A Study on the Better Operation of Occupational Safety and Health Management Systems

  • This study was conducted to identity the characteristics of occupational health and safety management systems around the world, to survey the implementation of OHSMS in Korean companies, to find problems and corrective measures, and to understand the opinions of top management about OHSMS. Questionnaires on the operation of occupational health and safety management systems in Korean manufacturing companies were carried out. Occupational health and safety management systems around the world, including OHSAS 18001, BS8800, KOSHA 18001, VPP, J-OHSMS, were reviewed. In order to implement an occupational health and safety management system successfully, it was found that the management should consider occupational health and safety as important, provide employees with necessary training, and have a strong commitment to occupational health and safety.

  • Purpose: Regarding workers' health promotion and disease prevention, the law on the health management system has been enacted and implemented since 1961. However, regulations related to health managers do not meet recent demands for changes in fields such as industrial structure, occupational health problems, or the improvement of occupational health skills. This study aimed to suggest improvement strategies regarding the health management system in the workplace. Methods: We summarized past empirical or theoretical literature. Results: This study summarized the overview and history of the Korean occupational health management system, advanced foreign occupational health management system, and the effectiveness of the health management at workplace. Further, this study proposed various strategies to improve the occupational health management system in Korea. Method: We summarized past empirical or theoretical literature. Conclusion: The effective operation of the health management system in the workplace would improve workers' health, in addition to enhancing national competitiveness through securing a healthy workforce.

Evaluation of the Quality of Occupational Health and Safety Management Systems Based on Key Performance Indicators in Certified Organizations

  • Background: Occupational Health and Safety Management Systems are becoming more widespread in organizations. Consequently, their effectiveness has become a core topic for researchers. This paper evaluates the performance of the Occupational Health and Safety Assessment Series 18001 specification in certified companies in Iran. Methods: The evaluation is based on a comparison of specific criteria and indictors related to occupational health and safety management practices in three certified and three noncertified companies. Results: Findings indicate that the performance of certified companies with respect to occupational health and safety management practices is significantly better than that of noncertified companies. Conclusion: Occupational Health and Safety Assessment Series 18001-certified companies have a better level of occupational health and safety; this supports the argument that Occupational Health and Safety Management Systems play an important strategic role in health and safety in the workplace.

산업보건 위험성평가 기법의 현장 적용에 관한 연구 (A Study on the Field Application of Occupational Health Risk Assessment Method)

  • Scientific exploration of how occupational health risks relate with occupational illnesses are essential for mitigating health-related issues in industries. This study analyzed the risk scores obtained by occupational health risk assessments at 3,172 manufacturing companies and examined their effects on occupational illness. Statistical analyses revealed that companies with an occupational health manager (scored 89.1 out of 100) had significantly higher activity scores of health management compared to those without (78.2). However, companies with a history of occupational illness (79.1) or those classified as high-risk industries (85.2) had significantly lower activity scores than their counterparts (81.7, 87.3). In addition, regression analyses using factor analysis showed that latent risk factors such as cardiovascular disease/job stress, health management, and musculoskeletal problem significantly influenced the risk of occupational illness. The activity factors such as health management, work environment management, and regulatory complaisance significant impacted the reduction of occupational illness. The findings of this study can be used to improve the occupational health risk assessment method and utilized in effectively managing occupational risks in industries.

산업간호에서 Case Management의 활용 (Applying the Case Management in the Occupational Health Nursing)

  • This study was performed to review applying the case management to the occupational health nursing as a cost-effective way for injured workers. The case management for injured workers is a comprehensive management system, which is composed of planning and implementing in cooperation with employee, employee' family, medical service provider team, employer and case manager, to provide high quality health services to employee and their family. The case management process for injured workers is similar to the nursing process. It thus appears that the occupational health nurse is best personnel to perform the role of case manager for injured workers in workplace. As a case manager in workplace. the occupational health nurse would be expected to get both knowledge and experiences, to get trusted from the employee and employer, and to expand professional domain in changing health care environment.

산업간호사의 근무조건이 보건관리 업무수행에 미치는 영향 (The Effect of Korean Occupational Health Nurses' Work Conditions on their Performance)

  • Purpose: This is a descriptive study that provides basic material to improve occupational health nurses' work conditions and industrial performance status. Methods: The 955 nurses who participated in the training program to understand the purpose of this study from January 2009 to December 2010 conducted by the Korean Association of Occupational Health Nurses agreed to be subjects for the study. The questionnaire included the general characteristics, work conditions and performance of occupational health management. The data were analyzed using descriptive statistics, t-test, ANOVA, and multiple regression analysis. Results: Occupational health management performance of the subjects averaged 3.11 points and detailed area by health management 3.64 points, environment management 2.91 points and occupational management 2.77 points. Health management performance of those factors affecting the duration of occupational health nurse (${\beta}$=.199), type of industry (${\beta}$=.126), average annual income (${\beta}$=-.277) to 11.4% (F=3.175, p<.001) were found to be a significant determinant. Conclusion: Occupational health nurses are the core workforce of occupational health through the prevention of occupational disease and industrial accidents. Findings of this study can be an important resource to increase appropriate occupational health nurses' work conditions and performance of occupational health management.

산업안전보건법 특별관리물질의 추가 지정방법 및 후보물질 권고에 관한 연구 (A Study on the Recommendation of the Candidate Substances and Methods for an Additional Designation of Special Management Materials in Occupational Safety and Health Act(OSHA))

  • Objectives: This study was performed in order to devise a procedure for supplementing the Special Management Materials in the Occupational Safety and Health Act and recommend candidate materials. The results are expected to be used as fundamental data for classification and criteria necessary to manage Special Management Materials in workplaces. Also, they are expected to be used as a basis for selecting target materials to nominate as additional Special Management Material. Methods: We investigated the selection standards for candidates and review ranges of data sources to nominate Special Management Materials. The substances classified as GHS(Globally Harmonized System of classification and labeling of chemicals) category 1A(known to have carcinogenic potential and reproductive toxicity for humans) or 1B(presumed to have carcinogenic potential and reproductive toxicity for humans) carcinogens and reproductive toxicants among the Controlled Hazardous Substances of the Regulation on Occupational Safety and Health Standards and substances with OELs(Occupational Exposure Limits) were inspected as the candidates for Special Management Materials. Conclusions: A seven-step procedure for selecting candidates to designate as Special Management Materials was suggested, including the setting of target chemicals for evaluation, classification of CMR(Carcinogens, Mutagens or Reproductive toxicants) by GHS classification and criteria, suggestion and selection of the candidates, and more. This study recommends 58 chemicals as qualified candidates to supplement the Special Management Materials.

사업장의 안전·보건관리 유형별 산업재해 발생현황 비교 (A Comparison of the Occupational Accident Status by Safety and Health Management Type in Workplaces)

  • Objectives: This study is aimed to illustrate the status of the occupational accident rate, fatality rate, and musculoskeletal disorder rate by safety and health management type in workplaces. Methods: In order to analyze the status of the occupational accident rate, fatality rate, and musculoskeletal disorder rate of different safety and health management types in workplaces, selected data from the Occupational Safety and Health Research Institute were used. Results: The occupational accident rate in workplaces where safety and health managers had been appointed was lower than in those where safety and health management was entrusted to other organizations, while the result was the opposite in regards to the fatality rate per 10,000 workers caused by accident. However, the occupational fatality rate per 10,000 workers in workplaces where safety and health managers have other roles was 426% higher than those where safety and health management was entrusted to other organizations. Moreover, the musculoskeletal disorder rate of the workplaces where safety and health managers have other roles was 15% higher than those where health management was entrusted to other organizations. Conclusions: It is necessary to review the effectiveness of systems in which safety and health managers can concurrently engage in other roles.

  • OSHMS(Occupational Safety and Health Management System) is able to define as a typical convergence of all kinds of activities and elements that support maintaining safety at workplace and protecting employee's health. In particular, fundamental function of OSHMS is preventing diverse hazards at workplace through high level of regulation compliance. Furthermore, insuring safety in workplace, protecting employee's health and increasing effectiveness in manufacture are OSHMS's additional functions. Based on the division of manufacture in 2009 Survey on Current Status of Occupational Health & Safety data, the study analyses certain relation between OSHMS and level of regulation compliance. The main finding is that most activities and elements which formed by OSHMS are being affected by regulation clauses.

소규모사업장 보건관리실태 연구 - 광주·전남 - (A Study of the Status of Occupational Health Management in Small-Scale Enterprises- Kwang-ju City and Chonnam Province -)

  • The purpose of this study was to find out the status of occupational health management and the degree of recognition about the occupational health management of employees 248 small-scale enterprises which have been managed by the small-scale enterprises health care management support institution in 1999, were selected for study, in Kwang-Ju City. 98 employees were selected in 116 industries of them to grasp recognition of employees about the occupational health management. ► The Status of Occupational Health Management 1. Of the sample industries, 62.1 percent employed eleven to twenty-nine workers. Of the sample workers, 72.1 percent occupied workers who were engaged in the production line. 2. Environment evaluation was made on 82.7 percent of the sample industries and general exam made on 66.5 percent and specific health exam done on 73.4 percent. 3. The harmful factors in the sample industries were found to lie noise, dust, solvent, heavy metal, etc. 4. In general health exam 1,774 workers were participated and 148 workers got the result of above grade C and were diagnosed as having the problems with digestive system (63.6%), circulatory system(20.6%). etc. ► The Degree of Recognition about The Occupational Health Management of Employees. 1. Respondents were mainly in the twenties (42.9%), males(69.1%), duration of working period of five to ten years(24.0%), office workers(51.0%), monthly income under one million(55.7%). 2. Recognition of employees about the occupational health management consists of workplace environmental evaluation, health education, health exam and protector management. Their recognition on health education showed high score (mean 3.1), but generally the score was low(mean 2.9).
