  • Turkey is one of the most important earthquake regions in Europe. This region has been exposed to many earthquakes of different magnitudes from past to present. It is of great importance to determine the dynamic properties of the soils for structures to be built in earthquake zones. In order to minimize the damages that may occur, the behavior of the soils under repeated loads should be known and taken into consideration in the design. In this study, 4 different point borings were taken near active fault lines in the North Anatolian fault zone (NAFZ). In order to determine the dynamic parameters of soils, both dynamic triaxial (TRX) and resonant column (RC) tests were carried out on undisturbed samples at every 5 m. As a result of the experiments, Vs and Gmax values were obtained from the field and differences were determined. The dynamic behavior of the soil was examined at varying depths with the comparison of reference models in the literature and compatible results were obtained. Finally, the behavior at the transition region is highlighted. As a result, three shear modulus and dumping ratio models have been proposed for clay soils to be used in different soil conditions.

  • Multiphase machines are characterized by high power density, enhanced fault-tolerant capacity, and low torque pulsation. For a voltage source inverter supplied multiphase machine, the probability of load imbalances becomes greater and unwanted low-order stator voltage harmonics occur. This paper deals with the PWM control of multiphase inverters under unbalanced load conditions and it proposes a novel near-five-vector SVPWM algorithm based on the five-phase six-leg inverter. The proposed algorithm can output symmetrical phase voltages under unbalanced load conditions, which is not possible for the conventional SVPWM algorithms based on the five-phase five-leg inverters. The cause of extra harmonics in the phase voltages is analyzed, and an xy coordinate system orthogonal to the ${\alpha}{\beta}z$ coordinate system is introduced to eliminate low-order harmonics in the output phase voltages. Moreover, the digital implementation of the near-five-vector SVPWM algorithm is discussed, and the optimal approach with reduced complexity and low execution time is elaborated. A comparison of the proposed algorithm and other existing PWM algorithms is provided, and the pros and cons of the proposed algorithm are concluded. Simulation and experimental results are also given. It is shown that the proposed algorithm works well under unbalanced load conditions. However, its maximum modulation index is reduced by 5.15% in the linear modulation region, and its algorithm complexity and memory requirement increase. The basic principle in this paper can be easily extended to other inverters with different phase numbers.

  • This article presents the statistical characteristics of elastic floor acceleration spectra that represent the peak response demand of non-structural components attached to a nonlinear supporting frame. For this purpose, a set of stiff and flexible general moment resisting frames with periods of 0.3-3.6 sec. are analyzed using forty-nine near-field strong ground motion records. Peak accelerations are derived for each single degree of freedom non-structural component, supported by the above mentioned frames, through a direct-integration time-history analysis. These accelerations are obtained by Floor Acceleration Response Spectrum (FARS) method. They are statistically analyzed in the next step to achieve a better understanding of their height-wise distributions. The factors that affect FARS values are found in the relevant state of the art. Here, they are summarized to evaluate the amplification and/or reduction of FARS values especially when the supporting structures undergo inelastic behavior. The properties of FARS values are studied in three regions: long-period, fundamental-period and short-period. Maximum elastic acceleration response of non-structural component, mounted on inelastic frames, depends on the following factors: inelasticity intensity and modal periods of supporting structure; natural period, damping ratio and location of non-structural component. The FARS values, corresponded to the modal periods of supporting structure, are strongly reduced beyond elastic domain. However, they could be amplified in the transferring period domain between the mentioned modal periods. In the next step, the amplification and/or reduction of FARS values, caused by inelastic behavior of supporting structure, are calculated. A parameter called the response acceleration reduction factor ($R_{acc}$), has been previously used for far-field earthquakes. The feasibility of extending this parameter for near-field motions is focused here, suggested repeatedly in the relevant sources. The nonlinearity of supporting structure is included in ($R_{acc}$) for better estimation of maximum non-structural component absolute acceleration demand, which is ordinarily neglected in the seismic design provisions.

  • Medical practice is characterized by various physiological response and uncapacity of prediction, therefore when medical accident occur it's hard to prove medical professionals' mistake. Though medical accident by medical professionals' mistake will be compensated anyhow, about irresistible medical accidents, no one should be not bound to compensate, victims get into very difficult situation. So, the nation don't negligent irresistible medical accidents but compensate anyway. As in the past, to the legal principle's constitution of irresistible medical accidents, theory of liability without fault was adapted, and it was said this theory was illogical in theory of liability with fault. But the subject of compensation to irresistible medical accidents is nation, nation don't participate in medical treatment therefore there is no room to occur mistake. And it is not reasonable to regard medical agency as a truster of public service, to cast to it responsibility of medical accidents. The problem of compensation to irresistible medical accidents is understood under the theory of social compensation. Social compensation is consisted of compensation to sacrifice and contribution to nation and society and compensation to sacrifice revealed under danger, the compensation to irresistible medical accidents belongs to the latter. This is near to concept of relief, is applied to national compensation system supplementarily, and compensation have no option but to compensate minimum. And there are not relation between national compensation system of irresistible medical accidents and proof liability transposition and theory of liability with out fault, merely in side of sharing responsibility burden between medical treater and victim, it is reasonable to discuss transportation of proof liability and compulsive liability insurance together.

  • An intensity of the 1997 Kyungju earthquake(M=4.3) was estimated at three hundred locations based on the field survey and questionaires from 2200 residents. The isoseismal shows almost circular pattern which doesnot reflect some specific geological trends. However, most of the Kyeongsang basin except the southwestern part is included within the area of MM intensity V. There occurred strong shaking, numerous cracks on the wall of the houses, and movement of slate on the roofs, falling of the tiles from the monument. The isoseismal of the highest MM intensity VII, 1-3 km in width and 9 km in length, is elongated along the Yangsan fault, which is located about 1.5 km west from epicenter. The lineaments near the epicenter exhibit almost N-S and NNE directions. The lineament distribution, the pattern of damage area and the solution of fault plane suggest that the Kyongju earthquake occurred with strike-slip sense along the Yangsan fault. The calculated intensity attenuation(I) with distance(R) is as follows : $I{\;}={\;}I_o{\;}+{\;}0.3461{\;}-{\;}0.3274{\;}{\times}{\;}1nR{\;}-{\;}0.086{\;}{\times}{\;}R$.

  • This paper proposes a new global positioning system (GPS) receiver algorithm to improve the positioning accuracy of a transporter using fault detection and isolation techniques from satellite signals. To improve the positioning accuracy, several factors including a feasible number of satellite signals, SNR, NAV Measurement Quality Indicator (mesQI), and Doppler, among others, have been utilized in the proposed algorithm. To increase the number of feasible satellite signals, an erroneous satellite signal has been replaced by the previous one. In conventional approaches, received GPS signals are analyzed and directly determined to be contaminated or not. The only clean signals are utilized for identifying the current location. This fault detection and isolation (FDI) feasibility test is popular for commercial GPS receivers. In the urban environment, especially near a building, the feasible number of satellite signals becomes insufficient to position the transporter. To overcome this problem, satellite signals are efficiently selected and recovered. Additionally, using the proposed GPS receiver algorithm, a feasible number of satellite signals can be increased, thereby improving the positional accuracy. Real world experiments using a transporter that carries blocks in a shipyard have demonstrated the superiority of the proposed algorithm compared to conventional approaches.

  • In the vicinity of the Antarctic-Scotia plate boundary off Elephant Island(EI), geophysical data(multichannel seismic and gravity data) reveal rapid structural variation of the Shackleton Fracture Zone(SFZ) along its strike. The SFZ ridge terminates in front of the Antarctic Peninsula margin, whereas the transform fault of the SFZ continues farther southeast near EI and the width of the SFZ broadens toward the southeast. Accordingly, the SFZ transform fault changes its morphology along its strike as (1) a graben structure along the high Shackleton ridge in Drake Passage, (2) a half-graben structure in oceanic crust just southeast of the Antarctic-Scotia plate boundary, and (3) splay faults deforming the margin of EI. Two phases of tectonic deformation are clearly observed along the transform fault. Major extensional deformation had formed a large-scale half-graben during roughly about $10{\sim}20$ Ma when Drake Passage had opened. And then, the Shackleton fault has been reactivated with reverse sense, which has been caused by recent convergence between Antarctic and Scotia plates due to westward movement of the Scotia plate since 6 Ma.

  • We investigated the effect of mechanical back side damage in Czochralski silicon wafer. The intensity of mechanical damage was evaluated by minority carrier recombination lifetime by laser excitation/microwave reflection photoconductance decay ($\mu$-PCD) technique, wet oxidation/preferential etching methods, near surface micro defect (NSMD) analysis, and X-ray section topography. The data indicate that the higher the mechanical damage intensity, the lower the minority carrier lifetime, and NSMD density increased proportionally, also correlated to the oxidation induced stacking fault (OISF) density. Thus, NSMD technique can be used separately from conventional etching method in OISF measurement.

  • Frequency and phasor are the most important quantities in power system operation because they can reflect the whole power system situation. Frequency reflects the dynamic energy balance between load and generating power, while operators use phasor to constitute the state of system and, moreover, phasor based line relays are currently used in most power systems. So frequency and phasor are regarded as indices for the operating power systems in practice. The proposed technique is suitable for estimation near-nominal, nomina), and off-nominal frequencies. It is useful in designing microprocessor-based relays and meters that need to measure power system frequency. Performance test results, using signals from EMTP source and Excel program, indicate that the proposed technique can provide accurate estimates within 16ms. Maximum estimation errors observed during testing are of the order of 0.006Hz for nominal, near-nominal, and off-nominal frequencies. The proposed technique provides accurate estimates in presence of noise and harmonics and in case ground fault. The rate change of the phase angle is used for estimation. To confirm the validity of the proposed algorithm, the simulation studies carried out on a typical 154[KV] double T/L system by using EMTP software. Some test results are presented in the paper.
