  • Since 1990, North Korea's economic situation has drawn the international community's attention and became an important factor to analyze and judge the situation in North Korea, in the Korean Peninsula and even in the whole Northeast Asia. As North Korea's neighbors, Sino-Korean trade and Inter-Korean trade play an important role in North Korea's foreign trade. Based on situation analysis, the great connection and difference between Sino-Korean trade and Inter-Korean trade are given an introduction. Also by exploring reasons for Sino-Korean trade development, we can gather some insights for Inter-Korean trade development.

  • Rice cultivation is not only the main resource of farm income and staple food but also the root of cultural life of Korean people. Korean government has carried out irrigation water development with heavy investment to cope with water shortage in rice fanning as a link of the five years economic development plans. In spite of the continuous accomplishment of irrigation water development, the marginal benefits-costs of irrigation water has not been studied. Owing to the government full support for the operation and maintenance of irrigation facilities, price of irrigation water as a membership fee could not be formed as the municipal and industrial water prices. Accordingly this study is aimed at identifying firstly the marginal benefits-cost of irrigation water, secondly deriving the macro-econometrics models as supply and demand functions of irrigation water and thirdly examining the marginal benefits-cost ratio. The trends of supply and demand prices of irrigation water were estimated annually. Considering the marginal benefits-cost ratio as 1.3, it was identified that additional irrigation water development projects still have an economic feasibility under the present economic situation in Korea.

  • The main purpose of this study is to analyse economic feasibility of low-carbon-oriented gear for anchovy boat seine. The results of benefit/cost analysis showed that use of the low-carbon fishing gear is economically feasible. Considering the fuel saving and relatively low $CO_2$ emission by reducing the resistance of gear, net present value by such type 1 gear improvement was estimated about -2,490 ~ -1,580 million won with the benefit-cost ratio 0.81~ 0.88. And net present value by such type 2 gear improvement was estimated about 6,540 ~ 7,780 million won with the benefit-cost ratio 1.79 ~ 1.94. Development of lowcarbon trawl gear would render significant contributions to reducing $CO_2$ emission in fishing operations and lead to reduce fishing costs due to fuel savings.

The results of benefit/cost analysis showed that use of the low-carbon fishing gear is economically feasible. Considering the fuel saving and relatively low $CO_2$ emission by reducing the resistance of gear, net present value by such gear improvement was estimated about 2,430~2,853 million won with the benefit-cost ratio 1.65~1.84 and the internal rate of return 29.18~30.48 percent. • This paper investigates the empirical evidence on the relationship between financial accessibility and economic growth to test the conventional hypothesis that improved financial accessibility leads to financial development and economic growth. First, we built a dynamic panel model on the relationship between financial accessibility and economic growth with a set of controlled variables. We then used several financial access indicators from 165 countries, collected from 2004 to 2011, applying the generalized method of moments (GMM) estimators to estimate their relationship. From these estimations, we found that high financial accessibility leads to high income in general. In addition, we found that an increase in financial access indicators had a greater impact on economic growth in low-income countries than it did on economic growth in high-income countries.

  • This paper evaluates the historical development of national park policy and administration in Japan from the perspective of achieving sustainable development in nationally important ecological areas. Contrary to the widely held belief, the national park system in Japan has been unsuccessful in balancing conservation and development. The fundamental reasons for its failure are as follows: the Japan's national park system has been largely founded and developed based on economic grounds and held sway by economic development policy; the policy and administrative coordination between government units concerning conservation and development has not been carried out; public participation and environmental groups' involvement in the decision making have been extremely limited; national parks have been perceived in the public image not as distinctive national heritage but as finest and popular tourist sites; and the dominant interest of tourism and recreational development has prevailed over conservation interest. Japan's unsuccessful experience and lessons imply that there is urgent need to drastically reform our national park system, largely founded on the Japanese model, in order to save our last national environmental heritage.

  • Oil is obviously vital for economic growth and industry development. This paper attempts to explore whether or not there is a inverted-U relationship between oil consumption and economic growth. To this end, we employ a panel data analysis with fixed effect or random effect models using the set of data from 61 countries for the year 1990-2008. In conclusion, a statistically significant inverted-U relationship between per capita consumption of oil and per capita GDP is found. However, the level of per capita GDP at the peak point of per capita oil consumption is estimated to be 65,072 in 2005 international constant dollars, which is much larger than economic scales of sampled countries. Thus, as per capita GDP grows, per capita oil consumption is predicted to increase until eventually reaching the peak.

  • Public investment is the process of investing capital in projects that serve national interests and thereby create a driving force for economic development in each country. Especially in developing countries, investment capital is limited, so improving the efficiency of public investment becomes a decisive factor for economic development and enhancing the country's status and ultimately making the country a should be rich. Vietnam has a low starting point, has gone through the doi moi process, and has gradually become a middle-income country, and public investment is attracting attention to improve the quality of the country's infrastructure. The objective of this study is to evaluate the factors affecting the effectiveness of public debt management in Vietnam, through a survey of 150 experts with knowledge of public investment and public debt management, using the results of the estimation through the Using SPSS software, the research results show that the monitoring system and human resource quality have an impact on the effectiveness of public debt management. The study could not, however, discover any proof of the influence of institutional quality, geographic location, or accountability on the effectiveness of public debt management. The research also addresses several policy recommendations for Vietnam that would help the country manage its public debt better in the future.

  • China adopts the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" in the context of tremendous changes in the international environment. A new development paradigm is proposed to prioritize domestic circulation, reinforcing both domestic and international circulations. The industrial policies of China's "14th Five-Year Plan" will have an impact on Korea. Thus it is necessary for Korea to cooperate with China to actively respond to changes in the industrial chains and value chains in Asia and the world. Over the past 29 years since the establishment of diplomatic relation between China and South Korea, the two countries have enjoyed close economic and trade relations. China-ROK cooperation is critical to regional economic development in the Fourth Industrial Revolution and the era of remarkable changes in the world's political and economic structure. China is a robust developing country, while Korea is a developed one in with steady foothold in the world economy. China and South Korea should work together to contribute to the rapid recovery and development of the world economy instead of becoming competitors.
