A Study on the Improvement and Problems of Marine Officer License Examination System (해기사 면허시험제도의 문제점 및 개선 방안 연구)

  • Testing is a procedure used to measure a sample of behaviour in order to discover how well a seafarer performs, usually in comparison with others, or compared with identified performance criteria. In this context It is important that the test, in whatever form it is being used, yields consistent results by being valid, reliable and practical. Whilst we can only take a sample of a person's knowledge or comprehension about topic in this way, testing methods do provide a more reliable estimate of performance than most other observational techniques; unsystematic or irregular observation being too unreliable. The method of examination has been specified in the provisions of Regulation 12 of the Decree of the ship officers act as followings. Other necessary matters for conducting oral and written examinations have been set out by the Minister. But written examination is too shortage of period and small number of question to cover the qualification of each level and oral test is just simple and namely Traditionally, written examinations have been provided as the only means for determining the acquisition of knowledge by the mariner. Typically, the examination formats have taken the format of either an essay or multiple choice examinations. Essay items, used in the vast majority of subject examination(not in Korea), consisted of three basic types: situational, descriptive and computational. The level of certificate being examined determined the number and mix of the type of essay questions selected. Oral question has again been used by assessors of seafarer in a wide variety of contexts. Also, oral questioning is often used when observation of performance is undertaken to ask why a certain action has been taken, or to be broaden the scope of what has been observed. At end, Each techniques have their own advantage and disadvantage, so we have to choose some or all of the following techniques, depending upon the certificate, qualification or job for which the trainee is aiming. But in high lank, we have to use both of essay type and multiple choice and with enough time of oral test at least 30 minutes. Who would be the assessor? According to the STCW Code Section A-I/6, instructors, supervisor and assessors are appropriately qualified for particular types and levels of training or assessment of competence of seafarers either on board or ashore, as required under the Convention, in accordance with the provisions of this section.

Implementation of Multi-Core Processor for Beamforming Algorithm of Mobile Ultrasound Image Signals (모바일 초음파 영상신호의 빔포밍 알고리즘을 위한 멀티코어 프로세서 구현)

  • In the past, a patient went to the room where an ultrasound image diagnosis device was set, and then he or she was examined by a doctor. However, currently a doctor can go and examine the patient with a handheld ultrasound device who stays in a room. However, it was implemented with only fundamental functions, and can not meet the high performance required by the focusing algorithm of ultrasound beam which determines the quality of ultrasound image. In addition, low energy consumption was satisfied for the mobile ultrasound device. To satisfy these requirements, this paper proposes a high-performance and low-power single instruction, multiple data (SIMD) based multi-core processor that supports a representative beamforming algorithm out of several focusing methods of mobile ultrasound image signals. The proposed SIMD multi-core processor, which consists of 16 processing elements (PEs), satisfies the high-performance required by the beamforming algorithm by exploiting considerable data-level parallelism inherent in the echo image data of ultrasound. Experimental results showed that the proposed multi-core processor outperforms a commercial high-performance processor, TI DSP C6416, in terms of execution time (15.8 times better), energy efficiency (6.9 times better), and area efficiency (10 times better).

MCDM Approach for Flood Vulnerability Assessment using TOPSIS Method with α Cut Level Sets (α-cut Fuzzy TOPSIS 기법을 적용한 다기준 홍수취약성 평가)

  • This study aims to develop a multiple criteria decision making (MCDM) approach for flood vulnerability assessment which considers uncertainty. The flood vulnerability assessment procedure consists of three steps: (1) use the Delphi process to determine the criteria and their corresponding weights-the adopted criteria represent the social, economic, and environmental circumstances related to floods, (2) construct a fuzzy data matrix for the flood vulnerability criteria using fuzzification and standardization, and (3) set priorities based on the number of assessed vulnerabilities. This study uses a modified fuzzy TOPSIS method based on ${\alpha}$-level sets which considers various uncertainties related to weight derivation and crisp data aggregation. Further, Spearman's rank correlation analysis is used to compare the rankings obtained using the proposed method with those obtained using fuzzy TOPSIS with fuzzy data, TOPSIS, and WSM methods with crisp data. The fuzzy TOPSIS method based on ${\alpha}$-cut level sets is found to have a higher correlation rate than the other methods, and thus, it can reduce the difference of the rankings which uses crisp and fuzzy data. Thus, the proposed flood vulnerability assessment method can effectively support flood management policies.

The Changes of Dietary Reference Intakes for Koreans and Its Application to the New Text Book (한국인 영양섭취기준에 대한 이해 및 새 교과서에의 적용 방안)

  • The purposes of this paper are to describe the newly established reference values of nutrient intakes: to apply the changed dietary reference intakes to the new text book based on the revised curriculum: and to contrive substantial contents in the domain of dietary life(foods & nutrition) of new text book. Dietary Reference Intakes for Koreans(KDRIs) is newly established reference values of nutrient intakes that are considered necessary to maintain the health of Koreans at the optimal state and to prevent chronic diseases and overnutrition. Unlike previously used Recommended Dietary Allowances for Koreas(KRDA), which presented a single reference value for intake of each nutrient, multiple values are set at levels for nutrients to reduce risk of chronic diseases and toxicity as well as prevention of nutrient deficiency. The new KDRIs include the Estimated Average Requirement(EAR), Recommended Intake(RI), Adequate Intake(AI), and Tolerable Upper Intake Level(UL). The EAR is the daily nutrient intake estimated to meet the requirement of the half of the apparently healthy individuals in a target group and thus is set at the median of the distribution of requirements. The RI is set at two standard deviations above the EAR. The AI is established for nutrients for which existing body of knowledge are inadequate to establish the EAR and RI. The UL is the highest level of daily nutrient intake which is not likely to cause adverse effects for the human health. Age and gender subgroups are established in consideration of physiological characteristics and developmental stages: infancy, toddler, childhood, adolescence, adulthood and old age. Pregnancy and lactation periods were considered separately and gender is divided after early childhood. Reference heights and weights are from the Korean Agency for Technology and Standards, Ministry of Commerce, Industry and Energy. The practical application of DRIs to the new books based on the revision in the 7th curriculum is to assess the dietary and nutrient intake as well as to plan a meal. It can be utilized to set an appropriate nutrient goal for the diet as usually eaten and to develop a plan that the individual will consume using a nutrient based food guidance system in the new books based on the revision in the 7th curriculum.

Analyzing Contextual Polarity of Unstructured Data for Measuring Subjective Well-Being (주관적 웰빙 상태 측정을 위한 비정형 데이터의 상황기반 긍부정성 분석 방법)

  • Measuring an individual's subjective wellbeing in an accurate, unobtrusive, and cost-effective manner is a core success factor of the wellbeing support system, which is a type of medical IT service. However, measurements with a self-report questionnaire and wearable sensors are cost-intensive and obtrusive when the wellbeing support system should be running in real-time, despite being very accurate. Recently, reasoning the state of subjective wellbeing with conventional sentiment analysis and unstructured data has been proposed as an alternative to resolve the drawbacks of the self-report questionnaire and wearable sensors. However, this approach does not consider contextual polarity, which results in lower measurement accuracy. Moreover, there is no sentimental word net or ontology for the subjective wellbeing area. Hence, this paper proposes a method to extract keywords and their contextual polarity representing the subjective wellbeing state from the unstructured text in online websites in order to improve the reasoning accuracy of the sentiment analysis. The proposed method is as follows. First, a set of general sentimental words is proposed. SentiWordNet was adopted; this is the most widely used dictionary and contains about 100,000 words such as nouns, verbs, adjectives, and adverbs with polarities from -1.0 (extremely negative) to 1.0 (extremely positive). Second, corpora on subjective wellbeing (SWB corpora) were obtained by crawling online text. A survey was conducted to prepare a learning dataset that includes an individual's opinion and the level of self-report wellness, such as stress and depression. The participants were asked to respond with their feelings about online news on two topics. Next, three data sources were extracted from the SWB corpora: demographic information, psychographic information, and the structural characteristics of the text (e.g., the number of words used in the text, simple statistics on the special characters used). These were considered to adjust the level of a specific SWB. Finally, a set of reasoning rules was generated for each wellbeing factor to estimate the SWB of an individual based on the text written by the individual. The experimental results suggested that using contextual polarity for each SWB factor (e.g., stress, depression) significantly improved the estimation accuracy compared to conventional sentiment analysis methods incorporating SentiWordNet. Even though literature is available on Korean sentiment analysis, such studies only used only a limited set of sentimental words. Due to the small number of words, many sentences are overlooked and ignored when estimating the level of sentiment. However, the proposed method can identify multiple sentiment-neutral words as sentiment words in the context of a specific SWB factor. The results also suggest that a specific type of senti-word dictionary containing contextual polarity needs to be constructed along with a dictionary based on common sense such as SenticNet. These efforts will enrich and enlarge the application area of sentic computing. The study is helpful to practitioners and managers of wellness services in that a couple of characteristics of unstructured text have been identified for improving SWB. Consistent with the literature, the results showed that the gender and age affect the SWB state when the individual is exposed to an identical queue from the online text. In addition, the length of the textual response and usage pattern of special characters were found to indicate the individual's SWB. These imply that better SWB measurement should involve collecting the textual structure and the individual's demographic conditions. In the future, the proposed method should be improved by automated identification of the contextual polarity in order to enlarge the vocabulary in a cost-effective manner.

Damage of Whole Crop Maize in Abnormal Climate Using Machine Learning (이상기상 시 사일리지용 옥수수의 기계학습을 이용한 피해량 산출)

  • This study was conducted to estimate the damage of Whole Crop Maize (WCM) according to abnormal climate using machine learning and present the damage through mapping. The collected WCM data was 3,232. The climate data was collected from the Korea Meteorological Administration's meteorological data open portal. Deep Crossing is used for the machine learning model. The damage was calculated using climate data from the Automated Synoptic Observing System (95 sites) by machine learning. The damage was calculated by difference between the Dry matter yield (DMY)normal and DMYabnormal. The normal climate was set as the 40-year of climate data according to the year of WCM data (1978~2017). The level of abnormal climate was set as a multiple of the standard deviation applying the World Meteorological Organization(WMO) standard. The DMYnormal was ranged from 13,845~19,347 kg/ha. The damage of WCM was differed according to region and level of abnormal climate and ranged from -305 to 310, -54 to 89, and -610 to 813 kg/ha bnormal temperature, precipitation, and wind speed, respectively. The maximum damage was 310 kg/ha when the abnormal temperature was +2 level (+1.42 ℃), 89 kg/ha when the abnormal precipitation was -2 level (-0.12 mm) and 813 kg/ha when the abnormal wind speed was -2 level (-1.60 m/s). The damage calculated through the WMO method was presented as an mapping using QGIS. When calculating the damage of WCM due to abnormal climate, there was some blank area because there was no data. In order to calculate the damage of blank area, it would be possible to use the automatic weather system (AWS), which provides data from more sites than the automated synoptic observing system (ASOS).

Application of Support Vector Regression for Improving the Performance of the Emotion Prediction Model (감정예측모형의 성과개선을 위한 Support Vector Regression 응용)

  • .Since the value of information has been realized in the information society, the usage and collection of information has become important. A facial expression that contains thousands of information as an artistic painting can be described in thousands of words. Followed by the idea, there has recently been a number of attempts to provide customers and companies with an intelligent service, which enables the perception of human emotions through one's facial expressions. For example, MIT Media Lab, the leading organization in this research area, has developed the human emotion prediction model, and has applied their studies to the commercial business. In the academic area, a number of the conventional methods such as Multiple Regression Analysis (MRA) or Artificial Neural Networks (ANN) have been applied to predict human emotion in prior studies. However, MRA is generally criticized because of its low prediction accuracy. This is inevitable since MRA can only explain the linear relationship between the dependent variables and the independent variable. To mitigate the limitations of MRA, some studies like Jung and Kim (2012) have used ANN as the alternative, and they reported that ANN generated more accurate prediction than the statistical methods like MRA. However, it has also been criticized due to over fitting and the difficulty of the network design (e.g. setting the number of the layers and the number of the nodes in the hidden layers). Under this background, we propose a novel model using Support Vector Regression (SVR) in order to increase the prediction accuracy. SVR is an extensive version of Support Vector Machine (SVM) designated to solve the regression problems. The model produced by SVR only depends on a subset of the training data, because the cost function for building the model ignores any training data that is close (within a threshold ${\varepsilon}$) to the model prediction. Using SVR, we tried to build a model that can measure the level of arousal and valence from the facial features. To validate the usefulness of the proposed model, we collected the data of facial reactions when providing appropriate visual stimulating contents, and extracted the features from the data. Next, the steps of the preprocessing were taken to choose statistically significant variables. In total, 297 cases were used for the experiment. As the comparative models, we also applied MRA and ANN to the same data set. For SVR, we adopted '${\varepsilon}$-insensitive loss function', and 'grid search' technique to find the optimal values of the parameters like C, d, ${\sigma}^2$, and ${\varepsilon}$. In the case of ANN, we adopted a standard three-layer backpropagation network, which has a single hidden layer. The learning rate and momentum rate of ANN were set to 10%, and we used sigmoid function as the transfer function of hidden and output nodes. We performed the experiments repeatedly by varying the number of nodes in the hidden layer to n/2, n, 3n/2, and 2n, where n is the number of the input variables. The stopping condition for ANN was set to 50,000 learning events. And, we used MAE (Mean Absolute Error) as the measure for performance comparison. From the experiment, we found that SVR achieved the highest prediction accuracy for the hold-out data set compared to MRA and ANN. Regardless of the target variables (the level of arousal, or the level of positive / negative valence), SVR showed the best performance for the hold-out data set. ANN also outperformed MRA, however, it showed the considerably lower prediction accuracy than SVR for both target variables. The findings of our research are expected to be useful to the researchers or practitioners who are willing to build the models for recognizing human emotions.

On the Evaluation of Physical Distribution Service in Ports (항만물류서비스의 평가에 관하여)

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1.   • We propose a scheduling algorithm, Bandwidth Allocation Scheme (BAS), that guarantees bounded delay in a switching node. It is based on the notion of the GPS (Generalized Processor Sharing) mechanism, which has clarified the concept of fair queueing with a fluid-flow hypothesis of traffic modeling. The main objective of this paper is to determine the session-level weights that define the GPS sewer. The way of introducing and derivation of the so-called system equation' implies the approach we take. With multiple classes of traffic, we define a set of service curves:one for each class. Constrained to the required profiles of individual service curves for delay satisfaction, the sets of weights are determined as a function of both the delay requirements and the traffic parameters. The schedulability test conditions, which are necessary to implement the call admission control, are also derived to ensure the proposed bandwidth allocation scheme' be able to support delay guarantees for all accepted classes of traffic. It is noticeable that the values of weights are tunable rather than fixed in accordance with the varying system status. This feature of adaptability is beneficial towards the enhanced efficiency of bandwidth sharing.

The Relationships of Transformational Leadership and Transactional Leadership on the Hospital member's Organizational Commitment and Turnover Intention (일 종합병원 종사자에서 변혁적 리더십과 거래적 리더십이 조직몰입과 이직의도에 미치는 영향)

  • The purposes of this study were (1) to describe the effects of transformational leadership and transactional leadership on the hospital member's organizational commitment and turnover intention, (2) to provide with fundamental data in enhancing organizational effectiveness. For this purpose, the types of leadership, organizational commitment and turnover intention were evaluated among hospital members. A survey was conducted with 827 respondents working in a general hospital in Sungnam-shi. For the data analysis SPSS 10.0 was utilized. To verify the reliability and validity of variables, Chronbach's ${\alpha}$ and confirmatory factor analysis were processed. After descriptive analysis, regression analysis was conducted. In these progresses all the statistical significant levels were set at ${\alpha}$= 0.05. Results of the study can be summarized as follows. First, the types of leadership had differences in the level of organizational commitment and turnover intention of the hospital members and then transformational leadership had a more influence than did transactional leadership. Second, there were significant correlations for organizational commitment and turnover intention with overall characteristics of leadership(p<.05). Third, the factor influencing hospital member's organizational commitment and turnover intention were transformational leadership(p<.001). Total explanatory powers($R^2$) were 20.2% (organizational commitment) and 12.1%(turnover intention). Multiple regression analysis demonstrated that organizational commitment significantly high when transformational leadership was higher and it also showed turnover intention was significantly lower. In conclusion, the results of this study show that the leadership influence hospital member's organizational commitment and turnover intention and they are different the types of leadership. This results suggest that in order to be as successful leaders in hospital, the leaders should know their employee's behaviors and change their leadership styles.
