Evaluation of Non-point source Vulnerable Areas In West Nakdong River Watershed Using TOPSIS (TOPSIS를 이용한 서낙동강 유역 비점오염 취약지역 평가 연구)

  • This study investigated the characteristics of the watershed and pollutants in the Seonakdong River basin in the lower stream of the Nakdong River Water System, and evaluated the areas vulnerable to nonpoint pollution by subwatershed according to the TOPSIS(Technique for Order of Preference by Similarity to Ideal Solution) method. The selection method consists of selection of evaluation factors, calculation of weights and selection of areas vulnerable to non-point pollution through evaluation factors and weights. The entropy method was used as the weight calculation method and TOPSIS, a multi-criteria decision making(MCDM) method was used as the evaluation method. Indicator data were collected as of 2018, and national pollution source survey data and national statistics were used. Most of the vulnerable watersheds were highly urbanized had a large number of residents and were evaluated as having a large land area among industrial facilities and site area rate. Through this study, it is necessary to approach a variety of weighting methodologies to assess the vulnerability of non-point pollution with high reliability, and scientific analysis of the factors that affect non-point pollution sources and consideration of the effects are necessary.

  • In the present work, for various energy and electricity generating systems to be compared in view of integrated social impacts, nuclear, coal-fired, heavy oil-fired, and LNG, and hydroelectricity systems are considered as electricity generating options. The following assessment factors are selected: economic effect, health effect, environmental effect, and benefit at the national level. As a preliminary study, these factors are represented as power generation cost, estimated mortality, Carbon Dioxide gas emission, and fuel supply stability, respectively. For integrated representation of a multi-criteria decision-making (MCDM) problem, radar charts are introduced to facilitate a comparative recognition of estimates. In the near future, based on the estimates, a MCDM methodology for both qualitative and quantitative comparison will be developed.

  • In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The telecommunications standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approaches. Our method is based on a combination of a modified Delphi technique and an application of AHP(Liberator's spreadsheet model). Analyzed data from Delphi technique is used as inputs to ABP. In addition, we also focus on the technique how to combine group judgments and to handle a large number of comparisons. We present analyzed results including Pilot and Full Scale Survey according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

A Study on Optimal Site Selection for the Artificial Recharge System Installation Using TOPSIS Algorithm

  • This paper is intended to propose a novel approach to select an optimal site for a small-scaled artificial recharge system installation using TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) with geospatial data. TOPSIS is a MCDM (Multi-Criteria Decision Making) method to choose the preferred one of derived alternatives by calculating the relative closeness to an ideal solution. For applying TOPSIS, in the first, the topographic shape representing optimal recovery efficiency is defined based on a hydraulic model experiment, and then an appropriate surface slope is determined for the security of a self-purification capability with DEM (Digital Elevation Model). In the second phase, the candidate areas are extracted from an alluvial map through a morphology operation, because local alluvium with a lengthy and narrow shape could be satisfied with a primary condition for the optimal site. Thirdly, a shape file over all candidate areas was generated and criteria and their values were assigned according to hydrogeologic attributes. Finally, TOPSIS algorithm was applied to a shape file to place the order preference of candidate sites.

A PROMETHEE Method Based Heuristic for Disassembly Line Balancing Problem

  • Disassembly of discarded products takes place in the process of remanufacturing, recycling, and disposal. The disassembly lines have been taken as available choice for automated disassembly; therefore, it has become essential that it be designed and balanced to work efficiently. The multi-objective disassembly line balancing problem seeks to find a disassembly sequence which provides a feasible disassembly sequence, minimizes the number of workstations and idle time, and balances the line for the disassembly of post consumed product by considering the environment effects. This paper proposes a multi-criteria decision making technique based heuristic for assigning the disassembly tasks to the workstations. In the proposed heuristic, the PROMETHEE method is used for prioritizing the tasks to be assigned. The tasks are assigned to the disassembly workstations according to their priority rank and precedence relations. The proposed heuristic is illustrated with an example, and the results show that substantial improvement in the performance is achieved compared with other heuristics.

  • Energy environment has been changing rapidly such as the fluctuation of oil prices and the effect on UNFCCC. Oil price change affects Korea's economy heavily due to her poor natural resources and large dependence of consumed energy resources. Korea takes the 4th place of importing the crude oil and 9th place in $CO_2$ emissions with the 1st place of $CO_2$ emissions increasing rate. Considering the current statue of Korea including oil price change and UNFCCC, Korea will be expected to be the Annex I nation due to Korean energy environments and the quantity of $CO_2$ emission. Energy technology development is a crucial key to cope with Korea's national energy security and environments. In this study, we establish the framework, which allocates the relative weights of assessment criteria and sub-criteria, for assessing and selecting R&D programs of energy technologies strategically. We integrated fuzzy theory and analytic hierarchy process (AHP) approach since the fuzzy AHP approach reflects the vagueness of human thoughts and perception effectively as making pairwise comparisons of criteria and alternatives. The fundamental data of this research results will support R&D planning phase for policy-makers and the production of well focused R&D outcomes.

A Study on the Vulnerable Ranking of Hydrological Safety on Existing Dams (기존댐 수문학적 안전성 취약 순위 도출에 관한 연구)

  • 국내 1, 2종 댐 시설물은 "시설물의 안전관리에 관한 특별법(이하 시특법)" 제7조에 의해 주기적으로 정밀안전진단을 실시하여 상태평가 및 안전성평가에 의한 종합평가 등급을 부여하고 있다. 정밀안전진단 중 안전성 평가의 수문학적 안전성 평가는 댐의 구조형식과 현장진단 결과에 의한 댐의 상태평가에 따라 1차적으로 수행된다. 여유고 부족 또는 월류 발생 등의 1차적인 조건을 만족시키지 못할 경우 그에 따른 댐체의 구조적 안전을 검토(콘크리트댐)하고, 최종적으로 댐 붕괴 발생 시 하류에 미치는 인적, 경제적 위험요인 등을 기준으로 평가하는 3단계 평가가 수행된다. 본 논문에서는 위 단계적 평가가 수행된 기존댐의 수문학적 안전성 평가 및 상태평가 결과를 사용하여, 1종 기존댐에 대한 수문학적 안전성 취약 순위를 선정하고자 한다. 취약 순위를 선정하기 위하여 다기준의사결정기법(Multi-Criteria Decision Making: 이하 MCDM)을 적용하였고, MC DM의 Payoff Matrix 설정을 위하여 수문학적 안전성 평가 지표를 기준으로 설정하였으며, 이 외의 기준으로는 대상 댐의 연최대 강수량 값을 사용하였다. 연최대강수량값을 산정하기 위하여 기상관측소별 연최대 강수량 30년치의 평균값을 kriging 기법에 적용하여 대상댐에 대한 연최대강수량 값을 도출하여 수문학적 안전성 평가 지표 및 기존댐의 기상 관측값에 따른 댐별 수문학적 안전성 취약 순위 선정에 관한 연구를 수행하였다. 위 결과를 활용하여 수문학적 안전성 평가등급에 대한 검토 및 기후변화 적응 댐 수문학적 안전성 평가 프레임워크 개발을 위한 기초 자료로 활용될 것으로 기대된다.

  • In 1997, Korean government established the National Energy and Resources Plan, which targeted from 1997 to 2005 with strategic energy technology development. At the end of 2005, Korean government built a New National Energy and Resources Plan preparing for upcoming 10 years from 2006 until 2015 based on energy technology trees comparing with the previous plan, which based on the energy R&D projects. In this research, we prioritize the relative preferences and efficiency by an AHP/DEA CCR-I and BCC-I integrated model approach considering scale efficiency for well focused R&D and efficiency of developing Greenhouse Gas technologies as an extended research from a view point of econometrics as an extended research.

Multi-criteria decision making application methodologies for Water Resources Planning (수자원 계획수립을 위한 다기준 의사결정기법의 적용 방안)

  • 본 연구는 수자원계획 문제에서 다기준 의사결정기법을 적용할 때 발생할 수 있는 두 가지 문제에 대해 분석하였다. 첫 번째는 다기준 의사결정기법 선택의 차이가 결과에 어느 정도 영향을 미칠 수 있는지를 제시하였고 두 번째는 평가기준에 대한 가중치와 대안들의 평가치에 대한 불확실성을 최소화하기 위해 민감도 분석을 수행하는 절차를 제시하였다. 첫 번째 문제를 위해 가중합계법, Compromise Programming, 계층화분석과정, 수정된 계층화 분석과정, 가중곱방법, TOPSIS, ELECTRE-2, Regime 방법을 사용하였다. 또한 최근 사용빈도가 높은 삼각형 Fuzzy 숫자와 다기준 의사결정기법을 결합한 기법에 대해서도 분석하였는데 Fuzzy WSM, Fuzzy 계층화분석과정, Fuzzy 수정 계층화분석과정, Fuzzy TOPSIS, Fuzzy Compromise Programming을 검토하였다. 분석결과 평가기준에 대한 가중치 조건과 표준화 방법이 동일한 상황에도 불구하고 조금씩 다른 순위를 제시하는 것으로 나타났다. 또한 다양한 MCDM 기법들을 적용해도 동일한 순위로 나타나는 대안들이 있었다. 따라서 다기준 의사결정기법을 사용한 수자원 관리계획을 수립할 때에는 다양한 분석기법을 활용해서 기법의 선택으로 인한 불확실성을 최소화해야 한다. 두 번째 문제는 평가기준에 대한 가중치와 대안의 효과 정량화 자료의 불확실성을 극복하기 위해 각각에 대한 민감도 분석을 수행하였다. 본 연구는 유량확보와 수질개선을 위한 수자원 계획 수립을 위해 가중합계법을 이용한 문제에 두 경우의 민감도 분석을 모두 수행하였다. 이 과정에서 결정계수와 민감도 계수를 산정하여 이용하였다. 본 연구는 향후 수자원 관리 및 계획 분야에서 다기준 의사결정기법을 적용할 때 사용될 수 있는 기초 가이드라인이 될 것이다.

A Consensus-Building Support System for Water Environment Governance Based on Multi-Criteria Decision Making (물환경 거버넌스를 위한 다기준의사결정 기반 합의형성 지원시스템)

  • In this study, we propose a consensus-building support system to engage various stakeholders, transparently disseminate information, ensure objective decision-making, and reflect the view of each stakeholder as a methodology or tool for resolving conflicts that may arise in the process of implementing water environment policies and plans. The system suggests ways to resolve issues by engaging all interested actors and not just a few influential groups of stakeholders imposing their solutions upon local users. The system provides an environment where stakeholders can find solutions to conflicts through their own efforts, mediating competing interests through the interactions such as negotiations and conciliation to reach a consensus. To verify the applicability of the proposed consensus-building support system, simulated role-playing albeit restricted was conducted on the case of the Hantangang Dam construction. The simulation validated that open discussions and negotiations with the local community or NGO by the government increased the efficacy of negotiations.
