Analysis of conflict cases and suggestions for cooperation in order to activate street performances (거리공연활성화를 위한 갈등사례분석과 협력방안 제안 연구)

  • This study aims to analyze the causes of conflict between street performing subjects and identify methods to induce their collaboration in promoting a creative city. This study proposes preventive mechanisms after identifying potential problems in performances on the streets of Jeju, which aims to become "the island of culture and art". To this aim, the type and relationship between the subjects of conflict, characters of conflict, solutions, extent and role of tolerance, responses of the subjects, and type of conflict management employed were examined and analyzed. We employed an in-depth interview method involving cases of conflict occurring during street performances in Jeju. were categorized into 6 types. First is conflict resulting from the lack of facilities. Second is conflict caused by non-designated performance venues. Third is conflict due to exclusive ambiance. Fourth is conflict resulting from direct engagement by neighboring residents. Fifth is conflict between residents and police during performances. Sixth is conflict by lack of definite relationship with relevant institutes. To systematically resolve these conflicts, we propose the following management methods: (1) behavioral approach of pretraining through a registration system; (2) establishment of busking zones and allocation after registration; (3) training of facilitators to manage street performances and extended roles; (4) establishment of standards for street performances through the systematic approach of ordinance; (5) training to secure tolerance of residents; and (6) simplification of deliberation process by building a collaborative system among institutes.

Method's to introduce ROKN Nuclear Propulsion Submarines (한국형 원자력 추진 잠수함 도입방안)

  • Debates about introducing nuclear submarines have been a main issue in Korea. The highest officials and the government has started to think seriously about the issue. Yet there were no certain decision to this issue or any agreements with US but it is still necessary to review about introducing nuclear submarines, the technologies and about the business. The reason for such issues are the highest officials of Korea to build nuclear submarine, nK's nuclear development and SLBM launching. ROKN's nuclear submarine's necessity will be to attack(capacity to revenge), defend(anti-SSBN Operation) and to respond against neighboring nation's threat(Russia, Japan, China). Among these nations, US, Russia (Soviet Union), Britain, France had built their submarines in a short term of time due to their industrial foundation regarding with nuclear propulsion submarines. However China and India have started their business without their industrial foundation prepared and took a long time to build their submarines. Current technology level of Korea have reached almost up to US, Russia, Britain and France when they first built their nuclear propulsion submarines since we have almost completed the business for the Changbogo-I,II and almost up to complete building the Changbogo-III which Korea have self designed/developed. Furthermore Korea have reached the level where we can self design large nuclear reactors and the integrated SMART reactor which we can call ourselves a nation with worldwide technologies. If introducing the nuclear submarine to the Korea gets decided, first of all we would have to review the technological problems and also introduce the foreign technologies when needed. The methods for the introduction will be developments after loans from the foreign, productions with technological cooperations, and individual production. The most significant thing will be that changes are continuous and new instances are keep showing up so that it is important to only have a simple reference to a current instances and have a review on every methods with many possibilities. Also developing all of the technologies for the nuclear propulsion submarines may be not possible and give financial damages so there may be a need to partially introduce foreign technologies. For the introduction of nuclear propulsion submarines, there must be a resolution of the international regulations together with the international/domestics resistances and the technological problems to work out for. Also there may be problem for the requirement fees to solve for and other tough problems to solve for. However nuclear submarines are powerful weapon system to risk everything above. This is an international/domestically a serious agenda. Therefore rather than having debates based on false facts, there must be a need to have an investigations and debates regarding the nation's benefits and national security.

A Study on Balhae Beauty Culture (발해의 미용문화연구)

  • Balhae was an ancient Korean kingdom that existed almost 1,300 years ago. It was a dynamic time in the Korean history when the national strength was building up in terms of politics, economy and culture, thereby called as "Haedongseongguk, the powerhouse in the East". Balhae had dominated parts of Manchuria and the northern part of the Korean peninsula between the late 7th century and the 10th century, occupying the center stage of the northern Korean history. It serves as a window to the East Asia in the present as well as in the past. Yet, due to its geography spanning from the North Korea to Kilin Province of China to part of Heilongjiang Province and to the Littoral Province of Siberia, Balhae has been the center of historical disputes among neighboring countries that insist it is part of each of their own history. China argues that it was a prefecture of the Tang Dynasty, established by the Mohe, not a successor to Goguryeo, which is a China-oriented viewpoint of history. In addition, Russia recognizes Balhae as their first-ever medieval feudal state since the Littoral Province is now under their sovereignty. Therefore, the restoration of Balhae history is in line with the veritable establishment of the ancient Korean history. For this, it is necessary to embrace inter-disciplinary achievements and to continue efforts to adopt them rather than to blame the shortage of historical documents and the difficulty of the excavation of relics. If fashion is "a visual symbol" of our society, beauty culture serve as a mirror to reflect our civilization and culture directly or indirectly. Still, it is not easy to draw similarities by analyzing and comparing the attributes of various cultures and civilizations party because the essence of culture lies in diversity. Nevertheless, it is believed that cultural liaison as well as geographical liaison can be a medium to compensate for the limits of the foreign exchange history of Southeast Asia in proving the relationship between Goguryeo and Balhae, by examining and speculating beauty culture that reflect their period. It was confirmed by various documents regarding Goguryeo out of relics, historical sites and documents. Mural paintings showed how the people of Balhae wore and accessorized themselves. They also allowed us to speculate their way of living. As the contemporary historians can assert that Balhae is part of the Korean history thanks to the realism scholars in the late Joseon Dynasty, who rediscovered the Balhae history and conducted practical researches, it is expected that researchers who study beauty culture contribute to completing the restoration of the Balhae history by thoroughly examining our history, costume and beauty culture.

Adaptive Power Control Schemes for Interference Mitigation in LTE Femtocell Networks (LTE 기반 펨토셀 네트워크에서 간섭 완화를 위한 적응적 전력 제어 기법)

  • The low-power, low-cost femtocell network has been proposed not only to alleviate traffic load to the macro base station (eNB) but also to cover the indoor coverage hole problem. However, in the dense femtocell environment where many femtocells are deployed to cover the whole large office building, performance of such femtocell environment can be deteriorated due to severe co-channel interference problem between the eNB and femtocells and among neighboring femtocells. In particular, a macro UE(mUE) located within femtocell coverage may experience severe co-channel interference from surrounding femtocells. Therefore, In this paper, we propose a novel power control schemes to mitigate interference to a mUE under such dense LTE femtocell environment. With proposed femtocell power control schemes, performance of the mUE can be greatly improved in terms of the outage probability and the SINR while maintaining satisfying femtocell performance. Simulation based performance study shows that the proposed power control scheme is able to enhance mUE performance more than 30% than the conventional dense femtocell in terms of the two performance metrics.

  • This study, the one concerning the evaluation analysis of the function of the wind generation using KLAM_21, has examined closely how the wind really flows on the space of the city, working with the object of case location. In the first place, the cold air formed at upper stream of Sincheon river, a ravine of whole area of Gachang gully and an inclined plane of neighboring mountainous district, flows to the north and expands itself along the upper stream of the Sincheon river, and as the time passes, it is tending upwards in the change of the volume and height as well as of the velocity and direction, of the cold air. It was learned that this phenomenon has made it clear that the spatial features of this area give rise to very good condition in generating and flowing the cold air. Meanwhile, it has been shown that in the area of park in the Ap-mountain, the generation and flow of the cold air are much interrupted because of the overpass traversing the whole area of the park of Ap-mountain, the congested area of large-scaled apartments and the urban development activities constructing the building in the park, and the volume and height of the cold air has been grown very small. In conclusion, It has been learned that for maximization of the spatial effect of the wind corridor, the areas where the cold air is generated, flowed, accumulated, and maintained, have to be connected spatially, and this spatial connection has a close relation with spatial features of the area.

  • Intense competition for resources has forced many countries pay attention to their eyes to the ocean. Therefore, the disputes and the conflict over the delimitation of the EEZ and continental shelf will be sharpened. Since 1982 Law of the Sea Convention, Korea has opened the talks with Japan and China to discuss the boundary issues as the adjacent water zone is less than 400 miles between Korea and Japan and Korea and China. This study is to review the important rules and techniques for the delimitation of the maritime boundary which have defined in the Law of the Sea Convention and IHO-51 technical guide and to figure out how to build the maritime delimitation GIS DB to negotiate effectively with the neighboring countries. Definition of the base point and baseline will be the utmost important concept to delimit the ocean boundary. The policy makers and the specialists who prepare for the international negotiation meeting between the countries have to be ready to draw the maritime boundary for our best interest under the Law of the Sea Convention. The negotiation strategies and the principles can be made with the concrete and reliable database relevant to maritime boundary issues. So effective and fast strategic decision for negotiation can only be made based on maritime boundary delimitation GIS DB.

  • Collaborative filtering system is the clustering about user is built and then based on that clustering results will recommend the preferred item to the user. However, building user clustering is time consuming and also once the users evaluate and give feedback about the film then rebuilding the system is not simple. In this paper, genre pattern of movie recommendation systems is being used and in order to simplify and reduce time of rebuilding user clustering. A Frequent pattern networks is used and then extracts user preference genre patterns and through that extracted patterns user clustering will be built. Through built the clustering for all neighboring users to collaborative filtering is applied and then recommends movies to the user. When receiving user information feedback, traditional collaborative filtering is to rebuild the clustering for all neighbouring users to research and do the clustering. However by using frequent pattern Networks, through user clustering based on genre pattern, collaborative filtering is applied and when rebuilding user clustering inquiry limited by search time can be reduced. After receiving user information feedback through proposed user clustering based on genre pattern, the time that need to spent on re-establishing user clustering can be reduced and also enable the possibility of traditional collaborative filtering systems and recommendation of a similar performance.

Characterization of Microbial Community in the Leachate Associated with the Decomposition of Entombed Pigs

  • Foot and mouth disease (FMD) is one of the acute infectious diseases in hoofed and even-toed mammals, including pigs, and it occurs via acute infection by Aphthovirus. When FMD is suspected, animals around the location of origin are typically slaughtered and buried. Other methods such as rendering, composting, and incineration have not been verified in practice in Korea. After the FMD incident, the regular monitoring of the microbial community is required, as microorganisms greatly modify the characteristics of the ecosystem in which they live. This is the result of their metabolic activities causing chemical changes to take place in the surrounding environment. In this study, we investigated changes in the microbial community during a 24 week period with DNA extracts from leachate, formed by the decomposition of buried pigs at a laboratory test site, using denaturing gradient gel electrophoresis (DGGE) with a genomic DNA. Our results revealed that Bacteroides coprosuis, which is common in pig excreta, and Sporanaerobacter acetigenes, which is a sulfur-reduced microbe, were continuously observed. During the early stages (0~2 weeks) of tissue decomposition, Clostridium cochlearium, Fusobacterium ulcerans, and Fusobacterium sp., which are involved in skin decomposition, were also observed. In addition, various microbes such as Turicibacter sanguinis, Clostridium haemolyticum, Bacteroides propionicifaciens, and Comamonas sp. were seen during the later stages (16~24 weeks). In particular, the number of existing microbial species gradually increased during the early stages, including the exponential phase, decreased during the middle stages, and then increased again during the later stages. Therefore, these results indicate that the decomposition of pigs continues for a long period of time and leachate is created continuously during this process. It is known that leachate can easily flow into the neighboring environment, so a long-term management plan is needed in burial locations for FMD-infected animals.

A Study on the Meaning of 'the Improvement and Development of Culture' under Article 1 of the Korea Copyright Act (저작권법 제1조상 '문화의 향상발전'의 의미에 관한 연구)

  • Article 1 of the Korea Copyright Act stipulates that the purpose of this Act is to protect the rights of authors and the rights neighboring on them and to promote fair use of works in order to contribute to the improvement and development of culture. Hence, the improvement and development of culture is the final goal of the Copyright Act and should be the essential standard of the interpretation and application of the law. However, most of Korean copyright scholars do not explain the meaning of it and they even assume that protection of the copyright and promotion of fair use themselves are deemed as it. The meaning of the improvement and development of culture should be derived from the Constitution and there is a principle of the nation of culture as one of the basic constitutional principles. Pursuant to the principle of the nation of culture, the improvement and development of culture means maximization of the right of enjoyment from culture by the building of the ecology for the sustainable production and consumption of the works. This should be not only the legislative purpose of the Copyright Act but also the goal of culture policy.

A Dilemma of Kyrgyzstan Goes Through the Process of Nation-Building: National Security Problems and Independent National Defense Capability (국가건설과정에서 키르기스스탄의 국가안보와 자주국방의 딜레마)

  • The regions of Central Asia have each acquired an elevated strategic importance in the new security paradigm of post-September 1lth. Comprised of five states, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, Central Asia's newly enhanced strategic importance stems from several other factors, ranging from trans-national threats posed by Islamic extremism, drug production and trafficking, to the geopolitical threats inherent in the region's location as a crossroads between Russia, Southwest Asia and China. Although the U.S. military presence in the region began before September 11th, the region became an important platform for the projection of U.S. military power against the Taliban in neighboring Afghanistan. The analysis goes on to warn that 'with US troops already in place to varying extents in Central Asian states, it becomes particularly important to understand the faultlines, geography, and other challenges this part of the world presents'. The Kyrgyz military remains an embryonic force with a weak chain of command, the ground force built to Cold War standards, and an almost total lack of air capabilities. Training, discipline and desertion - at over 10 per cent, the highest among the Central Asian republics - continue to present major problems for the creation of combat-effective armed forces. Kyrgyzstan has a declared policy of national defence and independence without the use of non-conventional weapons. Kyrgyzstan participates in the regional security structures, such as the Collective Security Treaty Organisation (CSTO) and the Shanghai Co-operation Organisation (SCO) but, in security matters at least, it is dependent upon Russian support. The armed forces are poorly trained and ill-equipped to fulfil an effective counter-insurgency or counter-terrorist role. The task of rebuilding is much bigger, and so are the stakes - the integrity and sovereignty of the Kyrgyz state. Only democratization, the fight against corruption, reforms in the military and educational sectors and strategic initiatives promoting internal economic integration and national cohesion hold the key to Kyrgyzstan's lasting future
