Critical Success and Failure Factors of e-Government Project Implementation in Kenya (케냐의 전자정부 프로젝트 핵심 성공 및 실패 요인)

  • Use of ICT in Government has ability to improve service delivery to its citizens, and yet many developing countries have lagged behind in the implementation of e-Government. Many e-Government initiatives also failed to achieve their objectives in developing countries. This paper therefore aims to identify critical failure or success factors in Kenya, using Heeks' Factor Model. A survey questionnaire was developed and data were collected and analyzed from officials and interested citizens. The analysis results enabled to highlight seven specific success and failure factors, and their constituent elements in Kenya. The Kenyan overall e-Government implementation score belongs to the Zone of Improvement (3.52 of total 5.0), which means partial success or failure. The enablers of e-Government projects are good strategy formulation, and internal and external drive, whereas main failures of e-Government are weak ICT infrastructure. The areas for improvement are project management, design, competencies and funding. Data analysis highlights both strengths and weaknesses for each factor or variable. In particular, Kenyan government excels at the drive for change by top to bottom government officers as well as external stakeholders, while the government officers who are using e-Government are satisfied with the availability of vision, strategy and plan of e-Government implementation. Both technologies and e-transactions laws were the worst of all the variables in e-Government implementation. Two areas should be improved using immediate corrective action. In-depth study reveals that government officers and citizens can't fully use their laptop and mobile devices due to the lack of both ICT network and its operating technology, and legal system associated with the transaction of business information. Finally, the study ends up with recommendations for policy makers to shape the future of e-Government system in both developing and developed countries.

The Determinants of International Competitiveness for the Korean Apparel Industry (한국 의류산업의 국제경쟁력 향상을 위한 결정요인)

  • The purpose of this study is to examine the determinants and elements to enhance Korean international competitiveness, employing Porter's(1998) Diamond Model. Half of the 500 leading apparel exporters that were members of the Korea Apparel Industry Association in 2003 were selected as the target of this research. From May to June of 2003, survey questionnaires were sent to executives of these 250 companies in person or by telephone, e-mail, or fax. Seventy questionnaires were used for the final data anlysis. The items used were Reliability, Categorical Regression, and Frequency, using SPSS 11.5. The results were as follows: First, as a result of analyzing the influence of international competitiveness in Korean apparel industry, the firm's strategy, structure, and rivalry was the most influential factor. Others were related and supporting industries, government, chance, demand conditions, and factor conditions. Also, the elements that affect Korean international competitiveness were listed as the level of price competition in foreign markets, the level of labor cost, export marketing capacity, and exchange fluctuation. The most important element to improve the international competitiveness of the Korean apparel industry was a demand growth rate of the overseas markets(Demand Conditions), followed by the level of the labor costs(Factor Conditions), the capability of internationalization(Firm Strategy, Structure, and Rivalry), the change of currency(Chance), the quality and management of products(Demand Conditions), the capability of planning products(Firm Strategy, Structure, and Rivalry), free trade from 2005(Chance), and global sourcing strategy(Firm Strategy, Structure, and Rivalry). Korea's main rival country in apparel related and supporting industry factors is China. However, Korea has a higher level of technology development, quality, and price level than China.

A study on Performance Analysis Affecting the Korea Internet eXchange (한국인터넷교환노드 성과분석에 관한 연구)

  • In this study, the performance analysis was divided into the public sector and private business sector. The four perspectives of the BSC performance analysis for the private business sector can be applied to all of the enterprises as there are Logical Linkages between the four Perspectives. However, these can not be applied in the same way to the public sector. There is no Logical Linkage between public sector and private sectors. Therefore, since there is no Logical Linkage, the KIX project of the public sector has a constrained condition. With the internal and external perspective views, the BSC of the KIX identifies the quality(operation) factor, user(customer) satisfaction factor, and economic costs effects(finance) factor. Based on the linkage model in both the internal and external perspective views and the BSC performance analysis of these views, a performance analysis model was developed and then performance results were analyzed of the whole KIX project.

An Effect of Job Fitness and Perceived Justice on Voluntary Turnover Intention in small firm (중소기업의 직무 적합성과 지각된 공정성이 자발적 이직의도에 미치는 영향)

  • The purpose of this study is to find out the relationship between job fitness, organizational justice(distributive, procedural, interactional), job satisfaction, organizational trust, organizational commitment, and voluntary turnover intention in private organization such as in small fire in Korea. To identify the these relationships, the secondary data or past studies that were related with job fitness, organizational justice, job satisfaction, organizational trust, organizational commitment, voluntary turnover intention was collected and theoretically arranged. I made the theoretical proposed model to explain these relationships between the constructs, identify the operational definitions and 18 hypotheses was established, there was executed the survey of 262 in employees. Using the collected data, previous performances to confirm the construct validity and internal consistency by EFA(Exploratory Factor Analysis); i.e. factor analysis by SPSS, reliability by cronbach's a, and by the CFA(Confirmative Factor Analysis) and structural equations modelling the proposed model was tested by LISREL v. 8.52. The research came to the conclusions as follows: First, three perceived justice had the positive effect to the job satisfaction empirically. Second, procedural justice in three perceived justice only had the positive effect to the organizational trust empirically. Third, distributive justice in three perceived justice only had the positive effect to the organizational commitment empirically. Forth, job fitness had the positive effect to the organizational commitment, organizational trust, job satisfaction empirically in perspective. Fifth, I found the relationship between job satisfaction and organizational commitment, between job satisfaction and organizational trust was positive, between organizational commitment and trust. Finally, job satisfaction, organizational trust had not the positive effect directly, but indirect effect via organizational commitment was identified in voluntary turnover intention by empirical test.

  • The world geodetic system transformation of cadastral record have to minimize differences of boundary and area being in cadastral record according to transformation for that is direct connected with the land owner and property protection. However it is very difficult to accurately maintain the before and after transformation because coordinate transformation is generally using a mathematical conversion formula. At present, Helmert model by using 4-parameter is official coordinate transformation model for Cadastral Resurvey Project but scale factor is most sensitive to changes of area and relative position in the same parcel. In this study, it was proposed 3-parameter method using by scale factor fixing through the application of a Helmert in order to avoid changing the area difference and keeping the error within the tolerance range of the boundary which is related to the boundary point coordinate region.

  • As development of the e-commerce, the distributing network for a logistics currency is more complicated. A management of the distributing network (DN) is important factor in distribution planning. The DN can be expressed to distribution center (DC) and the interaction of DC. An internal factor of DC and an external factor to occur by an interaction of DC have many influences on the DN. Therefore, for an efficient DN management plan, analysis of the DN that considered DC and an interaction of DC is required. Until now a study on a viewpoint of supply chain management as resources assignment was performed, but the study on analysis of the distribution network was not performed. This paper propose the distribution network analysis technique that considered DC and an interaction of DC. A proposed technique consists of two steps largely. First of all a DN is expressed with the graph that included an interaction of DC and DC. It uses a reachibility tree, and the following, a DN expressed with a graph is analyzed. Also we presented an example model, and show an usefulness of proposal technique with the analysis of this model.

  • A reliability analysis of the fatigue failure of highway steel bridges was performed by applying the Miner's fatigue damage rule for the fatigue design truck proposed for the LRFD code and for the current DB 24 truck. The limit state function for fatigue failure is expressed as a function of various random variables that affect fatigue damage. Among these variables, the statistical parameters for the equivalent moment, the impact factor, and the loadometer were obtained by analyzing recently measured domestic traffic data, and the parameters for the fatigue strength, the girder distribution factor, and the headway factor were obtained from the measured data reported in literature. Based on the reliability analysis, the fatigue truck model for the LRFD code was proposed. After applying the proposed fatigue truck to the LRFD code, 16 composite plate and box girder bridges were designed based on the LRFD method, and the LRFD design results for the fatigue limit state were compared with those by the current KHBDC.

Formulation of Water-soluble Topical Preparations of Epidermal Growth Factor (상피세포성장인자의 수용성 외용제제화)

  • In order to formulate an aqueous topical preparation of epidermal growth factor(EGF) for the treatment of open wound and bum, the stability of EGF in aqueous vehicles containing various stabilizers was evaluated and the pharmacological activity of gel preparations formulated with poloxamer 407 was determined with wound model. Various additives, which are known as potent stabilizers for proteins and polypeptides so far, were used to increase the stability of EGF in aqueous vehicles. The contents of EGF in the vehicles containing stabilizers were determined with an HPLC method after the storage at $37^{\circ}C$. EGF was more stable in ultrapure water than RO water or saline. All the additives studied resulted in deleterious effects on EGF stability. Therefore, it was speculated that any additives or impurities in the vehicle made EGF unstable. However, nitrogen purge of solution increased the stability of EGF in aqueous vehicles. The aqueous topical preparations of EGF were formulated with poloxamer 407 as a gel base in saline. Gelatin or amastatin was employed as a protease inhibitor. The pharmacological effect of EGF gel was studied with open wound model in mice. EGF preparations, made of oleaginous base or poloxamer gel base, showed significant healing effect compared to the control group(p<0.05). The addition of protease inhibitor in poloxamer 407 gel resulted in significant healing effect compared to the gel without it(p<0.05). Body weights of mice treated with EGF preparation were increased at the first day after the formation of open wound, while those of the control group were decreased. The EGF gel made of poloxamer 407 containing a pretense inhibitor would be a promising aqueous topical preparation for EGF.

  • Genistein that is a component of soy has been reported to have a protective effect on the carcinogenesis of various tumors and to inhibit the growth of a wide variety of tumor cell in vitro. Angiogenesis is an essential process for the carcinogenesis, growth, invasion and metastasis of cancer and genistein has been suggested to act as natural anti-angiogenic agent. The purpose of this study was to evaluate the effects of genistein on the vascular endothelial growth factor (VEGF) expression in hamster buccal pouch oral carcinogenesis model induced by 9, 10-dimethyl 1,2-benzanthracene (DMBA). Experimental group that were supplied with 0.1mg/day genistein were sacrificed by time schedules and routinely processed for immunohistochemical examination of VEGF. In genistein treated group, carcinogenesis was retarded with respect to the acanthosis, hyperkeratosis, and epithelial dysplasia. Immunohistochemical study showed that the VEGF protein of genistein group was less expressed than that of the control group. (p<0.05) Thus, it is postulated that genistein has chemopreventive effect on the oral carcinogenesis, and this chemopreventive effect, at least partly, is originated from the anti-angiogenic effect of genistein

Evaluating intra- and inter-examiner reproducibility in histometric measurement: one-wall intrabony periodontal defects in beagle dogs

  • Purpose: Accurate and exact measurement is an important factor for generating meaningful results in any properly designed study. If all the participating examiners are able to yield similar results, it will be possible to evaluate the objective results of the study more easily and quickly. The purpose of this study was to evaluate the intra- and inter-examiner reproducibility of histometric measurements in the intrabony periodontal defect model. Methods: One wall intrabony defects were surgically created at the distal aspect of the second and the medial aspect of the fourth mandibular premolars in the right and left jaw quadrants in twenty beagle dogs and the defect sites received the following ${\beta}$-tri calcium phosphate, growth differentiation factor-0, growth differentiation factor-100 and sham surgery. Histometric analysis was performed after 8 weeks. Histometric parameters were recorded and repeated at three months interval by three examiners. Intra- and inter-examiner reproducibility was assessed. Results: Most parameters of all the groups showed high intra- and inter-examiner reproducibility. Parameters including defect height, bone regeneration height, cementum regeneration height, and formation of junctional epithelium yielded interexaminer correlation ${\geq}0.9$. The intra-examiner reproducibility showed a high result, over 0.9. Conclusions: Histometric evaluation of the one-wall intra-alveolar periodontal defect model showed high reproducibility not only for a single given examiner but also among the three examiners.
