System Dynamics Modeling for Policy Analysis of Occupational Injuries (시스템다이내믹스를 이용한 산업재해율 분석)

  • The research of occupational injury for safety and health is a comparatively recent occurrence. As labor activities took place regarding to employee concerns in industrial uprising, human resources health was tried to enhanced as a labor safety subject. Noticing that traditional statistics approach has limitations in learning future forecasting and major factors causing occupational injuries in each industry, Korean Government initiated a quantitative systematic simulation model project to analyze how the annual injury rate has been dropped and stays in a level for recent years. From this motivation and the project, system dynamics models have been developed to explain the mechanisms for reducing annual injury rate, and the mechanisms quantitatively. The main cause effects for the reduction of annual injury rate were due to the government driven investment on safety facilities. In overall viewpoint the gain achievable from these efforts has been reached a saturated level. However, it could reduce the annual injury rate if you chose the industry and size carefully. The model for forecasting, major injury factors, safety budget and allocation are introduced and analyzed, and Analyzing occupational injury related factors can also reduce employee injury and disease related costs, including medical care, quit, and disability assistance costs.

  • In order to set public policy to overcome 'water crises' on both quantity and quality of water, we looked into the national-economic role of Korea water utility by two approaches. First, we examined the relationship between water consumption and economic growth during 1978-94, a period of rapid increase in water consumption caused by prompt industrialization and urbanization. The price and income elasticities of aggregate and sectoral demand for water were estimated. Second, we developed a static input-output(I-O) framework for analysing water issues in the short run. In addition, we discussed two topics in its application: i) sectoral failure(shortage) costs by supply-driven I-O model, ii) Leontief price model's sectoral pervasive effects of price due to rise in water rate. In conclusion, we found that investments to water sector and water shortage has a big influence on the standard of living and industrial production. Also we found that raising water rate to encourage conservation or to create investment funds decreases demand for water significantly but has a small influence on overall price levels.

  • Supervisory control is an approach based on formal language. it is used to model and control discrete event systems in which each discrete event process is represented as an automation. A supervisor is a generator that switches control patterns in such a way that a given discrete evenet process behaves in obedience to various constraints. A flexible manufacturing cell (FMC) is one of discrete evenet systems. Functions necessary for the operation of an FMC are characterized by operational components and informational compoments. The operational components can be modeled using the finite state machines and the informational components can be modeled using the abstract formalism which describes supporting operations of the cell controller. In this paper, we addressed function required for FMC control specification, software engineering aspects on FMC control based on supervisory control, a concept of event queue for resolving synchronization problem, and complexity reduction. Based on the mathematical model of an FMC. we synthesized the controller by integrating a supervisor for FMC with control specification that specifies event-driven operation of the cell controller. The proposed control scheme is stable mathematically so that the system always behaves on a controlled way even under the existence of uncontrollable events. Furthermore, using an event queue concept, we can solve a synchronization problem caused by the violation of instantaneity assumption of supervisory control theory in real life situation. And also, we can propotype a control software rapidly due to the modularity of the proposed control scheme.

  • A screw propeller is usually accepted as a propulsor of many kinds of ships. However, for high speed vessels, screw propeller has large cavitation area on the blades so propeller efficiency is decreased and erosion can be happened. To avoid this problem, supercavitating propeller and waterjet are generally used for high speed vessels. In this paper, we introduced the self-propulsion test procedure which has been developed for high speed vessels in Hyundai Maritime Research Institute. The model ship used in experiment represents catamaran about 5.3 m in length. To minimize the experimental errors, two impellers were driven by a single motor. Thrust was calculated by converting the measured pressure to flow rates at the nozzle exit. The test procedure is composed of resistance test, self propulsion test and analysis. In order to measure the pressure, pressure tabs were installed around the nozzle exit and connected to the pressure sensor by vinyl tube.

Skillful Wind Field Simulation over Complex Terrain using Coupling System of Atmospheric Prognostic and Diagnostic Models (대기예보모형과 진단모형 결합을 통한 복잡지형 바람장 해석능력 평가)

  • A system coupled the prognostic WRF mesoscale model and CALMET diagnostic model has been employed for predicting high-resolution wind field over complex coastal area. WRF has three nested grids down to from during two days from 24 August 2007 to 26 August 2007. CALMET simulation is performed using both initial meteorological field from WRF coarsest results and surface boundary condition that is Shuttle Radar Topography Mission (SRTM) 90m topography and Environmental Geographic Information System (EGIS) 30m landuse during same periods above. Four Automatic Weather System (AWS) and a Sonic Detection And Ranging (SODAR) are used to verify modeled wind fields. Horizontal wind fields in CM_100m is not only more complex but better simulated than WRF_1km results at Backwoon and Geumho in which there are shown stagnation, blocking effects and orographically driven winds. Being increased in horizontal grid spacing, CM_100m is well matched with vertically wind profile compared SODAR. This also mentions the importance of high-resolution surface boundary conditions when horizontal grid spacing is increased to produce detailed wind fields over complex terrain features.

  • This paper aims at analyzing ways to utilize the capital market for expanding housing welfare, focusing on the case of the affordable housing REITs in the United States. The main results of this study are as follows. First, the United States converts the keynote of its housing welfare policy to the provision of affordable housing, through private operators, and operates various support systems, including the LHITC program for them. Second, under this institutional framework, the use of capital markets for affordable housing is actively carried out, especially through the provision of affordable housing REITs such as CDT and AIMCO. Third, the public- driven housing REITs model and the private-led housing REITs model were proposed as ways to utilize the capital market through affordable housing REITs in Korea. Finally, policy improvement ways were proposed to promote the use of the capital market of affordable housing REITs.

  • Software globalization is becoming more important worldwide but little is known about how globalization technologies are actually carried out in the Korean software industry. In this paper, we have designed Globalization Quality Management (GQM) framework and applied the framework to the industry domestically for the first time. GQM provides a structured and effective way for software organizations to adopt globalization practices and evaluate the results. GQM consists of three main components: 1) software quality management process, 2) globalization support model and 3) globalization assessment model. This framework also supports both plan-driven and iterative/incremental development methods. On the basis of the GQM, a survey study was conducted among software engineering professionals, gathering the data from 31 IT companies across 7 large-scale projects in Korea. The result indicate that the evaluation score for globalization capability is 2.47 and global readiness is 2.55 out of 5 points. Also It said that internationalized product design (32.9%) and global/local product requirements analysis (28%) are needed to be taken care of first.

  • This paper presents a framework that is based on a reconfigurable macro-model of current-mode logic (CML) high-speed digital circuits enabling equation-based design optimization. The proposed macro-model is compatible with geometric programming, thereby enabling constraint-driven top-level power optimization. The proposed optimization framework is applied to a design of CML based serial-link transmitter with user-defined design specifications as an example of high speed digital circuits using 45nm and 90nm CMOS technology. The proposed optimization framework can derive a design with optimal power efficiency for given transistor technology nodes.

  • The Korean government continuously increases the R&D investment in order to pursue an economic growth through technological innovation. Hence, the intensity of governmental R&D has increased rapidly. However, the whole amount of the R&D investment is still small compared to developed countries. And the type of R&D policies is more and more changing from the catch-up model to the technology-driven model. Therefore, there is a growing interest in the efficiency of public R&D investment. Hence, many studies on the efficiency of R&D investment have been researched. This study estimated the efficiency of governmental R&D programs considering the technological outcomes, e.g. theses, patents and so on, using DEA(Data Envelopment Analysis) with data of S&T investment and outcomes from NTIS(National S&D Information Service). In addition, we used the Mann-Whitney Test to investigate the characteristics of governmental R&D investment.

  • Handling fuzzy query in voice search on smartphones is one of the most difficult problems. It is mainly derived from the complexity and the degree of freedom of natural language. To reduce the complexity and the degree of freedom of fuzzy query in voice search on smartphones, attribute-driven approach for fuzzy query is proposed. In addition, a new page ranking algorithm based on the values of attributes for handling fuzzy query is proposed. It provides a smartphone user with location-based personalized page ranking based on user's search intentions. It is a further step toward location-based personalized web search for smartphone users. In this paper, we design a prototype model for handling fuzzy query in voice search on smartphones and show the experimental results of the proposed approach compared to existing smartphones.
