Resident's attitude and evaluation about local or urban development policies is a major factor in the process of the regional and urban 1)tanning and its practices. Therefore there are numerous studies pointing to analysis about the evaluation of the urban development policies. The purpose of this paper is concerned on the residents'cognitions, attitudes and evaluation about of urban development policy of Sunchon City in South Korea. Research area, Suncgon city, has been served as a central place of eastern Chollanamdo since 1920 and now functions as economic and commercial leading city of Kwangyang-bay area. In addition, Sunchon city is fastly growned with the influence of national development policy including the establishment of major industrial estates and the construction of container port in Kwangyang-bay area. In the overall cognition and evaluation about the quality of life of Sunchon city, most people are satisfied with the quality of life of urban living comparing with near cities such as Kwangyang and Yosu city. In particular, the level of satisfaction about education, transportation, natural environment are relatively higher than economic condition and living facilities. Most of residents have positive attitude and evaluation about the image of future urban development, and prefer to culture and education city in urban function of Sunchon city. Therefore, in order to function as a central city of Kwangyang-bay area. Sunchon city have to adopt new urban development policy including such as reconstruction of urban spatial structure, strengthening of culture and education functions, and the related facilities, restructuring of regional industrial structure. and expansion of commercial and shopping facilities.

The purpose of this study is to examine the geographical distribution and the clustering characteristics as an industrial cluster in order to provide alternative fundamental data for the preparation of the policies to facilitate the development of the Green Energy Industry. The main source of the data in this study is the outcome of a survey conducted to the firms and environment specialist from June 21st, 2010 to July 23rd, 2010. The Green Energy related companies in Daegyeong region are clustered around Pohang and Gumi, Gyeongbuk, and Dalseo District of Daegu Metropolitan City. The core element of the sustainability of the Green Energy Industry in the region is the inducement of the large-scale corporate presence in the region as well as the technical and geographical proximity. That is, the fact that there are sister companies established by the large scale corporate Daegyeong region as they have chosen this field for their new drive for growth. The major location factors are proximity, higher quality expectations from the local demands, technical availability, and competition with other companies of the same industry in the region, rather than the availability of the raw material. And the choke points for these companies are the financial support of R&D and the policy support of specialist training. The policy to facilitate the development of the industry in question in Daegyeong region, therefore, should shift from its previous focuses on infrastructure building and taxation benefits to financial supports for the technical research, human resource development in response to the needs of the companies. Also, programs to support the proficiency training for the already-hired work forces and development of new policies for the Green Energy Industry are needed to be introduced for the development of the Green Energy Industry in Daegyeong region.
The aim of this research is to examine patterns of design governance used by Northern European countries to respond to social crises and understand design governance as a tool for sophistication of social services and social integration. Design governance as applied in Sitra of Finland, MindLab of Denmark and the Gulliver project of Germany encourages using design methodology for analyzing and solving problems related to social phenomena based on involvement of the private, public, industrial, and academic groups. Especially, the citizens are actively involved in developing problem-solving ideas and designing new policy with other governance members, rather than simply providing information or one-time participation. In the cases discussed in this study, design governance reduce unnecessary administrative and financial consumption and inconvenience caused by complicated rules, based on field-oriented approach, regional characteristics, pluralism, and respect for diversity. Therefore, future design policy paradigm will need to evolve into concept of policy design and pluralistic monitoring centered on design governance based on participation of private sector to lead policy development, from the current system in which only few officials decide policy.
This paper aims to analyze the process of the evolution of Gumi electronics industrial cluster and to understand the role of governments for local industrial dynamics. Gumi was a typical satellite platform type new industrial district up to mid-1990s. At that time, Gumi industrial park was the agglomeration of branch plants headquartered in Capital Region with weak local linkages. During the last two decades, however, Gumi has evolved to an electronics industrial cluster with considerable local interfirm linkages and innovation activities of SMEs. Recognizing government industrial policies is critical in understanding the process of the evolution of Gumi electronics cluster. At the early stage, the state was the developer and locator of business activities within the confines of the Gumi industrial park. In recent years, central government's innovative cluster policy contributed to strengthening networks among firms, universities, and research centers to form local innovation networks as well as networks between large branch plants and SMEs. Gumi city and Gyungsangbuk-do promoted innovative activities of SMEs through the supports of cooperative networks between universities and SMEs. The increasing roles of SMEs and local governments in addition to the large branch plants and the central government have become the basis of the evolution of industrial cluster in Gumi.

The progress of digital revolution leads to technology and industry infusion which make new products and new commodity markets in the existing industries. Under the circumstance of new innovation patterns in industries and globalization of the world, innovation firms adapt different evolution processes for different business situations. Technological innovation enhances the competitiveness of fins in the business world. This paper shows the researches on technological innovation which make constant economy growth in the knowledge based economy. And this paper also suggests the policy on technological innovation for the future growth of society. Main focus of this paper are as follows. First, the theoretical survey on technological innovation is reviewed. Second, the program and the supporting system for technological innovation in the USA and Europe are investigated. Third, the situation and problems of Korea is analysed. Fourth, strategy and suggestions on the development of technological innovation in the 21st century knowledge based economy is suggested through the window of cluster and regional economy development.

Modern cities are changing to 'smart cities' dramatically with the introduction and development of the fourth industrial revolution technologies. Among these technologies blockchain is unique because it not only embraces technological innovation but also societal revolution. Therefore, blockchain is expected to play a pivotal role for contributing comprehensive development of smart city. The current research and policy atmosphere in Korea, however, is that blockchain is just a new technology and its broader impacts are overlooked. This study argues that blockchain has significant effects on smart cities not only from technological perspectives but also from social, economic, institutional, governmental perspectives. Further, this study suggests three categories that blockchain can help the development of smart city: technology, socio-economic, and governance, with examples of existing blockchin projects. However, these projects have been builting separately without any interaction under the common hood of 'smart city'. To emhance influences of blockchain on smart cities in positive ways, private companies, policy maker, and citizend are supposed to consider and discuss about publi sector's blockchain that is commonly used in at the smart city level.
This paper measures the economic impacts of the U.S. port investment strategies coping with the Panama Canal expansion. Using secondary import data, negative and positive estimates of the impacts were presented in this study. Reduced port activities into the West Coast Customs Districts negatively affect transportation and warehousing industries, among other effects. Still, they have simultaneous positive effects in other states from increased imports resulting from modal shifts and changes in the entry port located in the South and East coasts. This study applied the supply-driven National Interstate Economic Model that measures all interstate trade among the U.S. states to divert foreign imports from 15 Pacific Rim countries. For this purpose, the following assumption was adopted: larger ships using the canal will lead to a redirection of seaborne trade among U.S. (and other) ports and result in secondary effects, e.g., using different freight modes and regional growth spillovers. This study also accounted for the entry point change and significant port investments for foreign trade under alternative scenarios. The choice of ports for international trade depends on decisions about how to minimize multimodal delivery costs. The total direct reduction of transportation and warehousing activities associated with foreign imports in the West Coast ports was estimated at $3.3 billion, leading to total negative effects of $5.8 billion. Total positive impacts from the shift of transportation modes with the choice of an entry port and new warehousing activities for foreign imports in the selected 12 states varied. As expected, states that involved an entry port had the most prominent benefits, but Texas, New York, and New Jersey may be benefited through all the port enhancement projects in the U.S. Also, except for Transportation and Postal, and Warehousing industries, Construction is another dominant positive affected industry of the Canal expansion in the U.S.
China's new grand strategy, the "One Belt, One Road Initiative" (also Belt Road Initiative, or BRI) has two primary components: Chinese President Xi Jinping announced the "Silk Road Economic Belt" in September 2013 during a visit to Kazakhstan, and the "21st Century Maritime Silk Route Economic Belt" in a speech to the Indonesian parliament the following month. The BRI is intended to supply China with energy and new markets, and also to integrate the countries of Central Asia, the Association of Southeast Asia Nations (ASEAN), and the Indian Ocean Region - though not Northeast Asia - into the "Chinese Dream". The project will be supported by the Asian Infrastructure Investment Bank (AIIB), due to open in 2016 with 57 founding members from all around the world, and China has already promised US$ 50 billion in seed funding. China's vision includes networks of energy pipelines, railways, sea port facilities and logistics hubs; these will have obvious commercial benefits, but also huge geopolitical significance. China seems to have two distinct aims: externally, to restore its historical sphere of influence; and internally, to cope with income inequalities by creating middle-class jobs through enhanced trade and the broader development of its economy. In South Korea, opinion on the BRI is sharply polarized. Economic and industrial interests, including Korea Railroad Corporation (KORAIL), support South Korean involvement in the BRI and closer economic interactions with China. They see how the BRI fits nicely with President Park Geun-hye's Eurasia Initiative, and anticipate significant commercial benefits for South Korea from better connections to energy-rich Russia and the consumer markets of Europe and Central Asia. They welcome the prospect of reduced trade barriers between China and South Korea, and of improved transport infrastructure, and perceive the political risks as manageable. But some ardently pro-US pundits worry that the political risks of the BRI are too high. They cast doubt on the feasibility of implementing the BRI, and warn that although it has been portrayed primarily in economic terms, it actually reveals a crucial Chinese geopolitical strategy. They are fearful of China's growing regional dominance, and worried that the BRI is ultimately a means to supplant the prevailing US-led regional security structure and restore the Middle Kingdom order, with China as the only power that matters in the region. According to this view, once China has complete control of the regional logistics hubs and sea ports, this will severely limit the autonomy of China's neighbors, including South Korea, who will have to toe the Chinese line, both economically and politically, or risk their own peace and prosperity.

The price of land in Jeju is reaching a new high every day and this phenomenon not only causes real difficulties for the purchase of real estate by local residents, but also results in psychological deprivation. Therefore, this study analyzes the factors causing the increase of the land price in Jeju, in order to examine the measures required to stabilize the land price which is continuously rising. As a result of this study, we developed a land price prediction model including seven variables, including the 'inflation rate', 'interest rate', and 'population'. According to the model, land prices in Jeju are expected to rise steadily, and it is predicted that in 2020 the price will increase to 170% of that in 2015 and will triple by 2025. Based on the results of this study, this study suggested policy alternatives, such as 'Establishing a tourism policy for managing the number of tourists' and 'increasing the approval standards for development activities'. The two policies proposed in this study can be implemented as a regional initiative, which may be less effective than the changes in the national system, but it is meaningful that the efforts to stabilize the land price will continue at the regional level.
This study classifies the types of spatio-functional differentiation in Korean island areas and analyses typical characters and suggests the development directions by each type. Eup/Myeon-level island areas are classified as six types by the factor analysis and the cluster analysis. First type is the traditional rural center. This type puts emphasis on maintaining phase as the central space and has to maximize development potential of the whole of settlement zone. Second type is the specialized region in manufacturing industry and the qualitative mutual growth of regional industries is able to be suggested. Third type is the specialized region in the neighborhood service provision. This type needs to devise the plan for utilizing potential customers actively and developing into the region specialized in tourism industry. Fourth type is the specialized region in tourism-support service functions. This type has to promote differentiated policies for maintaining amenity infra or value of countryside capital and preservation and utilization of resources by regional features. Fifth type is the fishing industry-dominated region. This type has to promote sustainable fishery development through the policy reflecting regional features and condition. Finally, sixth type is the sluggish region dominated with the traditional agriculture and fishery. This type is needed to aim at developing into the new food production base having the advantage of clean environment by strengthening support in specialized agro-fishery products. The existing researches on spatio-functional differentiation were mostly discussed with respect to land development, but this study highlights the difference in deal with the island areas distinguished from the condition of industry.
