The purpose of this study is to suggest ways to improve development plan of the National Library of Korea, comparing development plan of the Library and strategic plans of national libraries in western countries, China and Japan. For this purpose, plans of national libraries in Korea and Overseas were collected and analyzed. And a rubric evaluation was applied to the case plans. The findings indicate that plan of the National Library of Korea is written for analyzing present problems, setting practical activity-centered detailed plans. On the other hand, plans of national libraries overseas present distinct mission and vision statement, and set up goals, objectives, concrete activities in the framework, which function as milestones for developing libraries. As a conclusion, this study suggests that the National Library of Korea need mission and vision statement, links among mission, vision, goals, objectives, activities, and ongoing library marketing. This study can contribute for the National Library of Korea to develop plan with the concept of strategic plan.

This study is supposed to institutionalization's strategies of information literacy instruction(LAI) and library assited instruction considering national level curriculum. The national level curriculum is composed five elements with subjects matter's goal, objects, instructional contents, teaching & learning method, evaluation. Supposed curriculum added cooperative system 'library and information use' subject between other subject, it composed of total 6 elements.

Th term "hybrid library" refers to the collection of material in print, electronic and other media library hold and give access to. Hybrid library is the type of library that national library is toward in the digital age. Electronic publication is one of the important medias with the traditional media for hybrid library. The National Library of Korea, Sejong plays a central role in maximizing the development and provision of policy information services in Korea. In order to perform its functions, systematic and practical strategies for policy information development are essential. Besides, in order to establish the identity of the National Library of Korea, Sejong as a specialized library of policy information services and to maximize the capacity, the development strategies for policy information needs to be suggested. This study, in this regard, propose strategies for the development of policy information collection. Specifically, we suggest that both guidelines of collection development policy for general collection, and practical guidelines of collection development specific to policy information.

Public library statistics can be a useful tool for measuring public library resources and services and also supporting management process including planning and policy development. This study attempts to present an advanced national public library statistics system to report accurate description of public library situation. Main user groups and useful areas of public library statistics were identified through literature review, and the emerging trends of public library statistics systems at the national and international levels were summarized. Current public library statistics system, annually collected and published by the Korean Library Association, was analyzed and ways for the improvement were suggested particularly in the aspects of validity, reliability, consistency, currency, and utility.

The goal of this study is to propose the plan for strengthening organizational competences related to the collection development function of the national library. For this goal, author analyzed and compared the organizational characteristics of departments for legal deposit in national libraries of nine developed countries, derived the limitations and weaknesses of legal tasks, policy documents, and collection development tasks by organizational units of the National library of Korea. Based on these results, author suggested the centralization of collection policy and legal deposit function, th name change and total restructuring of collection acquisition division, and its manpower reinforcement, etc.

The National Library of Korea installs and operates various signs for the purpose of efficient use of visitor and information transmission. In this study, the present status of the existing signatures of the National Library of Korea was surveyed and the satisfaction survey was conducted for the patron and staff. Based on this, we suggested the improvement of visual continuity (connectivity), changing the installation location, reduction of excess sign, limitations of temporary attachment signatures, and easy to understand contents as user's guide to efficient library use and improvement of National Central Library sign system.

This research seeks to develop preservation metadata and to provide guidelines to apply PREMIS-METS decisions in a METS profile in the National Library of Korea. The process of developing metadata is divided into three steps, that is, analysis of metadata schema in other digital preservation initiatives, analysis of resources and preservation policies, and interviews with librarians in the National Library of Korea. A metadata schema consists of four main entities - object, event, agent, and rights. The study also provides a cataloging example as well as principles using PREMIS-METS for archiving digital resources. The schema has values to manage digital resources effectively and efficiently in the National Library of Korea.

The purpose of this article is to discuss about the progress and problems in Korean public library policies. The emphasis is on identifying both distinctive features and indigenous limitations in Korean Library Act and National Plans for Library Development. This article also investigates the current status and weakness of major policy driving forces such as national library policy committee(President's Committee on Library and Information Policy), administrative support organization, and professional associations. Finally suggested are both strategies and methods for promoting the quality of Korean public library policies, with focusing on enhancing public librarians' capacity of policy participation.

Library 2.0 advocates a socially rich, multimedia enabled, user originated and communally innovative environment that poses significant opportunities for the libraries to evolve and make themselves even more relevant and significant for her users. This paper presents a case study of the National Library Board of Singapore, in playing a vital role to facilitate the realisation of a long-term key national program, The Singapore Memory (SM) Project. SM embraces the attributes of the Library 2.0 environment to enable the nation's memory to be collected, organised, preserved, discovered, researched, augmented and created. The output of is an evolving collection of knowledge assets on Singapore along a Singapore Memory Content Continuum of existing content that is steadily augmented with new content. The content will be collected across all formats, in any language, from Singaporeans and non-Singaporeans, from any institution and agency, from Singapore and abroad, and from official and unofficial sources. The utopian scenario of SM Project is that any person, community, group or institution who has ever experienced Singapore in any way or has any material on Singapore will engage actively in the contribution, discovery and creation of content for the project, and thus become advocates to further encourage and catalyse more contribution, discovery and creation. The paper outlines the key approaches, concepts and ideas for the project. An important element is the proliferation, exposure and accessibility of the rich contents envisaged in the project. The SM proliferation plan along with examples of how two existing resources, namely, the Singapore Infopedia, a database of articles on Singapore's history, culture, people and events 4 and NewspaperSG, an online resource of current and historic Singapore and Malayan newspapers, have been designed are presented to demonstrate how content can be exposed, searched and discovered.
