A study of the impact of constraint factors of festival participation and negotiation efforts of festival participant on festival satisfaction (축제의 참여제약 요인과 관람객의 협상노력을 통한 축제만족에 대한 연구)

  • A study of the impact of constraint factors of festival participation and negotiation efforts of festival participant on festival satisfaction. This study reviewed earlier studies about festival and verified an impact of the leisure constraint factors of festival participant and the negotiation efforts on festival satisfaction by considering previous literature. Hypotheses based on literature reviews were analyzed emprically. According to the result of study, in aspect of the relationship between constraint factors of festival participation(intrapersonal constraint, interpersonal constraint, structural constraint) and negotiation efforts of festival participation, both interpersonal constraint and structural constraint have positive influence on constraint negotiation efforts. However, intrapersonal constraint factor influenced negatively. Also, the results revealed that in aspect of the relationship among festival participation, festival experience recognition, and satisfaction, festival participation have positive influence on cognitive and emotional experience and finally satisfaction.

  • This research had a close look into the expected results for both Korea and China from the contextual background of their efforts on FTA. In reality, we have to admit that Korea-China FTA has gains and losses for both countries in different fields and industries. Therefore, we suggest that people should not be myopic on the FTA matters, but take long-term perspectives in order to increase the entire benefits for companies and the country. Both countries should be able to build up strategic, reciprocal cooperation. We emphasize that the current FTA negotiations with China can turn out threats, not opportunities, if we do not establish effective negotiation strategies. Furthermore, we argue that, if we know and understand Chinese negotiation culture in advance, we could react to their strategic actions still more effectively. All in all, we could say that the purpose of our research is, first of all, to investigate the antecedents and consequences of the current Korea-China FTA negotiations; second, to divulge the Chinese negotiation culture, to presume possible negotiation strategies on the part of the Chinese, and to envision possible strategic reactions on our part; third, to delineate value creations from the successful Korea-China FTA in the future.

  • A multi-agent technology has emerged as a new paradigm that can flexibly and promptly cope with various environmental changes and complex problems. Accordingly, many researches are being made to establish multi-agent systems in an effort to solve dynamic problems in many fields. However, most previous researches on the multi-agent frameworks aimed at, on behalf of a user, exchanging and sharing information between agents, reusing agents, and suggesting job cooperation in order to integrate and assimilate heterogeneous agents. That is to say, their frameworks mainly focused on the basic functions of general multi-agent. Therefore, they are not suitable to the development of the proper system for a specific field such ,.s a negotiation. In an effort to solve this problem, this research has tried to design a multi-agent framework-base negotiation system, so that for the sake of a user it can evaluate the negotiation messages, manage the negotiation messages, and quickly and exactly exchange messages between negotiation agents. First of all, we have made research on the basic functions hat are necessary in the development of a negotiation system, and then have analyzed the limitations of existing multi-agent frameworks when trying to apply them to a negotiation system. After these efforts, this study suggests a design of multi-agent framework to develop a negotiation system.

Agriculture Under UNFCCC and Its Policy Implications (유엔기후변화협약의 농업부문 동향과 시사점)

  • Agriculture is a vulnerable sector to climate change because it is a primary industry directly exposed to climate. At the same time, it is a sector emitting greenhouse gases during agricultural activities, thereby affecting climate change. However, agriculture is a nascent subject under the UNFCCC. The agriculture sector needs both adaptation and mitigation. Currently, co-benefit of adaptation and mitigation is emphasized during climate change negotiation. Developing country parties are in a position to focus on adaptation rather than mitigation. As a result, mitigation is not being addressed enough during climate negotiation. Agriculture has been addressed through Nairobi Work Programme and NAPA. Since current efforts for greenhouse gas reduction are not sufficient for stabilizing the atmospheric system of the Earth to prevent climate change, the agriculture sector should also be considered for greenhouse gas reduction. For this, MRV for small farmers in developing countries and incentives for their mitigation efforts should be developed in agriculture sector. In addition, it is necessary to strengthen international cooperation for developing capacities for vulnerable countries and people to climate change.

Study on Changes in Military Negotiations under the Kim Jeong-eun Regime through Working-Level Talks for Gaeseong Industrial Complex (김정은시대 개성공단 실무회담 분석을 통한 군사협상 변화 연구)

  • This study is trying to suggest the continuity and changes that would be made in inter-Korean military negotiations in the future under the Kim Jeong-eun regime by analyzing the recent inter-Korean Working-Level Talks for Gaeseong Industrial Complex based on 'anti-Japanese guerilla style negotiation model, the military negotiation model under Kim Jeong-il era. Especially, through analysis of the inter-Korean Working-Level Talks for Gaeseong Industrial Complex, it is verified that behavior similar to that in the military talks in the past is found even in the economic negotiations. Such analysis leads to an assumption that negotiations under the Kim Jeong-eun regime would be made within the category of the military negotiations under the Kim Jeong-il era. Fundamentally North Korea will change but try to achieve its objectives in the military talks within the existing frame of strategic culture rather than changing it. Such phenomenon will continue for some time. In the future inter-Korean military talks, however, North Korea will try to change its behavior to cope with its financial difficulties. Accordingly, the South Korea's government will have to have paradigm shift toward inter-Korean military negotiations. Especially, Kim Jeong-eun's studying abroad in the past will make him change in the negotiations. At this moment, the South Korean government must make continuous efforts to induce dialogue and negotiation. In order to induce the North Korea to change, the development of economic norm logic with the united front applied in the strategic culture of military negotiation and the formation of a value system in the North Korea's military negotiation policy makers will lead to the creation of a new military negotiation framework.

  • The wide spread of Internet and rapid development of e-commerce-related technology have brought sweeping changes on the traditional commercial transactions. Accordingly, many efforts to transform these transactions electronically under e-commerce environment have been carried out. As most transactions are usually made through negotiations, the function of automated negotiation is also required in the e-commerce environment. This paper aims to develop the method to generate and evaluate the multi-attribute negotiation proposals for automated negotiation systems. To this end the related articles are reviewed and the method dealing with e-negotiation strategy is suggested. In this method, the seller generates his or her own negotiation proposal and then evaluates the buyer's proposal based on SAW (Simple Additive Weighting Method), one of the MADM (Multi Attribute Decision Making) methods. To verify the suggested method, a case study is conducted in the order-based manufacturing environment.

  • The Public Private Partnership/Private Finance Initiative (PPP/PFI) schemes have made the private sector become a major participant involved in the development of infrastructure systems along with the government. Due to more integrated efforts among project participants and longer concession period, PPP/PFI projects are inherently more complex and risky. It is therefore very important to proactively manage the risks involved throughout the project life cycle. Conventional risk management strategies sometimes ignore managerial flexibility in the planning and execution process. This paper starts with a revised risk management framework which incorporates the real option concept. Following the presentation of the framework, a new risk classification is proposed which leads to different ways of structuring options in a project according to the stage of the project life cycle. Finally, the paper closes by discussing other issues concerning option modeling and negotiation.

  • In accordance with the promotional strategy of the 'simultaneously occurring and high-level comprehensive FTA that Korean government made clear in the FTA promotion roadmap in 2003, it has already entered into FTA with 22 countries such as Chile, Singapore, EU, MERCOSUR, ASEAN and the like but is progressing or promoting the negotiation about FTA. It is necessary to make efforts to lift all sorts of non-tariff barriers that put restrictions on the import of China with the promotion of the lowering of customs duties in the negotiation of FTA between Korea and China. It is anticipated that imports will be expanded in the manufacturing field as well as agricultural products with the efforts to improve the business management environment of Korean firms within China. Therefore, it is a very important task to make efforts to prevent the roundabout trade made via China by reinforcing the standard and criterion for the origin of country in the Korea China FTA.

  • Rail crossings are major accident-prone areas. Higher traffic volume, frequent rail operation, increased train speed all contribute to increased accident rate and severity In Korea efforts are being made to upgrade currently at-grade rail crossings to grade crossings. There is, however, no quantified analysis measures to analyse the impact of rail grade crossing, thus make it difficult to prioritize different projects under the budget constraints. Projects are selected based on the negotiation between Korea National Railway(KNR) and local governments. To shed light on the development effort for Korean procedure, GradeDec 2000 program of Federal Railroad Adminstration(FRA) was applied for Korean context. Case study involving three rail crossing was ca]lied out, and results are analyzed. Research efforts which need further attention are identified, research direction is analyzed considering local procedure, and issues in the application of the procedures are discussed in detail.

  • Services, despite the difficulty of its exact definition, can be defined as deeds, efforts, or performances by economical bodies, attributing to four unique characteristics - intangibility, inseparability, heterogeneity, and perishability. This study aims to research the global competition and problems of the local professional services, especially educational services and health services, and to suggest some devices for increasing the exportation of both educational services and health services. Educational services and health services were reserved in the multilateral negotiation to open the WTO parties' markets because of its national public benefits. But it is indispensable to open our local market by the bilateral FTA negotiation. Legal restrictions, therefore, related to both education and health should be erased according to the basic rule of the market competition, and it is advisable to control the national public benefit of these services by enacting the different legal systems. For recovering from minus balance of payment in the educational services or health services, furthermore, it is necessary to drive rather some offensive exporting policies than the defensive policy against supply from the foreign countries. In conclusion, the korean Foreign Trade Act and other relative acts should be revised, and both educational services and health services should be contained within the definition of "the international trade" for the governmental benefits of supporting the services exportation.
