의 중국 문사 이백형(李伯衡)과 수방울(帥方蔚)에게 먼저 편지를 보내어 교유를 청하였고 상대방 역시 흔쾌히 답장을 보내면서 평생 편지로만 문학적, 개인적 교류를 진행하였으며, 또한 김영작이 조선의 명문가의 사대부로서 연행사(燕行使)의 부사(副使)라는 높은 신분으로 중국 현지의 문사들과 친밀하게 교유할 수 있었던 것은 그만큼 한중 인사들의 마음이 열려있고 신뢰성과 친숙감이 전제되어 있다는 사실을 알 수 있다. 이는 홍대용을 비롯한 많은 선배 문인들의 교유의 전통이 있어 기초를 닦아놓았기에 가능했다. 이런 의미에서 19세기 후반 김영작과 중국 문사들의 교유는 중요한 의미를 지니며 그 사실을 보여주는 척독집 "중조학사서한록(中朝學士書翰錄)"도 중요한 자료적 가치를 갖고 있다. 다만 아쉬운 점은 "중조학사서한록(中朝學士書翰錄)"만으로는 김영작과 중국 문사들이 주고받은(교류의) 내용을 완전하게 파악할 수 없다는 자료적 한계를 갖고 있는 점이다. 앞으로 중국 측에 교유 기록이 남아있는 자료들을 더욱 많이 발굴해낼 것을 기대할 뿐이다.

가족계획과 모자보건 통합을 위한 조산원의 투입효과 분석 -서산지역의 개입연구 평가보고- (An Intervention Study on Integration of Family Planning and Maternal/Infant Care Services in Rural Korea)

  • This project was a service-cum-research effort with a quasi-experimental study design to examine the health benefits of an integrated Family Planning (FP)/Maternal & Child health (MCH) Service approach that provides crucial factors missing in the present on-going programs. The specific objectives were: 1) To test the effectiveness of trained nurse/midwives (MW) assigned as change agents in the Health Sub-Center (HSC) to bring about the changes in the eight FP/MCH indicators, namely; (i)FP/MCH contacts between field workers and their clients (ii) the use of effective FP methods, (iii) the inter-birth interval and/or open interval, (iv) prenatal care by medically qualified personnel, (v) medically supervised deliveries, (vi) the rate of induced abortion, (vii) maternal and infant morbidity, and (viii) preinatal & infant mortality. 2) To measure the integrative linkage (contacts) between MW & HSC workers and between HSC and clients. 3) To examine the organizational or administrative factors influencing integrative linkage between health workers. Study design; The above objectives called for quasi-experimental design setting up a study and control area with and without a midwife. An active intervention program (FP/MCH minimum 'package' program) was conducted for a 2 year period from June 1982-July 1984 in Seosan County and 'before and after' surveys were conducted to measure the change. Service input; This study was undertaken by the Soonchunhyang University in collaboration with WHO. After a baseline survery in 1981, trained nurses/midwives were introduced into two health sub-centers in a rural setting (Seosan county) for a 2 year period from 1982 to 1984. A major service input was the establishment of midwifery services in the existing health delivery system with emphasis on nurse/midwife's role as the link between health workers (nurse aids) and village health workers, and the referral of risk patients to the private physician (OBGY specialist). An evaluation survey was made in August 1984 to assess the effectiveness of this alternative integrated approach in the study areas in comparison with the control area which had normal government services. Method of evaluation; a. In this study, the primary objective was first to examine to what extent the FP/MCH package program brought about changes in the pre-determined eight indicators (outcome and impact measures) and the following relationship was first analyzed; b. Nevertheless, this project did not automatically accept the assumption that if two or more activities were integrated, the results would automatically be better than a non-integrated or categorical program. There is a need to assess the 'integration process' itself within the package program. The process of integration was measured in terms of interactive linkages, or the quantity & quality of contacts between workers & clients and among workers. Intergrative linkages were hypothesized to be influenced by organizational factors at the HSC clinic level including HSC goals, sltrurture, authority, leadership style, resources, and personal characteristics of HSC staff. The extent or degree of integration, as measured by the intensity of integrative linkages, was in turn presumed to influence programme performance. Thus as indicated diagrammatically below, organizational factors constituted the independent variables, integration as the intervening variable and programme performance with respect to family planning and health services as the dependent variable: Concerning organizational factors, however, due to the limited number of HSCs (2 in the study area and 3 in the control area), they were studied by participatory observation of an anthropologist who was independent of the project. In this observation, we examined whether the assumed integration process actually occurred or not. If not, what were the constraints in producing an effective integration process. Summary of Findings; A) Program effects and impact 1. Effects on FP use: During this 2 year action period, FP acceptance increased from 58% in 1981 to 78% in 1984 in both the study and control areas. This increase in both areas was mainly due to the new family planning campaign driven by the Government for the same study period. Therefore, there was no increment of FP acceptance rate due to additional input of MW to the on-going FP program. But in the study area, quality aspects of FP were somewhat improved, having a better continuation rate of IUDs & pills and more use of effective Contraceptive methods in comparison with the control area. 2. Effects of use of MCH services: Between the study and control areas, however, there was a significant difference in maternal and child health care. For example, the coverage of prenatal care was increased from 53% for 1981 birth cohort to 75% for 1984 birth cohort in the study area. In the control area, the same increased from 41% (1981) to 65% (1984). It is noteworthy that almost two thirds of the recent birth cohort received prenatal care even in the control area, indicating that there is a growing demand of MCH care as the size of family norm becomes smaller 3. There has been a substantive increase in delivery care by medical professions in the study area, with an annual increase rate of 10% due to midwives input in the study areas. The project had about two times greater effect on postnatal care (68% vs. 33%) at delivery care(45.2% vs. 26.1%). 4. The study area had better reproductive efficiency (wanted pregancies with FP practice & healthy live births survived by one year old) than the control area, especially among women under 30 (14.1% vs. 9.6%). The proportion of women who preferred the 1st trimester for their first prenatal care rose significantly in the study area as compared to the control area (24% vs 13%). B) Effects on Interactive Linkage 1. This project made a contribution in making several useful steps in the direction of service integration, namely; i) The health workers have become familiar with procedures on how to work together with each other (especially with a midwife) in carrying out their work in FP/MCH and, ii) The health workers have gotten a feeling of the usefulness of family health records (statistical integration) in identifying targets in their own work and their usefulness in caring for family health. 2. On the other hand, because of a lack of required organizational factors, complete linkage was not obtained as the project intended. i) In regards to the government health worker's activities in terms of home visiting there was not much difference between the study & control areas though the MW did more home visiting than Government health workers. ii) In assessing the service performance of MW & health workers, the midwives balanced their workload between 40% FP, 40% MCH & 20% other activities (mainly immunization). However, $85{\sim}90%$ of the services provided by the health workers were other than FP/MCH, mainly for immunizations such as the encephalitis campaign. In the control area, a similar pattern was observed. Over 75% of their service was other than FP/MCH. Therefore, the pattern shows the health workers are a long way from becoming multipurpose workers even though the government is pushing in this direction. 3. Villagers were much more likely to visit the health sub-center clinic in the study area than in the control area (58% vs.31%) and for more combined care (45% vs.23%). C) Organization factors (admistrative integrative issues) 1. When MW (new workers with higher qualification) were introduced to HSC, it was noted that there were conflicts between the existing HSC workers (Nurse aids with less qualification than MW) and the MW for the beginning period of the project. The cause of the conflict was studied by an anthropologist and it was pointed out that these functional integration problems stemmed from the structural inadequacies of the health subcenter organization as indicated below; i) There is still no general consensus about the objectives and goals of the project between the project staff and the existing health workers. ii) There is no formal linkage between the responsibility of each member's job in the health sub-center. iii) There is still little chance for midwives to play a catalytic role or to establish communicative networks between workers in order to link various knowledge and skills to provide better FP/MCH services in the health sub-center. 2. Based on the above findings the project recommended to the County Chief (who has power to control the administrative staff and the technical staff in his county) the following ; i) In order to solve the conflicts between the individual roles and functions in performing health care activities, there must be goals agreed upon by both. ii) The health sub·center must function as an autonomous organization to undertake the integration health project. In order to do that, it is necessary to support administrative considerations, and to establish a communication system for supervision and to control of the health sub-centers. iii) The administrative organization, tentatively, must be organized to bind the health worker's midwive's and director's jobs by an organic relationship in order to achieve the integrative system under the leadership of health sub-center director. After submitting this observation report, there has been better understanding from frequent meetings & communication between HW/MW in FP/MCH work as the program developed. Lessons learned from the Seosan Project (on issues of FP/MCH integration in Korea); 1) A majority or about 80% of the couples are now practicing FP. As indicated by the study, there is a growing demand from clients for the health system to provide more MCH services than FP in order to maintain the achieved small size of family through FP practice. It is fortunate to see that the government is now formulating a MCH policy for the year 2,000 and revising MCH laws and regulations to emphasize more MCH care for achieving a small size family through family planning practice. 2) Goal consensus in FP/MCH shouBd be made among the health workers It administrators, especially to emphasize the need of care of 'wanted' child. But there is a long way to go to realize the 'real' integration of FP into MCH in Korea, unless there is a structural integration FP/MCH because a categorical FP is still first priority to reduce the rate of population growth for economic reasons but not yet for health/welfare reasons in practice. 3) There should be more financial allocation: (i) a midwife should be made available to help to promote the MCH program and coordinate services, (in) there should be a health sub·center director who can provide leadership training for managing the integrated program. There is a need for 'organizational support', if the decision of integration is made to obtain benefit from both FP & MCH. In other words, costs should be paid equally to both FP/MCH. The integration slogan itself, without the commitment of paying such costs, is powerless to advocate it. 4) Need of management training for middle level health personnel is more acute as the Government has already constructed 90 MCH centers attached to the County Health Center but without adequate manpower, facilities, and guidelines for integrating the work of both FP and MCH. 5) The local government still considers these MCH centers only as delivery centers to take care only of those visiting maternity cases. The MCH center should be a center for the managment of all pregnancies occurring in the community and the promotion of FP with a systematic and effective linkage of resources available in the county such as i.e. Village Health Worker, Community Health Practitioner, Health Sub-center Physicians & Health workers, Doctors and Midwives in MCH center, OBGY Specialists in clinics & hospitals as practiced by the Seosan project at primary health care level.
