  • The framework and application model for risk mitigation service based on network provides monitoring function of the risk event data to be inputted and analyses it for mitigation process. Furthermore, it performs the analysis of the manmade calamities such as accident, building destruction, natural calamities caused by climate change, and animal harms caused by bird flu and foot-and-mouth disease occurring in livestock and wild animals, and provides the mitigation service of it. The application model for risk mitigation is combined with network and carries out the real time acquisition and monitoring of risk events, and provides mitigation service for the risks caused by calamities and reduces economic losses.

  • The concept of "ubiquitous" has become the top issue of the 21st century communications field within the past years. u-City has become the new city paradigm with the convergence of city planning and ubiquitous communication technologies and services. Starting from 2004, KT has collaborated with the Korean government to develop comfortable, convenient, pleasant, safe, and healthy IT technology based u-City focusing on; balanced development, value creation, and improved standard of living within the region. Presently the term, "hazard mitigation services" lacks a clear definition due to its varying applications by different local agencies and has caused confusion. Therefore, this report will clarify and define u-City hazard mitigation services currently proposed to the local agencies as well as services currently in effect. Additionally, the report will introduce hazard mitigation service models feasible by KT.

  • In this paper, we present a standard model of livestock epidemic service in the field of smart livestock, which is emerging as an important issue in smart agriculture. By using the network to identify the global livestock epidemic disease risk and provide relevant models to service users, it is expected that it will actually provide economic benefits to livestock owners and ultimately help the national livestock industry economy. In order to apply the standard livestock epidemic service standard model and the livestock infectious disease crisis mitigation standard model sharing method that is presented in conjunction with ICT to the standards in the domestic and international agricultural and livestock industries in the future, continuous research will be carried out.

Interference Mitigation Technique for the Sharing between IMT-Advanced and Fixed Satellite Service

  • In this paper, we propose an efficient and robust interference mitigation technique based on a nullsteering multi-user multiple-input multiple-output (MU-MIMO) spatial division multiple access (SDMA) scheme for frequency sharing between IMT-advanced and fixed satellite service (FSS) in the 3400-4200 and 4500-4800 MHz bands. In the proposed scheme, the pre-existing precoding matrix for SDMA unitary precoded (UPC) MIMO proposed by the authors is modified to construct nulls in the spatial spectrum corresponding to the direction angles of the victim FSS earth station (ES). Furthermore, a numerical formula to calculate the power of the interference signal received at the FSS ES when IMT-Advanced base stations (BS) are operated with the interference mitigation technique is presented. This formula can be derived in closed form and is simply implemented with the help of simulation, resulting in significantly reduced time to obtain the solution. Finally, the frequency sharing results are analyzed in the co-channel and adjacent channel with respect to minimum separation distance and direction of FSS earth station (DOE). Simulation results indicate that the proposed mitigation scheme is highly efficient in terms of reducing the separation distance as well as robust against DOE estimation errors.

  • Starting from 2005, as the new city paradigm, the term 'u-City' was created in Korea. U-City service, as defined in "u-City law", is a service that connects and intermediates among government, traffic, welfare, environment, disaster mitigation, etc., and their data based on ubiquitous city technology and infrastructure. According to the survey executed by local governments, the improvements in the standard of living of citizens have in turn increased the needs for anti-mitigation services. Such trend is bolstered with the recent disasters such as the conflagration of Korean Soong-rae Gate and the devastating earthquake of Sichuan province. This article describes a concept of the u-City disaster prevention service and looks into the activities and planning of u-City disaster prevention service of local governments. This paper also briefly looks into the law and policies to derive the needs of u-City disaster prevention service as well as the current technologies and u-City disaster prevention services of local governments. Ultimately, this paper offers the strategic direction of developing u-Disaster Prevention City.

Ecosystem Service Assessment of Urban Forest for Water Supply and Climate Mitigation of Seoul Metropolitan Area (환경공간정보를 이용한 수도권의 수자원 공급과 기후완화 기능을 위한 도시림의 생태계서비스 평가)

  • This study assessed the water provisioning and climate mitigation ecosystem services of the urban forest in Seoul and Gyeonggi-do. The ecosystem service assessment is conducted based on natural function, natural function and population, and natural function and the beneficiary of the ecosystem service. Then, the impact of climate change on ecosystem services is analyzed to figure out the sensitivity of the impact on the beneficiary when the natural function of forest destroys under climate change. Gyeonggi-do has higher function-based water provisioning ecosystem service than Seoul. And population-based water provisioning ecosystem service appears to be higher in the densely populated area. On the other hand, beneficiary-based water provisioning ecosystem service by applying both natural water supply function and beneficiary distribution appears different with the result of population-based water provisioning service assessment. In other words, regions with high beneficiary population show higher ecosystem service than those with a low beneficiary population even though they have the same water storage function. In addition, climate change has a negative impact on the water provisioning ecosystem service. Under climate change, water provisioning service is expected to decrease by 26%. For climate mitigation service, regions close to the forest seem to have a low temperature, which indicates their high climate mitigation service. The center of the city with high beneficiary population shows high beneficiary-based ecosystem service. The climate change impacts the forest growth to decrease which affect the beneficiary-based climate mitigation ecosystem service to decrease by 33%. From this study, we conclude that beneficiary-based function and ecosystem service assessment is needed as well as the supply-based classification of forest function suggested by Korea Forest Service. In addition, we suggest that not only supply-based function classification and ecosystem service assessment but also beneficiary-based function classification and ecosystem service assessment is needed for managing the urban forest, which has been destroyed by climate change. This will contribute to revaluing cases where a forest with low natural function but high beneficiary-based ecosystem service, which is not considered under the current forest function-based assessment system. Moreover, this could assist in developing a suitable management plan for the urban forest.

Unsupervised learning with hierarchical feature selection for DDoS mitigation within the ISP domain

  • A new Mirai variant found recently was equipped with a dynamic update ability, which increases the level of difficulty for DDoS mitigation. Continuous development of 5G technology and an increasing number of Internet of Things (IoT) devices connected to the network pose serious threats to cyber security. Therefore, researchers have tried to develop better DDoS mitigation systems. However, the majority of the existing models provide centralized solutions either by deploying the system with additional servers at the host site, on the cloud, or at third party locations, which may cause latency. Since Internet service providers (ISP) are links between the internet and users, deploying the defense system within the ISP domain is the panacea for delivering an efficient solution. To cope with the dynamic nature of the new DDoS attacks, we utilized an unsupervised artificial neural network to develop a hierarchical two-layered self-organizing map equipped with a twofold feature selection for DDoS mitigation within the ISP domain.
