Since 11 September 2001, warnings of risk in the nexus of terrorism and nuclear weapons and materials which poses one of the gravest threats to the international community have continued. The purpose of this study is to analyze the aim, principles, characteristics, activities, impediments to progress and developmental recommendation of the Global Initiative to Combat Nuclear Terrorism(GICNT). In addition, it suggests implications of the GICNT for the ROK policy. International community will need a comprehensive strategy with four key elements to accomplish the GICNT: (1) securing and reducing nuclear stockpiles around the world, (2) countering terrorist nuclear plots, (3) preventing and deterring state transfers of nuclear weapons or materials to terrorists, (4) interdicting nuclear smuggling. Moreover, other steps should be taken to build the needed sense of urgency, including: (1) analysis and assessment through joint threat briefing for real nuclear threat possibility, (2) nuclear terrorism exercises, (3) fast-paced nuclear security reviews, (4) realistic testing of nuclear security performance to defeat insider or outsider threats, (5) preparing shared database of threats and incidents. As for the ROK, main concerns are transfer of North Korea's nuclear weapons, materials and technology to international terror groups and attacks on nuclear facilities and uses of nuclear devices. As the 5th nuclear country, the ROK has strengthened systems of physical protection and nuclear counterterrorism based on the international conventions. In order to comprehensive and effective prevention of nuclear terrorism, the ROK has to strengthen nuclear detection instruments and mobile radiation monitoring system in airports, ports, road networks, and national critical infrastructures. Furthermore, it has to draw up effective crisis management manual and prepare nuclear counterterrorism exercises and operational postures. The fundamental key to the prevention, detection and response to nuclear terrorism which leads to catastrophic impacts is to establish not only domestic law, institution and systems, but also strengthen international cooperation.
Since 1990s, some events - detection of a dirty bomb in a Russian nation park in 1995, 9/11 terrorist attack to WTC in 2001, discovery of Al-Qaeda's experimentation to build a dirty bomb in 2003 etc - have showed that nuclear or radiological terrorism relating to radioactive materials (hereinafter "radioactive materials" is referred to as "nuclear material, nuclear spent fuel and radioactive source") is not incredible but serious and credible threat. Thus, to respond to the new threat, the international community has not only strengthened security and physical protection of radioactive materials but also established prevention of and response to illicit trafficking of radioactive materials. In this regard, our government has enacted or revised the national regulatory framework with a view to improving security of radioactive materials and joined the international convention or agreement to meet this international trend. For the purpose of prevention of nuclear/radiological terrorism, this paper reviews physical characteristics of nuclear material and existing detection instruments used for prevention of illicit trafficking. Finally, national detection regime against nuclear/radiological terrorism based on paths of the smuggled radioactive materials to terrorist's target building/area, national topography and road networks, and defence-in-depth concept is suggested in this paper. This study should contribute to protect people's health, safety and environment from nuclear/radiological terrorism.

However, we should question ourselves whether we are relaxing attention or ceasing anxiety too much in the perimeter, as in the peninsula of Korea. Through "the 9.11 terror", the vulnerability of the United State's homeland security has been exposed, giving a serious damage to the national pride. President Bush started the war against terror to strengthen global joints of anti-terrorism, identify terrorists and contribute to the global peace, adopting offensive realism including preemptive attack concept which means to remove the threat preemptively. In today's reality of international politics, where the inhuman, indiscriminate, and anti-civilizational international terror became greater, extending to the stage of war, the international societies' agony and focus lies on how to banish it. The 9.11 terrorism, which is a new form of terrorism, is being distinguished from conventional terrorism into new terrorism. New terrorism is a new form of terrorism meaning that you do not know the enemy, the goal does not exist and they conscientiously use the weapons of mass destruction. This paper is a work meant to help understanding new terrorism, the new form, by a comparative analysis with the conventional terrorism. Therefore the origin, concept and general characteristics new terrorism is picked out and the representative forms of it, which are suicide bombing, cyber, biochemical and nuclear terrorism, are analyzed in detail in theoretical manner.
In April 2009, in the wake of President Obama's Prague speech, the international community held four nuclear sec urity summits from 2010 to 2016 to promote nuclear security and prevent nuclear terrorism. The Nuclear Security S ummit has made significant progress in preventing terrorists from attempting to acquire nuclear weapons or fissile materials, but it still has limitations and problems. To solve this problem, the international community should resume the joint efforts for strengthening bilateral cooperation and multilateral nuclear security regime, and the participating countries should strive to protect their own nuclear materials and fulfill their commitments to secure nuclear facilitie s. Second, the United Nations(UN), the IAEA(International Atomic Energy Agency), International Criminal Police Or ganization(INTERPOL), the Global Initiative to Combat Nuclear Terrorism(GICNT), and the Global Partnership(G P) must continue their missions to promote nuclear security in accordance with the five action plans adopted at the Fourth Nuclear Security Summit. Third, the participating countries should begin discussions on the management and protection of military nuclear materials that could not be covered by the Nuclear Security Summit. Fourth, the intern ational community must strive to strengthen the implementation of the Convention on the Physical Protection of Nuc lear Material(CPPNM) Amendment and International Convention for the Suppression of Acts of Nuclear Terrori sm(ICSANT), prepare for cyber attacks against nuclear facilities, and prevent theft, illegal trading and sabotage invo lving nuclear materials.
Fixed radiation portal monitors (RPMs) deployed at border, seaport, airport and key traffic checkpoints have played an important role in preventing the illicit trafficking and transport of nuclear and radioactive materials. However, the RPM is usually large and heavy and can't easily be moved to different locations. These reasons motivate us to develop a mobile radiation detection system. The objective of this paper is to report our experience on developing the mobile radiation detection system for search and detection of nuclear and radioactive materials during road transport. Field tests to characterize the developed detection system were performed at various speeds and distances between the radioactive isotope (RI) transporting car and the measurement car. Results of measurements and detection limits of our system are described in this paper. The mobile radiation detection system developed should contribute to defending public's health and safety and the environment against nuclear and radiological terrorism by detecting nuclear or radioactive material hidden illegally in a vehicle.
Terrorism which became today's common phenomena over the world is one of the most serious threats the world confront. Although International society make and operate outstanding anti-terrorism system, terror would never end without solving fundamental problems. The main body of terrorism converts from nation to organization and from organization to cell, which makes it difficult for us to recognize the main body. Since the target of today's new terrorism is many and unspecified persons, terrorists will never hesitate to use mass destruction weapons such as nuclear, biological, chemical weapons, and also use cyber-technique or cyber-terrorism. So, effective counter-terrorism measures should be performed as follows. First, it must be better for international society should make long-time plan of solving fundamental problems of terrorism other than to operate directly on terror organization and its means. Second, preventive method should be made. The most effective method of eradicating terrorism is prevention. For this, it is necessary to remove environmental elements of terrorism and terrorist bases, and to stop inflow of money and mass destruction weapons to terrorists. Third, integrated anti-terror organization should be organized and operated for continuous counter-terrorism operations. Also international alliance for anti-terrorism should be maintained to share informations and measures. Fourth, concerned department in the government should prepare counter-terrorism plans in their own parts as follows and make efforts to integrate the plans. - Ministry of Government Administration and Home Affairs : conventional terror - Ministry of Health and Welfare : bio-terror - Ministry of Science and Technology : nuclear-terror Especially, they should convert their policy and operation from post-terror actions to pre-terror actions, designate terror as national disaster and organize integrated emergency response organization including civil, government, and military elements. In conclusion, pre-terror activities and remedy of fundamental causes is the best way to prevent terror. Also, strengthening of intelligence activities, international cooperations, and preventive and comprehensive counter-measures must not ignored.
The purpose of this study is to provide basic data for policy making by understanding preparation plans and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants. 221 police officers working in Busan metropolitan city were surveyed and their perception of disaster response was analyzed by organizational structure, command ability, and opinion management. As a result, there was no significant difference in disaster response perception by gender and command class (p>.05). There was statistically significant difference in the ability of command in age and ability according to work experience. As a result of the correlation analysis, there were statistically significant correlations among the three items of organizational structure perception, command ability, and opinion management (+0.5) (p<.01). Overall, it was positive for the police system, and it was well aware of the police work in case of radiation accidents and terrorist attacks. The purpose of this study is to provide basic data for policy making by understanding the coping and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants.

The purpose of Bush administration’s foreign policy of North Korea is to make North Korea do not support terrorism rather than remove the nuclear weapon in North Korea. The process of outlining South Korea’s policy toward North Korea must be considered for "national interest" with reasonable analyses not just hopes For this, South Korea must access systematically human rights of North Korea, prepare projects for a daring approach on North Korea, and strengthen South Korea’s defense ability toward North Korea with deep alliance with U.S and systematize the mutual understanding channel between U.S and South Korea. In conclusion, South Korea must try to get specific methods and practices about Bush administration’s foreign policy of North Korea with national wisdom

The data mining design incorporated with big data based cloud computing system is investigated for the nuclear terrorism prevention where the conventional physical protection system (PPS) is modified. The networking of terror related bodies is modeled by simulation study for nuclear forensic incidents. It is needed for the government to detect the terrorism and any attempts to attack to innocent people without illegal tapping. Although the mathematical algorithm of the study can't give the exact result of the terror incident, the potential possibility could be obtained by the simulations. The result shows the shape oscillation by time. In addition, the integration of the frequency of each value can show the degree of the transitions of the results. The value increases to -2.61741 in 63.125th hour. So, the terror possibility is highest in later time.
