Recently, the development of offshore wind farms based on past technical experiences from onshore wind turbine installations has become a worldwide issue. This study investigated the technical issues related to offshore wind farms and large-diameter monopiles from an economic perspective. In particular, the monopile foundation system (MFS), which is the most important part of the proposed fast construction system, is applied for the first time in Korea, and structural verification is essential because it supports large-diameter monopiles and is in charge of excavation. Therefore, in this study, a rapid construction system for large offshore wind power generators was introduced, and stability verification was performed through the structural analysis of the MFS.
The Korea Offshore Wind Power (KOWP) is planning to construct offshore wind energy farms with an overall rated power of 2.5 GW in the south-western coast of the country until 2019. Various types of support structures for offshore wind turbines have been proposed in the past. Nevertheless, in South Korea, jacket structures have in general, been applied as support structures for offshore wind turbines owing to the many accumulated experiences and know-how regarding this kind of support structure. The choice of offshore structure is mainly influenced by site conditions such as seabed soil type and sea environment during installation. In installing jacket sets on the seabed, the mudmat is necessary to maintain the equilibrium of the jacket without the aid of additional devices. Hence, this study proposes the installation of skirt plates underneath the bottom frame of jackets in order to improve the installation stability of jacket structures under rougher sea conditions. To confirm the effect of skirt plates, installation stability analyses considering overturning, sliding and bearing capacity have been performed. From the results, it is shown that jacket structures with skirt plates can contribute to improving the sliding stability of the structures of new wind power farms, while providing economic benefits.
The proposed offshore wind farm projects, i.e., Mooudo offshore, Yeonggwang-Gochang offshore, Saemangeum offshore, Imjado offshore and Gadeokdo-Dadeapo offshore, were compared and analyzed using the Korea National Wind Mapand Wind Farm Suitability Assessment System developed by the Korea Institute of Energy Research. The suitability of the proposed areas was comprehensively assessed using geographic, economic constraints, wave condition and wind resource factors, but the focus of this paper was on the geographic constraints and wave conditions. Imjado had several geographical constraints, despite having a good wind power density, while Saemangeum had a relatively low wave height, shallow water depth, close substation and slow tidal current. It is anticipating that the present comparison and analysis could be used as reference guidelines when selecting and preparing the design of large-scale offshore wind farm in the near future.
This paper aims to perform optimal operation and maintenance with an integrated monitoring system for offshore wind platforms. Based on the wind direction and wind speed data of existing wind farms, a monitoring system was established along with weather and weather data to maximize the operational efficiency of wind farms. Compared to wind power on land, offshore wind power is difficult to maintain due to weather, logistics and geographical limitations. Therefore, economic analysis of actual operation and maintenance is essential for large-scale offshore wind farms. In this paper, the availability of offshore wind farms was analyzed by using personnel resources, parts inventory, Crew Transfer Vessel (CTV) and Specialized service Operation Vessel (SOV) etc. before the actual operation and maintenance of wind farms. A comparative analysis was conducted to determine the optimum operating efficiency and economical maintenance costs.
Offshore wind energy is gaining more attention. Ensuring proper design of offshore wind turbines and wind farms require knowledge of the external conditions in which the turbines and associated facilities are to operate. In this work, a three-bladed 5MW upwind wind turbine, which is supported by the monopile foundation, is studied by use of fully coupled aero-hydro-servo-elastic commercial simulation tool, 'GH-Bladed'$^{(R)}$. Specification of the structures are chosen from the OC3 (Offshore Code Comparison Collaboration) under "IEA Wind Annex XXIII-subtask2". The primary external conditions due to wind and waves are simulated. Design Load case 5.2 is investigated in this work. The steady state power curve and power production loads are evaluated. Comparison between different codes is made.
This study reviewed the development process of the consultation guideline for the environmental assessment of offshore wind power. Based on this, implications and improvement plans for a future revision of the guidelines. Domestic and foreign case studies reviewed the consulting cases on domestic offshore wind power development projects, environmental location consulting cases, and guidelines related to overseas offshore wind power and analyzed location characteristics and significant environmental issues by project. Major environmental issues related to offshore wind power include birds, noise and vibration, marine animals and plants, marine physics, marine water quality and sediments, marine landscapes, and other auxiliary facilities installed on land. Implications and improvements for revising the consultation guidelines for evaluating offshore wind environments require data and clear guidelines at the central government level to determine areas where offshore wind projects can be located. In a situation where the importance of cumulative impact assessment is emphasized, guidelines for cumulative impact assessment methodologies for each item that reflect the domestic situation should be prepared for a cumulative impact assessment on offshore wind power environmental issues. In addition, when revising the consultation guidelines, empirical research cases should be reflected through the accumulation of environmental surveys and monitoring data of offshore wind farms by sea area.

Wind energy is widely recognized as one of the cheapest forms of clean and renewable energy. In fact, in several countries, wind energy has achieved cost parity with fossil fuel-based sources of electricity generation for new electricity generation plants. Offshore wind energy development promises to be a significant domestic renewable energy source for the target of korea government 3020 plan. A pivotal activity during the development phase of a wind project is wind resource assessment. Several approaches can be categorized as three basic scales or stages of wind resource assessment: preliminary area identification, area wind resource evaluation, and micrositing. This study is to estimate the wind power capacity of chonnam province offshore area using three basic stages based on the six meteorological mast data. WindPRO was used, one of a well-known wind energy prediction programs and based on more than 25 years of experiences in development of software tools for wind energy project development. The design results of offshore wind power generation capacity is calculated as total 2.52GW with six wind farms in chonnam offshore area.
Developing the offshore wind farm is essential to meet the national target of the renewable energy and to achieve the green growth in Korea. In this context, KEPRI is now carrying the feasibility study for introducing the offshore wind fam in Korea. Accordingly, it is required to formulate an appropriate strategy, this paper mainly discuss, for this goal. First of all, several preliminary sites for the offshore wind farm are selected based on the evaluation criteria presented herein. In addition, the domestic sub-technological level of key technology sectors associated with the offshore wind power is analyzed. It includes the industries related to wind turbine, grid integration, structural design and construction. Integrating these results, we propose a strategy in order to successfully develop the first offshore wind farm more than 100-MW class in the south-western sea area of Korea.

The present paper considers the conceptual design of floating wave-offshore wind hybrid power generation system. The worldwide demand for ocean renewable energy is increasing rapidly. Wave and offshore wind energy have been attractive among the various ocean renewable energy sources, and the site to generate electricity from wave and offshore wind accords well together. This means that a hybrid power generation system, which uses wave and offshore wind energy simultaneously has many advantages and several systems have been already developed in Western Europe. A R&D project for a 10 MW class floating wave-offshore wind hybrid power generation system has been also launched in Korea. A semi-submersible platform, which has four vertical columns at each corner of the platform to be connected with horizontal pontoons, was designed for this system considering arrangements of multiple wind turbines and wave energy converters. A mooring system and power cable were also designed based on the metocean data of installation site. In the present paper, those results are presented, and the difficulties and design method in the design of hybrid power generation system are presented.
