The Role of New Information and Communication Technologies in the Internationalization of Firms: A Case Study of Haier (기업의 국제화와 신 정보통신기술의 역할: 중국 Haier 기업을 사례로)

  • It is now widely recognized that new Information and Communication Technologies (ICTs) have been changing the way tv which firms conduct their businesses. Examples are the application of enterprise resources planning (ERP) and business process reengineering (BPR) to increase the efficiency of internal resources management, adoption of Business-to-Business e-commerce (B2B e-com) to integrate supply chain, and invention of new marketing channels such as Business-to-Customer (B2C) e-com. These new ways of conducting businesses are believed to help firms to reduce transaction costs and increase productivity. As a result, new ICTs have played an important role in recent growth of many small firms into multi-functional and multi-product corporations and in their spatial expansion towards internationalization as well. This paper takes Haier in China as a case to study the role of new ICTs in the growth of firms and reveal how the new technologies have facilitated the expansion of Haier into a transnational corporation (TNC) by examining the internationalization process of the firm in relation to its adoption of new ICTs in the period from 1990 to 2002. The study reveals that the adoption of new Ins has helped Haier to integrate its functional units located in dozens of places across the world, which is essential to the internationalization of a firm, and to link closely together its worldwide suppliers and customers to achieve just-in-time (JIT) production and delivery.   • Information and Communication Technologies(ICTs) have substantially enlarged both the opportunities to realize one's human rights but have also resulted in the emergence of new challenges. ICTs are so deeply embedded and cental to almost all aspects of human activity. And ICTs are assuming an increasingly central role in all aspects of human and societal development across the world. But this is especially true of the right to privacy, which faces challenges such as profiling and data mining for public(including national security) and private purposes. ICTs access is a fundamental right for all humans in the information age. So we have need for regulation based on human rights in the digital age. And governments have a responsibility to protect individuals against violations of human rights and data protection by public authorities, but also by private entities. In addition, internet governance and multi-stakeholder principle have to be stressed on all of the internet issues because internet governance is included in the principle of democracy which have bottom-up communication and equality. So it is very importance that Internet Governance Forum is the space for a meaningful discussion on public policy issues relating to the internet.

  • When new information communication technologies(ICTs) have appeared, researchers and praticitioners have explored how to spread the technologies. In e-commerce, social commerce has been introduced recently and attempts to understand social commerce have proposed diverse research models. This study proposed a hypothetical model which integrates technology readiness(TR), technology acceptance model(TAM), and theory of planned behavior(TPB). Through PLS path modeling, we found that every hypothesis except social norm-intention path alone proved significant. This result means that integrated model is useful to understand the adoption of new ICTs including social commerce. Finally, based on the findings, suggestions for future research were discussed.

Rationalization of Network Segregation for Continuity of Financial Services Following COVID-19

  • As measures for protecting users and ensuring security of electronic financial transactions, such as online banking, financial institutions in South Korea have implemented network segregation policies. However, a revision of such domain-centered standardized network segregation policies has been increasingly requested because of: 1) increased demand for remote work due to changes resulting from COVID-19 pandemic; and 2) the difficulty of applying new technologies of fintech companies based on information and communications technologies (ICTs) such as cloud services. Therefore, in this study, problems of the remote work environment arising from the network segregation policy currently applied to the financial sector in South Korea and those from the application of new ICTs such as fintech technology have been investigated. In addition, internal network protection policies of foreign financial sectors, such as those of the United States, United Kingdom, European Union, and Russia, and internal network protection policies of non-financial sectors, such as control systems, have been analyzed. As measures for the effective improvement of the current network segregation policy, we propose a policy change from domain-based to data-centric network segregation. Furthermore, to resolve threats of hacking at remote work, recently emerging as a global problem due to COVID-19 pandemic, a standard model for remote work system development applicable to financial companies and a reinforced terminal security model are presented, and an alternative control method applicable when network segregation is not applied is proposed.

  • In the 21st century, the growing use of information and communication technologies (ICTs) and social media platforms has influenced our way of life, including international diplomacy. With the use of new interactive communication technologies such as WhatsApp, Twitter, Facebook, Instagram, video sharing website, blogs, and other social media networks, digital diplomacy has become an active diplomatic mode in modern society and plays an increasing important role in international relations. Although Indonesia has gradually realized the pivotal role of internet diplomacy and recently put it into practice, it is still lagging far behind. This paper will examine how Indonesia conducts its diplomacy in the new era of digital world. How far and in what ways does the Indonesian government make use of digital technology to conduct its diplomacy? What opportunities and challenges are confronted to develop digital diplomacy? How does it navigate diplomacy in the digital age? Unless Indonesia embraces new channels and methods of diplomacy, its foreign policy implementation may not run optimally to support its aim of attaining its objectives in the international stage.

Cancer Control and the Communication Innovation in South Korea: Implications for Cancer Disparities

  • Over the last 10 years, the number of cancer survivors in South Korea has reached nearly one million with a survival rate of 49.4%. However, integrated supportive care for cancer survivors is lagging. One area in which the current cancer control policy needs updating is in the utilization of information and communication technology (ICT). The remarkable progress in the field of ICT over the past 10 years presents exciting new opportunities for health promotion. Recent communication innovations are conducive to the exchange of meta-information, giving rise to a new service area and transforming patients into active medical consumers. Consequently, such innovations encourage active participation in the mutual utilization and sharing of high-quality information. However, these benefits from new ICTs will almost certainly not be equally available to all, leading to so-called communication inequalities where cancer survivors from lower socioeconomic classes will likely have more limited access to the best means of making use of the health information. Therefore, most essentially, emphasis must be placed on helping cancer survivors and their caregivers utilize such advances in ICT to create a more efficient flow of health information, thereby reducing communication inequalities and expanding social support. Once we enhance access to health information and better manage the quality of information, as a matter of fact, we can expect an alleviation of the health inequalities faced by cancer survivors.

  • In the case of a high-valuable asset, the Operation and Maintenance (O&M) phase requires heavy charges and more efforts than the installation (construction) phase, because it has long usage life and any accident of an asset during this period causes catastrophic damage to an industry. Recently, with the advent of emerging Information Communication Technologies (ICTs), we can get the visibility of asset status information during its usage period. It gives us new challenging issues for improving the efficiency of asset operations. One issue is to implement the Condition-Based Maintenance (CBM) approach that makes a diagnosis of the asset status based on wire or wireless monitored data, predicts the assets abnormality, and executes suitable maintenance actions such as repair and replacement before serious problems happen. In this study, we have addressed several aspects of CBM approach: definition, related international standards, procedure, and techniques with the introduction of some relevant case studies that we have carried out.

  • To keep pace with other powerful nations in this era of the era of digitalization and to emerge stronger in the world, the defense forces of South Korea aim to innovate and prepare themselves for digital battlefields of possible wars in the future. The resources in the defense sector, which is the core of defense intelligence, is based on an intelligent mission collaboration tactical network system via cyber, command, control, communication, and computer (C4), and military and non-human weapons. Defense intelligence depends on the degree of the convergence of advanced Information and communication technologies (ICTs). Considering this aspect of defense intelligence, We plan to determine the application status of defense blockchain technology and examine the feasibility of applying blockchain technology and the core of applied technology. Generally, a key feature of blockchain technology is its data integrity in untrusted environments. There are various types of core technologies for the blockchain depending on the target areas of application in the defense sector, and it is also essential to derive new application strategies for core technologies that are applied in combination with other ICT technologies. We plan to demonstrate new defense ICT converged technologies (DNAB2: Data, Network, AI, BigData, Blockchain) and DNAB2-As-Services in the defense strategy.

Patent Citation Network Analysis as a Measure of Technical Knowledge Diffusion in Korea: Focusing on ICT (특허 인용 네트워크 분석을 통한 기술지식의 확산 경로 분석: 정보통신기술을 중심으로)

  • Technology convergence, recently accelerated in various technical fields, can be achieved by discovering a new technology while exchanging the knowledge among the different technologies and utilizing such knowledge into the existing fields of technology. In particular, technology convergence actively occurs in knowledge-intensive ICT. However, limited research is available on the routes of ICT technical knowledge diffusion because of insufficient data. Therefore, this study built a database on the citations of patent data applied from 2006 to 2013 in Korea and their cited patents. We drew a patent citation network, a technology citation network and an applicant citation network, after which we analyzed the routes of technical knowledge diffusion. Results showed that ICT played a leading role in knowledge citation among technologies and that such diffusion took a shorter time in technology citation when it occurred more frequently and when the citation occurred between ICTs. In addition, most of the ICT showed a strong citation relationship with the other ICTs or such technologies in the field of physics or electricity, whereas electric elements (H01) showed various citation relationships with technologies other than ICT. Furthermore, we found a strong technology diffusion relationship between domestic corporations and domestic natural persons. National organizations often cited the patents of other applicants, whereas the patents of domestic corporations were actively cited between domestic corporations or by other applicants. Thus, this study is expected to be useful in measuring the performance of technologies, including the diffusion to other technologies. As well as in considering the routes of technical knowledge diffusion in Korea.

Impacts of ICT Development on Income Inequality (ICT 발전과 소득불평등 간의 관계 분석)

  • The development of information and communication technology (ICT) provides many opportunities for businesses to increase productivity, to have better relationships with customers and suppliers, and to develop new products more efficiently and effectively. However, recently, there have been claims that ICT development in a country would increase income inequality of the country. In this debate, we examine the impact of ICT development on the income inequality at the country level. Data of 28 OECD countries were used for our study. According to results of the analysis, a country with a higher level of ICT development is likely to have a lower the level of income inequality. There have been many concerns that development of ICTs may result in a higher level of income inequality mainly because wealthy companies or individuals can more affordable to utilize advanced ICT and ICTs have replaced labor. However, there has been no such identified impact, at least in recent OECD countries. Rather, we can expect ICT development to play a role in lowering income inequality of a country.
