The purpose of the study is to analyze the main approaches to assessing human capital and develop proposals for its most objective assessment of it at the different levels of manifestation - individual, microeconomic and macroeconomic. The article considers the basic approaches to the evaluation of human capital, used in practice: retrospective (costly) and prospective (income based). Cost based methods involve measuring the value of human capital based on the total costs associated with its formation. The proposed additional evaluation criteria, in particular, the use of the expert approach and the developed indicators of a qualitative assessment of the human capital of the enterprise will allow development that is more efficient and use of available human resources. Human capital is becoming a major factor in the formation and development of an innovative economy and knowledge economy. Accordingly, the proposed additions to the assessment of human capital at the country level are aimed at assessing it from a new angle, taking into account the current global trends in the formation of an innovative economy and digitalization. They meet qualitatively new requirements for human capital as the main productive factor in the creation of new highly efficient technologies that promote the active development of the social sphere, science, education, health, etc.

Generating a project network of a specific construction project is very time consuming and difficult task in the field. To effectiviely automate and support the planning process, we design a case-based project planning expert system inspired by the fact a human expert project planner uses previous cases for planning a new project. A construction project case consist of its specific characteristics and the corresponding project network (i.e. project plan). Using frame based representation. we represent the project features affecting the progress network and the entities composing the project plan such as the buildings, construction methods, WBS (work breakdown structure), activities, and resources. The project planning process runs through most similar case retrieval, case adaptation, and user requirement satisfaction. We represent the construction domain knowledge for each procedure using constraints and rules. We develop the methodology for constraint-based case adaption. Case adaptation process mainly consist of activity generation/deletion and predecence constraint satisfaction, for which we develop the dynamic constraint generation method and connect user-level requirement representation the system-level network modification knowledge. The methodology is being applied to the prototype for apartment construction project planning.

In recent years, genomic resources and information have accumulated at an ever increasing pace, in many plant species, through whole genome sequencing, large scale analysis of transcriptomes, DNA markers and functional studies of individual genes. Well-characterized species within key plant taxa, co-called "model systems", have played a pivotal role in nucleating the accumulation of genomic information and databases, thereby providing the basis for comparative genomic studies. In addition, recent advances to "Next Generation" sequencing technologies have propelled a new wave of genomics, enabling rapid, low cost analysis of numerous genomes, and the accumulation of genetic diversity data for large numbers of accessions within individual species. The resulting wealth of genomic information provides an opportunity to discern evolutionary processes that have impacted genome structure and the function of genes, using the tools of comparative analysis. Comparative genomics provides a platform to translate information from model species to crops, and to relate knowledge of genome function among crop species. Ultimately, the resulting knowledge will accelerate the development of more efficient breeding strategies through the identification of trait-associated orthologous genes and next generation functional gene-based markers.

With drinking water standards becoming more rigorous and increasing demands for additional water quantities, while water resources are becoming more polluted, mathematical models became an important tool to improve water treatment processes performance in the water supply system. Water treatment processes models reflect the knowledge of the processes and they are useful tools for water treatment process optimization, design, operator training for decision making and fundamental research. Unfortunately, in the current practice of drinking-water production and distribution, water treatment processes modeling is not successfully applied. This article presents a review of some existing water treatment processes simulators and the experience of their application and indicating the main weak points of each process. Also, new approaches in the modeling of water treatment are presented and recommendations are given for the work in the future.

The special organization that our military service is conscripted by the duty of national defense purposes to the period of military service. So couple of soldiers are think as the corresponds to college, or some knowledge layer from the operating management discarding period, lifetime value. But, now a day changed of the military life, it is when the individual soldiers can have some self-development and the lifelong education in terms of a period, and can changeing the footsteps of the new life that the function as a 'bridge' to activate production of barracks life. So that it can be supported themselves need to strive for human resource development. This study is being discussed on the correlation of military human resources and qualified operating and sustainable and promising future eligibility for qualified by taking advantage of the Boston Consulting Group Matrix(Boston Consulting Group Matrix).

Traditional procurement methods have revealed many disadvantages in construction fields such as the adversarial relationships between stakeholders. After several decades of application, partnering has shown to be an innovative arrangement that helped to reduce many problems existing in the traditional arrangement. In Vietnam, partnering has been applied for construction projects since the construction industry was facing many new challenges emanated from the global integration and economic booming. Partnering is rather new, so it needs to gain a better understanding of the new concept. This paper has identified twenty eight success factors for partnering in the Vietnamese construction industry. Five factors are considered critical to partnering success including financial security, commitment from top management, mutual trust between parties, adequate resources and effective communication. The findings could help construction practitioners to deploy the innovative procurement type and would also contribute to the global knowledge.

The advantage of ontology leads a new knowledge system through integrating existing knowledge system and descriptive element of the concept. This study based on the advantage of ontology, providing a modeling education ontology that considered educational circumstances and related objects-person, organization, educational resources and so forth. Therefore, this study developed the framework for education ontology that provided link between school library and MLA to practice teaching-learning activity, these characteristics of educational ontology were as follows : the first, utilizing the existing education metadata and ontology, the second, representing a concept of educational ontology, subsequently defining classes and properties of education domain, the third, adding new classes and properties to connect existing classes and properties.

A lot of accumulated data of many quantity exist within a institution or an organization, but most data is remained in form of standardization as each institution or organization. There are difficulty in exchange and share of information. New concept of knowledge information resource management to overcome this disadvantage was introduced, and the digitization of knowledge information resources to share and manage accumulated data is been doing. Specially, in science technic or education scholarship it, the tendency that importing XML to process necessary data to exchange and share of knowledge information resources structurally, and limitation of back for search and indexing or reusability is happened according as expression of great many mathematics used inside electron document of these sphere is processed to nonstructural data of image or text and so on. There is interest converged in processing of mathematics that use MathML to overcome this, and we require the solution to be able to process MathML easily and efficiently on structural document. In this paper, designed and implemented of XML document editing system which easy structural process of electronic document for knowledge information resources, and create and express MathML easily on structural document without expert knowledge about MathML.

In knowledge-based information society, national competitive power is determined by human resources rather than by material resources. Therefore, training technicians with new skills has been gathering as a question Polytechnic colleges play an important role in training technicians as a 2 year courses educational institute conducting both master craftsmen and craftsmen and occupational training. At present, an electricity departments of polytechnic colleges should look at the reality of retraining which is taken more time and more budget for graduates' employment in the industries, as reorganizing in knowledge based school subject they also train the students to be the excellent poly technicians who have both theory and practice by reflecting new technology in developing curriculum needed at the jobsite to join in upgrading our country's competitiveness as a go-between technician at the jobsite. In this paper, a four-semester system was investigated to meet the condition of colleges educating the skilled technicians needed the industry by analyzing the status of polytechnic colleges.

Since most information is readily available these days, the shear volume of the information simply overwhelms people, rather than helping them as a form of useful knowledge. Thus, the quantity of information someone owns doesn't possess much significance. The possibility to well-utilize the quality information is much more important these days. Electronic culture map service is being provided these days to introduce various cultural information to people around the world. But its service is limited to 'visualization, collection, and integration of the data.' Which means, electronic culture maps are no more than a simple data collector. The main purpose of this thesis is to develop a new kind of knowledge/information service method which overcomes these shortcomings. To achieve this goal, at first, the thesis will take a close look at the characteristics and functions of Chosunjock culture maps, and then, it will clarify the definition of data, information, knowledge of cultural resources. And secondly, nd thirdly, the thesis will look up the Wayfinding contents, User Experience Design, User Context, and Organic design for knowledge/information service. And lastly, the thesis will develop the knowledge/information service, specifically based on Chosunjock cultural resources.
