In this paper, we proposed the improvements for performance test and surveying equipment regulations, standards, methods and procedures, depending on the need of improving the legal system for surveying equipment in a diverse and sophisticated surveying industry. This research was performed first investigating the existing legal systems(Act on the establishment and management of spatial data, Framework act on national standards, ISO 17123, JIS B 7912) with respect to the surveying equipment performance testing and the research for IOS and KOLAS suggested the improvements on the application for the surveying equipment performance testing standard. More exactly, first, two years were presented for the surveying equipment performance testing cycle considering the precise accuracy of the instrument stability, purpose and frequency of use, etc. Second, the abolition of the measurement distance by grade and the upward or cross-grade adjustment of the single prism standards about the light wave rangefinder and total station were suggested for the improvement on survey equipment performance criteria. Third, since the main function of total station is focused on a three-dimensional coordinate measurement due to the improvement of surveying equipment performance testing, it was proposed to use the precision(repeatability) of the coordinate measuring method as an evaluation method.
The purpose of this research was to analyze characteristics of verbal interactions of each homogeneous group in the learning of the 6th grade's 'Use of Lenses' Unit. For this research, six learning sessions were conducted in one 6th grade class composed of a high-academic-achievement group, an intermediate-academic-achievement group, and a low-academic-achievement group. All lessons were recorded, to analyze the verbal interactions of each group, and the transcribed data were analyzed using the verbal-interaction analytic framework. Results included: In the upper group, although opinions were presented more frequently, there were many negative verbal interactions in completing the tasks. The middle group was observed more specifically to accept peer opinions critically in their observational activities. The middle group's members were more active in presenting their opinions than listening to others' opinions. The lower group had difficulties in drawing conclusions because of a lack of ability to persuade peers or to respect the opinions of peers, even though the frequency of verbal interactions was higher than in other groups. Therefore, a homogeneous group structure is good for a simple activity involving a simple inquiry or an exchange of opinions, while a heterogeneous group structure is more effective in activities focused on understanding scientific concepts and knowledge.
The purpose of this study is to analyze the 1st and 2nd Korea Earth Science Olympiad (KESO) items, in order to find informations to enhance item quality. To do this, internal and external item classification frameworks are developed. Item difficulty (P), discrimination index (DI), correlation, and reliability are estimated by using classical test theory. Generalizability is also estimated by applying the generalizability theory. The results of item classification are as follows: (1) ‘Geology’, ‘astronomy’ and ‘data analysis and interpretation’ are dominant in content and inquiry process domain, respectively. Nearly every item has textbook context. (2) There is no difference between the preliminary and final tests in terms of their thinking skills sections. (3) As a whole, the ratio of items with pictures is high in item representation. However, multiple-choice and short answer items are more common in preliminary competition, and essay type items are found more often in final competition. The ratio of simple items is high in middle school section and preliminary competition, but composite items are dominant in high school section and final competition. The findings of item analysis are as follows: (1) In the middle school section, P is low and DI is moderate. But in the high school section, there is a considerable differences between science high schools and other high schools in general. (2) The highest correlation is reported between the scores of meteorology domain and total score in middle school, whereas in high school astronomy domain and total score show the highest correlation. (3) General high school section show the highest Cronbach $\alpha$ and generalizability. (4) General high school section show acceptable generalizability coefficient (> 0.80), but middle and science high school section should increase the number of items to reach acceptable generalizability level.
Purpose - This study aims to examine the correlations between relationship benefits, quality, and continuity intention of community services. It further investigates the mediation effect of relationship quality operating on the association between relationship benefits and relationship continuity intention. Thus, this study will aim to elucidate the correlations between relationship benefits, quality and community services intention. Research design, data, and methodology - To achieve these objectives, this study executed a questionnaire from the users of the child․adolescent psychological support service which represents part of community services. The research framework that was utilized in this study was of three main factors. They were relationship quality, relationship benefits, and intention of relationship continuity. In relationship quality, factors such as trust and commitment was included in this section. For relationship benefits, factors such as society benefits and commitment benefits were the essence. The control variable in this study was gender, age, income, hours of service used, and the number of times service was used in community services. Results - The key research findings are as follows. First, this study found out that the more the social benefits was enhanced in the community services, the higher the relationship continuity intention was. Second, this study has found out that the higher the trust of community services, the higher the relationship continuity intention. Third, this study has shown that the more the relationship benefits was enhanced in the community services, the higher the recognition by the users' relationship quality was. Fourth, the trust in the community services played a mediating role between the relationship benefits and relationship continuity intention. Conclusions - Many associations could be discovered on the correlations between relationship benefits, quality, and community service continuality intention. These results will have important implications for the future of child and adolescent psychological support services. In terms of relationship marketing, the three factors; benefits, quality, and continuity intention in community services were proved to be pivotal. In order for the continuity intention in community services, the two factors of benefits and quality were the influential factors. From a policy maker's standpoint, the relationship continuity was the most important factor.

Recently, software industry regarding national defense increases system development of distributed simulation system of M&S based to overcome limit of resource and expense. It is one of key technologies for offering of mutual validation among objects and reuse of objects which are discussed for developing these systems. RTI, implementation of HLA interface specification as software providing these technologies uses Federation Object Model for exchanging information with joined federates in the federation and each federate has a characteristic that is supposed to have identical FOM in the federation. This technology is a software which is to provide the core technology which was suggested by the United state's military M&S standard framework. Simulator, virtual simulation, and inter-connection between military weapons system S/W which executes on network which is M&S's core base technology, and it is a technology which also can be used for various inter-connection between S/W such as game and on-line phone. These days although RTI is used in military war game or tactical training unit field, there is none in Korea. Also, it is used in mobile-game, distribution game, net management, robot field, and other civilian field, but the number of examples are so small and informalized. Through this developing project, we developed the core technique and RTI software and provided performance of COTS level to improve communication algorithms.
Although the forest accounts in Korea have been constructed partly as the research projects since the mid-1990s, the framework of the accounts has not yet been established. The objective of this study is to provide the physical asset accounts of forested land and forest stock based on the system of integrated environmental economic accounts(SEEA) by utilizing the restructured 2004 statistical yearbook of forestry in Korea. In 2004 yearbook, new variables such as logging area and volumes are added. The logging area and volumes play important roles in constructing forest accounts because the basic structure of the physical asset accounts are composed of the opening stock, closing stock, and the changes between the two. The changes between the opening and closing stock are largely explained by the harvest. In forest accounts, in general, the main elements for the increase in stock are afforestation and reforestation while the main cause for the decrease is logging. In this study we separate the logging into natural or man-made causes. In addition, other useful information for the status of forest is recorded in an annex even if it is not necessary element in the account table. According to the forested land asset accounts generated with 2003 data, the logging area is larger than the reforestation area, and the total forested land is decreased. The logging volume is 0.4% of the total stock volume, and the planed logging volume is more than 3 times larger than the damaged logging volume. The damaged logging volumes by man-made causes is about $300,000m^3$, and it is much than that of natural causes, which is about $55,000m^3$.
This study analyzes the male-female difference in self-employment rates in Korea using panel data constructed from the Economically Active Population Survey in 1999. Given that most studies on self-employment have focused on male self-employment and have not examined why self-employment rate is usually higher among males than females, this study certainly extends the existing literature on this subject This study consists of two parts. The first part deals with estimating self-employment rates for males and female within a Markov framework. The second part presents decomposition results of the male-female differential in self-employment rates. Major findings of the study are (1) self-employment rate is higher for males than females because entry into self-employment is larger but exit from self-employment is smaller for males than female, (2) higher entry probability for males is due to differences in coefficients of transition probability functions while lower exit probability for males is due to differences in characteristics, (3) a large part of male-female gap in self-employment rates results from differences in being a head of family, marital status and age between males and females.
The Stream/River Ecosystem Survey and Health Assessment has been carried out regarding the ecological health of the streams by the Ministry of Environment (MOE), South Korea. However, the sources of impairment of the stream ecosystem and the interactions between the sources, stressors, and the responses of impaired streams have not been taken into consideration. The purpose of this study is to propose the establishment of diagnosis systems for the impaired stream ecosystem because of the need to incorporate the same in the making of the policy to enable the recovery and improvement of the health of the impaired streams or river ecosystem. First, we define the concept of a diagnosis of the impaired stream or river ecosystem through a literature review. Second, through case studies [e.g., US CADDIS (Causal Analysis/Diagnosis Decision Information System), AUS. Eco Evidence, EU WFD (Water Framework Directive)], we try to develop the diagnosis system for the making of policy. In this study, the diagnosis system that is proposed consists of eight steps including the basic data collection, detecting or suspecting impairment, defining the impaired stream reach, identifying the biological impaired cases and listing the candidate causes, illustrating the interactive conceptual diagrams between stressors and responses, investigating the stressors-responses in the field, verifying causes and identifying the probable causes of the impaired cases, and summarizing and proposing the restoration of the streams. The results of this study will support and enable efficient decision-making for sustainable stream restoration and management based on the diagnosis of the probable causes for the impaired complex and the diverse stream ecosystem.
Recently, Police integrity has been issued on the media, which cause discredit of police organization. Although high level of morality and integrity are required compared to other occupational groups due to their authority to exert legal force to the citizens and a variety of policies have been enforced by the National Police Agency for the purpose of uplifting the integrity of the officers, in reality, corruption had not yet been eradicated. At this point in time, this study attempted to draw implications for uplifting integrity by utilizing domestic and foreign preceding studies and statistical data related to police corruption and uplifting integrity. The inspection system through whistle-blowing was pointed out as a problem in the institutional framework that hinders uplifting integrity of the police officers and the perception in which police officers are regarded as potential criminals was also pointed out as a problem. Also, vague standards of disciplinary action in examining an offense of a police officer and lack of care for those who were disciplined in the past which affects loyalty to the organization were presented as problems. Based on such suggested concerns, policies for uplifting integrity and restoring citizens' trust in the policies officers were proposed. The proposed agenda were warning the police officers by presenting clear and specific category of corruptive behaviors, expressing the necessity of devising a system that prevents the officers from committing serious crimes by discovering problematic officers earlier through introduction of Early Warning System(EWS) of US and Australian police in order to break away from exposure-oriented inspection system, and reinforcing the testing of integrity in the new employment process.
Currently, the demand for farmland is steadily decreasing due to changes in the agricultural environment and dietary life. In line with this, the government adopted an integrated water management with the enactment of the Framework Act on Water Management on June 2019. Therefore, it is required to take a closer look at agricultural water demand that accounts for 61% of water use for efficient water resources management. In this study, the overal process was evaluated for estimating agricultural water demand. More specifically, agricultural water demand for paddy field, which comprises 67% to 87% of agricultural water demand, was reviewed in detail. The biggest issue in estimating the paddy field water demand is the selection of the method for potential evapotranspiration. FAO recommends Penman-Monteith, but, currently, our criteria suggest a modified Penman equation that shows over estimation. Also, the crop coefficient, which is the main factor in evaluating evapotranspiration, has an issue that does not consider the current climate and crop varieties because it was developed 23 years ago. Comparing the Modified Penman and Penman-Monteith equations using the data from Jeonju National Weather Service, the modified Penman equation showed a big difference compared to the Penman-Monteith equation. When the crop coefficient was applied, the difference between late May and late August increased, where the amount of evapotranspiration was high. The estimation process was applied to four study reservoirs in Gimje. Comparing the estimated water demand with the supplied water record from reservoirs, the results showed that the estimation accuracy depends on not just the potential evapotranspiration, but also the standard water storing level in paddy fields.
