A study on Improvement and Invigoration of Cooperation Charge on Conservation Ecosystem Fund (생태계보전협력금 제도 활성화를 위한 부과금 개선 방안 연구)

  • Korea introduced the cooperation charge on conservation of ecosystem for minimizing damage of ecosystem due to development projects and their effects and for preparing resources for natural environment conservation projects. Advanced countries have made efforts by expanding investment in natural environment conservation and restoring projects to promote prevention of global warming and improvement of biological diversity, are establishing nationwide strategies and plans. To examine the reality of projects by returns of the cooperation charge on conservation of ecosystem, microsite projects in schools and public facilities take the largest share while their project budgets are only about 100~300 KRW, relatively small, which might be attributable to budget restrictions in accordance with the calculating method of levying cooperation charge on conservation of ecosystem and problems of project proceeding in the system of returning fund for projects in general. The conclusion which this study suggests on invigoration of cooperation charge on conservation of ecosystem and its operation are as followings. First, although the cooperation charge on conservation of ecosystem has been introduced in 2001, the amount of imposition per unit area remains unchanged. It is desirable to increase the amount into $1,400KRW/m^2$ as of August, 2011 as the price index has been continuously rising for the past 10 years and the upward adjustment of imposition per unit area should be notified by the decree of the Ministry of Environment every January. Second, the ceiling amount of the cooperation charge on conservation of ecosystem should be abolished. Now the ceiling amount is defined as 1 billion KRW but it was found that there was not any ceiling amount specified according to the comparative analysis of similar systems with the Korean environmental improvement fund. The ceiling should be abolished so that medium level businesses are carried out and ecosystem recovering projects in the true sense of the word can be made smoothly. Third, weight should be introduced in calculating amounts in accordance with ecologic and economic values. Harmony between development and environment can be achieved by applying differentiated weights of constant regional coefficient by use zone and ecologic and economic values. Continuous efforts of improving cooperation charge on conservation of ecosystem should be made more than anything else so that projects by returns of cooperation charge on conservation of ecosystem get effectiveness.

A Study of Useability of Ecosystem Service Assessment on Strategic Environmental Assessment (전략환경영향평가 시 생태계서비스 평가 결과의 활용가능성에 관한 연구)

  • Strategic Environmental Impact Assessment (SEA) is a decision-making process taking into account the environmental impact, economic and social impact of policies, plans, and programs at the higher stage prior to the project plan for promoting sustainable development. In this study, we analyzed the process and criteria for selecting appropriate alternatives when establishing development plan in SEA. First, the criteria for estimating changes in ecosystem services following the implementation of development project of industrial complex were presented. Second, alternative evaluations were conducted through an analysis of ecosystem service scenarios to explore suitable alternatives in Anseong. As a result, the environmental quality of selected area as the existing project site deteriorated according to the implementation of the project, and the dimensional reduction technique confirmed that the change in ecosystem service factors in project area was the optimal location. In addition, the results of the scenario assessment to explore suitable alternatives in Anseong City showed that the existing site had large capacity in terms of water quality control services (scenario 1), scenario 2 in terms of preconditioning services, and scenario 3 in terms of water supply services. The guidance of Ecosystem service assessment is expected to be available in decision-making of large-scale strategies (e.g., SEA) and projects by presenting more quantitative criteria for determining the adequacy and location feasibility of development plans and policy plans. This is expected to require various support, including legislation and revision of related laws, believed to be supported by advanced research.

Assessment and Enhancement of Ecosystem Services of Saemangeum Area (새만금 지역의 생태계서비스 평가와 증진 방안)

  • This study was conducted to assess ecosystem services provided for Saemangeum agricultural and life sites and surrounding areas and establish measures to enhance them. The ecosystem services in the Saemangeum region were found to be different depending on its land use type. Before reclamation, the quality of ecosystem service in the Saemangeum region was high in all aspects: supply, control, culture, and support service functions. After the reclamation, however, the quality of supply, regulating, and support services declined. Therefore, it is necessary to enhance the quality of regulating and support services provided by semi-natural habitats such as rice paddy and reservoirs to improve the ecosystem service of the Saemangeum agricultural and life site. The suggested service improvement includes transforming natural ecosystems, such as forests and rural areas, and vast agricultural land into rural tourism and ecotourism and strengthening cultural service functions centered on education and research related to agriculture. To this end, it is necessary to utilize large agricultural land and agricultural infrastructure to promote agricultural production and rural tourism and government support for areas where the aging population is a problem.

Classifications of Ecological Districts for Estuarine Ecosystem Restoration; Examples of Goseong Bay Estuaries, South sea, Korea (하구 생태 복원을 위한 생태구역 구분; 남해 고성만 고성천 인근 하구의 예)

  • Estuarine ecosystem responds sensitively to natural and anthropogenic perturbations. lt is necessary to identify the direction of the change when the perturbation occurs as well as to understand the structure and functioning of estuarine ecosystem for a proper management of the area. In this study, the estuarine habitats were classified into different ecological districts so as to the switch from one district to another district could be related to the environmental change due to the perturbations. Total 16 ecological districts was defined according to the presence of barrage, salinity and vegetation characteristics. The defined ecological districts were applied to small estuaries in Goseong bay, south sea of Korea (Baedun, Guman, Maam, Goseong) to distinguish different regions which might have characteristic bottom topography, inclinations of river bottom, sediment characteristics, salinity structure and area of vegetation. Total 7 out of 16 ecological district was identified in this region; NFB (natural, fresh, bare), NHB (natural, high salinity, bare), NLV (natural, low salinity, vegetated) in natural (without barrage) estuaries and CFB (closed, fresh, bare), CFV( closed, fresh vegetated), CLV (closed, low salinity, vegetated), CHB (closed, high salinity, bare) in closed (with barrage) estuary. A comparison of environmental factors and biota between CHB and CLV demonstrated the effect of barrage on estuarine ecosystem. The height and sediment characteristics of CHB and CLV were similar but the average salinity was lower in CLV than in CHB due to the barrage, which produced favorable condition for the Phragmites australis in CLV. Information regarding the ecological districts in various sizes and location could be useful for predicting the ecosystem change due to natural and anthropogenic perturbations and for preparing management actions.

  • Due to the recent increase in greenhouse gases in atmosphere, world climate is rapidly changing and in turn, the earth ecosystem responds upon the climate changes. Comparing the ecosystem in the past, the present shapes of ecosystem is the result of the serious modification. Fishery resources in marine ecosystem, which usually occupy the upper trophic level, are also inevitable from such changes, because they always react to the natural environmental conditions. The northwestern Pacific is the most productive ocean in the world producing about 30% of world catch. From time to time, however, it has been notified that abundance, distribution and species composition of major fish species were altered by climate events. Furthermore, primary productivity of the ocean is not stable under the changing environments, so that carrying capacity of the ocean varies from one climate regime to another. Major climate events such as global warming, atmospheric circulation pattern, climate regime shift in the North Pacific, and El Nino event in the Pacific tropical waters were introduced in relation to fisheries aspects. The current status and future projection of fishery production was investigated, especially in the North Pacific including Korean waters. This new paradigm, ecosystem response to environmental variability, has become the main theme in marine ecology and fishery science, and the GLOBEC-type researches might provide a solution far cause-effect mechanism as well as prediction capability. Ecosystem management principles for multi-species should be adopted for better understanding and management of ecosystem.

Definition and Classification of Ecosystem Services for Decision Making (의사결정지원을 위한 생태계서비스의 정의와 분류)

  • This review paper examines various terms used for the definitions and classifications of ecosystem services, often times mixed and confused, in the literature and re-establishes the concepts of important terms, including ecosystem functions, services and benefits, to enhance communication among the stake-holders in the process of decision making. The definitions and scopes of ecosystem services are differentiated depending on the policy purposes such as environmental accounting, environmental valuation and natural resource management. The importance of identification and enumeration of final outputs associated with a particular policy is addressed. In addition, the usefulness of an alternative pathway-analysis beginning from benefits, via services and function, to process/structure of ecosystem is emphasized.

  • This study was conducted to investigate bird community and to suggest a proper way how to manage protect bird community in Gap stream. The survey was carried out over four sections by the line transect method and point counts method from September 2001 to August 2002. Natural stream region as Gasuwon Bridge - Mannyeon Bridge are observed birds were 11 orders 29 families 67 species, Artificial stream region as Mannyeon Bridge - Daedeok Bridge are observed birds were 6 orders 10 families 30 species, Daedeok Bridge - Wonchon Bridge are 8 orders 12 families 28 species, Wonchon Bridge - Gap Stream Bridge are 8 orders 18 families 40 species. All the observed birds in artificial stream region are 8 orders 19 families 47 species. Number of species in natural stream region was higher than artificial stream region owe to a various habitat environment such as forest, cultivated land, streamside forest, sandy plain, gravelly field, reedy field etc. and can not add with the interface and the usage of the human. Number of species in artificial stream region was lower than natural stream region owe to a simple habitat environment and the water ecosystem is severed with embankment block and grass plot with the land ecosystem. The furtherance of various habitat environment which considers the ecosystem like the natural stream as the water ecosystem is joined together with the land ecosystem is desired to attract various wildbirds in Gap stream. The design is desired with the maintenance of the stream to consider the stream corridor which plays ecological important role as connect the fragment habitats.

Risks Incurred by Release of Animals into the Natural Ecosystem in Korea and Its Risk Management (국내 동물의 야생생태계 방출로 인한 위해성 및 위해성 관리방안)

  • Recently, a number of local governments as well as private organizations have spearheaded the release of animals into the natural ecosystem in Korea. In 2002, most of these animals released were mammals and birds, but the parameter was gradually expanded to include fish, amphibians, and invertebrates in addition to mammals and birds in 2007, with an increased overall number of animals released. Such increase has not only posed ecological, economic, and public health risks, but also yielded an increase in damages incurred by releasing animals historically or ecologically alien to a given region without thorough risk assessment. The most significant cause of such risks was a critical lack of risk management and regulatory schemes addressing the release of animals into the natural ecosystem. In stark contrast, developed countries long before established the requisite risk management and regulatory schemes either by complying with the IUCN/SSC's Guidelines for Re-Introductions or devising them independently. In this context, the current study has examined the release of animals into the natural ecosystem in Korea and, based on the investigation, asserted a strong need for proper risk management. Moreover, the study has presented systematic risk management and regulatory schemes suitable for the Korean milieu based on a comparative analysis of those employed in developed countries.

Investigation and Analysis of Water Quality Environmental for Preparing a Natural Learning and Experimental Area in Bukchun and Boundary (북천지역 자연학습 체험단지 조성을 위한 수질 환경성 조사 및 분석)

  • This study analyzes the river system and water quality conditions of Bukchun in order to establish a basic plan for Preparing a natural learning and experimental area of environmental ecosystem in Bukchun, Gyeongju. It also tries to establish an integrated plan for water management of Bukchun stream based on water contaminants. In addition, after analysing the water quality at 13 points during the non-rainy season, the effluent of municipal wastewater was of relatively better quality with I ~ II grade, below the water quality standard of the river, except in points near Samsung apartments. However, analysing the Hyeongsangang and the effluent of Bomunho and Duckdongdam in rainy season, the water quality was II ~ III grade according to environmental standard. The water Quality of those samples was strongly dependent of non-point source.

  • A study conducted in NaeSorak Mt. from 1996 to 2006 shows some interesting results indicating general characteristics of natural forests, regeneration and structural patterns on fir stands. Those fir stands could have been confused as climax forests, which is a short-sighted from human-centered view on those stands. A classic theory of succession, which has been frequently applied to analyse the changes in forest ecosystem changes, failed to provide further understanding of fir stands. To comprehend the complicated and diverse process, a concept of ecosystem circulation need be introduced to the theory. This is a main idea of 'patch dynamics' theory developed from 'mosaic cycle' theory.
