  • Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

Korean Ministry of Construction and Highway and other government departments are currently working together (or the balanced development of the local areas. Localization which is the balanced development of the Capital and local areas, can be achieved through the balanced development of local industry and technology. It is required to have a strategic approach to the construction technology improvement that is localized and eventually contributes the localization efforts. Construction technology that is associated with the local characteristics is the key factor of the balanced national development. This study includes defining the 'localization' through the investigation of national and international localization examples. Construction technology that reflects the local characteristics is studied in this paper. Local characteristics are identified by (1) surveying 'construction technology demand'; (2) measuring construction technology capability, and (3) studying on government regulation changes. 1'he results provide the fundamental Information for the development of the local construction technology.

The Index of Life Style is composed of necessary life, duty life and leisure life. Specifically, this paper considers moving time of activity between indexes of balanced life. We suggest that there is a difference among the characteristics, i.e., a sex, week, state of student and region that are explained by analyzing the exploratory data. Thereafter we obtain the statistical inference from each characteristic table.

  • As a national library, the National Library of Korea is responsible for collection, provision, and preservation of national knowledge, information, and cultural heritage. This study aims to develop performance indicators as a rational tool to improve management of the National Library of Korea for its continuous growth and development. The performance indicators are based on the BSC(Balanced Scorecard), which is useful for linking the organization's strategies in response to changes in the library environment with performance measurement. As a result, 4 BSC-based perspectives (① Resources, Access, Infrastructure Perspective, ② Usage Perspective, ③ Efficiency Perspective, ④ Potential and Growth Perspective), 19 key success factors, and 71 performance indicators were developed for the National Library of Korea. Also, differences in perception of performance indicators by ranks and job duties at the National Library of Korea were analyzed.

Rating characteristics of the level of innovative resources development obtained based on the comparative analysis of Kazakhstan regions. Calculations were done based on official statistics during 2010 and 2015-2017. Based on obtained data there has been grading of the country regions and their ratings were determined by the level of development of innovative resources. This research identifies areas and mechanisms to ensure balanced sustainable development of the national economy. The findings suggest that sustainable development of the state is affected by the innovative activity of the regions, the sustainable development of which is ensured by innovative enterprises. Transition to the model of sustainable territorial development involves the formation of such conditions and the use of mechanisms under which the natural base of this development is not destroyed, the environment suitable for human existence is preserved and reproduced. • The central government has implemented policies to strengthen the competitiveness of small and medium sized cities for balanced development at the national scale. However, since it is often difficult to enhance the competitiveness through partial projects of each jurisdiction, many local governments collaborate at the regional scale. This suggests that a regional approach is important for the management of small and medium sized cities. On the one hand, the concept of network city suggests that various functional networks can affect the growth of small and medium sized cities. Given this background, the purposes of this study are to delineate regional boundaries at national scale and identify their relations of growth by using functional network and Moran's I index. The study uses the Markov-chain model and cluster analysis to delineate the regions, and Moran's I is employed to identify the relations of growth. The results show that interactions between jurisdictions through networks could be crucial factors for growth of small and medium sized cities, while the networks based on passenger travel and freight movement have different implications. The results suggest that policy makers should not only consider local level investments, but also take the characteristics of networks between cities into account for achieving balanced development and developing regeneration policies.

However, National Competency Standards is insignificantly utilized in enterprises and on the spot due to characteristics of occupation type and diversity of process. This thesis intended to measures of safety efficiency improvement of final enterprise through the human resources assessment system of National Competency Standards based enterprise. Therefore, various methodologies were introduced and results of analysis by Balanced ScoreCard method were suggested for policy measures improving final safety efficiency. The results of this analysis are expected to make contribution to improving the effectiveness of the government's industrial safety and health policies through the establishment of systematic safety and health systems according to the risk level of individual business.

  • This study examines empirically the characteristics of agricultural corporations in terms of their market and technology environment and the efficiency of the governmental support to the firms. Also the study analyzes the moderating effect of the environmental characteristics on the relationship between governmental supports and firm performance based on the concept of balanced performance. Test results show that firm tend to evaluate favorably their technology and market competitiveness of product quality and price and to require tools for reaction to changes of customer needs and technology or competing products and external corporation that is necessary for long-term technological competitiveness. As for governmental support, strategic support and service is much more appreciated than direct individual supporting item. Agricultural corporations with unfavorable market environment evaluate relatively high on their balanced performance. Correlations of balanced performance factors and technology environmental factors show all positive statistical significance. The moderating effect of the environmental characteristics on the relationship between governmental support and balanced performance can be interpreted that the support is provided without considering environmental aspect and based only on financial performance and as a result not to be satisfied by agricultural corporations with technological competitiveness.
