주거개발사업의 환경영향평가제도 개선방향 (The Improvement Direction of the Environmental Impact Assessment System for Residential Developments)

  • The present study was performed to improve the Environmental Impact Assessment system by comparing and analysing EIA systems for Residential Developments in the light of the business practice. For the improvement of EIA system, future strategies from each of three part ; the organ of approval(Construction&Transportation Dept.) for residential developments, the organ of consultation(Environment Dept.) for EIA and a developer(Korea Nation Housing Corp.), were analysed, and EIA systems and the processes of Residential developments were analysed. Results from the analysis of problems have provided a proposal for improvement of the Environmental Impact Assessment.

국가수준 학업성취도 평가체제에 관한 초등학교 교사와 학부모의 인식 (A Study on the Perception of Elementary School Teacher and Parents about the National Assessment of Education Achievement System)

  • The purpose of this research is to know the teachers and parents' perception on the National Assessment of Educational Achievement system that has been conducted since 2008 and to obtain the implementation on the National Assessment of Educational Achievement. For this purpose, total of 1,000 questionnaires were distributed to 500 elementary school teachers and 500 parents in Busan, and 766 of the analysis of survey results follows excluding the retrieved and insincerity responses. First, the national assessment showed negative perception from the teachers, whereas the parents were generally positive and the method to reduce the gap of perception is needed. Second, it has to be improved after collecting opinions of a teacher and parents of students for improvement on the National Assessment of Education Achievement and reviewing enough the potential problems in the context of education in Korea and school.

  • This paper presents a comprehensive integrity assessment of welded structural components, including uniform high- and low-cycle fatigue assessment of welded plate joints and fatigue-induced fracture assessment of welded plate joints. This study reports a series of fatigue and fracture tests of welded plate joints under three-point bending. To unify the assessment protocol for high- and low-cycle fatigue of welded plate joints, this study develops a numerical damage assessment framework for both high- and low-cycle fatigue. The calibrated damage material parameters are validated through the smooth coupon specimens. The proposed damage-based fatigue assessment approach describes, with reasonable accuracy, the total fatigue life of welded plate joints under high- and low-cycle fatigue actions. Subsequently, the study performs a tearing assessment on the ductile crack extension of the fatigue-induced crack. The tearing assessment diagram derives from the load-deformation curve of a single-edge notched bend, SE(B) specimen and successfully predicts the load-crack extension relation for the reported welded plate joints during the stable tearing process.

  • Peer assessment is the process of assessment of students by other students and one form of innovative assessment. It actively involves students in the assessment process and is generally agreed that such involvement enhances the quality and effectiveness of the learning process, since assessing something and benchmarking process is a powerful aid to mastering it themselves. It is more effective on the hard courses for them to understand. In this article we present a peer assessment technique which was applied to students enrolled in a mathematical statistics course and a historical course. In order to measure the effectiveness of the technique, students had to evaluate their colleagues based on predefined criteria and a comparison is presented between the instructor assessments and the peer assessment.

  • This paper diagnosed the assessment problems and development types of the simple statement of the Sea Area Utilization Consultation System. and suggested the key assessment items for system improvement. The major types of Public Water occupation and use, and distribution characteristic of regional and coastal were analyzed by evaluate 529 review items during 2010-2012. The artificial structure installation including harbor and fishing port facilities in the South and West coast, and seawater supply and drainage for land-based aquaculture and power plant were dominated. The checklists considering each types of occupation and use in Public Water were suggested. In addition, policy proposals for system improvement were suggested.

Comparing the Use of Self and Peer Assessment: A Case Study in a Statistics Course

  • In this study, we compare the assessments made by self, peer and instructor in a statistics course. The goal is to investigate the following two questions: (1) Is it reasonable or fair to expect students to be responsible for assessing the work of their colleagues and themselves? (2) What are students' opinions about the learning effect after they participate in the assessment process? As part of the study investigating these questions, we designed a prototype for a Web-based assessment tool and a procedure to apply the assessment techniques in a statistics course. In addition, we collected and analyzed the data produced in the assessment processes from students and the instructor. The analysis results are summarized as follows: First, self assessment was not accord with instructor assessment, but peer assessment was similar to the assessment by instructor. This result reflected that it is reasonable or fair to expect students to be responsible for assessing the work of their colleagues. Second, peer assessment of their colleagues successfully helped students increase their understanding of the course, and the students increased their skills in the actual assessment process by assessing the work of their colleagues. Finally, many students indicated a high interest level on the assessments.

수질오염총량관리를 위한 효율적 이행평가방안 연구 (A Study on the Method of Implementation Assessment for Total Maximum Daily Load Management)

  • It is desirable that implementation assessment (IA) should be carried out efficiently in order to make successful progress of Total Maximum Daily Load (TMDL) in watershed management. There are many difficulties in the process of the implementation assessment because of the early stage in the application of TMDL in Korea. This study reviewed the present status of IA and proposed the methodology of its improvement such as flexible application of TMDL ledger, and standardization of assessment index and criteria. The deficient time for assessment period could be corrected by the consideration of the post-procedure after the submission of IA report.

  • This study was performed for improving the Environmental Conservation Value Assessment Map (ECVAM) of National Land in Korea. The ECVAM items are composed of legal assessment and environmental/ecological assessment. An assessment method applied to ECVAM is basically an overlay method for environmental/ecological assessment items. The purpose of this study is to offer complement items of the ECVAM by examining assessment items. For this, our study was preceded as follows; In this study we assessed the ECVAM by 4 kinds of method. Method I is Comparing overlapping areas of each assessment items Grade 1, 2 and Permission of each assessment items'duplication, Method 2 is Grade 1, 2 areas by only singular assessment items, Method 3 is Only Grade 1 areas of Method 2 and Method 4 is Only Grade 2 areas of Method 2. As results, Method1 showed 93.4% of diameter Grade II(standard for stability), forest diameter item was accounted for 99.9% by Method 2, Method 3 showed 95.7% of forest diameter and forest density was accounted for 66.4% by Method 4. From now on, this study will contribute to reduce the complexity in the process of manufacturing ECVAM of National Land, and to raise the pliability in the process of managing and updating this map.

해상풍력개발사업의 바다환경영향평가 개선방안 (Improvement for Marine Environmental Impact Assessment on the Development of Offshore Wind Power)

  • We diagnosed on status and problems of environmental assessment regarding development of offshore wind power, and also on reasonable core assessment items. Most of the coastal wind power are located on the western coastline of Korea and Jeju Island. In the selections of the site for the offshore wind farms, a previous investigations should be conducted with regard to distances from the land, stabilities from external forces (tide, wave, etc.) and topographical changes, and characteristics of the surroundings (distributions of protected area, fishing ground, artificial seagrasses, and shipping traffic). It is needed to assess dispersion of suspended solids, changes of the sea bottom, and impacts on fisheries resources and fishing activities under construction of offshore wind power. Furthermore, the responses of marine organisms to noise and vibration, impacts by electromagnetic fields, impacts on sea birds, hindrances to sea lane routes, and damaged scenery and marine protection areas are thoroughly assessed during operation processes. The consultation criteria in case of development of offshore wind farm is adjusted by focusing marine environmental impact assessment.

Designing Usability Assessment to Improve User's Acceptability on Quality of Life Technology (QoLT) for Individuals with Disability

  • Usability assessment has been installed into a wide range of software that focuses on assessing product usage from the user's perspective. Usability assessment of the quality of life technology for individuals with disability is being discussed and tentatively designed which is also expanded to the products for non-disabled people with minor adjustment of the usability assessment protocol. Designing an appropriate usability assessment protocol by referencing the currently available international standards on software usability tests with number of modifications to produce valuable feedbacks is under evaluation process regarding product usability enhancement. The feasibility study on usability assessment protocol into quality of life technologies is presented with discussions on further research.
